Definition of Safety Critical Equipment :• SCE is classified as an equipment, structure or system whose failure
could cause or contribute to a major accident, or whose purpose is toprevent or mitigate the effect of a major accident.
- Examples include emergency shut down valves (ESDV), deluge systems, pressure safety valves (PSV) or similar.

Aims & Management Roles
Experiences on establishing ‘SCE' Management System in KNPC
Aims of ‘SCE' Management System :
• Preventing, controlling and mitigating major accident hazards; the failure of which could cause or contribute substantially to a major accident.
• An essential requirement for HSE, Process Safety and Risk management is that Safety Critical Equipment and devices are in service and operating correctly.
Management Role in SCE implementation :
• Management ensures that safety critical equipment and devices are identified
and appropriately managed, so that they are in service and functioning
correctly.

SCE Implementation Steps
Experiences on establishing ‘SCE' Management System in KNPC
Workshops were conducted on:
➢ Developing performance standards for each SCE
➢ Managing SCE
➢ Equipment Criticality (asset criticality analysis)
➢ Maximo implementation
➢ Developing impairment procedures
➢ Developing Key Performance Indicators “KPI”

Experiences on establishing of ‘SCE' Management System in KNPC
Lack of procedures :
• The availability of non relevant procedures (procedures has been taken from existing PSM procedures and international one such as SHELL ).
• Lack of availability of sufficient studies such as ( HAZOP, RBI,RCM,SIF )
• Team formation and training .
• Risk review and analysis .

Conclusion
• SCE System will ensure that operational safety is up to date with the availability of
Performance Standards, equipment criticality (asset criticality analysis) and
monitoring Key Performance Indicators (Preventive Maintenance Back Log).
• This is being implemented as per developed procedures in consultation with
concerned departments and making necessary modifications as the program
matures.
