Turnitin has found this phrase in at least one other source meaning one of the following two things has happened: 1. This could mean that it is a commonly-used phrase that cannot be attributed to an author (eg. idioms, phrases signalling transitions in your argument). 2. It is common for Turnitin to highlight your whole bibliography. This is because the sources you have used are likely to appear in the bibliographies of other academic work. This is not an absolute rule and you should always check you are referencing correctly, but bibliographies can account for quite high percentages of the similarity report.

As obvious as it sounds, Turnitin can only look at what you have written, it can't tell you what you've missed. Therefore it is important to check your bibliography carefully to make sure that you have included all of your sources.
