FORWARD

The Hawai`i State Foundation on Culture and the Arts produced a series of guides to historic resources from 1986 through 2000 that are accessible in the State of Hawai‘i. Each guide covers a wide span of resources: objects and photos, historic sites and buildings, audiovisual materials and books, archival collections and government documents, and several other categories of resource materials. The Guides focus on Hawaii’s coffee, rice, sugar, maritime, ranching, and pineapple industries. Guides with a geographic focus include: the island of Maui, the Kona districts of the Big Island, the island of Kaua`i and the island of Moloka`i. `Ewa in History: A Guide to the Resources represents an attempt to identify and locate historical resources pertaining to the `Ewa region of the island of O`ahu that are available to the public in repositories or sites within the state. All of the Guides are now in pdf format and available for downloading from our website at www.hawaii.gov/sfca.

GOVERNMENT DOCUMENTS Hawai`i (Territory.) Civilian Defense, Office of, 1940-1945.

The Office of Civilian Defense was established by Governor Ingram Stainback through the Hawai`i Defense Act, Rule 2, on December 7, 1941, under authority granted by the Territorial Legislature in Section 18 of the Hawai`i Defense Act (Act 24, 1st Special Session, 1941). The records, dated 1940-1945, include administrative, financial and operational files of various OCD agencies. They consist of directives, correspondence, lists, maps, plans, charts, etc. Most records were originally transferred to the Hawai`i War Records Repository of the University of Hawai`i in 1945-46 by the creating agencies. After use by the University in preparing a history of World War II in Hawai`i (Gwenfread Allen, Hawai`i’s War Years, 1941-1945, Honolulu: University of Hawai`i Press, 1950.), they were transferred to the Archives, circa 1946. Records relating specifically to the `Ewa district include those of the “Rural District” (Record Series 354), and those of the Pearl City Aid Station (Record Series 353, Box 5). The container list in the Government Records Inventory, Volume 5, provides details of the records.

This agency is the successor to the Interior Dept. of the Kingdom, Provisional Government, and Republic; the Territorial Office of the Treasurer and Treasury Dept.; and State Dept. of Treasury and Regulations, later renamed the Dept. of Regulatory Agencies. The voluminous records consist of various types of documents created or collected relating to the regulation of business activity in Hawai`i. There are 1,400 reels of microfilm, 18,945 microfiche, 147 cu./lin. feet of paper records, and 20 lin. ft. of bound hardcover volumes. Records include articles of incorporation files, certificates of dissolution and dissolution statements, annual profit and eleemosynary corporation exhibits, affidavits of incorporation and supplementary affidavits, petitions for extension or change of corporate name, partnership changes of name, partnership annual statements, canceled limited partnership files, trademark records, annual agricultural and fishing cooperative exhibits, and minutes of the boards of professional and vocational licensing division. Within these records are the names of all companies and entrepreneurs doing business in Hawai`i from 1849 and continuing through Most of the 20th century. Record series are 158, 231, 231a, 232, 237, 238, 256, 307, 308, 309, 323, 329.

Loc: AH Hawai`i (Kingdom, Republic, Territory, State) Dept. of Commerce and Consumer Affairs. 1840-1985.

Public education began in Hawai`i with the enactment of the first school law in 1840, soon after the adoption of a written constitution. Any village with 15 or more children of school age was to be provided with a school. The Dept. of Public Instruction was authorized by Kamehameha III in 1845. There were several reorganizations in name and structure over the years, culminating with statehood in 1959, when the Dept. of Education was established. Records consist of minutes, general correspondence, reports and various other records, including foreign language schools and vocational education. Much of the records remain unprocessed and many gaps in coverage exist. Records with specific relevance to the `Ewa district include: Series 261, general correspondence, 1844-1923, which contains “Correspondence by subject, 1891-1920.” In the correspondence with the Board of Immigration are lists of school-age children arriving in Hawai`i whose families were destined for the various plantations. Within this same series is “Correspondence of the Superintendent with school agents, 1898-1909,” consisting of outgoing letters for `Ewa, Oahu, 1896-1900. Other relevant records include “Incoming letters regarding land, 1846-1912,” concerning leases, exchanges, school sites, etc. Series 262, box 5 contains school agents reports for `Ewa, Oahu in 1898, 1898, and 1899. Series 316, box 5 contains Foreign Language School files, program files, plantation managers, 1923-1925.

Hawai`i. (Kingdom) Foreign Office and Executive Branch. 1790-1900. The office of the Dept. of Foreign Relations was created in 1846 and was responsible for relations with foreign governments by accrediting special emissaries on diplomatic missions and consular agents resident in foreign ports, for receiving representatives of foreign governments, for protecting national security, for serving as the intermediary to register foreign vessels and settling affairs involving foreign residents, and for issuing passports. These functions continued until 1900 when the Organic Act established Territorial government. Executive power was vested in the King by the constitution of 1840. He directed the army, made treaties, received foreign ministers, appointed governors of the islands, and served as the chief judge of the supreme court until the Judiciary department was established in 1847. His powers were further defined in 1845 to include executive ministers, approving ministerial instructions, leasing lands, signing legislative acts, granting pardons, issuing charters of incorporation and patents, accrediting Hawaiian diplomatic agents and presiding over the impeachment of ministers. In 1893, these powers were vested in the president of the provisional government. The records group includes records created and collected by the Dept. of Foreign Affairs and by the King, Privy Council and Cabinet, and consists of minutes, reports, petitions, resolutions, letters, letter books, treaties, passports, consular commissions, diaries, financial records and broadsides.

Representative records relating to `Ewa include: correspondence between the Governor and Dept. Commander on proposed Aiea Military Reservation, dated May 21, 1914; correspondence to Commissioner of Public Lands from Governor, dated August 26, 1919, submitting letter from Major General C.G. Morton inquiring as to status of military reservation at Aiea, set aside by Executive Order No. 2566 in 1917.

Loc: AH Hawai`i. (Kingdom) Interior Dept. 1845-1898.

The first Organic Act in 1845 formally established the office of the Minister of the Interior to preside over the Dept. of Interior established the following year. In 1845, Kamehameha III named Dr. Gerritt P. Judd as the first Minister. Among his duties were responsibility for records of government lands, registry of deeds, leases and other instruments, surveying of government lands, public works, harbor improvements, sewers, government lighting, roads and bridges and improvement of agriculture. He was also responsible for acquiring and preserving heiau and puuhonua or the sites and remains. Records with reference to `Ewa may be found in the following containers: Boxes 59-102: Land records, including those relating to lease or purchase of government lands. Boxes 103-132: Regulatory records consisting of licensing to conduct businesses or trades, arranged by type of permit. Sample entries include: Correspondence to A. Kauhi from Minister of Interior, dated Oct., 1883, granting a charter to `Ewa Protestant Church; correspondence to W. Foster, police justice of Honolulu, from Minister of Interior, dated April 24, 1889, requesting him to forward to the Dept. all claims filed in connection with the proposed change in the government road in `Ewa; correspondence to E.D. Tenney from Minister of Interior, dated Feb. 4, 1890, acknowledging acceptance of Charter of Incorporation of `Ewa Plantation; correspondence to Surveyor General from Minister of Interior, dated Dec. 1, 1892, submitting map of proposed extension of Oahu Railway from Pearl City division to Waialua; also map of Pearl City Branch; correspondence to A.J. Campbell from Minister of Interior, dated April 24, 1889, requesting him to prepare estimates of the cost of moving the fences and buildings on the lands proposed to be taken in connection with the new government road in `Ewa; petition to John I`i, dated June 2, 1847, from residents of Waipio Uka, `Ewa, Oahu, “who have held the land since the time of Kamehameha I,” against stray animals.

Hawai`i. Public Works Records. 1900-1959. From 1900, Responsibilities of the Interior Department were assumed by the Public Works Department and, after statehood, by the Dept. of Accounting and General Services. In addition to many of the duties of the Interior Department under the monarchy, during the Territorial period, additional responsibilities included supervision of the Fire department, electrical inspection, garbage collection, house numbering, supervision of the water works, utility companies, bus service, registration of livestock brands, and numerous other tasks. Records are contained in Series DAGS, boxes 1 through 37.

In 1840, the first constitution vested judicial power in the courts. Island courts held by the governors functioned as circuit courts. In 1847, Kamehameha III reorganized them into four levels of courts. The records of all circuit courts contain case files and minute books. District court proceeding are generally for minor violations, institutional commitments, criminal arraignments, and non-jury criminal cases. There are proceeding relating to plantation labor contract enforcement throughout the islands. The minute books are not indexed by name or type of case. The bulk of records are in Hawaiian and have not ben translated. Records for `Ewa include the `Ewa District Court of the First Circuit minute books, Sept. 1896-March 1929 (Series 253, volume 1-5), which consists of writs, petitions, orders, decrees, and judgements.

Loc: AH Hawai`i. (Kingdom, Republic, Territory, State) Dept. of Land and Natural Resources. 1846-1990.

The records document the administration of public lands in Hawai`i and consist of minutes of the board meetings, correspondence of the Commissioner of Public Lands, and the records created by the commissioners to quiet land titles. The minutes (Series 269) date from 1895 to 1990. Records comprise over 225 cubic feet. Series numbers include 269, 285-289, 294, 312-314, 367-369, and 381.

Entries in the Subject File related to `Ewa include: Minister of Interior to repair bridge on `Ewa Road, dated April 23, 1847; petition for a charter for `Ewa Protestant Church, dated Oct. 15, 1876, from Rev. M. Kuaea and others, referred to the judges of the Supreme Court and Attorney General; report of the committee, dated Dec. 2, 1876, recommending a charter be granted to `Ewa Protestant Church; request for granting a charter to Ekalesia - Ahahui Kahu Malama Waiwai, dated Oct. 25, 1883; resolution passed instructing Gov. Kekuanaoa to have the prison for women in `Ewa enclosed by a secure fence, dated April 14, 1851.

Loc: AH Hawai`i. (Kingdom, Republic, Territory, State) Department of Taxation. 1847-1990.

Tax assessment and collection dates to the creation of the Department of Finance in 1846 by Kamehameha III. Assessments were based on “fair value” of the property owners possessions. In 1859 the jurisdictions were subdivided into districts, of which Oahu had five. In 1897, they were re-designated as one division for each island, a system which continues to this day. Over the years many changes in organization and policies took place although the purposes and functions remained the same. Holdings with reference to `Ewa include Series 224, Tax Assessment and Collection, consisting of collection ledgers: volume 23, 1855 through 1895; volume 25, 1896 through 1899; real property tax ledgers, 1900-1932, MFL 144; taxpayer’s property registers, 1931-1932, MFL 98; field assessments, 1929-1931, MFL 96; and 1931-1934, MFL 97.

Hawai`i (Kingdom, Republic, Territory, State.) Government Cemeteries Records, 1893-1967. Official concern for cemeteries began as part of the government’s efforts to establish a Board of Health. Kamehameha III and the Privy Council passed an ordinance on Dec. 16, 1850 creating a Board of Health and establishing relevant administrative regulations. One regulation provided that burials would be made only “in places selected for that purpose by the Board of Health with the approval of the government.” Of particular interest in the `Ewa district is Aiea Government Cemetery, located on the mauka side of Kamehameha Highway near Aiea Depot Road. It contains a total area of 69,870 sq. ft., with approximately 20,000 sq. ft. being private plots, and was placed under the administration of the Public Works Dept. in Feb. 1943. Aiea Government Cemetery records are found in Records Group DAGS 4-1 and 4-2. The container list in the Government Records Inventory, Volume 4, provides details of the records.

Loc: AH Hawai`i (Kingdom, Republic, Territory.) Census Collection Records, 1840-1896.

The earliest recorded population estimates of the Hawaiian Islands were made by Capt. Cook and members of his expeditions in 1778-79. The missionaries conducted a population estimate in 1823, followed by a general count of the major islands in 1831-32 and 1835-36, and various geographically-limited counts in the 1830s and 1840s. Official government efforts began in 1840 when the Kingdom’s tax officials were directed to conduct population counts as part of their regular duties. In 1846 responsibility shifted to the Dept. of Public Instruction. It was not until 1850 that an officially accepted count was made. This was followed by censuses in 1853, 1860, 1866, 1872, 1878, 1884, 1890 and 1896. In all, the Hawaiian government conducted 12 official censuses. With Territorial status, the jurisdiction shifted to the U.S. in 1900. Reference was first made specifically to the `Ewa district in the census of 1878. The records are located in Series Box 194; the microfilm is MFL 65. The container list in the Government Records Inventory, Volume 4, provides details of the records.

Loc: AH Hawai`i (Provisional Government, Republic, Territory) Citizen’s Guard Records, 1893-1902.

The Citizen’s Guard was organized by Frank B. McStocker, chairman of the executive committee of the Annexation Club, Attorney General A.S. Hartwell and others shortly after the establishment of the Provisional Government to strengthen the cause of the Annexation Party. The Marshall’s Office, under the Department of the Attorney General, commissioned the Guard as Special Police Officers. They were organized as a volunteer militia and functioned as an emergency police force, assisting the Sheriff’s Departments on each island in maintaining law and order, preserving peace and public safety, protecting life and property, and defending the government against enemy attacks. Following the 1895 rebellion, the Guard was reorganized into five divisions. The Second Division comprised mounted reserves and units on O`ahu outside of Honolulu. Company 3 of the Second Division was located in `Ewa; Company 4 at Pearl City. With U.S. annexation of the Republic of Hawai`i, the Citizen’s Guard was disbanded on July 18, 1898. It subsequently remained active and functioned as a social club. The majority of the records date from 1895 to 1898 and consist of rosters and personnel records, minutes, and correspondence. They are located in Record Series 50-66. The container list in the Government Records Inventory, Volume 5, provides details of the records.

Loc: AH Hawai`i. (Kingdom, Republic, Territory.) Commission on Boundaries, 1863-1927.

A Commission on Boundaries was established in 1862 to determine and certify boundaries for owners of ahupua`a and ili (land sections) whose lands had not been awarded by the land commissioners; patented or conveyed by deed from the king; or described by boundaries resulting from an award, patent, or deed. Holdings include miscellaneous correspondence and books containing the Oahu proceedings and certificates, 1864-1927. The information is contained on microfilm MFL86. The container list in the Government Records Inventory, Volume 1, provides details of the records.

Hawai`i. (Kingdom, Republic, Territory, State.) Agriculture Records, 1893-1980.

Concern for agriculture in Hawai`i dates back to 1845, when forests were declared government property. In 1876, the Kingdom set aside forest lands and watershed for protection. In 1890, the legislature passed an act to suppress plant diseases. Government records exist mainly from the establishment of the Bureau of Agriculture and Forestry in 1893 through 1903, when it became known as the was the Board of Commissioners of Agriculture and Forestry. After statehood, it became the Department of Agriculture. The latter records date from 1960 to 1980. Matters relating to `Ewa include entomology and fruit fly control efforts, as well as forestry activity. Among the examples relating to `Ewa is correspondence regarding classification of 16,250 acres of Waipio lands owned by John I`i estate from forest reserve, dated 1923. The container list in the Government Records Inventory, Volume 2, provides details of the records.

Loc: AH Hawai`i. (Kingdom, Republic, Territory) Land Index Card Catalog, 1830-1918.

Contains entries arranged alphabetically by both name and location regarding land matters, i.e., grants, awards, court cases, construction, permits, etc. Examples in the `Ewa District include: A 1917 award of Land Patent No. 6848 to Fred T.P. Waterhouse covering the Weloka Fishpond; Correspondence from W.J. Lowrie of `Ewa Plantation to Minister of Public Instruction, dated 1894, regarding having a schoolhouse built on a lot surveyed and set aside for that purpose; Correspondence to George F. Renton from the Superintendent of Public Instruction, dated 1906, saying that a much larger school lot is needed and suggesting an exhange of property be made.

Loc: AH Hawai`i. (Kingdom, Republic, Territory, State.) Budget and Finance Records, 1842-1986.

The post of Minister of Finance was established in 1846. Among the office’s responsibilities were institution of a financial system for the Kingdom, initiation of revenues, first in the form of import duties, other internal taxes, foreign imports, departmental fees and fines, and issuance of currency and coins. In 1925, the Bureau of Budget was established, and in 1960 the office became known as the Department of Budget and Finance. Early Finance Department records include correspondence files (1842-1900) and a list for tax purposes of laborers at Moanalua (1849).

Public Utilities Commission Records. The Public Utilities Commission was created in 1913 to regulate rates, rules and practices of all public utilities in the Territory, including all water, power, light, and transportation companies. Records (Record Series 206) include correspondence 1913-1956 with various public utilities, such as OR&L (Oahu Railway and Land Co.), on matters including requests to change rates for passenger transportation in the `Ewa district; with Hawaiian Electric Co. concerning their generating plant at Waiau. Records Series 207 contains financial reports of utility companies 1922-30, 1941, 1944, 1948-50. Record Series 205 contains annual reports of various utility companies, 1903-54.The container list in the Government Records Inventory, Volume 3, provides details of the records.

Smith, W.O. Collection. Anonymous letter dated Jan. 9, 1895 to W.O. Smith, manager, Ewa Plantation, asking, “Can the capitalists stand two years of having their mills and canefields at `Ewa and Kahuku burned, as the morning paper says none of the Cabinet are in favor of showing the rebels any mercy and annexation doesn’t seem to be a possibility while Cleveland is president.” The letter refers to the threat of retribution in the wake of the “rebellion” of 1895, in which royalists unsuccessfully attempted to restore the monarchy, the resulting intention by the government to fully prosecute those involved, and the fact that President Cleveland strongly believed the overthrow of the monarchy was wrong and had no intention of allowing annexation of Hawai`i in the remaining two years of his term.

Most are of Hawaiian scenes and activities taken by individual amateur photographers, along with commercially-produced photos, circa 1900-1935. Moanalua Gardens was a favorite tourist attraction. The collection is organized into three categories: loose photos, albums, and aerial photos. The majority of the loose photos, about 40,000 images, are contained in the general historic collection, 1870s-1960s, catalogued by subject headings. Relevant subjects include O`ahu (`Ewa, Pearl City), Pearl Harbor, Military, Sugar, Residences, and Schools. There are also named collections separately indexed which contain various Ewa-related views, such as the George Bacon Collection, ca. 1949-1980s (see O`ahu, Sugar Plantations); the Nancy Bannick Collection, ca. 1959-present (see Oahu); the Brother Bertram Collection, ca. 1885-1905 (see O`ahu, Sugar & Pineapple); the Admiral Furlong Collection, ca. 1942-46, which contains numerous photos of Pearl Harbor (see Pearl Harbor Attack, Navy Yard, Pearl Harbor Aerial Views, Salvage Operations). Individual photo albums are also indexed and Most contain at least one view of Moanalua Gardens, sugar cane fields or mills, trains, or other relevant subjects. The albums include those of: Cox, Samuel H., ca. 1914; Rickon III, Fred J.H., ca.

1898-1900; Y.W.C.A.; Esberg, Milton, ca. 1901; Leonard, Robert, ca. 1900-10; Crane, C.S.; and Costa, Al, ca. 1915. One individual album worthy of note is that of the Territory of Hawai`i, accompanying the Report of the Labor Committee, 1905. Prepared to show plantation labor facilities and conditions, this album contains numerous photos of Oahu Sugar at Waipahu, Honolulu Sugar at Aiea, and `Ewa Plantation. Aerial photos, mostly contemporary, are indexed by general area and “flight path,” and include much of the `Ewa district.
