Executive Summary
Seymour Johnson AFB & Dare County Range • Joint Land Use Study

A Joint Land Use Study (JLUS) is a cooperative planning effort conducted as a joint venture between an active military installation(s), municipalities and counties within an area of military influence, state and federal agencies, organizations, and the public. The intent of this planning effort is to foster and enhance an ongoing working relationship between Seymour Johnson Air Force Base (AFB), Wayne County, the City of Goldsboro, the Dare County Range, jurisdictions impacted by military operations in northeast North Carolina, federal and state agencies, local organizations, and the public. The JLUS was developed following three main objectives:
Understanding. Convene community and military representatives to identify, confirm, and understand the compatibility issues in an open forum, taking into consideration the perspectives and needs of Seymour Johnson AFB and the Dare County Range, and northeast North Carolina municipalities and counties. This includes public awareness, education, and input as part of a cohesive outreach program.
Collaboration. Encourage cooperative land use and resource planning by Seymour Johnson AFB and the Dare County Range and northeast North Carolina municipalities and counties within areas of military influence, so that future community growth and development are compatible with military operational missions. At the same time, seek ways to reduce operational impacts from military activities on adjacent lands and areas throughout northeast North Carolina.
Actions. Provide a set of mutually supported strategies consisting of tools, activities, and procedures that northeast North Carolina municipalities and counties, agencies, and Seymour Johnson AFB and the Dare County Range can implement to avoid and reduce compatibility issues. The strategies proposed include both operational measures to mitigate military impacts on affected communities, and local government and agency approaches to reduce community impacts on military operations. These strategies will help decision makers resolve compatibility issues and prioritize projects within the annual budgeting process of their respective organization.
Compatibility Assessment
Compatibility, as it relates to military readiness, can be defined as the balance or compromise between community needs and interests and military needs and interests. The goal of compatibility planning is to promote an environment where both community and military entities communicate, coordinate, and implement mutually supportive actions that allow both to achieve their respective objectives. A number of factors assist in determining whether community and military plans, programs, and activities are compatible or in conflict with each other. For the Seymour Johnson AFB and Dare County Range JLUS, 25 compatibility factors were used to identify, determine, and establish a set of key JLUS compatibility issues. These compatibility factors influence whether community and military plans, programs, and activities are compatible or in conflict with the military mission.
Collaborative Planning
The JLUS planning process was designed to create a locally relevant study that builds consensus and obtains support from the stakeholders involved. The public was instrumental in the development of this JLUS by providing their perspective and feedback, both in the JLUS public forums and through the use of the project website: www.NortheastNCRegionalJLUS.com.The development of the project was also guided by two committees composed of community and military stakeholder representatives. These committees were the Policy Committee, which provided project oversight, guidance, and decision-making, and the Technical Advisory Committee, which assisted in the identification and assessment of compatibility issues, the development of recommendations, and the overall report development.
Nine communities, several organizations and agencies, and the public were active partners working with Seymour Johnson AFB and the Dare County Range on the collaborative JLUS planning effort:

The Seymour Johnson AFB and Dare County Range JLUS Study Area was designed to address all land in the vicinity of these military facilities and within the Military Training Routes (MTRs) and Special Use Airspace (SUA), including Military Operations Areas (MOAs) and Restricted Areas, that may impact current or future military operations or be impacted by military operations. Because of the expansive military influence in northeast North Carolina, for the purpose of this JLUS, the Study Area was separated into two geographies: 1) the JLUS Study Area surrounding Seymour Johnson AFB, and 2) the JLUS Study Area surrounding the Dare County Range and the northeast North Carolina airspace.
Seymour Johnson AFB and Dare County Range JLUS Study Area
Seymour Johnson AFB JLUS Study Area
The Seymour Johnson AFB JLUS Study Area addresses all land near the base that may impact current or future military operations, or be impacted by activities within Wayne County and the City of Goldsboro. The JLUS Study Area includes land that is situated beneath all of the defined military mission footprints, such as the noise contours, airfield safety zones, flight corridors, and imaginary surfaces.
Dare County Range JLUS Study Area
The Dare County Range JLUS Study Area encompasses the Dare County Range and areas of overflight covering portions of northeastern North Carolina. The Dare County Range, comprising more than 46,000 acres of marshland, forest and open space, is located in Dare County approximately 150 miles east of Seymour Johnson AFB. Areas impacted by, or having the potential to impact military operations, include areas of overflight in Beaufort County, Bertie County, Hyde County, Tyrrell County, Washington County, the City of Washington, and towns and communities within these jurisdictions.

JLUS Recommended Strategies for the Seymour Johnson AFB JLUS Study Area
The following list highlights recommended key strategies for the Seymour Johnson AFB JLUS Study Area that were developed and agreed upon by the JLUS partners.
JLUS Recommended Strategies
The heart of the Seymour Johnson AFB and Dare County Range JLUS is a set of 102 recommended strategies that address compatibility issues for the two JLUS Study Areas. Since the JLUS is the result of a collaborative planning process, the strategies represent a true consensus plan —a realistic and coordinated approach to compatibility planning developed with the support of stakeholders involved throughout the process. The strategies developed are uniquely tailored for this JLUS and respect the local context, including the value of personal property rights recognized throughout the region.
The key to the implementation of the strategies is the establishment of a JLUS Implementation Coordination Committee to oversee the JLUS execution. Through this Committee, local jurisdictions, Seymour Johnson AFB and the Dare County Range, federal and state agencies, and other stakeholders can continue their initial work together to establish procedures, recommend or refine specific actions, and make adjustments to strategies over time to ensure the JLUS continues to resolve key compatibility issues into the future. Concurrent with the efforts of the JLUS
Coordination Committee, each project partner is responsible for establishing their own course of action to implement the strategies unique to them through collaboration of their leadership, planners, and the public. Since the Implementation Plan is intended to be a living document, each partner jurisdiction has the flexibility to revise and refine the Plan for their unique circumstances and use for tracking implementation actions and progress.
The strategies developed during the JLUS process are described in detail in Chapter 6 of the JLUS Report.

Military Compatibility and Awareness Areas
A key strategy to guide compatible development and activities without overregulation is the establishment of a series of Military Compatibility Areas (MCAs) for the Seymour Johnson AFB JLUS Study Area and Military Awareness Areas (MAAs) for the Dare County Range JLUS Study Area. The MCAs are geographic areas surrounding Seymour Johnson AFB where specific strategies are to be applied, which may include regulatory approaches to enhance existing compatibility actions taken by the City of Goldsboro and Wayne County. The MAAs are geographic areas surrounding the Dare County Range JLUS Study Area where specific strategies are to be applied. These strategies exclude
regulatory approaches to compatibility due to the limited planning and land use framework across this area. The total geography of all MCAs for the Seymour Johnson JLUS Study Area is the Military Compatibility Area Overlay District (MCAOD). The total geography of all MAAs for the Dare County Range JLUS Study Area is the Military Influence Area (MIA).
The establishment of MCAs and MAAs ensures that the appropriate types of strategies are applied to the appropriate areas, and that locations deemed not subject to a specific compatibility issue are not adversely impacted by actions inappropriate for their location or circumstance.
The MCAs and MAAs were designated to accomplish the following:
w Promote an orderly transition between community and military land uses to maximize compatibility
w Promote and protect public health, safety, and welfare
w Maintain the operational capabilities of military installations
w Promote an awareness of the size and scope of military operating areas
w Establish compatibility requirements within designated areas, such as requirements for notification of development to the military
Coordination Military Compatibility AreaThe Coordination MCA is designed to include land within a 5-mile radius of Seymour Johnson AFB per House Bill 254 enacted by the North Carolina General Assembly in 2013. This MCA is intended to foster cooperation, communication, and awareness by keeping County and City leadership and property owners informed of military operations that may impact quality of life. Additionally, the leadership at Seymour Johnson AFB can be apprised of community actions that may impact military operations.
Noise Military Compatibility AreaThe Noise MCA includes all land located off-installation within Seymour Johnson AFB noise contours greater than 65 decibels (dB) day-night sound level (DNL) associated with military aircraft activities. Strategies within this MCA include limiting the proliferation of noise-sensitive land uses, incorporating noise level reduction methods in the building construction of noise-sensitive land uses to reduce interior noise impacts, and addressing nonconforming uses within the Noise MCA.
Safety Military Compatibility AreaThe Safety MCA would regulate compatible land use types and densities / intensities (non-residential land uses) within the Clear Zones (CZs) and Accident Potential Zones (APZs) I and II of the Seymour Johnson AFB runway. The Safety MCA can be used to prevent the development of incompatible land uses in areas with the greatest potential for an accident. Within the CZs, most types of land use are incompatible with aircraft operations. It is recommended that no development be located within CZs. Compatibility guidelines preclude land uses that concentrate large numbers of people (such as residences, apartments, hospitals, churches, and schools) from being constructed within the APZs. While the likelihood of an accident is remote, the Air Force recommends low density land uses within the APZs to ensure maximum protection of public health and property.
Bird/ Wildlife Aircraft Strike Hazard Military Compatibility AreaThe Bird / Wildlife Aircraft Strike Hazard (BASH) MCA is a Federal Aviation Administration (FAA) recommended area extending a radius of five statute miles from the air operations area at Seymour
Johnson AFB. This MCA is includes areas near the airfield with the highest safety concern if concentrations of birds, wildlife, or bird-attractant uses were located there. Bird and wildlife strikes with aircraft can potentially result in the loss of life or aircraft. Strategies for this MCA include increased public awareness of bird and wildlife attractants.
Imaginary Surface Military Compatibility AreaThe Imaginary Surface MCA is the area defined by the FAA and Air Force Air Installation Compatible Use Zone (AICUZ) instructions for guidance on the height of structures surrounding an airport or airfield. The imaginary surfaces are a 3-dimensional geographic area comprising approach and departure airspace corridors and safety buffers. Vertical obstruction heights are a major concern for flight operations due to the potential for a structure to extend into navigable airspace, which could impede safe flight operations and put both pilots and citizens on the ground at risk of an aircraft mishap. Vertical obstructions that can affect flight safety include, but are not limited to, cell towers, power lines, wind turbines, buildings, and trees.

JLUS Recommended Strategies for the Dare County Range JLUS Study Area
The following list highlights key recommended strategies for the Dare County Range JLUS Study Area that were developed and agreed upon by the JLUS partners.
Military Influence Area for Dare County Range JLUS Study Area
The MIA for the Dare County Range JLUS Study Area consists of three MAAs:
n Coordination MAA n Noise MAA n Vertical Obstruction MAA
Coordination Military Awareness Area
The Dare County Range Coordination MAA is designed to address land adjacent to the Range, along with the associated military low-level flight operations in the northeast North Carolina JLUS Study Area. It is intended to foster cooperation, communication, and awareness by keeping County and City leadership and property owners informed of military operations that may impact the quality of life. Additionally, the leadership at Seymour Johnson AFB and the Dare County Range can be apprised of community actions that may impact military operations.
Noise Military Awareness Area
The Dare County Range Noise MAA includes all land located off-installation within the Dare County Range noise contours greater than 65 dB DNL associated with military aircraft activities and areas subject to low-level overflight within MTRs, MOAs, and Restricted Areas throughout northeast North Carolina. Strategies within the Noise MAA are intended to minimize community impacts where possible, and increase public awareness of military airspace, flight operations and communication procedures with Seymour Johnson AFB and the Dare County Range.
Vertical Obstruction Military Awareness Area
The Dare County Range Vertical Obstruction MAA serves to protect areas for military operations surrounding the Dare County Range and throughout northeast North Carolina. This MAA includes areas of low-level aircraft overflight and the High Risk of Adverse Impact Zone where there is a high likelihood of impact to mission requirements by renewable energy technology. Structures within these areas, depending on vertical height, proximity to the Dare County Range, siting, and electromagnetic sensitivity, can restrict navigable airspace and create obstructions resulting in signal transmission interference for radio frequency line of sight requirements. Within this MAA, strategies address coordination procedures to avoid the creation of vertical obstructions to the military mission.

JLUS Documents
Three JLUS documents providing different levels of information are available to the public, elected and appointed officials, and the military. These documents provide an overview of the JLUS process; detailed information on Seymour Johnson AFB, the Dare County Range and the overall study area; an assessment of existing compatibility issues; and the recommended strategies in the Implementation Plan. These resource documents are as follows:
JLUS Executive Summary Brochure
The JLUS Executive Summary Brochure serves as a quick reference describing the purpose of a JLUS and provides an overview of the key JLUS strategies and Military Compatibility and Awareness Areas.
JLUS Report
The JLUS Report presents an overview of the JLUS planning process, purpose and objectives of the study and the recommended Implementation Plan. The report presents a concise description of the following:
w JLUS project study area, including Seymour Johnson AFB and Dare County Range mission overview;
w Population profile and economic overview of the communities in the JLUS Study Area;
w Summary of the factors and encroachment issues identified during the JLUS process; and
w Set of recommended strategies to mitigate or prevent encroachment and proactively achieve land use compatibility.
JLUS Background Report
The Seymour Johnson AFB and Dare County Range JLUS Background Report provides the technical background and detailed compatibility assessment identified as part of the JLUS project and basis for development of the JLUS recommendations.
