NEWADA DUO:

• Total project budget € 2,2 Mio.

• Objectives: Improve waterway management – Facilitate ICT based services (FIS portal, bahimetric

ENCs, AtoN)

ATON CHALLENGES:

• No clear indication on the buoy type (left, right, crossroads…)

• Some skippers can see the AtoNs, some cannot

• Conflicts with the ECDIS chart (many issues)

• May confuse skippers not being aware why it has been published

• Higher implementation and maintenance costs for real ATONs

• Additional load on the AIS base network

• MMSI assignments

• Problems we faced:

–Budget cuts (40% less budget, same requirements)

–WP 5.3. Lead partner dropped out of the task

• Delay in specifications and procurement

–Limited or no access to national infrastructure

• Results

–Pilot systems implemented in Romania and Croatia

–Virtual AtoN management system

–Type 1 physical AtoN

–Type 3 physical AtoN (Romania only)

–Two different approaches to management applications

• Full featured ECDIS viewer in Romania

• Dedicated AtoN app in Croatia

• Croatian Pilot:

–10 type 1 buoys deployed in the Vukovar area

• Problems with the solar panels, poor charging capacity

• Fully charged battery of 8Ah lasts about 20 days

• No equipment damaged or stolen during 2-3 months of operation

• Transmission without slot allocation

• Every 6 min on each channel (effectively 3 min)

• No special codes for display on ECDIS

• dGPS signal transmitted through the base station network

• Virtual AtoNs transmitted through the base station network

–High reliability of transmitted AtoNs

–No name coding so far

• Romanian pilot:

• Pilot activities are covering following segments:

–Waterborne segment (type 1 and 3)

–Onboard segment

–Onshore segment

–9 buoys equipped

– No stolen, damaged, or nonfunctional devices

• Reception on board

–AIS AtoNs (both real and virtual) have been received well

–Configuration parameters were correctly detected by onboard AIS device

–Range of reception was acceptable (up to 10km)

–Stability of reception onboard was proven to be good

• Real AtoNs

–Battery power 8-24 Ah

–Recommended solar panels 4X5-6W (or different positioning of 2 panels)

–Sometimes problems with reception by shore infrastructure possibly due to low gain antennas and low position

–Precise GPS position

–Excellent for monitoring critical buoys

• Virtual AtoNs

–100% reliability during test period

– Inexpensive (free) and very fast way to mark critical events on the waterway

–Proper display (location) on both information and navigation ECDIS mode

–Problems with MMSI assignment

–Requires high redundancy shore system

–Possible link with NtS

• General

–Display standardization is a must! Two ways to achieve it:

• Name coding (easier and faster)

• Reassignment of codes within the AIS standard

–Changes in the ECDIS standard are required

–ECDIS on board highly recommended (obligatory)

AtoNs are very promising technology that has a future on inland waterways, but requires

imidiate action towards standardization!
