    Exec ut ive summ ary

    We are pleased to submit the draft stage 2 submission for Witton Park High School

    (WP) and New East Blackburn Learning Community (NEB). The solutions for New

    East Blackburn (incorporating Crosshill School) and Witton Park (incorporating

    Newfield pupils) provide flexible and inspiring environments in meeting the LA SfC and

    vision and the schools design briefs. The LEP has continued to challenge and support

    colleagues from the schools and LA during the design process to deliver a robust

    educational vision.

    The schemes are affordable, based on the agreed TUPE transfer proposals for

    catering and grounds staff at Witton Park. These facilities offer excellent value formoney, with more for less having been achieved in comparison with the sample

    schools and external benchmarks.

    The final stage 2 submission will be made on 7th September following the completion

    of the funding competition and receipt of full planning permission on the 26th August.

    We are committed to supporting Blackburn with Darwen LA to achieve its aims of

    transforming learning, communities and lives and we look forward to working with you

    through the Financial Close period to achieve them together. Whilst FC is scheduled to

    occur on 27th November 2010, we will work with the LA and supply chain to achieve an

    earlier close.

    Transforming learning

    As 100% new build PFI schools, the new WP and NEB schools will raise the

    aspirations of all those living and working in the surrounding communities. They will be

    beacons of learning and community, welcoming and highly visible in their respective

    communities in Blackburn, which students, parents, families and members of the

    surrounding communities can proudly call their own.

    Each of the spaces provide fully integrated design solutions able to function flexibly in

    traditional, transitional or transformational (3 Ts) layouts. The integrated strategy

    incorporates FFE, ICT, M&E and architectural layout to ensure maximum flexibility and

    usability of space.

    The ICT infrastructure will facilitate anytime/anywhere learning. The bespoke ICT

    design solutions respond to the requirements of the schools and meet the LA output

    specification. The solutions include a 1:2 pupil device ratio which includes an

    appropriate mix of fixed and mobile devices, and a 1:1 teacher/HLTA device ratio as

    all teachers and HLTAs will receive a new laptop. There will be further opportunities to

    refine and develop the final ICT solution for the school during the baselining exercise

    which will take place 6 9 months before the school opens (i.e. from January March

    2012).

    Transforming communities

    We recognise that these brand new state-of-the-art facilities will be invaluable to the

    neighbourhoods and communities they serve. With this in mind, the stage 2 designs

    have been developed to truly embrace the concept of community use. The new

    community out-of-hours entrance/reception areas and additional lifts ensure that all the

    sporting facilities (sports hall, activity studio, fitness suite, changing rooms including

    showers and toilets, hygiene rooms/ disabled change and PE classrooms) will be

    available for community use independently of the remaining buildings and during the

    school day if required. It is expected that the full range of facilities will be open to the

    community, and the zoning capability in the design will enable controlled and secure

    access to all appropriate areas of the schools.

    We have enjoyed many conversations with the schools and others about community

    use and how the new school will work with partners from other agencies. This has

    been challenging for all involved and we are continuing to respond to the changing

    political and economic climate to ensure that these facilities really can support

    community use out of school hours, and when possible, during the school day.

    In terms of working with partners from other agencies, the stage 2 designs have

    dedicated multi-agency rooms, with a separate access and ICT and WC facilities. We

    are committed to continued working in partnership with the LA, stakeholders and the

    school to ensure that the management arrangements of the facilities truly maximise

    community use and opportunities for partnership working. Our aim has been tomaximise the opportunities for multi-agencies to work in partnership with the school to

    meet, for example, the Every Child Matters (ECM) agenda.

    Transforming lives

    There will be significant spend within the local economy and opportunities for local

    people to benefit from local labour opportunities. The LEP is committed to a minimum

    of 25% of the cost of the new build to be spent locally. This will include further

    commitments to local labour, local apprenticeships, work experience for local students

    and support for local businesses to become part of the Balfour Beatty Education (BBE)

    supply chain.

    441 apprenticeship weeks will be provided on site during the construction phase, and

    a further 150 FM apprenticeship weeks, and 270 ICT apprenticeship weeks during the

    operational phase. This will provide local young people with the opportunity to learn

    more about key trades in a structured local apprenticeship placement.

    In addition, our public arts strategist (Ian Banks) will work alongside the school design

    teams during the construction phase to support the selection of appropriate artist(s) to

    develop exciting public art throughout the school sites.

    In accordance with the Approval Criteria as defined in Paragraph 4.5 of the Strategic

    Partnering Agreement the LEP confirms the following:
