Sarah Baartman District Municipality area
Background
The Sarah Baartman District Municipality is situated in the western portion of the Eastern Cape Province. Although it completely
surrounds Nelson Mandela Bay, the two areas are independent entities serving different communities.
A district municipality, as opposed to metropolitan and local municipalities, provides support to local municipalities within its area that are
too small, poor or rural to provide all the services required by their communities.
The Sarah Baartman District Municipality capacitates 9 local municipalities, namely Kou-Kamma, Baviaans, Kouga, Ikwezi, Camdeboo,
Blue Crane Route, Sundays River Valley, Ndlambe and Makana. It shares the responsibility of providing basic services like electricity,
water and refuse removal with the Local Municipalities.
The head office of the Sarah Baartman District Municipality is located in Govan Mbeki Avenue, Port Elizabeth.
The municipality has three departments, namely Finance and Corporate Services, Infrastructure Services and Economic Development
Services. A significant amount of time and resources are spent on development, creating projects to grow skills, employment and initiate
sustainable economic development as well as elevating the quality of life in the district.
The district covers approximately 58 242 square kilometres, while the people living in the Sarah Baartman District speak isiXhosa (49%),
Afrikaans (45%) and English (6%) as their home language. The estimated population size is 451 000.

A democracy by definition is government through elected representatives. It is a form of society which favours
equal rights, freedom of speech and a fair trial that tolerates the views of minorities. In that regard, the elected
government is productively responsible for shaping society in a sustainable manner that benefits all that live in it.
As part of making our contribution towards a free democratic society, we’ve made great strides as the Sarah Baartman
District Municipality (SBDM) in assisting our local municipalities to strive towards the eradication of the triple challenges of
poverty, unemployment and inequality in a sustainable manner.
As the current five-year term of office for the political leadership of the SBDM draws to a close, it is critical that we review achievements, highlights
and improvements brought about in the lives of stakeholders in this District. Speaking of which, SBDM has become a model of clean administration
after achieving its second consecutive clean audit, while also assisting local municipalities to improve audit outcomes. As a result, 5 of the 9 local
municipalities within the District achieved unqualified audit reports in the 2014/2015 financial year.
These achievements, and others, led to the District Municipality receiving an award in January 2016 for being the second best ANC run
municipality in the country and the best run in the Eastern Cape Province.

New sports facilities for Makana Local Municipality
The Makana Local Municipality has become the new home of modern sporting facilities. Folly’s Ground inFingo village, Grahamstown has been refurbished, whilst three new sporting grounds in Extension 5 havealso been built from scratch.

Installation of high-mast lights and upgrading ofthe substation
Ikwezi Local Municipality completed the installation of high-mast lights and upgraded the substation – these areprojects aimed at ensuring that even strong winds do not plunge the area into darkness in the near future.

Connect with Cacadu Programme in the SarahBaartman District
The ‘Connect with Cacadu’ programme was initiated by the erstwhile Cacadu District Municipality due to the lack of available IT
services, education and skills acquisition opportunities in the district. The programme was installed in 32 of 49 libraries in the
District, while approximately 30 000 people have registered as users of the system.

Eradication of bucket systems in informal settlements
The Sundays River Valley Municipality has taken great strides in eradicating the bucket system in ruralhouseholds in Kirkwood.

Wind-Farm renewable-energy project in the MakanaLocal Municipality
This groundbreaking renewable-energy project with 12 turbines, has been constructed in the Waainekarea on Highlands Road in Grahamstown, in the Makana Local Municipality.

New fire station built in Koukamma Local Municipality
Sarah Baartman District Municipality is building a new fire station in Koukamma worth R5,75million. The intention is to hand it over in the latter half of 2016.

New public parks for Ndlambe residents
The much-anticipated public parks in Ekuphumleni Township, in Kenton-on-Sea, and in Marselle, in theNdlambe Local Municipality, were officially opened to local residents on the 17th of April 2013 by Mayor,Sipho Tandani.

Waste Water Treatment Works (WWTW)project in Camdeboo Local Municipality
The WWTW project is one of the flagship projects of the Sarah Baartman District Municipality. The project came about as a
result of the erstwhile Cacadu District Municipality assisting the Camdeboo Local Municpality to replace the existing pit
latrines with a waterborne sanitation system in the town of Nieu-Bethesda. The project was completed in July 2014.

As a way to boost to socio-economic activities in the Camdeboo Local Municipality, the Sarah BaartmanDistrict Municipality is in the process of constructing a modern intercity bus terminal, taxi rank andbusiness market in Graaff-Reinet.
Standardization of Fire Hydrants across the district
12The Sarah Baartman District Municipality has taken great strides in the standardization of fire hydrantsby replacing underground fire hydrants on sidewalks and pavements with pillar type fire hydrants in themajority of local municipalities in the district.
Agricultural Mentorship Programme of the SarahBaartman District Municipality
13Benefitting from the successful agricultural mentorship programme of the Sarah Baartman District Municipality is theLamoney Family Trust in Ndlambe. The objective of the programme is to establish a system that will allow forstructured, long-term skills transfer from successful commercial farmers to emerging farmers in order to enable themto convert their farms into sustainable businesses.

‘One household, One hectare’ programme launched inNdlambe
16Two patches of land near Kenton-on-Sea in the Ndlamble Local Municipality, with a combined area of 14hectares, were officially handed over by the Minister of Rural Development and Land Reform, Gugile Nkwinti, tothe local community as part of International Poverty Eradication Day at the end of October 2015.

The Sarah Baartman District Municipality was recognized as the best African National Congress-run DistrictMunicipality in the Eastern Cape Province and as the second best ANC-run District Municipality in thecountry, after Steve Tshwete District Municipality.

Kouga Local Municipality RDP houses connected tothe waterborne sewerage system
The recurring sewer nightmare of 87 households at Thornhill, in the Kouga Local Municipality, has beenlaid to rest. The local municipality has connected their RDP houses to the waterborne sewerage systemat a cost of R3,2 million.
The Erasmuskloof project of the augmentation of current bulk water supply to Steytlerville, by the BaviaansLocal Municipality, increases the capacity of the water supply and provides a water treatment works for thetown of Steytlerville. The project is worth over R84 million and was completed in 2015.
