My name is Jason Hartman. My business address is 6711 HR Ranch Rd, Cheyenne,

Wyoming 82007.

PLEASE DESCRIBE YOUR EMPLOYMENT.

I am currently employed by Black Hills Service Company, LLC, a wholly-owned

subsidiary of Black Hills Corporation ("Black Hills Corporation"), as Director,

Generation Project Engineering. I am responsible for the design, construction, and

operation of electrical power generation assets owned by Black Hills Corporation

subsidiaries, including Cheyenne Light, Fuel and Power Company ("Cheyenne Light")

and Black Hills Power, Inc. ("Black Hills Power").

PLEASE DESCRIBE YOUR PROFESSIONAL EXPERIENCE.

I am a licensed professional engineer in Wyoming and received a Bachelor of Science

degree with distinction in Mechanical Engineering from the University of Nebraska in

1993. I have more than 25 years of experience working in the electrical power industry

in coal, natural gas, and renewable power generation, including power plant design,

construction, operations and maintenance. I have been involved in the development,

engineering, construction and commissioning of the Cheyenne Prairie Generating Station

("CPGS") in Cheyenne, Wyoming, jointly owned by Cheyenne Light and Black Hills

Power. I am also currently the Plant Manager of CPGS.

I have also been involved with the development, engineering, construction and

commissioning of the Pueblo Airport Generation Station ("P AGS ") and the Busch Ranch

Wind Energy Projects, in which Black Hills Corporation subsidiaries are majority

owners.

II. PURPOSE OF TESTIMONY

WHAT IS THE PURPOSE OF YOUR TESTIMONY?

The purpose of my testimony is to describe the project, referred to as "Corriedale" or the

"Corriedale Project," which will provide the renewable energy used to serve customers

under the proposed Renewable Ready Service Tariff. The Corriedale Project consists of

the construction of a 40 MW wind turbine generating facility in Laramie County,

Wyoming that will connect to the Cheyenne Light transmission system. The Corriedale

Project will serve customers of Cheyenne Light under the proposed Renewable Ready

Service Tariff as described in the testimony of Kyle White (Exhibit 4).

HAVE YOU PROVIDED TESTIMONY ON THIS SUBJECT PREVIOUSLY?

Yes. I provided detailed testimony on the Corriedale Project in support of the application

for a certificate of public convenience and necessity filed with the Wyoming

Commission. That testimony is provided as part of Exhibit 8 to the Application in this

docket.
