INTRODUCTION

European Union is one of Georgia’s largest donors, providing assistance and advice in almost all spheres of the country’s economic, political and social life. In addition, Georgia receives substantial support from individual

EU member states but the focus and volume of their aid programs vary from donor to donor.

European Union, as well as its member states, is interested in – and committed to – promoting stability, security and prosperity in its periphery through European Neighborhood Policy (ENP), which is designed to deepen po-litical relationship and economic integration with its southern and eastern neighbors. The ENP budget and the amount of EU financial assistance for regional countries give a clear indication of how important this issue is for EU. Since ENP came into effect, European Union and EU governments have significantly intensified their involve-ment and political dialogue with Tbilisi. In 2007-2015 EU grants and loans to support the country’s budget were steadily rising and reached 487.66 mln EURO.1

Apart from EU-Georgia cooperation, Tbilisi is keen to strengthen bilateral ties with individual EU member coun-tries and learn from their experience of democratic transition, social and economic reforms, development and European integration. EU member states play a significant role in the ongoing Georgian reforms, but the degree of their involvement and the sectoral distribution of their assistance vary from donor to donor. They differ widely in terms of their interests, areas of intervention and the volume of aid, with the differences being largely deter-mined by their foreign policy priorities, experience and expertise in specific areas, and financial resources.

The given research presents the results and findings of a research into the main aspects of cooperation between Georgia and EU member states, existing bilateral cooperation agreements, ongoing and implemented projects of EU countries and areas of their intervention in Georgia. The research involved interviews with representatives of Georgian governmental institutions – the ministry of internal affairs, the ministry of agriculture, the office of the state minister for reconciliation and civil equality, and the office of the state minister for European and Euro-At-lantic integration – and foreign diplomats accredited to Georgia, including representatives of German, UK, Czech, Dutch, Polish, Lithuanian, Estonian, Romanian and Sweden embassies, and the European Union’s delegation to Georgia.

The research is based on statistical data from 2014 and 2015 reports of Donor Coordination Unit (DCU), a struc-tural unit of the policy analysis, strategic planning and coordination department of the government administra-tion) and the integrated electronic database eaims.ge, which is jointly run by the government administration, the finance ministry and the office of the state minister for European and Euro-Atlantic integration.

The scope of the research included main areas of EU-Georgia cooperation on the one hand, and bilateral coop-eration between Georgia and individual EU member states on the other. For a more comprehensive assessment of the EU-Georgia relations, the research should continue and include Cost Effective Analysis (CEA) to determine whether the value of EU governments’ intervention justifies its cost.

EU-GEORGIA COOPERATION PRIORITIES AND BILATERAL RELATIONS

First active contacts between European Union and Georgia date back to the 90s. In 1996 Georgia and the EU signed a framework agreement on partnership, which laid the foundation for political dialogue and economic

cooperation between Tbilisi and Brussels. However, the EU did not have any clear vision and strategy as to how to deal with Georgia, and the region in general, at that time. With the start of ENP in 2003 and Eastern Partnership (EaP) initiative some time later, Georgia-EU relations entered a new phase. Within EaP framework, the European Union and Georgia have negotiated and signed Association Agreement (27 June 2014) as a basis for political as-sociation and economic integration of Georgia with the EU and simultaneously agreed Association Agenda (AA),2 which set strategic priorities for EU-Georgia cooperation in 2014-2016.3

Association Agenda priorities:

– Political reform and dialogue;– Foreign and security policy;– Co-operation on justice, freedom and security;– Trade and trade-related matters;– Economic cooperation;– Other cooperation policies.4

Single Support Framework (SSF) of the European Neighborhood Instrument (ENI) is European Union’s main pro-gramming document to specify priority sectors and the volume of EU support to Georgia in 2014-2017. Under SSF, Georgia is supposed to receive around 335-410 mln EURO of EU grants and loans in this period for the following priority sectors:5

– Public administration reform (25% of SSF funds);– Agriculture and rural development (30%);– Justice sector reform (25%);– Support to civil society (5%);– Support for institutional development (15%), namely for the implementation of EU-Georgia agreements (AA, DCFTA and VLAP).

Association Agenda and SSF are the main programming documents to define EU-Georgia cooperation priorities. The focus areas of the research were chosen on the basis of right these documents. Bilateral cooperation be-tween Georgia and EU member states was also analyzed during the research. The above mentioned documents and interviews with government officials and foreign diplomats revealed that the following sectors attract particular attention from the EU and its member states:

– Justice sector reform, freedom and security;– Public administration reform;– Agriculture and rural development;– Economic development and poverty reduction.

Priorities of foreign embassies and foundations are usually influenced by a country’s experience and expertise in a target sector and its foreign policy preferences, as well as its financial resources – i.e. depend on whether a coun-try fits into the category of traditional donor. For instance, Georgia’s main donors are western European nations with sufficient financial resources. Germany, Sweden and Netherlands are among the largest donor countries of the European Union.6

In 2015, according to DCU, German assistance for Georgia amounted to 283 mln USD (34.9% of the total bilat-eral aid for the country), Sweden provided some 200 mln USD (19%), while Netherlands allocated 27 mln USD. European Union’s share in the total assistance Georgia received from international donor organizations in 2015 was estimated at 18.1%.7

Several Eastern European countries have recently emerged as important actors in the field of international devel-opment cooperation, having undergone a transition from recipients to providers of financial support for demo-cratic processes in developing countries. These include Lithuania, Estonia, Bulgaria and Romania. Georgia is one of the priority recipients of their aid. Eastern and Central European countries are actively involved in EU programs and bilateral experience/information sharing and technical assistance projects, Poland and Czech Republic being most notable examples.

Several types of financial support are available in the framework of cooperation with EU and its member states: budget support programs, grants, technical assistance and investment projects. Assistance under bilateral co-operation agreements with individual EU member states is delivered by a donor country’s embassy in Tbilisi or its development agency or other relevant governmental institution, depending on what kind of foreign assistance system the donor country has.

SECTORAL PRIORITIES OF EU-GEORGIA COOPERATION

JUSTICE SECTOR REFORM, FREEDOM AND SECURITY

EU-Georgia Association Agenda defines justice sector reform, freedom and security as one of the priority sec-tors of EU-Georgia cooperation. It includes the following sub-sectors: personal data protection, migration and

asylum, border management, the fight against organized crime and illegal drug trade, and justice sector coordina-tion. The same priorities are highlighted by SSF.8

EU provides significant support to Georgia in strengthening the rule of law and implementing justice sector re-forms, offering grants and technical assistance to both governmental and non-governmental actors.9

Specific tasks of the justice sector reform according to EU-Georgia Association Agenda:

– strengthen the independence, efficiency, impartiality and professionalism of the judiciary;– enhance the equality of arms in the criminal proceedings;– ensure the right to fair trial;– reform juvenile justice to protect the rights of children;– create a proper constitutional setting for the prosecutor’s office with effective oversight;– further improve rehabilitation and re-socialization policies in criminal justice.10

Targeted assistance programs of EU member states for different Georgian governmental agencies are another important instrument of cooperation in the justice sector reform. According to DCU, 289.9 mln GEL (152.7 mln USD) was allocated by donors to reform the justice system and strengthen the rule of law in Georgia in 2015. The largest contributions from EU member states came from Sweden (56.53 mln GEL), Germany (5.37 mln GEL), and Poland (3.27 mln GEL).11

German society for international cooperation (GIZ), which is commissioned by the German federal ministry for economic cooperation and development, is one of Georgia’s main partners in the process of justice sector re-forms. It provides technical advice on strategies and legal acts, particularly in the area of private and administra-tive law, and promotes and facilitates programs and respective trainings to raise awareness among the Georgian public of the content of judicial reforms. GIZ plans to spend 7 mln EURO in 2015-2018 within the framework of its regional program “Legal Approximation towards European Standards in South Caucasus” to fund projects in different governmental institutions.12 The aforementioned program involves support for justice sector reforms in South Caucasus countries in accordance with EU standards, regional dialogue on the rule of law, dissemination of information regarding the content and best practices of reforms from other countries, development of integrated legal consultation services, and provision of advisory services on strategies and legal acts.13 14 The German Foun-dation for International Legal Cooperation (IRZ) assistance for Georgia is focused mainly on justice and prison reform.15

HUMAN RIGHTS AND FREEDOMS

Association Agenda requires to ensure respect for human rights and fundamental freedoms through compre-hensive cooperation, including adoption of a comprehensive national human rights strategy/action plan and an-ti-discrimination legislation, and effective implementation of the UN convention on the rights of persons with disabilities.16

In 2014, in an important step towards fulfilling Georgia’s obligations under the Association Agreement, the Geor-gian parliament approved national human rights strategy 2014-2020 and national human rights action plan 2014-2015;17 passed the law on the elimination of all forms of discrimination; revised the labor, criminal justice and election legislation; and ratified the UN convention on the rights of persons with disabilities.

Netherlands is one of Georgia’s main partners in human rights reforms. The Dutch embassy in Tbilisi provides substantial financial support for the country’s civil sector, offering grants for projects on democratization, human rights, and the rights of women and minorities.

Every year the German embassy in Tbilisi provides small grants (45 thousand EURO) for human rights projects, though this area is not among its top priorities. These projects are usually focused on the protection of vulnera-ble groups against violation of their rights.18 Protection of LGBT community’s rights is one of the priorities of the Czech embassy’s grants program.19

Democracy, human rights and gender equality take a prominent place in the Swedish-Georgian cooperation. Swedish International Development Cooperation Agency (SIDA) and UN jointly implemented a gender equal-ity program in Georgia in 2011-2015,20 which aimed to empower women to participate fully in economic and political life, create safeguards to protect women from domestic violence and gender-based crimes, and ensure women’s reproductive rights. Different Georgian institutions were involved in the program implementation: the parliament, governmental ministries and departments (the national statistics office – Geostat, the national foods agency, and the national bureau of enforcement, the national agency of public registry, and the public service development agency) and non-governmental organizations.21

SECURITY

The Georgian government’s another priority is to reduce crime and increase efficiency of the country’s police force with better training and equipment.22 Georgia has been making headway in its fight against crime in recent times and the Georgian government is anxious to build on achieved successes and intensify its anti-crime effort. To this end, the government set forth the following goals for the 2015-2016 period: to enhance the investigative and crime-prevention capacities of the law-enforcement bodies and strengthen their ability to fight organized crime and maintain law and order, improve policing strategies and tactics, and ensure efficient protection of human rights.23 Cooperation between the Georgian law-enforcement agencies and international donor organiza-tions/countries is crucial to improving public safety in the country. The Georgian interior ministry maintains effec-tive working relationship with its EU counterparts to jointly address the problems of migration, border security and human rights violations.

The Georgian interior ministry has been actively involved in Eastern Partnership Police Cooperation Program since 2014. The program aims to increase cooperation in the fight against organized cross-border crime between the police forces of the Eastern Partnership countries and the countries of the European Union and cooperation of relevant services within the Eastern Partnership. It includes a series of activities – study tours, exchange pro-grams, etc – aimed at transfer of knowledge, standards and good practices from EU to the countries of the Eastern Partnership in the fight against organized crime. Lithuania is Georgia’s main partner in the program, sharing its ex-pertise and experience with the Georgian law-enforcement bodies, while Sweden plays a co-partner’s role. Apart from Lithuania and Sweden, some other EU countries are also involved in the four-year program (2014 to 2017): Finland, Austria, Germany and France. The program action plan includes joint activities to fight cyber-crime, cor-ruption, and drugs trafficking, coordination of forensic investigations, and cooperation with the Georgian police academy.24

Hungarian interior ministry and International Centre for Migration Policy Development (ICMPD) implemented a joint EU-funded program in 2013-2015 to tackle illigal migration and improve coordinated border management. The program was focused on tools and methodologies to detect and prevent illegal migration, negotiate and fa-cilitate readmission agreements,25 assist integration of legal migrants in a host country, and improve asylum and international protection procedures.26

Cooperation between the Georgian interior ministry and EU member states covers several thematic areas. In the field of cyber-crime, for instance, the ministry works in close liaison with UK, Netherlands, Germany and Estonia. These countries took part in various joint projects with the Georgian law enforcement agencies. Estonia is the ministry’s main partner in dealing with domestic violence,27 while Austria provides assistance in the fight against organized crime and irregular migration. Migration is also a priority area of the ministry’s cooperation with Neth-erlands, Poland and Bulgaria.28

Council for State Security and Crisis Management (CSSCM) was created in Georgia in 2014 to respond to security incidents and ensure effective coordination and management of crisis situations. CSSCM has a broad mandate to make political decisions about all security incidents, crisis situations, and threats to Georgian national interests. Together with other Georgia’s partners (USA, Israel), UK played a central role in the creation of CSSCM, which is in fact a Georgian analog of the British COBRA (Cabinet Office Briefing Room). 29 30

CONFLICT RESOLUTION

European Union is a leading actor in the process of political conflict resolution and peace building in Georgia. Brussels’ priorities are to maintain constructive participation in and ensure the support for Geneva International Discussions, emphasize the importance of a meaningful international field involvement including the full imple-mentation of the European Union Monitoring Mission (EUMM) mandate, work towards enabling the safe and dignified return of all IDPs and refugees to their homes in line with principles of international law, and undertake measures to foster people-to-people contacts, confidence-building and reconciliation efforts between communi-ties divided by conflict.31

EU member states support the conflict settlement process mainly through their contribution to EUMM. The major contributions are: Romania (27 monitors), Sweden (21), Czech Republic (18), Poland (17) and UK (14).32

UK is one of the most important foreign actors in the conflict resolution process. Its assistance is mainly directed towards supporting the Georgian civil sector organizations. UK-sponsored projects are financed by Conflict Stabil-ity and Security Fund (CSSF)33 and aim to facilitate a dialogue between the conflicting parties and engagement of young professionals in the process. There are also cooperation projects with civil society organizations of Abkha-zia and projects on human rights protection in the Gali district.34

UNICEF is implementing a SIDA-funded project on children’s rights and social problems in Abkhazia. Apart from children’s rights, the project includes a confidence-building component designed to mend fences and restore trust between the conflicting parties. With SIDA’s financial assistance, the Danish Refugee Council provided finan-cial support for the “Innovative and Applicable Durable Solutions to Displacement in Georgia” project, which was implemented in cooperation with the Georgian ministry for refugees and settlement in 2012-2014.35

PUBLIC ADMINISTRATION REFORMINSTITUTIONAL DEVELOPMENT

The Social-Economic Development Strategy of Georgia (Georgia 2020) requires to strengthen institutional capaci-ties for public policy management, including policy formulation, strategic planning, and the development of eval-uation and monitoring mechanisms.36 To achieve these objectives, the government rolled out Public Administra-tion Reform Roadmap Action Plan in 2015.37 The document is based on cross-sectoral approach, covering a broad spectrum of policy areas in order to ensure unified policy planning and coherent and coordinated implementation of the reform. It aims to reform the human resources management system and improve the decentralization process to achieve better governance at the local level.38 As a priority sector of EU-Georgia Association Agenda, public administration reform accounts for 25% of the ENI SSF assistance funds.39

In sum, donor countries allocated 491 mln GEL (262.6 mln USD) in grants and technical support to the Georgian democratic governance sector in 2015. Apart from EU itself, largest contributions came from Sweden, Germany, UK, Estonia, Czech Republic and Netherlands.40

Sweden is the biggest EU donor country to fund the democratic governance reforms in Georgia. Tbilisi received a total of 128.74 mln GEL from the Swedish government in 2015,41 a drastic increase from 2014 aid (34.19 mln GEL). The beneficiaries included the national agency of public registry, the public service development agency, Geostat, and the environmental protection agency. In addition, Sweden provided grants for civil sector organizations.42

German financial assistance is directed mainly towards the public finance management reform. Germany advises and assists the Georgian government in its efforts to develop/implement program-based budgets and internal financial control system, bolster the external financial control (national audit service) and parliamentary oversight of the government expenditure, and bring the national tax laws and regulations into line with international stan-

dards. The German assistance also plays a vital role in the local self-government reform. Berlin offers consulta-tions and advice on how to improve local-level governance, ensure coherent policy planning and administration, and streamline cooperation and coordination among the central and regional governments and their interaction with local communities.43

Public administration reform (PAR) is prioritized by UK too. UK government’s Good Governance Fund is the main financial instrument of assistance. British help is mainly in the form of expert advice, recommendations, training and experience/expertise sharing. There is also close cooperation between the Georgian government and UK prime minister’s office, as well as with British defense ministry in the development/implementation of training programs for civilian and military personnel.44

Czech Republic is also involved in PAR, mostly in the local self-government development process. The 2014-2016 PAR program implied sharing experience of Czech model of decentralization.45

Estonian experience of public administration reform, especially the Estonian model of e-government, is also in-teresting and useful for Georgia. Estonia contributed mainly by offering training programs for public servants and expert advice.46

ECONOMIC DEVELOPMENT, POVERTY REDUCTION AND SOCIAL PROTECTION

The economic development process in Georgia includes structural reforms to boost economic growth, reduce unemployment and fully exploit benefits and advantages of Deep and Comprehensive Free Trade Area (DCFTA). The Social-Economic Development Strategy of Georgia (Georgia 2020) sets the following social and economic tar-gets for 2014-2020: better investment and business climate, full and efficient use of the country’s infrastructure and transit potential, private sector development, export boost, and support for innovations and technological development.47

The main objective of the Georgian government’s economic reforms is to align the national legislation and regula-tions with European standards and single market requirements in order to enable Georgia to take full advantage of the Association Agreement/DCFTA. Small and middle enterprises development and diversification of Georgian exports through technical assistance and start-up businesses are seen as key to Georgia’s economic progress.

According to DCU, the total foreign aid to Georgia (grants and low-interest loans) in 2015 amounted to 6.82 billion GEL (3.56 billion USD), including 2.34 billion GEL (1.34 billion USD) for economic development programs. Most of the aid was delivered by World Bank, International Finance Corporation (IFC), European Union, and European Bank for Reconstruction and Development (EBRD).48

As to bilateral cooperation, Georgia’s main partners in the area of economic development are USA, Germany and Sweden – 36.5%, 34.9% and 19% of the bilateral foreign assistance funds for Georgia’s economic reforms come from these countries respectively.

International actors provide significant support for Georgia’s economic reforms. EU funds large investment proj-ects in Georgia. For instance, the 68-km western section of the central East-West highway project, from Zestapho-ni to Adjara, is being built with EU funds.49

Nearly all donor countries place economic development and economic integration with the European Union at the top of their priority list. According to DCU, Germany, Netherlands, Austria, Czech Republic and Estonia play an exception role in this context.50

Germany gives priority to sustainable economic growth. As a rule, German assistance programs/projects are financed and implemented by German society for international cooperation (GIZ) and KfW development bank. These projects are designed to spur private and public sector development, improve economic and social infra-structure, and strengthen the financial sector. German assistance ranges from investment projects to grants to budgetary support.

Along with other sectors, support for economic development is one of the main priorities of the Dutch embas-sy. The embassy contributed from 80 thousand to 100 thousand EURO – mainly grants – to Georgian economic reforms in 2015. It also funded several large infrastructure projects, such as, for instance, the renovation of the sewage system and irrigation network in Zemo Samgori.

Polish Development Cooperation provided substantial assistance – mainly in the form of experience sharing and advice – to tourism and small/middle enterprises development projects in Imereti region.

Development of market economy and economic integration with the European Union are among SIDA’s priorities as well. Most of the Swedish support is technical assistance, grants and investment projects.

Estonia, Lithuania and Latvia have recently gone from being recipients to providers of foreign aid. Like other do-nors, they, too, place economic growth at the heart of their foreign assistance policy. Georgia is among the main recipients of their aid, which is mostly delivered in the form of technical assistance, experience/expertise sharing and grants (as a rule, for civil sector organizations).Rural development is one of the main goals of EU assistance policy in Georgia. It is discussed in more detail in the following chapter.

AGRICULTURE AND RURAL DEVELOPMENT

The Georgian government has paid increasing attention to agriculture and rural development since 2013. It is also one of the priority areas of EU-Georgia cooperation.

According to Geostat, 54% of the able-bodied residents of Georgia are employed in the agriculture sector, mainly in subsistence farming. A majority of the country’s rural communities rely on agriculture for their livelihoods. De-spite of this, however, agriculture contributes only 9.2% to Georgia’s GDP.51 In other words, a considerable part of the Georgian population is effectively disengaged from economic life. 95% of household farms in Georgia are small low-productivity ones, possessing only one hectare of land and a couple of cows in average.52 Besides, the deterioration of the agriculture sector is the root cause of rural poverty. However, agricultural mod-ernization has been rather slow in Georgia so far and, consequently, the country remains dependent on food imports. A modern, technologically advanced agriculture sector can become a powerful driver of national produc-tion and economic growth. Agricultural modernization and rural development is one of the main requirements of EU-Georgia Association Agreement and DCFTA, and one of the top three SSF priority areas – 30% of SSF funds are allocated just to this sector.53

European Union’s sector policy support programs for agriculture and rural development are designed to help Georgia define and implement a national agriculture strategy, and halt the ongoing depopulation and reduce poverty in rural areas. To achieve these goals, however, sustained efforts are required to upgrade the agricultural production and reduce dependency upon primary agriculture as a source of household income. The loss of ara-ble land, unsustainable land management and the absence of integrated water resources management are also prime concerns of the Georgian government. Diversification of the rural economy by stimulating such economic activities as tourism, local crafts, etc, to create alternative income sources for rural communities, is seen as key to rural development.

European neighborhood program for agriculture and rural development (ENPARD) is one of the largest EU as-sistance projects for Georgia. It is implemented by the Georgian agriculture ministry in cooperation with the EU. ENPARD was signed in 2012 and is funded under ENI. With the ENPARD program, EU intends to facilitate the de-velopment of a national agriculture strategy, promote farmers’ cooperatives and development of small farmers to improve their production and access to markets.

EU budget contribution to Phase I (2013-2016) of ENPARD totaled 52 mln EURO, including budget support and grants for EU’s four main partners – OXFAM (UK), CARE International (Austria), People in Need (Czech Republic) and Mercy Corps (Scotland). One of the components of the program, co-funded and co-administered by UNDP, aims at agricultural modernization in Adjara.54 ENPARD is scheduled to end in 2020.

Food safety, sustainable agricultural production and employment are ENPARD’s main priorities. Its practical in-struments include the establishment of agriculture information and communication centers to give small farm-ers better access to information and expertise, and consultations and advice for the government to improve policymaking and planning in the agriculture sector. In addition, the program offers grants for Georgian farmers to improve their productivity. As a result of ENPARD Phase I, the national agriculture development strategy was updated, almost 1,000 new agricultural cooperatives were established, and the national agency for the develop-ment of farmers’ cooperatives was created.

ENPARD Phase II began in the spring 2016. Its main priorities are food safety, sanitary and phytosanitary (SPS) measures, and further rural development projects. Special emphasis is placed on support for vulnerable groups, women and IDPs. It is important that Phase II budget includes 4 mln EURO grants and loans for Abkhazia.55

Rural development is the centerpiece of ENPARD Phase II. It is a relatively new notion for Georgia. It means that apart from agricultural modernization, the scope of ENPARD will be expanded towards diversification of the rural economy, including support for more competitive and climate resilient agricultural practices, promotion of viable off-farm economic activities, such as tourism, local crafts, etc.56

Along with the EU, its member states are also involved in rural development programs in Georgia. The 2014 report of the Georgian agriculture ministry highlights the role and contribution of the following donor countries and organizations: Lithuania, Latvia, Estonia, Czech Republic, Poland, Netherlands, Hungary, GIZ, KfW, Austrian Development Agency, and SIDA.57

Association with EU and DCFTA has created new opportunities for Georgia to improve production and increase exports. However, Georgia should first meet all DCFTA requirements, i.e. adapt to EU standards, to become more competitive and take full advantage of unrestricted access to the world’s largest market. To achieve these goals, it is essential for Georgia to learn from European experience. According to the agriculture ministry, Eastern Europe-an countries, first of all Estonia and Latvia, are major providers of specialist consultation and advice for Georgia.58

Netherlands, one of the three largest EU donors (according to 2014-2015 data) and a country with a long history and tradition of agriculture, is actively involved in rural development programs in Georgia, providing support and advice. Netherlands and World Bank co-funded several large infrastructure projects in Georgia, such as, for instance, the renovation of the sewage system and irrigation network in Zemo Samgori. The agriculture ministry is the main beneficiary and implementer of the project.59 Austrian Development Agency is another significant contributor to agricultural modernization and rural development in Georgia. Its priorities include product diver-sification, promotion of farmers’ cooperatives, improvement of product quality, and support for institutional development of the agriculture sector at both the national and local level.

Swedish embassy’s assistance programs also give priority to food safety. Swedish governmental institutions – Statistics Sweden, the ministry for rural affairs, and the national food agency – are actively cooperating with their Georgian counterparts, providing expert advice and technical assistance.

The focus of German agricultural assistance programs in Georgia is on the development of agro insurance ser-vices. It is a relatively new phenomenon for Georgia. In addition to funds for a pilot agro insurance project, Geor-gia received a 200 thousand EURO grant from KfW to research the prospects and potential of the agro insurance sector and develop a national agro insurance strategy.60

Rural development is a priority sector for Czech Republic’s assistance programs in Georgia too. Large-scale proj-ects are usually funded by the Czech Development Agency, while low-budget ones are financed by the Czech embassy in Tbilisi. Diversification of rural economy is one of the main goals of agricultural reforms in Georgia. The main priority areas of Czech government’s support include conservation of biodiversity, tourism develop-ment, SPS, and promotion of modern beekeeping and bio-honey production technologies in Georgia. Tusheti and Imereti are the main target regions of Czech assistance projects for agriculture and rural development in Georgia. Several small-scale projects are also under way in Adjara, Kartli and Nikozi. Bio-hazelnut and vineyard farming development projects in Zemo Adjaria and promotion of traditional agricultural practices and financial/technical assistance for local farmers in Tusheti are just some of the examples. It is important that local communities have access to reliable water and power supplies, an essential factor that can mitigate the depopulation trends. Czech donor organizations also play a considerable role in ENPARD program, offering support for farmers’ cooperatives.Bulgaria has only recently emerged as a donor country for Georgia. It adopted its foreign assistance concept in 2007 and selected Georgia as a priority recipient of its aid.61 First Bulgarian assistance projects for Georgia, tai-lored to the country’s priorities, date back to 2013, with agriculture and rural development being the main area of Bulgarian intervention, while grants and technical support are the main instruments of support. Part of the projects are co-funded by other donor countries and organizations.

Georgia receives significant assistance from Estonia – mainly professional training programs for Georgian public servants and experience sharing visits and advice of Estonian experts – in the implementation of EU association and DCFTA requirements. In the agriculture sector, Estonia’s assistance is focused on helping Georgia to bring its national phytosanitary regulations into line with European and DCFTA standards.

CONCLUSION

Relations between Georgia and European Union began after the disintegration of the Soviet Union. Initially, however, Georgia – and the Caucasus region in general – was not high on the list of EU’s foreign policy pri-

orities. But the Georgia-EU relations were given fresh impetus, and elevated to a new level, by the start of the EU Neighborhood Policy in 2003 and Eastern Partnership program some time later. European Union’s budgetary support for Georgia was steadily rising in 2007-2015, and reached 487.66 mln EURO.

The given publication analyzed the main formats and agreements of the Georgia-EU cooperation, bilateral rela-tions between Georgia and EU member states, and projects implemented in Georgia by EU member countries. The analysis allowed to identify priority areas of Georgia’s cooperation with EU as a whole, and with its individual member states. Single Support Framework (SSF) of the European Neighborhood Instrument (ENI) is European Union’s main programming document to specify priority sectors of EU support to Georgia. These sectors include: Public administration reform, Agriculture and rural development, and Justice Sector reform.

The research showed that the main areas of EU member countries’ intervention in Georgia closely correspond to the main sectors of the Georgia-EU cooperation. Respectively, the research was focused on the following topics: Co-operation on justice, freedom and security; Public administration reform; Agriculture and rural develop-ment; and Economic development and poverty reduction.

EU member states play a significant role in the ongoing Georgian reforms, but the degree of their involvement and the sectoral distribution of their assistance vary from donor to donor. They differ widely in terms of their in-terests, areas of intervention and the volume of aid. Georgia’s largest donors are Germany, Sweden and Nether-lands, followed by UK, Austria, Czech Republic and Poland. Western European countries have vast expertise and experience in the above specified areas; let alone financial resources that enable them to fund different projects in Georgia.

Several Eastern European countries have recently emerged as important actors in the field of international devel-opment cooperation. Their contribution comes mainly in the form of sharing their experience of democratic tran-sition and socio-economic reforms and technical assistance. They are also actively involved in different European Union’s programs. However, due to limited resources and insufficient experience, the countries of “New Europe” are unable to offer assistance on a scale comparable to the intervention of western European states. Instead, these countries, for instance Lithuania, Estonia, Bulgaria and Romania, prefer to concentrate on specific areas in which they have the most appropriate expertise and experience.

The study shows that for a more comprehensive assessment of the EU-Georgia relations, the research should continue and include in-depth Cost Effectiveness Analysis (CEA) to assess the effectiveness of the cost. The new research will help to better analyze and assess priority sectors of European Union’s assistance programs and their role and significance for Georgia’s development.
