conference registration costs. Solverson congratulated the Green Bay
Conference Committee for an outstanding job and made a profit.

Brandmeier and Jim Hessling could staff a booth at the conference. Jim will
discuss a free exhibit booth with the organizers. Scott Solverson
recommended exhibiting even if there is a booth charge.

1. Welcome In President Scott Solverson’s absence, Past President Jim Hessling welcomed the group the chapter
business meeting. Some members of the Chicago Metro Chapter joined us. There were approximately 35
people in attendance. A quorum was present (Givens, Igl, Woodard, Dailey, Hessling)

City of Wausau – Riverfront Redevelopment- thanks to Eric Lindman on your project and
attending tonight’s function.
• National APWA President David Lawry and APWA President Elect Bill Spearman, III were in
attendance at the start of the evening.
3. Treasures Report Total investments for the year ending as of July 31, 2018 was $286,888. Congratulations to Lee Igl for a
great job on handling the chapter finances. 4. Emerging Leaders Attendees
Joe Komorowski and Zach Navi were introduced and welcomed to the group.
Congratulations were given to Kamron Neilson (Nash) on her recent graduation from APWA Nationals
Emerging leaders Academy.
5. Comments from the group Dave Lawry, National APWA spoke to the group and thanked everyone. He considers himself an
“Honorary Member” of the Wisconsin Chapter because he is from WI, graduated UW Madison and took
a short leave (30+ years) to work in Illinois.
Past President Hessling thanked all of the sponsors of tonight’s get together and their willingness to
support the chapter.
There were no other comments from the floor. The meeting was adjourned by a motion from Paul
Woodard. Motion carried.

Committee Emphasis/Goals:
To provide direction and motivation to the membership to foster qualities of effective leadership
and management within the profession. A key initiative is the Emerging Public Works Leaders
Program.

Emerging Leaders Program: I'm waiting on the write-ups from the two emerging leaders this year.
They enjoyed the experience at PWX and were glad they were able to go. I will be putting
together a newsletter article about both of them as well.
Suggested Conference Session Topics: (rank by priority. Include speaker name if available)
1. Integrating GIS and Workflow for better Infrastructure Management (Speaker: Chris Tippery
from Symbiont - they provide this service and Chris is the Co-Chair of the L&M Committee)
2. Public Works Accreditation (perhaps someone from Janesville would want to discuss their
journey?) - Is there a way to possibly setup a chapter Accreditation team to help other
communities meet their goals?
3. Lean Operations Management for Public Works (Speaker: Michael Wodalski - My master's
thesis focused on utilizing Lean Techniques in the Delivery of Transportation Infrastructure
Projects and I also helped develop the Lean Construction Class at UW-Madison. Just wanted to
let you know where my credentials are at on that topic)
As a Committee we also talked about what topics we may be interested in and here is what was
brought up:
- Difference between being a Leader and a Manager.
- Hiring practices: How to promote from within.
- The differences between small and big communities and how the role of DPW changes.
(Perhaps a panel discussion on this?)

Rick Eilertson has been refreshing the APWA WI Sustainability Liaison web page (http://wisconsin.apwa.net/PageDetails/13847) with updated information about the C4S program as well as various Wisconsin sustainability highlights.
Wisconsin has 64 credentialed Envision Sustainability Professionals (ENV SP). APWA’s C4S maintains a sustainability blog at: http://www3.apwa.net/centerforsustainability/blog/Posts. The most recent post provides an update about survey results from residents in the State of California indicating a ~75% approval rating for using recycled water in local water supplies.

The last C4S Quarterly meeting held on June 26th meeting included highlights of a “Smart Growth” walking tour led by APWA’s Mid-Atlantic Chapter’s Sustainability Committee during their Spring 2018 Conference (provided in the last Report). The next C4S Quarterly meeting (September 2018) is intended to cover the Smart Cities Council Readiness Challenge, especially related to energy and resiliency.

There were 10 scholarship applicants and all the applicants were from four year universities.
Michael Wodalski, the Leader and Management Committee Chair and I reviewed the scholarship
applications and scored them individually. Below are our compiled results. Michael and I had a
conference call on August 29th to discuss our rankings and to determine the scholarship winners.
We definitely have a top 6 as highlighted below and we wish to request funding to give
scholarships to the top 8.

Report of Activities, Best Practices, and Areas of Focus January 2018 – Present
MEMBERSHIP & CHAPTERS
• Membership counts/activity since January o At the end of January, membership stood at 783 members. At the end of July,
the count was 788. Wisconsin was one of 35 Chapters within all of APWA to sustain a positive gain in membership. Wisconsin membership has been steady to slightly increasing for some time now.
o Many activities occurred in this time frame, both to sustain and serve existing members and promote new membership – see below under “Activities”.
• Chapter Updates o The Chapter completed a survey of membership early in the year and is using
responses as part of updating our 5 year Strategic Plan. A committee has been formed and continues work on the proposed update.
o The Chapter selected 2 Emerging Leaders to sponsor in the National Program and send to PWX.
o The Chapter finished the fiscal year with a $20,000 surplus. The President directed the Past Presidents Committee to come up with a financial policy for the Chapter, given our strong financial standing and our charter as a non-profit organization.
o The Chapter withdrew from a planned joint Conference with the Wisconsin League of Municipalities, scheduled for 2019. It was felt more time was needed to properly address the needs of our membership. Discussions will continue with the League on a possible future joint venture.
• Chapter Capacity On a scale of 1-10 (10 being the highest) please rate the following: 1. How active is your chapter? (ex: we are doing things weekly, monthly, quarterly)
o We are active at a rating of about an 8 to 9. We have multiple activities in any given month and multiple initiatives ongoing at all times.
2. How engaged are your members?
The percentage of members engaged or fully engaged is not as high as we would like it to be. We have about 30 to 50 members very engaged and a good turnout of a large number of members at our Spring and Fall conferences. Committee participation could be better. Overall I would rate this about 6. Recently a financial planning item was referred to our Past Presidents Committee. Eleven Past Presidents have accepted the meeting, showing a pretty good engagement of Past Presidents.
3. What level is your chapter capacity running at? (ex: we have room for more, we can’t do another thing!)
o We are running at about an 8. Given we operate without a Chapter Administrator and all work is by volunteers, we maintain a very healthy capacity. The capacity could grow if we had higher or better member engagement.
• Best Practice/New and Innovative Ideas o Tuition Reimbursement o Student Scholarship Program o Diversified Activities for Members o Specific Continuing Education for members sufficient to satisfy Professional

VALUE
• NPWW Activities
o The Wisconsin Chapter received a Governor Proclamation declaring Public
Works Week in Wisconsin.
o At least one member Municipality had an event to celebrate NPWW.
McFarland held their 2nd Annual Public Works Open House, well attended and
always popular with the children.
• Awards
o The Chapter received several awards this year: ▪ PACE Award ▪ Top Ten (Paul Woodard) ▪ POY Award (Wausau Riverfront) ▪ Excellence in Snow & Ice Control (City of Milwaukee)
• Community Outreach
o The Wisconsin Chapter participated in the “Future City” competition, where 70
Wisconsin Middle Schools worked on STEM projects. The Chapter donated
$1,000 for one of the specific competitions and supplied 4 Chapter members as
judges and a 5th Chapter member who had oversight of the entire judging
program.
o The Wisconsin Chapter collected $440 at the Spring Conference in May and
donated it to the Wisconsin Children’s Hospital in Green Bay.
• Chapter Activities
o Many activities occurred in this time frame, both to sustain and serve existing members and promote new membership. These included:
▪ An ice fishing event on 2/16/2018 ▪ Spring Conference and Awards Banquet, Green Bay, May 2 thru 4 ▪ A YP event at the start of the Spring Conference in Green Bay on
5/2/2018. ▪ A Brewer’s Game with the Chicago Metro Chapter on 6/13/2018,
hosted by our YP Committee ▪ Another Fishing outing on 6/15/2018 ▪ A Summer Golf Outing and Paddle event on 7/19/2018. The event
raised approximately $3500 for scholarships and promotes introduction to potential new members.
VOICE
• Advocacy Efforts
o The Chapter is working on getting a more defined and active Advocacy
Program
EDUCATION & CREDENTIALING
• Does your chapter partner with anyone for your education programs? If so, who and for
how many events?
o The UW-Madison, Engineering Professional Development Department,
partners with the Wisconsin Chapter to lead 2 Public Works Certificates: the
Public Works Supervisory Academy (PWSA) Certificate, composed of 9 one-day
classes (54 class hours in total); and the Public Works Management Institute
(PWMI) Certificate, composed of 15 classes (90 class hours total) including the
9 courses in PWSA, plus an additional 36 class hours in 5 courses that focus on
more advanced management.

It is my understanding that we are to forward Top Ten Public Works Leader Award nominations to the Executive Committee for their consideration at the September meeting in order for the candidate to work on the application to submit it on time. We received nominations from Paul Woodard that included four persons. The committee discussed the nominations and decided to the forward the following two persons for consideration (in no particular order). Scott Brandmeier – He is active in the Chapter, past Treasurer and currently on the EC Board and will be Chapter President in 2021. He is very involved nationally with advocacy and has been to DC countless times with National meeting with Congress. He was in the Emerging leaders program. He is also involved in his community and church. Paul indicated that an interesting side note is that he is a lawyer as well. Paul believes that he would be a strong candidate. Paula Vandehey, Director of Public Works in Appleton. She has hosted the conference a few times. We do not have her credentials, so some input is needed. She has been in Appleton for a long time and would be a diverse candidate. I am sure she has done a lot in Appleton.
