EXEMPT Pesticides Used in Mosquito Misting
Systems
Minimum-Risk / “Exempt” Pesticides
Overview:
• Minimum-risk products used in MMS• Qualifications of Minimum-Risk pesticides • State Registration requirements• Advantages of Minimum-Risk pesticides• Minimum risk ≠ Minimum performance
Minimum-Risk Products Used In Mosquito Misting Systems
• EcoEXEMPT IC-2 (EcoSMART Technologies)• Mosquito Barrier (Garlic Research Labs)• Nocdown III (CedarCide)
Minimum-Risk Pesticides: Origin / Qualifications
Origin of “Minimum-Risk” Category:• The Food Quality Protection Act (FQPA) of 1996
Qualifications for “Minimum-Risk” Pesticide:• Each active ingredient must be listed on the EPA’s “Exempted”
25(b) Minimum-Risk Active Ingredient List
• All inert ingredients must be listed on the EPA’s 4A Minimum-Risk Inert Ingredient List
Minimum-Risk Active Ingredient List
Minimum-Risk Inert Ingredient List
Minimum-Risk Pesticides: Qualifications
• The ingredients on both these lists are considered to be “food grade” materials (USDA GRAS)
• EPA has determined these ingredients pose little or no risk to humans or the environment
• “Minimum-Risk” products are designated as “exempt” from federal registration per FIFRA Sec. 25(b)(2)
• These products do not require an EPA registration number• Product label must contain text indicating it qualifies for
exemption from registration under FIFRA
Exempt Pesticides: State Requirements
• 22 States: “Honor” federal exemption
• 22 States: A simple application/fee
• 5 States: A simple application/fee and efficacy data
• 1 State: A simple application/fee and toxicity data if precautionary statements different than MSDS

Minimum Risk PesticidesMode-Of-Action
• EcoSMART Botanical Oils:
Mode-Of-Action: Octopamine Blocker
Unique Mode-of Action:The Octopamine Blocker
• Octopamine is a key neurotransmitter found in invertebrates (i.e. insects).
• Octopamine is the insect’s equivalent to adrenaline. It regulates their heart rate, movement, behavior and metabolism.
• Blocking Octopamine results in a total breakdown of the insect’s central nervous system.
• Mammals, birds and fish do not have receptors for Octopamine, so EcoSMART Botanical Oils have no adverse effect on them.
Minimum-Risk PesticidesPerformance
• Florida A&M Study (1999)-Mosquito Bottle Bioassays: “One of the hottest compounds we have seen”
Dr. James Dukes: Dept. of Entomology
• University of British Columbia (1999)-Adulticide Study: Misting Caged Mosquitoes
▪ 100% control (immediate knockdown/kill)
▪ Active ingredient < 1%
• Iowa State (2004) / Bio Research Studies (2001) -Confirmed exempt plant oils were effective on adult mosquitoes
