1. As a resu1t of Intelligence Advisory Committee (IAC) consideration of the prob1em of Russian jamming of the Voice ot .America (VOA) 1 the Department of State member brought the matter of intelligence support of the VOA before the 55th meeti~ of USCIB. (Reference a) .
2. USCIB's recOllDD.endations, incl.uding one naming the Boa.rd as central. coordinating body for the program, (Reference b) were generall.y approved by the IAC and the National. Security Council, (NSC) and reissued as NSC Action 66/1 in January 19,l..
3. Plan ADVANCER was drawn up by the Director, Arl:Q.ed Forces Security Agency (.AFSA), now the National Security Agency (NSA), . ·in Ma.y 1951. (Reference c USCIB's Technical Committee recom-mended a ilot ation

Meanwhile, uscm, noting certain objecticms raised by the Joint Communications-Electronics Committee of t~ Joint Chief's of Stafi", (Reference e) was unable to agree on the plan outlined 1n NSC 66/J.. Instead, the Board recommend.ea. tbat NSC authorize the Department of StateL fto imi;lement RSC 66/1 as a. pilot operation while the Department of Defense reconsidered Plan ADVANCER on technical. grounds. This was approved by the NSC as Action No. 612 in Febru.ary' 1952 and the members of uscm were notified. (Reference g)

5. By lfSC Action No. 840-a of 11 Jucy 1953, reiterated as BSC Action No. 169 of 27 October l.953, Plan ADVANCER was merged OGA with other operations in the electromagnetic communications tiel.d •. The Director of the Office of Defense Mobil.ization (ODM) was desig-nated as coordinating officer to prepare a progress report for the NSC by l January 1954.
6. On 30 September 1953, the Secretary of Defense requested USCIB • s views on implementation of Plan. ADVANCER as soon as definite conclusions could be reached as to the vaJ.ue and utility of the intormationj !(Reference h)
