We know that Totten was in jail in Kansas in 2018 but could not confirm the charges.
Here is a brief article we wrote when Totten was arrested in 2018 for burglary and
stealing:
CHESTERFIELD MAN CHARGED WITH TOWN AND COUNTRY BURGLARY. HE IS
IN THE RUNNING FOR THE OCTOBER STUPID CRIMINAL AWARD: This was a
technical “home burglary” but was really the garage. It happened at the end of the third
quarter and was solved in the fourth quarter thanks to the victim. Bradley Totten, 31,
of 600 Claymont Estates in Chesterfield has been charged with Felony Burglary and
Stealing on October 13 after committing a garage burglary and stealing a bicycle at the
Mason Village Condos in Town and Country on 09/30/18.

FIRE CONTRACT COMMISSION MEETING was held on Tuesday July 14 via video
conference. All the citizen members (none who have experience in fire service or public
safety management) were there along with City Administrator Bob Shelton, Ald. Sue
Allen, Ald. Ryan Mortland and of course the person who spoke of 75% of the meeting
Mayor Jon (cigarette lobbyist, stealer of elderly woman’s business and property for a
nightclub district that never got built and two time Missouri Ethics Law violator) Dalton.
A large part of the beginning of meeting involved Dalton telling everyone his experience
as an elected official. He failed to mention that he was a lobbyist for the fire district and
in the same year signed a 5-year contract as mayor. The definition of Conflict of
Interest has apparently escapes Dalton.
He mentioned that before the last contract the fire district mentioned having the city
annexed into the fire district, a move that would cost residents a huge amount in
property taxes. Dalton said he was basically against such a move but would consider it.

Folks I watched your meeting and was a little concerned. Here are a few points I’d like
to bring up having dealt with the fire service for you to put in your back pocket..
ONE WestCOEMS&FPD would love the large expensive T&C houses to come into
their District. They are currently taxing homeowners in the Manchester area $1.18 per
hundred.
The fire chief told me in November if T&C was annexed into the district that tax would
drop to around 98-cents per hundred. That would mean a tax increase of around
$1000-to-$2000 for T&C residents, depending on the size of the house.
TWO: While WCEMSFPD has been providing good service, they are not a public
controlled agency in reality. It is controlled by the Firefighter’s Union and has been
since 1990. They are famous for secret closed door meetings. If they annexed T&C the
chief has said they would leave the Clayton and Mason Road fire house. They would
build one on Clayton Road near the east end of Principia and one on Hwy 141 near I-
64.
This would not be due to increase calls. Remember they are a Union controlled district.
This would mean 20 more union firefighters would be hired.
THREE: Response Times: Be very careful looking at response times given by the Fire
Chief. In the past he has given response times based on how long it takes a fire truck
that leaves the Clayton and Mason firehouse to arrive. For instance in the past he has
claimed the response time to Topping and Thornhill is 4-to-5 minutes. He claims
response times along Ballas and Bopp are 6-to-7 minutes. This is pure BS.
In St. Louis County fire service is on the mutual aid system. For instance the Rock Hill
fire truck can reach incidents in parts of Webster Groves long before a WGFD truck can
arrive. Many calls require three or more trucks and many cities have just one fire truck.

When there is a call trucks from different fire departments or districts respond to the
same call. The truck at the WCEMSFPD House 2 on Manchester responds and arrives
in one or two minutes for calls on southern Mason Road and 3-minutes on calls on
Topping. The fire chief only included response times from the T&C firehouse.
Ward1: Along Ballas Road the Des Peres pumper can arrive in 3-minutes. Along Bopp
road the Frontenac fire truck can arrive in under 3-minutes, follow by the Des Peres
truck and then the WCEMSPFD.
FOUR: Bidding: In the last bid process the Monarch FPD was interested in bidding.
Prior to the contract being up by some time Monarch offered to put a reserve fire truck
in the T&C Fall Parade. (A Fire Board member and his grandson rode in the bucket and
waived.) WCEMSFPD were worried about Monarch trying to steal T&C. It wasn’t.
Monarch inquired and found WCEMSFPD had dropped their proposal lower than they
could afford to bid.
In the past Monarch would not have bid as the Board was all Union people. That
changed six years ago when jane Cunningham was elected as since then the board
consists of non-union leaning officials
Keep in mind that Creve Coeur FPD is a union controlled district and it would not bid
against another union district like WCEMSFPD. The City of Frontenac FD also has a
heavy fire union base. Frankly I would think that only Monarch might consider bidding
on the contract.
FIVE: When the fire district tried to annex the city back in 2007, Mayor Dalton remained
silent all the way though the Fire District putting the issue on the ballot. Again this
would have meant a huge tax increase for T&C residents. Once opposition got so big,
Dalton asked the District to withdraw the ballot issue. The thing to note is that the same
year Dalton signed the contract with WCEMSFPD they had been clients of Dalton as he
was their registered lobbyist in Jefferson City. Maybe 14 years later it isn’t an issue, but
it is something else to put in the back of your mind.
SIX: If the Fire Contract would go up so much it would be hard to afford, remember
have the aldermen can create a 20 or 30-cent property tax (over two years) to pay the
extra amount, it would still be cheaper to the residents than paying a 98-cent per 100
Fire District Tax.
SEVEN What the hell do I know about fire service? I was a cop for 30 years and a
sportswriter.

I was also an arson investigator and worked off-duty for the insurance industry flying
around the country investigating fires. For three years after that I taught arson
investigation to firefighters and police detectives at universities.
I was also a reporter and feature writer for magazines, FIREHOUSE and 9-1-1, in the
United States and FIRE COMMAND and FIRE PREVENTION in England. I’m no longer
on the top of the game, but I still know my way around.

TOWN AND COUNTRY POLICE DON’T FOLLOW UP AFTER SCARING
RESIDENTS: This was posted the Nextdoor website. Take a look.

Officers were cruising a number of neighborhoods off of Mason Road. They were
looking for a man who fled a car that reportedly had been carjacked and then in a four-
car crash on Manchester Road at Mason Road where he attempted to carjack a
woman’s car that was in the crash, before fleeing on foot.
Town and Country officers asked residents they saw outside including those driving if
they had seen the suspect. Officers further advised to go home, put their car in the
garage and lock the garage door.
This information was placed on the Nextdoor by residents. On Saturday evening a
neighbor stopped by my house and asked if I knew anything about it.
After scaring a number of residents, here is what the Town and Country Police did not
do.
One They did not put out a police EMAIL alert going to residents and subdivisions’ that
signed up for the alerts giving the suspect’s description and where he had last been
seen. Plus the alert could have them put cars in garages or at least remove keys.
Two: The police could have posted something about the incident, including that the r
had fled the area, on the Police Department’s Facebook page.
Three: They could have responded to the Nextdoor posts with updated information.
I sent am email to City Administrator Bob Shelton, letting him know some residents had
been worried and left in the dark after originally being informed of the event by officers.

A lot of people aware of it (car jacking and suspect on foot) and no word from the police
to follow up. (see attachment below) Nothing on the department’s facebook or on next
door.
I know it was the weekend but do you think could have the PD put out some info after
telling the public that a criminal is on the loose in their neighborhood..

In follow-up to Mr. Hoffmann’s below question, I couldn’t agree more. TCPD did miss an
opportunity to post a public safety message on Facebook and NextDoor. This topic will be
discussed further with my on-duty command staff during my Monday morning meeting.
However, for clarification, on-duty TCPD Officers spent over 1-1/2 hours assisting St. Louis Co
PD with this investigation that included canvassing the business area(s), neighborhoods and
contacting citizens living on Mason near Manchester, Thornhill, Barrett Station, Manchester
Meadows, Laurel Lakes, and Raintree School. They informed those whom they made contact
with of the situation at hand, provided suspect description, and instructed them to call 9-1-1
should they see anything.
Again, we did miss an opportunity, but we were vigilant in our efforts to resolve the incident and
keep citizens safe.

Your email left out one important item. Was the suspect arrested? I don’t mean to
sound old…but maybe” Paul Harvey the event” and give THE REST OF THE STORY.
Like post where the car was stolen/carjacked from. If the suspect was not arrested,
how long the search was and if you feel he is gone from the area or possibly still around
and of course give a description. I believe the police department has an email alert
system. This would have been a good time to use it. If everyone is looking for this
suspect, maybe if the dispatch center should be trained to send out the email alert. It
would help.

Prior to my response to your first email, I was in communication with Sgt Tracy Panus from St
Louis Co PD as she serves as that agency’s lead PIO. Though I respect your follow-up statements
and questions, and again admit TCPD missed an immediate opportunity, it is not my place to
comment on another agency’s investigation. All information we post on FB must be accurate
and consistent with that of the lead agency.
During my initial contact with Sgt Panus, I assured her TCPD would assist in sharing any follow-
up information with our residents St. Louis Co PD may have. She absolutely understood my
concerns updating our residents.

directly with your questions.

This email from the Chief also had some errors in it. He reported he had been in
connect with Sgt. Tracy Panus, the head of the County Police PIO/Media information
office.
Tracy is not a sergeant nor is she the head of the office.
Officer Panus sent me this on Monday morning:
Officers from the West County Precinct responded to a call for service for a motor
vehicle accident in the area of Manchester Road and Mason Lane on 7/18/20 at
approximately 8:57 AM. A white male in his 40’s, driving a 2014 red Volkswagen Jetta,
was involved in the motor vehicle accident and attempted to steal another motor vehicle
involved in the accident. The suspect told the vehicle owner he was going to take her
car. The vehicle owner began screaming and pushed him away from her vehicle. The
suspect then ran into the woods north of Manchester Road near Mason Road. It was
later discovered the 2014 Volkswagen Jetta had been reported stolen out of Maplewood
on 7/8/20. Several area police departments assisted in an area canvas, which included
the use of Creve Coeur’s drone. We were not able to locate the suspect and do not
currently have anyone in custody.
Four vehicles were involved in the motor vehicle accident. One individual was injured
and transported to an area hospital for treatment for non life threatening injuries. The
female victim of the attempted robbery was not injured.

Let’s be honest and realistic. I don’t think the County Police would have felt the Town
and Country Police were releasing special information. The Town and Country Police
should have notified residents in a very timely fashion that they, along with the County
Police, the Des Peres DPS and Creve Coeur searched for a suspect involved in a hit
and run crash at Manchester and Mason Road and despite an extensive search, the
suspect was able to flee the area. After all, part of the event was in Town and Country
so the Town and Country Police had a right to the information and to comment on what
happened in Town and Country. The T&C Police did post something on their Facebook
page at 9am on Monday morning.
UNDER NEW CHIEF TOWN AND COUNTRY POLICE TOLD TO EDUCATE
RESIDENTS THEY ARE VIOLATING 60-YEAR-OLD LAW BANNING FIREWORKS:
At the July 13 Board of Aldermen meeting Police Chief Jim Cavins when asked what the
police department had done about all the illegal fireworks being shot off, said it was
difficult to locate, to contact someone and educated them about fireworks.
Chief Cavins then did a short lecture about how education comes before enforcement.
On Saturday July 18, two weeks after the 4th of July more fireworks were being shot off
along Mason Road where there are lots of horses and dogs that panic with fireworks. A
police supervisor called my wife back after she called the dispatch center twice. He
mentioned that they were having trouble finding the houses where the fireworks were
being shot off so they could EDUCATE the people that fireworks are illegal!
Fact One: Chief Cavins runs a Law Enforcement agency, not a school for rich people
who think they are above the law. If you do enforcement and publicize it then you are
doing a form of education that works the best.
Fact Two: If you cite or seize fireworks of one person they will be pissed off. But 10
people in the area will be happy.
Fact Three: Fireworks have been illegal in St. Louis County for 60 years. Everyone
knows this, especially the people who shoot them off, because they have to drive to
Franklin or Jefferson Country to buy fireworks.
Fact Four: Illegal fireworks do indeed set houses on fire.
PUBLIC WORKS DIRECTOR…WAS IT REALLY A RESIGNATION OR AN
ENCOURAGED RESIGNATION? On Wednesday July 15, 2020 two days after
attending the video Board of Aldermen meeting,Town and Country Public Works

Director Tim Gregowicz suddenly “resigned.” He gave no reason for the resignation
and employees were told not to discuss the resignation or that Gregowicz leaving.
Here is his letter of resignation.
The resignation was followed by this email from the City Administrator to staff:

Normally a person resigning will work the last two weeks to put everything in order and
then take the outstanding vacation time in pay. Someone in government after reading
about Tim’s immediate resignation contacted me and said he thought it smelled like a
forced resignation.
I was remaining open minded until Monday July 20 after watching the Public Works
Commission meeting via video.
At the end of the meeting City Project Manager Tim Randick mentioned that the Public
Works Director was not at the meeting because he resigned “last week.” He then asked
if everyone got the email to that effect. One member said, “Yeah and how we are not
supposed to ask any questions about it.”
So this was suddenly sounding like there was more to the story than a simple

The Monday July 20 meeting of the Chesterfield City Council led off with a bang.
Annette Reed, the wife of Ted Read, who ran against Mary Ann Mastorakos for the
Ward 2 Council seat and was defeated badly, spoke and read an email her husband
had received from a councilperson.
Annette had been active with the Republican Party for years and spent three terms as a
legislative aide in Jefferson City. In 2018 to November of 2019 Read was a legislative
aid for Republican County Councilman Ernie Trakas, a Republican known for his hot
temper that has drawn complaints from staffers.

In the case of Read, the complaint was not rude comments, but sexual harassment. A
law firm active in County Politics investigated the complaint and found it had no merit.
Apparently that finding was weak and the majority Democratic Council voted to give
Republican Annette Read $60,000 to avoid a law suit. There is no reason to doubt that
Annette Read’s complaint had merit and the settlement was reasonable, unless you are
Chesterfield City Councilman Mike Moore.

Good evening Mayor Nation, Council members and administrators,
I am the wife of Ted Read who ran for the city council seat in Ward 2 last month. Let me begin by congratulating Council member Mastorakos on her re-election. Congratulations Councilwoman.
2020 has been an unusual time in our nation with Covid-19 affecting everything around us. Shutdowns and social distancing happened to coincide with the home stretch of the municipal election that was to take place in April. Subdivision meetings and door-to-door visits came to a screeching halt, but we made the best of it after the election was postponed until June 2nd.
I’m no stranger to political campaigns, and I realize they can be rough and tumble, competitive events often laced with drama. I also know they can sometimes turn ugly, and unfortunately, Ted received the following bizarre, angry e-mail from Council member Moore on May 12th which was verified through his IP address, and I quote:
"Ted, please tell us about your wife's recent settlement with STL County. She received $60K for a sexual allegation with Ernie Trakas. Do share the details, as I'm not sure Chesterfield residents want someone like yourself and your wife representing our proud city. You've created a new low!"
You may have heard about my recent settlement with the St. Louis County. Inexplicably, Council member Moore feels like there is something that I should be ashamed of regarding the outcome, and cause to attack Ted and me. I won’t get into the details, but sexual harassment is a very serious matter, and I owe no explanation to Council member Moore or anyone else. Perhaps Mr. Moore found such behavior acceptable during his years at Ralston Purina and consequently wants to shame women who dare to file a complaint. I don’t know for sure, but I do know an email like this from an elected official is reprehensible.
I suggest that Chesterfield residents of our proud city probably don’t want a sitting Council member to attack women who make the difficult decision to come forward about sexual harassment in the workplace. Thank you.
Councilman Moore was an ass asking Ted Read to “share the details.” As part of the
settlement there was an agreement for both Trakas and Annette Read not to discuss
the matter. I’m sure Moore was well aware of this. He clearly came off as someone
against women in the work place defending themselves against sexual harassment.

REZONING IN FRONT OF CLARKSON WOODS SUBDIVISION WITHDRAWN A DAY
BEFORE CITY COUNCIL VOTE. On Friday July 17 in the afternoon, the attorney for
Chabad of Chesterfield, Inc. filed a letter withdrawing their request for rezoning of
property in front of the Clarkson Woods Subdivision. The rezoning is for property on
Clarkson Road and on the south side of Clarkson Woods.
The property was bought by veterinarian Dr. Doug Pernikoff, who wanted to build a vet
clinic. That proposal was defeated in 2018. Pernikoff sued the city over the refusal in
February of 2019. The lawsuit is still pending.
Now Pernikoff was trying to sell the property to the Jewish organization for a Chabad.
There was strong opposition from the Clarkson Woods Subdivision over the vet clinic
and equally strong against the Chabad.
This was an overflow crowd at a 2018 City Council meeting (mostly from Clarkson
Woods) in opposition to Pernikoff’s rezoning attempt.
I asked for emails received since the last meeting with the Chabad on the agenda. I
thought I might get 10 or 15. I didn’t get any emails directly. There were so many
emails received at City Hall the Planning Department had to put them on a “Zip File”.
There were over 200 emails received.

20-2497 Burglary / Stolen Vehicle - Subject(s) gained entry into a residence on
Windgate Way Lane via an exterior door and entered the laundry room and then the
kitchen. Once in the kitchen, subjects took a purse and a set of keys belonging to a
2020 Dodge Charger. Subject(s) then left with the purse and Charger. Believed to
have occurred between 0300-0400. Charger entered as stolen. Video shows one
subject outside the residence prior to entering the house. No other video at this time.
20-2499 Recovered Stolen Vehicle - A neighborhood canvas related to the above
report located a stolen vehicle out of St. Louis County next door to the victim residence.
St. Louis County PD was notified and the vehicle was towed from the scene at their
request.
20-2502 Fraud - Victim's ex-boyfriend used her ID info to open a Charter Spectrum
account at an address (Ladue Farm Road) that she had not lived at for 2 years.
Attempts to contact suspect are ongoing.
20-2504 Domestic Assault 4th - A couple from out of state driving through Chesterfield
got into a verbal argument that turned physical. They eventually stopped in the Sam's
parking lot where the boyfriend grabbed the girlfriend by the neck and forcefully held her

down and spit in her face. Victim refused treatment and suspect was arrested and
conveyed to our station. At the time of this report, a muni warrant is being sought.

20-2537-Larceny report Hill Town Village- Suspect stole Vodka from grocery store-
suspect apprehended at the bus stop and taken to the station where he was booked
and released on summons.
20-2540: LARCENY- THF BLVD: SEU responded to a report of Shoplifting in progress.
Upon arrival, Officers located the suspect and arrested subject without incident.
20-2545: LARCENY-Hilltown Village Ctr-SEU is investigating a Delayed Larceny report of
a male who stole alcoholic beverages on two previous occasions. SEU has identified the
suspect. Their investigation is ongoing.
This suspect was arrested at 6:22 Am FOR SHOPLIFTING AT THE Schnuck’s
Supermarket. He was booked and released on a summons. At 2pm he was
arrested for stealing at Walmart. He was later identified as the suspect in a
shoplifting of booze at the Schnucks store on July 10.

CITY COUNCIL MEETING: The first thing we noticed at the council meeting was that
Mayor Bob Nation had shaved off his two-tone goat-tee and mustache.

In the case of Tom DeCampi, who has apparently decided not to shave during the
pandemic (you save money on shaving cream and blades). In the video meeting
DeCampi was in his home office and I was waiting for Fess Parker and Buddy Ebsen to
walk in the side door at any minute.
The statement by Annette Read who read the anti-female and pro female harassment
email by Councilman Mike Moore and the removal of the rezoning request at Clarkson
Woods were the two biggest items at the Council meeting that were already covered at
the beginning of the Chesterfield Report.
Other items of interest were the developers of the Briarcliff Villas on Olive Blvd. have
asked that their rezoning requests be considered once the Council is meeting at City
Hall.
Logan Park The council also voted to apply for a park grant to help finance the building
of the park at the south end of the Logan University property. Logan did not give the
city the 4.4 acres of land for a park but is lending the property for a city park. On
Wednesday July 22 we saw a large number of visitors already enjoying the property.

TWO MAYORS AND TWO CITIES THAT DON’T CARE ABOUT THE HEALTH OF
ELECTED OFFICIALS OR THE PUBLIC AND WANT TO KEEP PUBLIC IN THE
DARK: Chesterfield Mayor Bob Nation has scheduled a council meeting in chambers at
City Hall that will not be shown on video over the internet. Town and Country Mayor
Jon Dalton had a surprise announcement of the Board of Aldermen retreat meeting at
the Longview Farmhouse that also will not be available for residents on video. The
meeting is schedule for 9am on Saturday July 25.
Chesterfield Mayor Bob Nation wanted the Monday July 20 City Council meeting to be
held at City Hall in the Council Chambers. However, there was a good chance the room
would be full of residents wanting to speak in opposition to the rezoning request for a
Jewish Chabad in front of the Clarkson Woods subdivision. Too many people for the
current COVID-19 rules of Social Distancing.
The four councilpersons with the most seniority would have seats on the dais while the
four with the least seniority would have seats on the floor. This did not go over well.
AUGUST 3rd METTING AT CITY HALL OR A BOYCOTT: Mayor Bob Nation proudly
announced at the end of the virtual video council meeting on July 20, that they next
meeting would be in the Council Chambers at City Halls. This is stupid! Here are just a
few reasons why:

All Gatherings pose an increased risk of transmission and should be voluntarily avoided
whenever possible. When a Gathering occurs with people outside of an individual’s household,
the individuals attending the Gathering should abide by Social Distancing Requirements and
wear Face Coverings for the protection of others. (From a June 26 Health Department Order
Still in Effect.)

TWO: 6 of 9 councilpersons and the mayor are over the age 65. Several of those persons
have preexisting health care issues. The CDC recommends that people over the age of 65 or
with pre-existing health issues avoid crowds. This is from the CDC:
Among adults, the risk for severe illness from COVID-19 increases with age,
with older adults at highest risk.
Risk for Severe Illness Increases with Age
As you get older, your risk for severe illness from COVID-19 increases. For
example, people in their 50s are at higher risk for severe illness than people in
their 40s. Similarly, people in their 60s or 70s are, in general, at higher risk for
severe illness than people in their 50s.
The best way to protect yourself and to help reduce the spread of the virus that
causes COVID-19 is to:
• Limit your interactions with other people as much as possible.
• Take precautions to prevent getting COVID-19 when you do interact with
others.
THREE: We have heard from one councilperson that there might not be a quorum with
councilpersons refusing to attend unless the meeting is virtual video due to health concerns.

St. Louis privately warned by White House to take 'aggressive' action in
COVID-19 fight
St. Louis was among 11 major cities privately warned by Dr. Deborah Birx to take “aggressive”
steps to mitigate their outbreaks.
Holding inside public meetings and not videoing the meeting for the public is NOT taking
aggressive steps to mitigate COVID-19 outbreaks.
FOUR: If there is a hot issue with overflow crowds expected at a City Council meeting the city
will have citizens go to the lunchroom across the council chambers where the meeting will be
live streamed. However, Chesterfield claims they cannot have an internet YOUTUBE/ZOOM
video from the council chambers. The City has an IT Department and they clearly can do this

inexpensively. The public and citizens of Chesterfield have every right to attend council
meetings (via video) without risking their health.
FIVE: AFTER BOB NATION ANNOUNCED THE AUGUST 3 COUNCIL MEETING ON
MONDAY JULY 20 THE FOLLOWING HAPPENED:
Tuesday July 21: Missouri broke the 1,000 mark of COVID cases diagnosed in a day with 1,138
cases, the most in one day.
Wednesday July 22: The mark set on Tuesday for the most COVID-19 cases in Missouri was
broken with 1,163. Dr. Deborah Birx of the White House COVID-19 Task Force warned 11
metro areas, including St. Louis to take immediate “aggressive action” to reduce COVID-19.
June 21: The County Library’s Chesterfield branch was shut down after an employee was
diagnosed with COVID-19.
Mayor Dalton and Mayor Nation have shown a complete lack or regard to the health of elected
officials, staff and the public by holding these meetings and not making videos of them available
to the members of the public with enough good sense not to show up.
