This guide is regularly updated by our experienced event staff to provide you with the most up-to-date information. However, the Santa Monica Pier is a dynamic venue; circumstances may change after the date of publication of this guide. SANTA MONICA PIER Demographic Overview

Description: The Santa Monica Pier’s origins date back almost 100 years. It is quite large, 413,056 square feet (9 ½ acres), and is one of the most popular destinations in Southern California, attracting some 3 million visitors annually. People come to the Pier from all over the world to enjoy the ocean breezes, spectacular coastline views, attractions, restaurants, amusement rides, games and shops. The end of famed Route 66 and a National Historical Landmark, the “world’s most famous pier” is also a favorite site for the entertainment industry, whose crews can often be seen filming here. Demographic: Median age – 34 years old (25% fall within the 18 – 25 age group); more than 20% live outside Southern California and 33% speak Spanish as well as English. As an established tourist destination, the Pier attracts visitors from all over the world, encompassing many nationalities and backgrounds. Visitor Satisfaction: According to recent independent poll, 91% of the people surveyed responded that they were “very likely” to revisit the Pier.

Coming From the North on Pacific Coast Highway: Go south on Pacific Coast Highway. After reaching the California incline, watch for directional signs for Pier/Beach parking and deceleration lane on the right. Coming From the North on Ocean Avenue: Go south on Ocean Avenue. The Pier is located two blocks south of Santa Monica Blvd. at corner of Ocean Ave. and Colorado Blvd. If the parking lot is full, proceed two blocks and make a right turn on Seaside Terrace. Follow signs to Pier/Beach parking. Coming from the South on Ocean Avenue: Go north on Ocean Avenue. Turn left at Colorado Boulevard and drive onto Pier. If lot is full, proceed north on Ocean Avenue to California Incline and go left. Turn left at the signal Pacific Coast Highway. Move to the right hand lane and follow signs into Pier/Beach parking. Coming From I-10: Go west on I-10. Exit the freeway at 4th/5th Street exit. Go north on 5th St. to Colorado Blvd. Make a left on Colorado and drive straight to the Pier at Ocean Avenue. If the parking lot is full, make a left turn on Ocean Avenue and proceed two blocks. Make a right turn on Seaside Terrace. Follow signs to Pier/Beach parking. Coming From 405: From the north or south on the 405 Freeway, take I-10 West. Drive west on I-10 and exit freeway at 4th/5th Street exit. Go north on 5th St. to Colorado Blvd. Make a left on Colorado Blvd. and drive straight to the Pier at Ocean Avenue. If the parking lot is full, make a left turn on Ocean Avenue and proceed two blocks. Make a right turn on Seaside Terrace. Follow sign to Pier/Beach parking.

ACCESS BY CITY PERSONNEL In performance of their duties, Facility personnel shall have the right to enter the areas leased by the Tenant. Specific hours may or may not be designated. At all times, event and film organizers will honor the official identification credentials worn by the City and Pier personnel. ALCOHOL a. At parks, beaches, and on public streets, including the Third Street Promenade, which are traditionally public gathering places, the sale and consumption of alcohol will be prohibited at all times. b. At parking lot sites, i.e., sites that are not traditional public gathering places, the sale and consumption of alcohol will be prohibited at events that are free to the public. The sale and consumption of alcohol will be permitted at events that require paid admission or an invitation to enter provided that:

1) both the sale and consumption of alcohol is located within a defined, enclosed area not visible from the outside to the general public and with security at all entries

2) alcohol is served in conjunction with food 3) all required approvals are obtained 4) alcohol management practices specified by the City are implemented.

c. Where alcohol is allowed, the implementation of specific alcohol management regulations to be stipulated by the Community Events and SMPC Office, will be required to promote a safe and enjoyable environment for guests attending and leaving events and reduce exposure to liability: d. The event and film organizer must provide a copy of the Alcohol Beverage Control permit to the City of Santa Monica before a Community Event Permit can be issued for an alcohol related event. e. The event and film organizer must provide commercial general liability insurance including liquor liability coverage in limits specified by the Risk Manager. ALTERATIONS Space in the facility is provided to event and film organizers “as-is”. Only those changes, alterations and decorations made in writing that are previously agreed to by the SMPC may be made by event/film organizer. to original condition will be made at the events/films expense. Event/film organizer will be charged at prevailing rates.

AMERICANS WITH DISABILITIES ACT It is the event and film organizers responsibility to comply with all City, County, State and Federal accessibility requirements, including the Americans with Disability act (ADA). The ADA mandates equal access to facilities, services and programs for persons with a disability as well as ensuring them comprehensive civil rights protections. ATTACHMENT TO FACILITY SURFACES Decorations or other items shall not be attached or affixed to the facility without prior approval of either the SMPC Event Staff or SMPC Executive Director. Direct application of double-faced tape to any surface of the facilities is prohibited. AUDIO a. As provided herein, permitted community events are exempt from the noise ordinance. The following measures, however, will be required to reduce noise impacts on surrounding neighbors. b. Events or filmings that include live music, amplified sound or other sound that may disrupt the quiet enjoyment of neighbors will be directed to sites where impacts can be managed. c. Time periods and length of time will be limited for live musical performances, amplified sound, or other sound generators that are audible beyond the geographic boundaries of the event or filming. d. Sound-check time during which sound amplification is used and practice time for live music will be limited to a cumulative total of two hours between the earliest permitted event or shoot start time for each event or shoot and the start of the event or shoot for events or filming that are held outdoors or in a tent or temporary structure. e. When amplified sound is used at the Pier, North Beach Lot (1550) and South Beach Lot (2030/2600), the speakers must be oriented toward the ocean and away from residences. f. The use of “silent” generators will be required. BUSINESS LICENSES All event planners or promoters for hire will be required to obtain a business license regardless of whether the event is carried on for charitable purposes. Subcontracting supply and service companies, e.g., catering, valet, rental, security services, etc., will be required to obtain individual business licenses Retail Vendors and exhibitors at permitted community events are exempt from having to obtain a Santa Monica business licenses. CABLING Any cable runs in an area in which the public is permitted must be securely covered by

either cable ramps, tape or carpet to prevent potential trip hazards. CITY OF SANTA MONICA ASSIGNED EVENT PERSONNEL The appropriate City of Santa Monica and SMPC personnel will specify when Santa Monica Police, Santa Monica Fire Department, Traffic Safety and Harbor Patrol officers are required on location during an event or filming which may adversely impact public health, safety and welfare. Officers are not security guards for event/film company. Officers are scheduled at the event or film organizers expense subject to the rules of the Santa Monica Police & Fire Department. CITY OF SANTA MONICA INSURANCE PROGRAM Event and film organizers have the option of purchasing a liability insurance policy from the city to meet established requirements for holding a permitted community event. The insurance coverage protects both event/film organizer and the city from possible claims for personal injury or property damage, which could arise from a permitted event. This optional insurance may be purchased by the day; its cost is dependent on the number of days, the size and the type of event to be insured. Please contact the Community Events Office at (310) 458-8573 for further information. CITY OF SANTA MONICA FILM PERMITS In addition to the Santa Monica Pier Filming Approval Form appropriate film permits must be issued by the City of Santa Monica Permit Office, 310/458-8737. The City’s Permit office requires that all applications be submitted 72hrs. prior to the filming date. Evidence of insurance and security deposit must be duly noted on the city film permit and attached when necessary. COMPENSATION TO SANTA MONICA PIER TENANTS Pier tenants must be compensated for loss of business if the event or filming will take place within the confines of the tenants' lease space or if filming/event will block patron access to the businesses. Arrangements between production companies and Pier tenants must be made prior to the filming or event date. Compensation is negotiated directly by the film/event company with the tenants. DAMAGE/DEFACEMENT OF FACILITY The event or film organizer, including the exhibitors, employees or patrons, shall neither mar or deface any part of the facility. Repair costs shall be charged to the event /film organizer. ELECTRICAL POWER Various 110v power is available from the Pier for a fee. Each of the power junction boxes are located on the Pier Deck parking lot. See site plan for locations. EVENT STAFF [Client] Event or film organizer shall provide SMPC with a list and contact information of all organizers lead staff and their designated areas of responsibilities. The staff list should include a clear indication of those staff members authorized to obligate for charges for services.

EVENT CATEGORIES There are three principal categories of community events. Different regulations apply depending on the category. The categories are: Category 1 Events -recreation (e.g., games, arts & crafts activities, reunions) -competition/contests (e.g., surfing contests, sand castle building) -spectator sports (e.g., beach volleyball, hockey, basketball) -athletic events (e.g., races, runs) -circuses, fairs and carnivals (e.g., booths, games, rides and similar amusements) -food-related events (e.g., picnics, food distribution, food festivals) -sales/trade shows (e.g., arts & crafts shows, antique shows, merchandise sales or exhibits) -beach/park clean-ups -training activities (e.g., corporate or educational sessions) Category 2 Events Events not included within Category 1 above but which require a permit from Building and Safety and/or the Fire Department as detailed in Section VII (4) and (5) of this Administrative Instruction. Category 3 Events Events not included within Categories 1 and 2. EMERGENCY EXITING REQUIREMENTS All space on the Pier has emergency exiting requirements. These are based on the setup and projected attendance in each area. Please consult your SMPC Event Coordinator for clarification. ESTABLISHING EVENT AREA PERIMETER A perimeter must be established around all event or filming on the Pier to allow for pedestrian and emergency vehicle access. Event/Film companies may not impede or block access to areas of the Pier with out allowing reasonable public access for pedestrians and emergency vehicles. EVENT AND FILMING INFORMATION SCHEDULE The event or film organizer shall provide the SMPC with an overall schedule of operations hours, estimated daily attendance and other pertinent event/filming information. This information is required 10 days prior to the first move-in day of the event/filming. FIRE DEPARTMENT PERSONNEL AND EQUIPMENT When event/filming conditions warrant, SMPC reserves the right to require that the Fire Department personnel and/or equipment be present during an event/filming. This coverage shall be at the Event/Filming Organizers expense.

FOOD/BEVERAGES The serving or selling of food or beverage at events open to the public requires a Santa Monica Business License as well as a health permit from the Los Angeles County Health Department. Cooking equipment requires approval from the Fire Department, with prior conceptual approval from the SMPC Event Staff. INSURANCE REQUIREMENTS Insurance certificate holder shall read as follows:

a. Category 1 events will be required to provide general liability insurance. The City’s

Risk Manager will review the Community Event Permit Application and may require additional insurance, such as auto, liquor, or garage keeper’s liability, if it is deemed necessary.

b. Minimum insurance limits are: 1. Commercial General Liability - one million dollars ($1,000,000) combined single

limit per occurrence for bodily injury and property damage. 2. Business Automobile Liability - one million dollars ($1,000,000) combined single

limit per accident (only required when appropriate). Some events may require auto, liquor, product or other coverage and may involve higher limits.

c. The City of Santa Monica, members of its City Council, boards and commissions,

officers, agents, employees and volunteers are to be covered as additional insured with respect to: liability arising out of activities performed by permittee related to said permit.

d. Applicant’s insurance coverage will be primary insurance as respects the City of

Santa Monica, members of its City Council, boards and commissions, officers, agents, employees and volunteers; any insurance or self insurance maintained by the City, its officials, employees and volunteers will be excess of Permittee's insurance and will not contribute to it.

e. Each insurance policy required by this clause will be endorsed to state that coverage

will not be cancelled except after thirty (30) days written notice has been given to the City.

f. An optional event liability policy is available for purchase through the City in order to

meet the insurance requirements. g. Category 2 and 3 events will not be required to meet the insurance requirements of

this Administrative Instruction, unless there is a specific, demonstrable history of personal injury or property damage claims being awarded against the applicant attributable to the applicant’s conduct of previous events in the City that are similar in nature to the proposed event. However, such events will be required to either (1) agree to indemnify, protect, defend and hold harmless the City, its officers and employee, all participants in and all observers of the event against all claims, damages, expenses, loss, or liability of any kind or nature whatsoever resulting from the alleged acts or omissions of the permittee, its officers, agents, or employees in connection with the event; or (2) agree to redesign or reschedule the permitted event to respond to specific risks, hazards and dangers to the public health and safety identified by the City Manager or his/her designee as being reasonably foreseeable consequences of the permitted event; or (3) provide insurance coverage as otherwise required by this Administrative Instruction.

h. A “safety plan,” including participant release forms, documentation of equipment

safety, etc., may be required for events that include physical activity by attendees. LICENSES, TRADEMARKS, PATENTS AND SERVICE MARKS The event or film organizer is required to obtain any and all licenses and assume all costs arising from the use of patented, trademarked, copyrighted or service marked materials, equipment, devices, processes, dramatic performance or artistic rights used on or incorporated in the conduct of this event. The event or film organizer shall indemnify and hold harmless from all damages, costs, and expenses in law or equity for or on account of the use of equipment, devices, processes, dramatic performance or artistic rights furnished or used by the organizers or its contestants, exhibitors, performers, agents or employees in connection with the event. LITTER OR DEBRIS Upon completion of event or filming, the Pier must be left free of litter or debris. A custodial and trash receptacle fee will be deducted from the security deposit from the event or film company, which do not leave the Pier in the condition in which it was found. A refundable clean-up deposit may be imposed. The following is a schedule of the minimum fee, which will be deducted from the security deposit: 0-500 event attendees/film crew & cast = $ 500 500-1000 event attendees/film crew & cast = $1,000 1000+ event attendees/film crew & cast= $1,500 Event/Film organizers will be charged at the prevailing rate for all drop off of additional bins used to dispose of trash generated by the event or filming. This fee is in addition to the stated fees above. LOST AND FOUND All lost and found items are turned over to the Santa Monica Harbor Patrol. NEIGHBOR NOTIFICATION For Category 1 events, residents and businesses within 500 feet of an event site must be notified in writing prior to an event held outdoors or in a tent/temporary structure if

there will be amplified sound (other than brief, intermittent announcements) or live music or if the event requires a The city of Santa Monica will mail out the above notices on standard City forms and pass the full cost of the notice and mailing service to the event organizer. The Community Events Office will maintain a list of surrounding residences for each fixed site. The notice will state clearly whether or not the event is a City-produced or City co-produced event and, if it is not a City-produced or co-produced event, that the purpose of the notice is to inform residents of the upcoming event, not to indicate City support of it. Provided that event applications for Category 2 and 3 events meet the criteria described above and the application is received with ample time to prepare the notice, neighbor notifications will be mailed out at no cost to the event organizer. PAYMENT SCHEDULE The following payment schedule applies to all events/deck rental and promotion placement:

1. Within 30 days of reservation of the event/promotion date, 10% of the rental must be paid and will be held as a deposit. If payment is not made the reserved date will be forfeited.

2. 60 days before the date of event or start of promotion, an additional 30% deposit must be paid.

3. Total balance due on rental or promotion must be paid 30 days before the start of

the event or promotion.

4. Events/promotions canceled more than 60 days prior to the start of the event/promotion will receive 100% of their paid deposits in return.

5. Events/promotions canceled in the period 30 to 60 days prior to the start of the

approved by the individual business. PIER EVENT MONITOR Large or complex Category 1 events will be required to hire a dedicated Pier Event Monitor. The SMPC Event Staff & Executive Director will make the determination as to whether a monitor is needed. The SMPC Event Staff will arrange for monitoring, which may be provided by either staff or a contracted service for designated events. See Santa Monica Pier Service Fee Schedule for hourly wage. PIER FILMING APPROVAL No person shall take still, motion, video or sound pictures for commercial purposes on the Santa Monica Pier without a Santa Monica Pier Filming Approval Form approved by the Santa Monica Pier Corporation Filming Coordinator. The Santa Monica Pier Filming Approval Form shall be in writing and shall set forth any conditions pertaining to use as the SMPC Filming Coordinator shall determine and the fee to be paid for such use. Except for large or complex film shoots, the approval form must be approved 48 hours prior to the filming date. Filming activity with, but not limited to, the following criteria are considered large and complex and must be approved at least (7) days prior to the filming date:

• More than 50 Cast & Crew size • More than 3 days of consecutive filming activity • More than 2 Pier tenant approvals required for filming

and/or prop set up. • All stunts

The Santa Monica Pier Filming Approval Form is not issued for any filming activity on weekends. (Pier Weekends are designated beginning on Friday, 5:00PM thru Monday, 6:00AM.) PIER PARKING LOT Located West end of Colorado Ave. on the Pier. It is open seven days a week, year round. Attendant parking from 7:30am – 1:30am. Weight limit in the parking lot is 6,000lbs., which all event/film related activity and equipment is subject to. The maximum rental portion of the lot allowed is one half. The entire lot may be rented but is subject to additional requirements, which can be obtained through the SMPC Event Staff. See Santa Monica Pier Service Fee Schedule for pricing. PRIVATE SECURITY PERSONNEL The event/film organizer is responsible for hiring private security to watch over unattended property brought on the Pier. The SMPC Event Staff and City official personnel are not responsible for any of the event/film organizers misplaced, damaged or stolen property. The SMPC Event Staff may require additional private security, if necessary at the event/film organizers expense.

PROPANE The use of propane is allowed on the Pier but is subject to approvals and required permits from the Fire Department, with prior conceptual approval from the SMPC Event Staff. PUBLIC SAFETY Activities that will endanger public safety on the Pier structure and buildings are prohibited. The SMPC Event Staff, Santa Monica Police, Santa Monica Fire Dept. and Harbor Patrol may shut down an event or film company at anytime if they feel it is endangering public safety. PUBLIC SAFETY RELATED SIGNAGE No “exit” or other signs relating to public safety shall be obstructed. In the event that decorations or other equipment block or cover fire appliance signs, an adequate replacement must be put in place. All such substitutes are subject to the approval of the Santa Monica Fire Department with prior conceptual approval from the SMPC Event Staff. SETUP INSTRUCTIONS The event or film organizers shall provide the SMPC with all necessary instructions and orders for personnel, equipment and setup for the event no later than 10 days prior to the first day of tenancy as specified in the agreement. SHUTTLE PLAN Any event or filming with expected attendance of 10,000 or more must have a shuttle plan in place in order to manage the amount of people and traffic. Please contact SMPC Event Staff to determine steps that need to be taken and costs associated with this. SITE MAP It is the responsibility of the event organizer to insure that site map is submitted to and approved by the Santa Monica Fire Department and SMPC Event Staff. Your event will not be approved without a clear, scale site map showing size and placement of tents, stages, generators, propane and other event elements. SMPC EVENT FEES All fees owed by the event organizer will be itemized and must be paid on or prior to the due date noted in the “LICENSE AGREEMENT AND PERMIT FOR USE OF PREMISES”. Fees may be paid by check or cash only. Credit cards are not accepted. SMPC FILMING FEES The fees for use of the Santa Monica Pier for filming and commercial photography shall be established by the Santa Monica Pier Corporation and shall be paid prior to the issuance of the Santa Monica Pier Filming Approval Form. All fees must be paid 48 hours prior to the filming date by check or cash only. Credit cards are not accepted. Please see attached fee schedule.

SMPC STAGE The SMPC Stage may be rented by the event/film organizer for an additional fee. The base stage is 16’X24’ but may be expanded with use of additional 4’X4’ plates. Maximum 4’X4’ plates available is twenty. The stage fee includes setup and teardown by the SMPC Event Staff. See attached stage layouts. SMOKING AREAS The Santa Monica Pier is a non-smoking pier. Smoking is permitted in the designated areas only. See attached map. TIPS/GRATUITIES The SMPC Event Staff is prohibited from accepting monetary tips or gratuities. VEHICLE AND EQUIPMENT PARKING Event/Filming production companies may not set up a parking base on the Pier lot. All vehicles and equipment must park in one of the beach parking lots and arrangements must be made in advance with Saul Portillo, Transportation Parking Specialist, 310/458-4903. VEHICLE AND EQUIPMENT RESTRICTIONS Equipment may be shuttled on and off the Pier by pick-up trucks but those trucks may not remain parked on the Pier. Cube-trucks larger than 22’ long and/or have double axles are not permitted on the Pier at anytime. Cube-trucks less than 22’ long without the proper weight certification will not be allowed to drive on the Pier at anytime. Event/Film production company vehicles are not allowed on the Pier until the assigned Harbor Patrol officer is on site. If the Harbor Patrol officer is not on site at the scheduled time, permission for vehicles to enter the Pier may be given by the Harbor Patrol Sergeant at 310/458-8695 or the Police Watch Commander at 310/458-8427. WEIGHT LIMITS All event/film production companies must adhere to the following weight limits of the Pier as determined by the City's Engineering Department:

• Municipal Pier, main roadway of Pier, is 10 tons (20,000lbs.) • Pleasure Pier, Pier parking lot and boardwalk, is 3 tons (6,000lbs.)

[Boardwalk is the strip of the Pier where the tenants are located on] • Pier Parking Lot/Event Lane is 10 tons (20,000lbs)

[Event lane begins at the entrance of the parking booth and ends at the south railing. Use of this lane requires written approval from the SMPC Event Staff.]

Vehicles over the 3 ton weight limit include the Dodge: 2500 & 3500 series, Ford: F-250 & F-350 series and General Motors: 2500 & 3500 series vans and pick-up trucks.

SANTA MONICA PIER City Event Permit Information

The Process

1. The first step is to submit a written detailed description, including the date, and site plan of the proposed event to the SMPC office. Once conceptual approval has been given by the SMPC Event Staff a City of Santa Monica Event Application must be completed by the event organizer and returned to the SMPC office with the appropriate application fee.

2. After your application is reviewed by the SMPC Event Staff it will be forwarded to the City’s Community Events Office to begin the City’s Event Permit Process. 3. The Community Events Office staff and the City's Events Committee will review your application. Applications are reviewed by the Committee on a first-come, first-served basis. The Committee, which is comprised of representatives from various City departments, uses the Community Events Ordinance and the Events Administrative Instruction to determine specific requirements and conditions for events. 4. The Community Events Office staff will inform you in writing of all of the requirements and conditions for your event. SMPC Event and City Staff will work closely with you to help you stay on track and meet all of the requirements and deadlines. (Sample City Letter Attached) 5. An Event Permit will be issued as soon as the requirements are met. City of Santa Monica Fees for services provided during the event will not be due until after the event is completed unless a fee waiver has been obtained. Determination of Event Type There are three principal categories of community events. Different regulations apply depending on the category. The categories are: A. Category 1 Events -recreation (e.g., games, arts & crafts activities, reunions) -competition/contests (e.g., surfing contests, sand castle building) -spectator sports (e.g., beach volleyball, hockey, basketball) -athletic events (e.g., races, runs) -circuses, fairs and carnivals (e.g., booths, games, rides and similar amusements) -food-related events (e.g., picnics, food distribution, food festivals) -sales/trade shows (e.g., arts & crafts shows, antique shows, merchandise sales or exhibits) -beach/park clean-ups

SMPC Submission Deadlines: Completed applications, including processing fee, for: Category 1 event application must be submitted to the Santa Monica Pier Corporation Office at least two (2) months but no more than 1 year prior to the event.
