PLP 2016-17 Lawngtlai and Saiha [1] EXECUTIVE SUMMARY The theme for PLP 2016-17 continues to be “Accelerating the pace of capital formation in agriculture and allied sector”. The following paragraphs broadly outline the essential features of the Potential Linked Credit Plan for the year 2016-17. The districts of Lawngtlai and Saiha have 4 and 2 rural development blocks respectively. All the blocks comprise of hilly areas. The districts are connected only by road with the State Head Quarter i.e. Aizawl. The average rainfall in Lawngtlai district is about 2098 mm and that of Saiha is about 2850 mm. In Lawngtlai District, there are two Autonomous District Councils viz. Lai Autonomous District Council (LADC) and the Chakma District Council (CADC) with their Headquarters at Lawngtlai and Kamalanagar respectively. In Saiha District, there is one Mara Autonomous District Council with headquarter at Saiha. The districts have a total population of 1,73,810 as per 2011 census [Lawngtlai – 1,17,444 and Saiha – 56,366]. The percentage of rural population is higher than the urban population in both the districts. The literacy percentage in Lawngtlai and Saiha districts are 66.41 and 88.41 respectively. The Potential Linked Credit Plan (PLP) for Lawngtlai and Saiha districts, envisages deployment of bank credit for the development of various sectors during the year 2016-17 to the tune of Rs.5554.20lakh, and Rs.3054.29 lakh respectively. Projections for bank credit for the year 2016-17 are given in Annexure I. There are 17 bank branches of three banks viz., State Bank of India (3), HDFC (2), Mizoram Rural Bank (9), Canara Bank (1) and Mizoram Cooperative Apex Bank (2) catering to the needs of the people in the two districts. Credit projections have been made after taking into consideration the potential, the present status of infrastructure facilities, banking network, man power capabilities, new initiatives of Districts’ Administration and plans of Central and State Govt, etc. Agriculture and allied activities form the backbone of the economy of the districts. The productivity under agriculture is however low. Subsistence farming is prevalent in all the parts of the State. Besides regular kharif cultivation, farmers are now showing interest in cultivation of crops under Rabi and pre-kharif seasons. The credit potential estimated under Crop Loan during the year 2016-17 in Lawngtlai and Saiha district are Rs. 981.75 lakh and Rs. 561.72 lakh respectively. All the crop loans should be disbursed through KCC cards so that the farmers have access to timely and uninterrupted credit at the time of need. In order to meet the challenges of sustaining the population with food and shelter, planned efforts are to be made to increase agricultural productivity by increasing the irrigable area and land development. Accordingly, a credit projection of Rs.10.70 lakh [Lawngtlai – Rs.6.64 lakh and Saiha –Rs.4.06 lakh] for Water Resources sector and Rs.83.03 lakh [Lawngtlai- Rs.39.78lakh and Saiha –Rs.43.25 lakh] for Farm Mechanisation has been made for the year 2016-17. Tillers are the appropriate FM devices for both the districts. There is less demand for tractors in the districts in view of less availability of plain lands. Tractors can be used for transportation purposes also. Horticulture is the main source of cash crops in the districts. The horticulture development in the districts envisages a credit flow of Rs.364.24 lakh [Lawngtlai –Rs.236.39 lakh and SaihaRs.127.85 lakh] for 2016-17. EXECUTIVE SUMMARY

The theme for PLP 2016-17 continues to be “Accelerating the pace of capital formation in agriculture and allied sector”. The following paragraphs broadly outline the essential features of the Potential Linked Credit Plan for the year 2016-17.

The districts of Lawngtlai and Saiha have 4 and 2 rural development blocks respectively. All the blocks comprise of hilly areas. The districts are connected only by road with the State Head Quarter i.e. Aizawl. The average rainfall in Lawngtlai district is about 2098 mm and that of Saiha is about 2850 mm.

supplementary employment and income of the farmers, besides enabling reduction in the gap between demand and supply of different animal products in the districts as well as in the state. Accordingly, the potential for credit flow for 2016-17 has been projected at Rs.261.36lakh [Lawngtlai –Rs.184.14lakh andSaiha –Rs.77.22lakh] for dairy development, Rs. 127.17 [Lawngtlai –Rs.85.68 lakh and Saiha –Rs.41.49 lakh] for poultry andRs. 186.76[Lawngtlai –Rs.125.30 lakh and Saiha –Rs.61.46 lakh] sheep/goat/piggery activities.

Fish Farming also supplements the income of the farmers. Fisheries in the two districts have good scope for development as many fish farms exist in the districts. There is a wide gap between demand and supply in the districts. Accordingly, an amount of Rs.68.08 lakh [Lawngtlai –Rs.36.37 lakh and SaihaRs.31.71lakh] has been projected for the sector in the two districts for the year 2016-17.

The aggregate requirement for Farm Credit is projected at Rs.2653.11lakh [Lawngtlai–Rs.1701.10 lakh and Saiha –Rs.952.01 lakh] for the two districts for the year 2016-17.

Land Development in 25% and 33% slope is the activity identified necessary for improvement of agriculture infrastructure in the districts. Accordingly, a credit projection of Rs.32.82lakh [Lawngtlai- Rs.17.06lakh and SaihaRs.15.76lakh] has been made for Land Development.

Agro and Food Processing enables value addition to agricultural produce generates income from the processing units and creates employment opportunities for the rural unemployed. A credit potential of - Rs.152.78 lakh [Lawngtlai –Rs.97.38 lakh and Saiha - Rs.55.40 lakh] has been projected for Agro and Food Processing activities for the year 2016-17.

Micro, Small and Medium Enterprises (MSME) is a necessity for employment generation. Industry serves as a support system to agriculture, specifically in respect of the processing facilities, which add value to the farm sector produce. A credit potential of Rs.2446.73 lakh [Lawngtlai–Rs.1701.61 lakh and Saiha–Rs.745.12] has been projected for MSME for the year 2016-17.

Education occupies an important place in today’s world and education for higher studies has become very expensive. Banks can play an important role in the development of human resource by providing loans to needy students. An amount of Rs.33.75 lakh [ Lawngtlai –Rs.17.55 lakh and Saiha –Rs.16.20 lakh ]

The development interventions in the districts are aided by Capital Investment Subsidy Schemes of GOI in respect of Rural Godowns, Organic Farming, etc. Government Sponsored Programmes like PMEGP, SGSY, KVIC etc., also has helped development of rural and urban poor in both the districts.

As per Dr. Rangarajan Committee recommendations, Lawngtlai district in the State has been identified as least financially included district. There is a need for appointment of Business Correspondents for implementation of PMJDY, PMJJBY, PMSBY and APY in the districts.

The development of women through the formation of SHGs and linkages with the bank is taken up through NGOs and SHPI supported by NABARD. They are projected to be the ideal developmental tool to ensure access to banking services in the years to come in conjunction with socio–economic empowerment of the women and the resultant all round development of the two districts. Scheme for promotion of Women SHGs has also been taken up in Lawngtlai district.

Further, development of farmers through farmers clubs (FCs) and formation of Joint Liability Groups (JLGs) has also been taken up for both the districts through NGOs and Banks. The formation of FCs and JLGs would definitely ensure development of farm sector in the districts. The problem of availing institutional credit can also be mitigated through group mode.
