Vote for J. M. Camara, the people'scandidate, for the Legislature.
TO THE ELECTORS
OF THE ISLAND
OF OAHU
GENTLEMEN:I am an INDEPENDENT candidate
for elccttlon as 8enator from this Isl-
and, and I respectfully solicit yourvotes and Influence.
Being pledged to no party, and un-
der obligation to no cliques or fac-tions, I will, If elected, endeavor topromote honest government, by honest officials.
I favor municipal government, butamply safeguarded against reckless, extravagant or dishonest administration.
It Is my belief that the Governmentof this Territory should reflect less ofpolitics, and more of business princi-ples, than In the past and present. In the payment of fire claims, and thesettlement of the Public Land ques-tion (In so far as our Legislature maycontribute to such settlement), thereis little room for politics.
The enactment of laws to providefor municipal government (to whichall the political parties stand committed), should command the attention oflegislators of experience, a fair pro-portion of whom should possess legaleducation, and at least some of whomshould have lived and practiced theirprofession under the practical opera-tion of municipal charters.
If you believe me to possess thesequalifications, I shall hope to receiveyour votes and support.

London Oct. 13. Information has.reached here that a great British fleetlately maneuvering In the Mediterra-nean bas liccn suddenly ordered totake, up strategic positions in theneighborhood of Salonlca nnd Smyrna, while tho squadrons nt Malta and G-ibraltar will be Immediately strength-ened. These measures are considerednecessary In consequence of Russia'sendeavors to coerco Turkey, particu-larly with reference to her warships'prh tlcges in tho Dardanelles. The sit-uation is deemed so urgent that Itcompletely subordinates the educationbill crisis In Saturday's Cabinet meet-ing.
Russia's determination to turn theDardanelles Into nn excIuBhely Russian channel to the Mediterranean maybe regarded as the first step in her recently announced policy of IrritatingBritish Interests. While the Londondiplomats hesitate to credit the rumorof an actual Itusso-Turkls- compactwun that end in lcw, which Is now Incirculation In tho highest quarters InGreat Britain nnd the Continent, thefcellni: Is cenoral that tho Cinr'a nv.ernment has taken tho first step to
. .ru un eventual coup,It is to throttle such an enterprise
In Its early stuge that the sjrong Brit-ish fleet now lu the Mediterranean isunder orders to dispose Itself for Im-
portant emergencies. The fleet con-stitutes tho most powerful collectionof British warships oer gathered, ex-
cept for review purposes. It consistsof twenty-nin- e new first-clas- s battle-ships, twenty armored cruisers andmore than thirty destroyers and tor-pedo boats.
Simultaneously with tho orders tothe fleets every artillery garrison Intho Mediterranean has been given or-ders to augment Itself to Its fullstrength. It Is said that tho Britishforeign officials aro considering thewhole situation In the light ot tho
that Russia Is finding sup-port for Its project for Rotating thetreaty of Purls at the hands of FranceItself,
With characteristic cleverness, RusBla ,f,0,! nilvantBe recently of theuouiiiiiii clause in tne internationalconventions regarding tho passage ofthe Dardanelles, which stipulates thatonly warships convoying sovereignsand heads of Independent States shallbe permitted to pass the straits, andsent Grand Duke Nicholas In theGeorges Pobledonostzeff, tho largestbattleship that ever entered the Bos-porus, to visit the Sultan. This was adistinct breach ot tho convention, butthe Russians explained that theGrand Duke, being tho Czar's repre-sentative, was the same as the Czarhimself. Europe Is undoubtedly notmistaken In considering this a breachof the treaty of ParlB and also as anIntimation that Russia Intends no lon-ger to be bound by that document, which was drawn up at the close, otthe Crimean war, in which the unitedforces of France, Ttu key, Sardinia andGreat Britain defeated tho forces ofthe Czar.

REPUBLICANS IN A
Another meeting of the Republicanswas held last night. This time It wasIn Kcwalo, right in the midst of aHome Rule stronghold. This Is themode of warfare the Republicans arocnrrjInR on now as the campaigndraws to Its clobo and it Is proving nmost effective scheme. As on otheroccasions, such ns the meeting InKnknako, the Home Rulers presentstarted In to jeer at the speakers, theiraim being to break up the meeting. However, they could not help but beconvinced by tho lncontrovertable ar-guments of the speakers and were soonreduced to a state of quiet After--
i wards, they began to applaud thespeakers and then the rest of the
1 night's work was easy.Robert N. Doyd was the chairman of
'the evening and In calling the meetingto order he made a short speech Inwhich he stated that It wns time forthe careful consideration of the factsand the candidates of the various par-ti-
before deciding which men to sup-port.
S. F. Chllllngworth was the firstspeaker called upon to address the peo-ple and he devoted much of his allot-ted time to pleading the cause of thelender of the party. Among otherthings, he stated that the presence ofWilcox at Washington caused no sen-timent whatever for he was a manwithout affiliation and without friends"at court" to speak for him. If thoPrince were sent forwnrd to Washing-ton there would not be a single mem-ber of the majority party In Congresswho would not lend him a helpinghand
Charles Lake made n short speech onthe need of a Legislature that wouldpass laws for the betterment of thecondition of the Territory. W. W.Harris followed. The first referencethis speaker made was to the conditionof the streets In Kewalo which had notbeen put in decent shape on account ofthe Inactivity of the Home Rulers inthe Legislature. The speaker then re-
ferred to the hard times prevailing andstated that if Wilcox had done any-thing at all for Hawaii while In Wash-ington these bad times would surelyhave been averted. Congress in itslast session had made appropriationsnmountlng to something like a billiondollars nnd jet of this vnst amount,Hawaii had not Ifien given n singlecent.
The speaker next referred to theleper bill Wilcox was proposing nndbad already proposed. He ald that ifthe Federal Government were to takohold of tho leper settlement, the lepersthere would be used for experimentalpurposes. If the Republicans were to getInto office, they would take care of thxlepers In the way they should be takencare of and that too through local con-trol.
Jonah Kumalae spoke alorg the samnlines as he has on previous occasions. He told of the do nothing policy of therepresentatives and senators in theLegislature and made clear their short-comings before the peop'le. The nextspeaker was Carlos Long who spokeat length on the necessity of voting thobtralglit Republican ticket. He spokeagain on the need of county and muni-cipal government, snjlng that this wasthe only way that the people ob awhole would have a voice In tho gov-
ernment of local affairs. The speakersaid he deplored the statements to thteffect that the Republicans were nptIn earnest In the mutter of county nnjmunicipal government. He stated further that If this were really tho case, the people would not find himself andother Republicans standing on theplntform advocating the election of thecandidates of the party.
At the conclusion of the meeting.Chairman Boyd called for three cheersfor the Queen, the nominees and the i
Republican party, which were givenwith a will. "
