The significance and scope of the study were clearly explained. • The key concepts incorporated were highly relevant to the enquiry and were well explained. • However, how the key concepts were applied in the enquiry study should have been further explained. Also, more

relevant concepts (e.g. living standard and local food culture) should have been included so as to reflect the discussion from different perspectives in the report.

• Data were gathered from multiple sources and employed in a proper manner. Relevant and useful information was collected (e.g. the adoption of floor plans of the malls demonstrated originality).

• Multiple perspectives, even the spiritual aspect, were adopted in the analysis of the impacts of the monopoly of LINK. The various aspects, however, were not given equal emphasis, and the spiritual aspect in particular was insufficiently elaborated.

• Both positive and negative impacts from different perspectives were well presented. However, the evaluation of the impacts was not in-depth enough.

• The focus of the discussion on p. 27 was shifted to public support for small retail shops as the best measure, which was not well-justified or coherent with the analysis of the impacts and measures in the previous parts of the report. Also, the data tabulated on pp.25 and 26 were not further analysed in formulating arguments.

• Generally speaking, the report was a systematic presentation of data relevant to the enquiry question and analysis of the impacts.

• Sources were generally clearly acknowledged, though some of them could have been more up-to-date. • For tables/ figures with Chinese words/ texts/ captions (e.g. pp.5, 7, 22 and 24), an English translation should have been

provided and the data should have been properly referred to in the discussion.
