• 50,000 sq. ft. Arena/Coliseum with 5,000 permanent seating and space for 2,500 temporary seating, and 10,000 sq. ft. of meeting/office space
• 48,000 sq. ft. Multi-Purpose Auditorium/Exhibition Hall
• 50,000 sq. ft. Covered Equestrian/Livestock Arena, with tent pads and animal barns

Current City Review Process
• Concept Review does not grant any official approval
• Preliminary Development Plan must be fully engineered to be approved by DRB
• Final Development Plan requires approved Preliminary with all conditions satisfied
• Current Master Plan approval requires a complete Preliminary for first phase
Importance of Master Plan
• Maximize shared infrastructure including– Water and wastewater– Access points to adjacent roadways– Parking facilities– Open space and recreation– Environmental protection
• Provide limited approval to allow property owner to market properties
• Provide development framework approved by City Plan Board consistent with Comprehensive Plan and Land Development Regulations
Revisions to Master Plan
• Allow for limited approval of development concept including– Environmental features and protections– Access points– Internal roadways– Development areas
• Appropriate for large-scale, phased developments• Allows for marketing of sites and development
plans limited to leased areas

• Direct Staff to work with the City to create a new process for large-scale development projects within the City by revamping the current “Master Plan” with a focus on:– Major Access Points– Environmental Resources– Internal Circulation– Utility Capacity– Generalized Stormwater Requirements
