Experiences from the cooperation in the Barents Watch Project

BW mission from the Norwegian Government to
the Norwegian Coastal Administration:
• Develope an open and comprehensive system for surveillance and monitoring of the seas and coastal areas of the North.
• Create a foundation for a governmental decision on a closed integrated system for use by the operational authorities (police, defence, coastal administration, etc.)
Background • Several years of political discussions around the need of
an integrated comprenhensive information system
• The Norwegian government’s strategy for the high North: – Develope knowledge
– Develope infrastructure
– The high North is the most importent area of developement
– ”A key to succeed with the strategy is coorperation ” (Norwegian Foreign Secretary, Jonas Gahr Støhre)

Main missions
Support Norwegian foreign policy.
– Document the quality and volume of the knowledge base that the Norwegian management of the northern sea and coastal areas are based on
– Provide a high quality shared knowledge base as a platform for decisionmaking for operational efforts by governmental agencies
– Contribute to the solution of bilateral issues by establishing a common platform of facts

• BW will supply both open, restricted and closed
