SUBJECT: REVIEW OF SUBSTITUTE TEACHING E!ERIENCE

This letter is in response to re7uests for clarication regarding creditable years of

service for substitute teaching as prescribed in %ubchapter 00 of the

0ommissioner8s Rules on 0reditable -ears of %ervice %ection 29:.2;<2 %ubsections

!a$ !23$ and !k$.

=eginning with the 2334133 school year a teacher may receive credit for years of

substitute teaching e*perience for salary increment purposes provided that the

teacher held a valid teaching certicate at the time the service was rendered the

teacher was employed in an entity recognized for creditable years of service and

the minimum re7uirements specied in %ubsection !f$ were met. The minimum

number of days and the percentage of the day employed specied in %ubsection

!f$ apply to out1of1state substitute teaching e*perience as well. A valid emergency

or local permit will meet the certication re7uirement. All eligible prior1year service

in this area can be claimed for placement on the 2334133 minimum salary schedule.

This ruling is mandatory and school districts must accept eligible substitute

teaching e*perience for salary increment purposes beginning with the 2334133

school year as prescribed in %ubchapter 00 of the 0ommissioner8s Rules.

Also some 7uestions have been raised by several districts concerning the validity of



creditable service documented on forms other than the Te*as Teacher %ervice

Record. %ubsection !d$ of %ection 29:.2;<2 states that& > The basic document in

support of the number of years of professional service claimed for salary increment

purposes and both the state sick and personal leave program data for all personnel

is the Te*as Teacher %ervice Record !form ?6"1229$ or a "imilar #orm $ontaining

t%e "ame in#ormation. 6t is the responsibility of the issuing school district toensure that service records are true and correct and that all service recorded on the

service record was actually performed.@
