To see 183 which in spite of its length is quite clear and self-explanatory. For some reason Gastiglioni & Lucas- Calcraft are having trouble with the Uruguayan exchange control but McLean & Stapledon are not. It may be due to the attempt L,° over, come restrictions by a series of transfers of under£500 o In any case we are not concerned v/ith the reasons.

The existing arrangements are set out in 116.They were brought into force;although apparently irregular,in order to over-come the diffe tetkfr cause^at that time by the Central Bank of Argentina refusing to negotiate Falkland Islands cheques.accept remittances from IS.L.l'V. be in order for this Government to grant the necessary exchange permits but I think we should obtain permission from London

I regret having to report that rny Agents in Buenos

Aires advise by telegraph that our two FORM E. 1’s of

29th July, 1942 respectively for £886 and £95* 10s. and in

favour of the Bank of London and South America Limited,

Buenos Aires have failed to obtain permits from the Argentine

Central Bank for conversion into "pesos”.

Reasons - so far unknown.

Under these circumstances and in order to maintain

essential supplies to be imported from Buenos Aires, I

hereby request that the attached FORM A. 1 be approved for

a transfer of £1000 through Argentine Special account with

the Bank of London and South America Limited and with Estate

Louis Williams as beneficiaries in Buenos Aires current

As soon as these transactions are cleared up the

necessary adjustments and evidence will be furnished to

P/35/3a, dated 29th July, last, and in reply thereto, I am directed to inform you that Bill No 147, dated 1st June, 1942, was issued to Sister I'ary Ussher, in accordance with Falkland Islands ,1 Form No 170p for the sun of £50, authorising a transfer through

a Special Chilean Account.This authority was granted in view of the fact that the person

named left the Colony for the South of Chile owing to the closing down of the School which she presided over, brought about by the evacuation of all children from the town of Stanley*

I do rot anticipate that further remittances will be required for maintenance purposes, but the person referred to may return to the 1 Colony at a 3.ater date, although I have no definite information J in this connection* Should she not return, it will be necessary I to remit to her the sum of£126.IGsOd*,which she left deposited in I the Savings 'jank. m

My dear Sir,

Permit us to draw your attention to the following subject.

In the month of September, 1942, we delivered to the firm William

Calle San Martin, 201, Buenos Aires a consignment of

200 cases of Nestlfe Condensed Milk for shipment to the Falkland Islands.

Many months have passed since the delivery of the merchandise and

in view of the futility of our exertions to collect the amount, we have

been obliged to pass the subject to our lawyers but the Commercial

Adviser of the British Embassy knowing the abnormality and knowing above

all the goodv/ill with which we have heeded the requirements of the

Islands even with sacrifices in some cases of the Argentine market

owing to the scarcity of fresh milk and of tins, has suggested that we

explain to you what has occurred and to beg that you at your convenience

which firm in the Islands have received the 200 caseswill inform us

and if it would not be too great a trouble to you, what are the

possibilities of collecting the amount.

We will be pleased to have your personal intervention in the

matter and beg your pardon for the trouble which this may cause you,

but we v/ish to continue to attend to any orders which the Islands may

place but without the risk which this sale has represented.

sum of £866.- by telegraph to Montevideo, through the Bank of London & South America ltd, for the credit of Messrs Castiglioni L Lucas-Caleraft, and we also instructed Messrs C. & L-C. to the effect that this transfer was to cover goods that had already been handled by them ex Buenos Aires.

C/119 £ 629.- 20.6.44 Same benS-ficiaries Messrs Oastuglioni & Lucas-Calcraft to cover goods imported 19th May 1944.

We were due a further identical sum of £629.-- to Messrs Casti^lioni & Lucas-Calcraft, in Mon&fevideo for goods of Uruguayan origin, (£321.- and £108.- for importations of 19th May and 12th June 1944) so we instructed Messrs Hambros Bank Ltd by telegraph to remit in all £1058.- in the usual manner.

Under date of 29th June 1944 Messrs C. & L-C. wired us from Montevideo to the following effect

"Lew dispositions of Banco Republica prohibits liquidate trabsfer exceeding £500 for payment of1 transhipment merchandise. The last transfers of £866 and £1058 have r.o t yet been liquidated.

London Bank suggests you withdraw these transfers and re-send them in sums of less than £500 n

We immediately interviewed Mr. Lellman in the Treasury, explained the situation to him and suggested leaving those £1495.-— in Montevideo,(to be used later on for MontevideaE purchases) and to Send various

other remittances, for sums of less than £500.- each, and for goods r,to be imported” . This was agreed to and we then sent the following telegraphic remittances

when the mail came in 14th July it brought us two letters from Messrs Castiglioni & Lucas-Caleraft, both dated 30th J£ne last. One letter simply said:-

” u'e confirm telegram informing you that Banco de la Republica had xorohibited the liquidation of more than £500.- at a time for payment of transhipment merchandi$

You will have to return the £866.- and £1058- to London and have them sent out again in smaller sums than £500.- at various times. 11

;The other letter said:-u The new orders of the Banco de la Republica are

of 1st June 1944, and they preclude being able to continue liquidating payments in the previous form.

As a transitory solution we have agreed with the Baris of London 6c South America that you make remittance* of less than £500 at a time, but it is almost certain that the ^anco de la Republica, when they see a succession of such amounts will again prohibit suah transfers. 11

And evidently this is what actually has happened, as on the 14th July last Messrs Castiglioni & Lucas-Calcraft telegraphed, to us as follows

News in this connection cannot be expected until after the mail reaches Montevideo

But in the meantime our shippers in Buenos Aires have also been busy, and we understand that one of the interested parties, being the Customs House Agent vjho earns a certain amount of money from the handling®fouir shipments and who therefore sav; his income liable to be curtailed if our shipments were interrupted, has petitioned the Exchange Control Authority in Buenos Aires, being the BANCO CEl.TRAL de la REPUB!ICA ARGENTINA, and this morning we have received a telegram from Buenos Aires, which, translated, reads as follows \

(Messrs Gohi, Itimtin y Cia. are the firm who finance our purchases in Buenos Aires until such time as covering remittances come through. They have been rendering this service to us for nearly twenty years).

In view of all this as soon as possible to cover our debts in Buenos Aires, we hereby wish to have authority t o: -
