History of the NYSSMA Manual The history of the NYSSMA Manual and music contests go

hand-in-hand……

• 1907 NAfME was founded.• 1925 First National contests held.

– The contest-festivals continued through the 30’s. – Teachers selected music for festivals from the National School Music

Competition-Festivals Manual. (Manual……sound familiar??!)– Selections were based on the population of the school.

• 1932 NYSSMA is formed.• 1933 NYSSMA sponsors its own competition-festivals (similar to today’s

Major Ensemble & Solo Festivals) New York was the first state to do this.• 1934 First NYSSMA Conference.• 1935 NYSSMA sponsors its first All-State organizations.• 1937 National contests became regionalized (10 regions in all).

– Not as far to travel, but less competition due to less participation from the eastern states.

History of the NYSSMA Manual• March 21, 1938 (First issue of the School Music News)—Elvin

L. Freeman wrote an article that introduced the Plan of Classification to the NYSSMA membership. This was the first of many articles that would be written to familiarize the NYSSMA membership with the Plan.- Based on the objectives of the competition-festivals .- Major Difference: NYSSMA’s plan would be “…based on

‘The Ability to Perform’ rather than on the number of students in a school.” (E.L. Freeman, School Music News, November 1940)

- “It would seem that that a highly superior organization could be developed in any sized school provided with suitable equipment, sufficient student enrollment in music subjects, and the proper instruction.” (E.L. Freeman-School Music News, 3/21/38)

- Main objective – “…..highly superior organizations in all schools.” (E.L. Freeman, School Music News , 3/21/38)

• November 1939 – NYSSMA Executive Committee appoints E.L. Freeman as chairman of a Committee of Classification.

History of the NYSSMA Manual• 1941

– June 1941 School Music News article ”The New York State Plan of Classification” outlines the new plan that is to be used in all 1942 NYSSMA Competition Festivals. The initial band lists were included in this School Music Issue. Other groups and soloists used the National lists.

– Plan of Classification was presented to the National Board of Control. 6 out of 10 regions were in favor of adopting the plan for the National Contests. Topic was tabled for further discussion.

• US involvement in World War II began. – All national Competition-Festivals were cancelled due to travel

restrictions, but NYSSMA continued its state festivals and continued to refine its Plan of Classification.

– NYSSMA began to sponsor “In-House” type festivals so large groups would not have to travel – The adjudicator came to them!

The New York State Plan of Music Classification

• August 1942-The New York State Plan of Music Classification is published with 2500 titles for Band, Orchestra and Chorus (National contest lists were still used for solos):

• Pre-curser to today’s Manual.• Evaluation is based on the ability

to perform the music selected rather than the enrollment of the school.

• Music director determines level. • 6 grades of music.• Ratings should be based on

music that an organization is capable of playing.

History of the NYSSMA Manual• 1945 - 1946

– Further refinements made to the Plan of Music Classification.

– Solo lists were added.– The first edition of The NYSSMA

Manual is published by NYSSMA August 1946.

• 1946 - 1947– NYSSMA Manual Edition I is used

for NYSSMA Festivals.

The NYSSMA Manual Editing Cycle• A new NYSSMA Manual comes out every 3 years on July 1st.• The debut of a new Manual starts a new editing cycle:• Year 1 (July 2015 – June 2016)

– July 2015 – Start of distribution of the new Manual. Distribution will continue for the next three years.

– June 2016 – Approval from the NYSSMA Exec. Board to start Edition 32.• Year 2 (July 2016 – June 2017)

– Summer/Fall 2016 – Formation of NYSSMA Manual Committee.– January through July/August 2017 – Manual review/revision period.

• Year 3 (July 2017 – June 2018)– Early Summer 2017 – Formation of NYSSMA Manual Production Team (Data

Entry/Typesetter/Printer).– Mid August 2017 – Manual Committee’s revisions are finished.– June through November 2017 – Revisions are added to the Manual’s database.– December 2017 through February 2018 – Proofreading/final revisions.– Mid March 2018 – Master file to printer– Mid June 2018 – First copies of the new Manual are finished and sent to the NYSSMA

Manual Chairperson; distribution of complimentary copies.• July 1, 2018 – NYSSMA Manual Edition 32 goes into effect and an new NYSSMA

What’s new in Ed. 31?

Statement on the NYSSMA Manual Webpage:

Edition Musicus publications will not be in Edition 31 of the Manual (July 2015). This includes the popular Ostrander arrangement of Honor and Arms. At the time that the new Edition 31 was going to press, it was discovered that EM was out of business. We knew that it would become increasingly difficult to obtain the music. It would also be impossible to gain any permission to copy any music. Because of this and because there were several EM items that were popular (i.e. Honor and Arms), we decided to remove all of them entirely. Please don’t throw out your EM editions yet however……we recently were informed that a company has purchased EM. If the music is in print and available next time, our plan is to reinstate most of EM’s music in Edition 32 (2018). In the meantime, there will be no addendum for Edition 31.

This means: For all 2016, 2017, and 2018 festivals, Edition Musicus publications cannot be

performed for a rating.
