REORGANIZING AND STRENGTHENING THE DAGUPAN CITY DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL

WHEREAS, our country always suffer hardship brought about by disasters and calamities ;

WHEREAS, these disasters and calamities have resulted in major losses of lives and properties;

WHEREAS, Republic Act 10121, otherwise known as, “AN ACT STRENGTHENING THE PHILIPPINES DISASTER RISK REDUCTION AND MANAGEMENT SYSTEM, PROVIDING FOR THE NATIONAL DISASTER RISK REDUCTION AND MANAGEMENT FRAMEWORK AND INSTITUTIONALIZING THE NATIONAL DISASTER RISK REDUCTION AND MANAGEMENT PLAN , APPROPRIATING FUNDS THEREFORE AND FOR OTHER PURPOSES.”

WHEREAS, the Barangay Disaster Coordinating Councils shall cease and exist and its powers and functions shall henceforth be assumed by the existing Barangay Development Councils (BDC’s), which shall be known as the Barangay Disaster Risk Reduction and Management Committee (BDRRMC) and will be one of the Committees under the Barangay Development Council;

WHEREAS, there is an urgent need for a more effective, reliable and precise disaster management plan as community preparedness programs to safeguard the lives and properties of every Dagupeño ;

NOW, THEREFORE,I,BELEN T. FERNANDEZ, City Mayor of Dagupan City , Philippines, by virtue of power vested in me under Section 455 (b) 2 (III) of R.A. 7160, otherwise known as the Local Government Code of 1991, do hereby order the following:

Section 1. CREATION. A coordinating body in the city is hereby created and shall be known as the Dagupan City Risk Reduction and Management Council (DCDRRMC).

Section 2. COMPOSITION. In compliance to the Implementing Rules and Regulations of R. A. 10121, the DCDRRMC shall be composed of, but not limited to the following:

Section 3. DAGUPAN CITY DISASTER RISK REDUCTION AND MANAGEMENT OFFICE (DCDRRMO)

1) There shall be a DCDRRMO in Dagupan City and a Barangay Disaster Risk Reduction Management Council (BDRRMC) in every barangay which chall be responsible for setting the direction, development, implementation, and coordination of disaster risk reduction and management programs within their territorial jurisdiction;

2) The DCDRRMO shall be under the Office of the City Mayor; and the Punong Barangay in case of BDRRMC.

3) The DCDRRMO shall initially organized and composed of a Disaster Risk Reduction and Management Officer
