1 Introduction

This Guide provides information on the use of Scheme Manager. It is aimed at Users who wish to maintain and View

Schemes and Road Construction profile Information

More information relating to the reference data requirements for Scheme Manager can be found in the Scheme Manager

System Admin Guide.

1.1 About Scheme Manager

Scheme Manager is an application module within the Exor solution set that allows an Authority to manage planned and

active work on the Infrastructure Assets within its control.

With Asset Management methodologies being strongly encouraged and the production, by many Authorities, of an Asset

Management Plan, Scheme Manager provides an Asset Management module to hold the Schemes that form the Plan

electronically.

As the repository for the Asset Management Plan, Scheme Manager enables the user to view the individual Schemes and

study their impact on the effected Assets. Schemes can be created for ANY Asset stored within Exor Asset Manager,

including Road, Footway, Street Furniture, Bridges, Street Lights or Grassed Areas. A unique feature of Scheme Manager

is the ability to manage Schemes on Assets that are NOT stored within the Exor Database but are integrated using our

‘EXTERNAL ASSET’ functionality. This ensures that one centralized Asset Management Plan can be maintained against

an Asset Register that may be spread throughout the Organization..

When implemented with a Pavement Management System (PMS), such as Exor’s UKPMS, it allows the selection of

identified Treatment Lengths and subsequent management of proposed remedial works, thus providing an integration

framework, that forms part of an overall Infrastructure Asset Management solution.

Scheme Manager can also be used to manage Target Cost Contracts. Schemes can have any Status Code an Authority

wishes, enabling them to enter potential Schemes for costing by their Term Maintenance Contractor under a Target Cost

Contract. Once a Scheme is then approved Multiple Works Orders can be generated linked to this initial Scheme. This

provides the information for monitoring the Actual Cost of a Scheme against the original target cost. A simple pain/gain

report is available to help the Client and Contractor understand for each Scheme what the situation is.

As well as Target Cost Contracts, Scheme Manager can also help manage more traditional Schedule of Rates contracts by

allowing the Contractor and Contract details to be recorded for each Scheme. Bill of Quantity Items (BOQ’s) can be

recorded against the appropriate work Activity along with the contract Rate and actual quantities recorded on site. These

actual quantities are then used to calculate the Actual Cost allowing accurate comparisons between the Estimated and

Actual Cost of a Scheme.

When creating Road Construction Schemes, the Scheme Locations can be recorded and viewed relative to any business

view of the Network that exists within the Authority. This may be a Maintenance Section, a Street or part of an entire

Route. The results of complex Merge (Engineering Dynamic Segmentation) or Parameter based Inquiries queries may

also be selected as the basis of a Scheme. An example of such a query would allow those parts of the Road network,

where the Skid coefficient value was low, traffic volumes were high and speed limits were less than 40 mph to be

identified and form the basis of a remedial Scheme.

Scheme Manager helps keep an Organizations Asset Register accurate and up to date by automatically updating the Assets

affected by a completed Scheme. The rules for Asset updating upon Scheme Completion are completely data driven

allowing an Organization to integrate their own Business rules into Scheme Manager. Simple examples may be updating a

Condition Rating Attribute from ‘Poor’ to ‘Good’ after a remedial Scheme on a Culvert or changing the ‘Next

Replacement Date’ value after a bulb replacement Scheme carried out on Street Lighting.

Scheme Manager is shipped with 2 standard operation types for use in Road Construction Scheme, namely Fill and Skim.

When a Road Construction Scheme is completed the Pavement Layers for the extent of network included within the

Scheme are automatically updated to provide an accurate cross section of the pavement including details such as Layer

Depth, Construction Dates and Material used. The user also has the option to End-Date Condition data such as Skid or

Deflection values that may be obsolete as a result of the Road Construction Scheme.

When implemented with Exor’s powerful Web Mapping option, Schemes can be automatically plotted and viewed on the

Web Map embedded within the Scheme Module. ANY other datasets held either within Exor or held externally (and

viewed via Exor’s External Assets functionality) may also be viewed giving the User a complete view of their Asset

Infrastructure. The embedded Web Mapping allows business functions such as creating an Enquiry, creating a Defect or

raising a Work order all to be carried out in an easy to use, map based environment. This may be particularly useful when

considering what ancillary works may be needed prior to the commencement of a Scheme. For example, the ability to

view surface defects on a map that may affect a surface dressing Scheme, would allow the Engineer to select the required

defects and raise a Work Order to allow their timely repair before the proposed start date of the scheme.

Scheme Manager also integrates with Document Manager to store associated scanned images, site photographs, video,

and remedial scheme plans.

Exor's Asset Valuation Manager will make use of any cost information recorded as a planned Scheme against an Asset

when conducting Asset Valuation using Renewals Accounting Method.

2 Schemes Management

Figure 1 – Scheme Manager Menu Options

This chapter describes the modules and processes required for managing Schemes within Exor. The following modules

are detailed:

Maintain Scheme – STP4400

Scheme Priorities – STP4401

2.1 Maintain Scheme – STP4400

Figure 2 – Maintain Schemes Menu Option

The Schemes – STP4400 module is used to create and maintain details of Schemes for Infrastructure Assets held either

within the Exor Database, e.g., Roadway, Signs, Bridges or Street Lights, or Assets that are NOT stored within the Exor

Database but are integrated using our ‘EXTERNAL ASSET’ functionality.

A Rolling programme of planned Schemes that may include details such as the Scheme priority, Target and Estimated

Costs and Proposed Start Date may be managed, with the module allowing a Scheme to be moved into the Current

Scheme programme once approved.

The Scheme Status will be updated to track the Scheme through the various design and contractual stages with all Status

changes being recorded and audited.

The locations of Road Construction Schemes can be selected from the Gazetteer and may include Maintenance Section,

Streets or any portion of a Route. The results of Merge or PBI queries can also be selected as the location of a Road

Construction Scheme, as can Treatment Lengths produced from UKPMS. Assets to be included in Asset Schemes, for

example Signs or Bridges, are selected using standard Locator functionality which includes the ability to select the

required Assets directly from the Web Map.

Scheme Activities and associated Bill of Quantity (BOQ) Items can either be applied to all locations within a Scheme or

to individual Scheme Locations, meaning that separate tasks can be undertaken at different locations within the same

Scheme.

Upon completion of a Road Construction Scheme the Pavement Layers for the extent of network included within the

Scheme are automatically updated to provide an accurate cross section of the pavement including details such as Layer

Depth, Construction Dates and Material used. The user also has the option to End-Date and Condition data such as Skid or

Deflection values that may be obsolete as a result of the Road Construction Scheme.

2.1.1 Understanding Scheme Status Codes

Each Scheme Status code may have a number of associated ‘Feature Code’s’ that determine the business rules applicable

to that Status. Whilst Status Codes are User definable, it is advised to contact you local Exor Support Consultant before

adding or removing Status Codes, however Status Codes and their descriptions may be amended locally if required.

The feature codes applicable to a Scheme Status are as follows.

Feature 1 Transfer of layer details onto road construction asset items and allow the update

of road condition data.

Feature 2 Entry of contract completion details. This status denotes completed schemes.

Feature 3 Programme type equals Rolling. These statuses may be used on schemes that

form part of the rolling programme.

Feature 4 Programme type equals Current. These statuses may be used on schemes that

form part of the current programme.

Feature 5 Programme type equals History. These statuses may be used on schemes that

have been retained for historical purposes.

Feature 6 Marks status to be used as the default.

Feature 7 Deletion allowed. Schemes that have a status with this feature allowed can be

deleted.

Feature 8 Entry of contractor details allowed.

Feature 9 Must enter date work started.

The following Status Codes and associated Feature Codes are supplied as standard with Scheme Manager.

Using this combination of Feature and Status Codes we can see that, for example, a status code of WCM – Work

Commenced means that the Scheme is on the ‘Current Programme’ (Feature 4), the ‘Contractor’ Details (Feature 8)and

the ‘Date Work Started’ (Feature 9) must be entered and a Job Operation, e.g., FILL or SKIM may be run, therefore

updating the Road Construction Data and allowing the optional End-Dating of affected Condition Data. If any of the

business rules for a Status Code are violated an appropriate message will be displayed when the user attempts to Save the

changes. An example is shown in Figure 3.

Figure 3 – Information Message

Status Codes and associated Feature Codes are maintained using Status Codes – HIG9110 (refer to the General System

Admin Guide).

2.1.2 Schemes Details

Figure 4 - Schemes

Type Required List

Each Scheme must have an associated Scheme Type. The Scheme Type determines the Asset Type affected by the

Scheme and also the operations that can be undertaken against such Assets.

Scheme Manager is supplied with a single Scheme Type as standard. This is the ‘Road Construction Scheme – RCSC’

and comes with 2 standard operations that manage Road Construction or Pavement Layer details, namely ‘FILL’ and

‘SKIM’. To create Schemes against other Asset Types such as Bridges or Signs etc, a new Scheme Type must be created

and the appropriate Asset Type associated with it. Scheme Types are defined using the NM3020 – Job Types module

(refer to the Scheme Manager Admin Guide for details).

Note: Schemes against Assets are only available if Scheme manager Enterprise Edition is licensed. For information on

product licensing contact your Account Manager.

Activities to Scheme Checkbox

The ‘Activities to Scheme’ flag is used to determine how Activities, e.g., a ‘FILL’ operation and any associated BOQ

Items, relate to a Scheme. If the Flag is checked then each Activity relates directly to the Scheme, i.e., the same Activities

and BOQ’s apply to each Scheme Location. If the flag is unchecked then each Scheme location has its own set of

Activities meaning that separate tasks can be undertaken at different locations within the same Scheme.

Note: This flag may not be changed once an Activity has been added and saved.

Scheme Locations and Activities are details on pages 12 and 21 respectively.

Id Required, Default

This is the Unique Id for the Scheme. A default value (a numeric) will be automatically generated by the system when the

new Scheme is created if Product Option GENSCHID is set to ‘Y’. This default value may be overwritten with

alphanumeric characters if required, but must remain unique. A maximum of 30 characters is allowed.

Status Required, Default List

Throughout its life cycle a Scheme will go through various design, contractual and build stages. The Status Code of a

Scheme reflects these milestones and enforces the business logic in place at each of the stages. For example, when the

Scheme is in its Design Stage the Actual Cost or Actual Start Date of the Scheme cannot be entered, as these would be

unknown. Similarly when work has commenced on the Scheme, the Start Date must be entered.

Status Codes are validated and ordered within the List of Values by their Sequence Number. When updating a Status

Code, only those with a higher Sequence Number may be selected. This ensures that inappropriate business logic is not

permitted, for example, a Scheme should not change Status from ‘Work Commenced’ to ‘Scheme Design Complete’.

When a Status Code is updated and committed, a popup dialogue (Figure 5) is displayed allowing the Reason for the

Status change to be entered. The History of Scheme Status Changes can be viewed on the [History] tab (see page 30).

Figure 5 – Reason for Change

The default Status Code will be that with Feature Code 6 enabled.

Name Required

This is the Name of the Scheme, e.g., ‘M1 NORTHBOUND RESURFACING 2006’. This value does not need to be

Unique. A maximum of 40 characters is allowed.

Programme Type Required, Default List

This allows a Scheme to be flagged as being in either the ‘R’ – Rolling Scheme programme, ‘C’ – Current Scheme

Programme or ‘H’ – a Historic Completed Scheme. When the Status Code is updated the system checks the Programme

Type is valid (Feature codes 3,4,5) and will automatically update the Programme Type to the lowest available value in the

Order of ‘R’ – Rolling > ‘C’- Current > ‘H’ – Historic to ensure the business rules are not violated.

If the Programme Type is manually amended to a Type that violates the business rules a message will be displayed when

the User attempts to Save the changes. An example is shown in Figure 6.

Financial Year Required List

Enter the Financial Year during which the majority of the Scheme tasks will be undertaken. There is no validation

between the ‘Financial Year’ value and the Start and Completion Scheme Dates.

Description Optional Edit

A Description of the Scheme may be entered is required. A maximum of 2000 characters are available.

Note: Double-clicking the Description field will call an editor allowing long Scheme Description to be easily read.

Comments Optional Edit

Additional comments relating to the Scheme may be added at any time during the lifetime of the Scheme. A maximum of

2000 characters is allowed.

Note: Double-clicking the Comments field will call an editor allowing long Scheme Comments to be easily read.

Start Loc Display Only

The Name (Unique) and Description of the Scheme Location flagged as the ‘Start‘ Location in the Scheme Locations

panel (page 18) will be displayed. If the Scheme Location has been selected from PBI or Merge Query, the Query Name

and Description will be displayed. In the case of a UKPMS pass, the Pass Name and description will be displayed. This

field may be used for reporting or to query back the Scheme.

Length Display Only

The Scheme Length will be displayed for Road Construction Schemes only. The Length is calculated as the sum of all

distinct location details (Datum Element) lengths. This ensures that overlapping sections of Network are not double

counted. Overlapping sections of Network may occur when multiple Scheme Locations are selected from differing

sources, for example, the results of a PBI or Merge Query and a saved extent based upon a spatial query.

The Units of Measurement used to display the Length may be set for each Scheme independently and may be changed at

any time by selecting the required Unit from the List of available Units. When the Scheme is saved the Scheme Units will

be set and the Scheme length dynamically converted.

When a new Scheme is created the default Scheme Length Unit is determined by the Users preferred Units of

Measurement defined in User Preferences – HIG1840.

The Scheme Length may also be viewed relative to any other Unit of Measurement by selecting the Length field, right-

clicking the Mouse and selecting the ‘Units’ option from the context menu as shown in Figure 7.

Regional Checkbox

If the Scheme affects a Regional or Strategic Route, this may be indicated by selecting this option. This is mainly used for

reporting purposes.

Activity Display Only

If Maintenance Manager has been implemented and maintenance Activities defined in conjunction with Scheme

Operations or tasks, the ‘Prime Activity’ code and description will be displayed. If the ‘Activity to Scheme’ flag (page 6)

is set, the prime Activity is the Operational task with the ‘Prime’ flag set.

If the ‘Activity to Scheme’ flag is not set, the Prime Activity is the Operational task flagged as ‘Prime’ which belongs to

the Scheme Location flagged as the ‘Start’ Location.

Operation tasks and Associated Activities are defined for a Scheme using the ‘Activities’ tab (page 21).

Note: If Maintenance Manager is not implemented maintenance Activities are not available.

Admin Unit Required List

Each Scheme must have a primary and secondary Admin Unit. This allows Schemes within a 2 tier Organisation to be

managed. The Primary Admin Unit would normally be that of the Headquarters with the secondary Admin Unit being that

of the Region or Division in which the Scheme is located. If required both Admin Units can be set to the same value. The

secondary Admin Unit is used for access security purposes. This means that a User must have been granted access to this

Admin Unit or a higher Admin Unit within the same hierarchy to access the Scheme. To create or maintain a Scheme the

User must have been granted NORMAL access to the secondary Scheme Admin Unit.

The Secondary Admin Unity must either be the same as the Primary or a subsidiary of the Primary Admin Unit.

Figure 8 – Admin Units

Priority Optional

Each Scheme may be given 2 Priorities, one for each of the Primary and Secondary Admin Units. This allows Schemes

within a 2 tier Organisation to have an overall Priority within the Organisation and also a Priority within the Region or

District. For example, a Scheme may be Priority 1 within a District but only Priority 5 within the overall Organisation.

The Primary Priority for a Scheme is defined using Scheme Priorities – STP4401 (page43).

2.1.3 Scheme Costs

The Target, Estimated and Actual cost of a Scheme as well as any Retention value can be recorded using the Scheme

Costs panel.

Target Cost Display Only

The Target Cost of a Scheme is a calculated figure based on the Operations/Activities associated with the Scheme. If Bill

Of Quantity (BOQ’s) Items are used within the Scheme, the Target Cost is the sum of all BOQ Item costs (which are

based on the Contract Rates and Quantities for each Operation).

If BOQ Items are not in use the Target Cost is the sum of the Estimated Costs that may be manually entered for each

Operation/Activity.

BOQ’s and Estimated Operation/Activity Costs are defined in the ‘Activities’ tab (page 28).

Note: BOQ’s are only available if Scheme Manager Enterprise Edition is licensed. Contact your local Exor Account

Manager for licensing information.

Estimate Cost Optional

An Estimated Cost for the Scheme may be entered if required. This value is not validated against any other Scheme

information and may differ from the Target Cost.

Actual Cost Optional

When the Scheme is completed (Status Code with Feature 2 enabled) the Actual Scheme Cost may be entered. This value

is not validated against any other Scheme information.

Retention Optional

If a percentage of the overall Scheme Cost has been retained during a Maintenance period the Retention amount may be

recorded.

A Scheme may be located by selecting the required locations (including Maintenance Sections, NSG Streets, Routes,

Groups of Groups, e.g., Districts or Saved Extents) from the Gazetteer or by selecting the results of a Merge (Engineering

Dynamic Segmentation) or PBI query. If UKPMS by Exor has been implemented ‘Treatment Lengths’ generated from a

UKPMS pass may be selected as the basis of a Scheme.

Figure 10 – Scheme Details

A summary of the Scheme Details (Figure 10) is displayed at the top of the window. This is a read-only panel that

displays the following information:

Scheme Id

Scheme Name

Scheme Description

Note: This module was introduced to allow a mapping from a UKPMS Treatment to a Structural Projects Activity. In

consultation with the exor UKPMS User Group it was agreed that the relationship between these Treatments and

the Actual Scheme Activities carried out on the ground was questionable. For this reason we have removed this

functionality in the new Scheme Manager product.

2.1.11 Scheme Activities – Information

Figure 23

This window is used to define the operations and associated BOQ Items that represent Construction or Remedial work

carried out on a Road and is only available for ‘Road Construction Schemes’. The operations associated with Asset

Schemes are maintained using the Assets window (page 31).

The manner in which activities and any associated BOQ’s relate to a Scheme is determined by the ‘Activities to Scheme’

flag set on the Main Scheme Details window. If the Flag is checked, then each Activity relates directly to the Scheme, i.e.,

the same Activities and BOQ’s apply to each Scheme Location. If the flag is unchecked then each Scheme location has its

own set of Activities meaning that separate tasks can be undertaken at different locations within the same Scheme.

If Scheme Manager Enterprise Edition has been licensed, Bill of Quantity Items may be associated with an

Activity/Operation. The BOQ’s will be those from the Contract defined in the Contractor window (refer to page 29). This

allows accurate Scheme Costs and Quantities to be calculated.

Scheme Manager is supplied with 2 Road Construction Jobs, namely FILL and SKIM. The FILL Operation would be used

when Road Construction Layers are being added in operations such as an Overlay or Surface Dressing scheme. A SKIM

Operation would be used when Road Construction Layers are being removed in operations such as scarifying the existing

Road Surface.

When a Road Construction Scheme Operation is run, (Operations can only be ran when the Scheme Status Code has

Feature 1, e.g., Work Commenced or Work Substantially Completed) the Road Construction Layer Asset Data (Asset

Type of Category ‘R’ – refer to the Scheme Manager System Admin Guide for details) is automatically updated to reflect

the Scheme Operations.

Consider an example:

A Road Construction Scheme has been defined with 3 associated Operations. These operations will be carried out on

Route 6 between offsets 8 and 20 on Lane 1 of the Road. The Operations are:

Activities to Scheme Flag

Figure 29 – Scheme Locations

The Scheme Locations panel is a read-only block that shows the Scheme Locations previously entered as well as Cost and

Operation Status information.

Scheme Location Cost Display Only

If the ‘Activity to Scheme’ flag is not set, i.e., each Scheme Location has its own set of independent operations, the total

Cost of work to be carried out at the Scheme Location will be calculated based upon the sum of the BOQ Costs for each

operation within the Location. If BOQ’s are not in use the Scheme Location Cost is based upon the sum of the Estimated

Cost for each operation within the Location.

If the ‘Activities to Scheme’ flag is set, the Scheme Location Cost value will be null. The overall Scheme Cost can be

viewed on the Main Scheme Details window (page 6).

Scheme Location Status Display Only

If the ‘Activity to Scheme’ flag is not set, i.e., each Scheme Location has its own set of independent operations, the

overall Status the Scheme Location is indicated. Initially when Operation Activities are added to a Scheme Location the

Status will be ‘NOT STARTED’. When ALL Activity Operations have been completed the Status will change to

‘COMPLETE’. The Location Status will be set to ‘IN PROGRESS’ if at least one but not all Location Operations has

been completed.

If the ‘Activities to Scheme’ flag is set, the Scheme Location Status will be null.

Figure 30 - Activities

The ‘Activities’ panel is used to define the Operational Activities for a Scheme. Two Operation types are supplied with

Scheme Manager for use in Road Construction Scheme, namely FILL and SKIM. The required values, e.g., Material

Type, XSP, Fill or Skim Depth etc, for each Operation are defined using the Operation Data panel (Page 27). If Scheme

Manager Enterprise Edition has been licensed and Maintenance Manager has also been implemented, each

Operational Activity may have an associated set of BOQ items from which the actual Scheme Costs will be calculated.

Operational Activities may be added or removed using the [Create Record] and [Delete Record] buttons on the

menu toolbar respectively.

Seq

This is the display sequence of the Operational Activity. If no value is entered the system will populate the Sequence.

Activities Optional List

If Maintenance Manager has been implemented, an Activity code may be entered. Activity Codes (Standard Item Sub

Sections or SISS Codes) are maintained using MAI3886 – Standard Item Sections and Sub Sections (refer to the

Maintenance Manager Admin Guide). If an Activity is flagged as being the ‘Prime Activity’ for a Scheme it will be

displayed on the Main Scheme Details panel.

The SISS code description will be displayed in the adjacent field.

Operation Optional List

This is the Type of the Operational Activity. The allowable Operations are determined by the ‘Scheme Type’ defined on

the Main Scheme Details panel. For Road Construction Schemes the valid Operation are ‘FILL’ and ‘SKIM’.

The required values, e.g., Material Type, XSP, Fill or Skim Depth etc, for each Operation are defined using the Operation

Data panel. Operations are defined using NM3010 – Job Operations and associated with a Scheme Type using NM3020

For a 'SKIM' operation the Operation Data Items will be as follows:

XSP

Depth

The values entered for these Items will determine from which Cross Section Position (XSP) existing Road Construction

Data will be removed and the number of Layers affected by the Operation (determined by value entered for Depth).

For a 'FILL' the Operation Data Item values will determine the XSP and Attribute Values for the new Road Construction

Data Item created as a result of the Operation.

Multiple XSP values may be added by pressing the [Create Record] button on the menu toolbar. XSP’s may also be

removed from the Operation Data panel using [Delete Record] .

2.1.17 Asset Schemes

Figure 37 – Asset Schemes

This ensures that one centralized Asset Management Plan can be maintained against

an Asset Register that may be spread throughout the Organization.

Note: Asset Schemes can only be created if Scheme Manager Enterprise Edition is licensed.

2.1.18 Creating an Asset Scheme

To create an Asset Scheme, select the appropriate Scheme Type in the main Scheme Details panel (page 6). This will

dictate the Assets that may be selected for the Scheme. Scheme Types and their associated Asset Type are maintained

using Job/Scheme Types – NM3020 (refer to the Scheme Manager System Admin Guide).

The ‘Activity to Scheme’ flag MUST be selected for all Asset Schemes, i.e., the same set of Activity Operations applies

to ALL Assets within the Schemes.

The remainder of the Scheme details may be added as described on page 6 in the same manner as for a ‘Road

Construction Scheme’.

2.1.19 Scheme Assets

Figure 39 – Scheme Assets

Assets within a Scheme are displayed on a Grid that shows the Asset Attributes and location if applicable. Only those

attributes flagged as ‘Displayed’ in the Asset Metamodel – NM0410 module (Refer to the Asset Manager System Admin

Guide), will be displayed within the Scheme Assets Panel. The Attribute column widths within the Grid are determined by

the value populated for the ‘Width’ field for the Attribute in the Asset Metamodel – NM0410 module. Hint Text is

available to view the Column Heading if the Grid Column width is less than the Display Name.

2.1.20 Hint Text

Figure 40 – Hint Text

The entire Attribute Name is displayed in the ‘hint text’ that is automatically displayed when the mouse cursor is hovered

over any value within the column. An example is shown in Figure 40.

Results within the Scheme Assets Panel may be sorted by any of the displayed Attributes by pressing the Attribute Names

(column headings) that are also ‘Sort’ buttons. The first time a heading is pressed the records are sort in ascending order.

If pressed again the records within the Grid will be sorted in descending order of the selected Attribute. A ‘carat’ (^)

symbol or lower case ‘v’ (v) is displayed adjacent to the Attribute Name to indicate that the data has been sorted in

ascending or descending order respectively as shown in Figure 42.

Figure 42 – Sort Options

2.1.22 Scheme Assets – Location Panel

Figure 43 – Scheme Locations

The ‘Scheme Assets – Location Panel’ displays the Network Location of the selected Asset if applicable. The Network

Location of an Asset is displayed relative to all Routes (linear groups), Datum Elements or Groups (non linear) on which

it is located. The Network Type, Group Type and Unit of Measurement are displayed for the currently selected record in

the 'Route' tab. The Unit of Measurement displayed will be in accordance with the Unit defined for the Group Type or

Datum Network on which the Asset is located.

The display of an Items location(s) may be restricted to a specific LRM (linear Referencing Method) by setting the

Preferred LRM to the appropriate Group Type. This is done within the User Preferences form (refer to the General User

Guide). If an Item is not located on a Route of the specified Type, then the Items location will be displayed relative to

ALL LRMS on which it has a location.

2.2 Scheme Priorities – PMS4401

Figure 59 – Scheme Priorities Menu Option

The Scheme Priorities – PMS4401 module is used to assign the ‘primary’ priority to a Scheme. Each Scheme may be

given 2 Priorities, one for each of the Primary and Secondary Admin Units. This allows Schemes within a 2 tier

Organisation to have an overall Priority within the Organisation and also a Priority within the Region or District. For

example, a Scheme may be Priority 1 within a District but only Priority 5 within the overall Organisation. Scheme

Priorities are displayed on the main Scheme Details window of PMS4400 – Schemes.

3 Road Construction Data Management

Figure 62 – Road Construction Menu

This chapter describes the modules and process required for Viewing or Maintaining Road Construction Data within

Scheme Manager. The following Module is detailed:

Road Construction Data – STP1000

3.1 Road Construction Data – STP1000

Figure 63 – Road Construction Data Menu Option

The Road Construction – STP1000 module is used to enter and view Road Construction Data (Inventory Type of

category 'R').

Certain functions have been defined within the module, e.g., Copy Layer and Copy XSP. It should be noted that these

functions are only intended for use during initial data entry and for error correction during data entry. The management of

the Road Construction Layer details as a result of on site Engineering works is catered for using the Schemes – STP4400

Module.

Note: Construction Data may also be affected by some Network Operation, e.g., CloseElement.

Construction Data that is ‘End-Dated’ is NOT deleted from the Exor database; instead it is ‘hidden’ from normal display.

Closed Road Construction Data items may be viewed by setting the ‘Effective Date’ in the User preferences window to a

point in time when the required Construction Data was not End-Dated (see the General User Guide for information on

setting the Effective Date).

Each item of Road Construction Data must have values for the Mandated Attributes of 'Layer Number', 'Material' and

'Depth', but may also have other associated flexible attributes to record data such as Construction Date, Width, Accuracy,

Page 52: EXOR Scheme Manager User Guide · EXOR SCHEME MANAGER USER GUIDE INTRODUCTION Version: 4.7 1 CONFIDENTIALITY STATEMENT The contents of this document, including system ideas and concepts,

Information Source, and Layer Function etc. Attribute values are maintained using the 'Details' panel (page 54). Cross

Attribute Validation may also be imposed by defining the appropriate rules in NM0550 – Cross Attribute Validation

Setup (see the Asset Manager Admin Guide).

Asset Groupings or Hierarchical Assets may be maintained within the Road Construction Data Module. This may be

useful, for example, for recording the properties of a material used in a Construction Layer. A 'child' Inventory Type could

be defined for each Material with Attributes to store the material properties. Hierarchical Items are added using the

'Hierarchy Tab' in the Locations and Hierarchy Panel (page 66).

Road Construction data may be located without regard to the location of any other Road Construction Item, irrespective of

its XSP or Layer Number and may span multiple Datum Network Elements. This allows a 'real world' model of the

Construction Profile of the Carriageway to be built.

When the construction profile of any linear Region of Interest is viewed in the Construction Data Grid (page 52) the

Road Construction data is Dynamically Segmented using Exor's Data Merge functionality and is presented in 'Cells', with

each Cell representing a homogeneous 'chunk' of Pavement, relative to the 'splitting' Attributes defined in the Road

Construction Data Merge query and the Road Construction Attributes – STP0010 module (see the Scheme Manager

System Admin Guide). A single 'homogeneous' Cell may represent multiple items of Road Construction Data if the

'splitting' Attributes share the same values but other flexible Attributes, e.g., Date Constructed or Width differ.

Consider an example. Figure 64 shows the 'Real World' cross section of a section of Road with 3 Construction Layers

and 2 Cross Sectional Positions (XSP), namely Lane and Lane 2. The displayable Attributes of the Road Construction

Data Inventory Type have specified as Material-Depth-Source (defined using Road Construction Attributes – STP0010,

see Scheme Manager System Admin Guide).

When the profile in Figure 64 is displayed in the Construction Data Grid the data is segmented each time either the Layer,

Material, Depth or Source values change

Note: Other attributes may be added as splitting agents, e.g., Construction Date or Width, by amending the Road

Construction Data Merge definition and amending the Road Construction Attributes – STP0010 data as required.

3.1.2 Construction Data

Figure 70 – Construction Data

The Construction Data panel is non-updateable and displays the 'segmented' Road Construction Data in a Grid along with

the Start and End points of the Construction Profile Section relative to the selected Linear Route or the Datum Network

Elements via the 'Datum' Tab.

Each column in the Construction Data Grid represents an XSP, with a Row for each Construction Layer, Layer 1 always

being the top Layer. If the 'Show All XSP's' check box is not selected, the Construction Panel Grid will only display

those XSP’s that have values for the selected Region of Interest. To view all allowable XSP's for the Road Construction

Inventory Type select the Check Box. The XSP's are displayed from left to right in ascending order in accordance with the

Sequence number of the XSP defined in the XSP and Reversal Rules – NM0305 module (see the Asset Manager System

3.1.8 Locating a Road Construction Data Item

An Item of Road Construction Data may be located within the extent of a single Network Element or span many

contiguous Elements on a Route.

Items of Road Construction Data may be located on a Network, relative to any Linear Group that contains the appropriate

base Datum Network Elements. This could include an Inspection Route, State Highway, Construction Route, etc. When

an item is located, its position will be displayed relative to each Route (Group) of which the ‘underlying’ Base Datum

Network Element(s) on which the Item is located is a member. This will also include any Groups that do not contain all of

the base Datum Network Elements on which the Item is located.

Consider an example:

An Item has been located over the entire extent of 3 Datum Network Elements. The resulting locations relative to the

appropriate Routes or Groups are displayed (note that only Elements 2 & 3 are members of Inspection Route 2).

Figure 85

An Item may only be located on a Network Type that have been associated with the Road Construction Data Inventory

Type in the ‘Networks’ window within the Inventory Metamodel – NM0410 form.

When a new Item of Road Construction data is added a check is done on the new Items Layer number to ensure that the

Layer immediately above the new Item already exists over the entire specified loaction. This will prevent a Layer 2 being

added where a Layer 1 doesn't exist for example. If this is the case a message will be displayed (Figure 86) and the

location of the Road Construction Item(s) will be prevented. The 'omitted' Layer number will be displayed in the message.

Offset fields, i.e., the same value is entered for both the Start and End Offsets. When the [Refresh Data] button is pressed

the Construction Data Grid will display the Road Construction Data for all XSP's at the selected point. If the selected

offset coincides with a Construction Joint within a Layer the data for both adjoining Items will be displayed, separated

with a double Pipe symbol, i.e., '||'. For example AC-25-SI || AC-50-CD.

Double-click the cell to view the entire text if required. This will display an 'Editor' window where the full cell details can
