EXPLANATION As a new member of the MATC Criminal Justice-Law Enforcement program you have received information/forms contained in this packet that must be read and completely filled out. There are eleven (11) PDF documents in this packet.

There are four (4) documents in this packet for your information. It is recommended that each student read the

“Explanation” and “Instructions” documents first. Once you have reviewed the four (4) documents listed below,

then you should proceed to the seven (7) documents that must be completed and turned in to the Protective

Services office.

The seven (7) documents in this packet must be read and completely filled out. The documents are “fillable”

PDF files which means you can type in the information requested and print out the document when completed.

You cannot save the document to your computer. After you have completed the documents and printed them,

make sure you sign each document.

Complete the documents in the following order:

If you check the first box, which means you do not wish to participate as a Certification Track Student,

all you need to do is sign the declaration form and return it to the Protective Services Office. You do not

information on your birth certificate, and return the original to you.

Overview — This program is open to MATC Criminal Justice-Law Enforcement program students only. Completion of

academic and tactical curriculum coupled with scenario based assessment will allow you to become eligible for certification

through the State of Wisconsin Law Enforcement Standards Board. Additional qualifications include:

1. Must have completed all nine (9) of the 900-908 courses with a grade of “C” or better and maintained a 2.0 GPA or better.

These courses must be completed in 2 years as the tactical portions take one year to complete and the State of Wisconsin

will not extend the total training program beyond three (3) years.

2. Must have earned at least 45 college credits prior to application for entry. This must include the 27 credits earned in Police

900-908. The remaining 18 credits must be transcribed college credit, not diploma or certificate credits.

3. Must be at least eighteen (18) years of age.

4. Must be a United States citizen.

5. Must possess a valid Wisconsin Driver’s License (or one recognized by the Wisconsin DOT).

6. Must undergo a criminal history/background check free of convictions that would prohibit possession of a firearm.

7. Must submit a medical authorization form, signed by a physician, allowing participation in vigorous physical activity.

8. Must successfully complete an oral interview before a panel of law enforcement professionals.

NOTE: Before obtaining certifiable status as a law enforcement officer in the State of Wisconsin, students must complete all

of the mandatory curriculum found in Police 900 through 908 courses, all of the Unified Tactics found in the Police 170

through 176 courses listed below, scenario based assessments, and have no less than 60 total college credits.

Scenario based assessments are usually held each semester after the tactical training is completed. There is a special fee that is

charged to participate in the Scenario Based Assessments.

Students have three (3) years from the start date of taking their first 900 numbered course to obtain certifiable status. If

unable, the process must be completed again.

CRIMINAL JUSTICE / LAW ENFORCEMENT ASSOCIATE DEGREE

CERTIFICATION TRACK STUDENT DECLARATION The Wisconsin Law Enforcement Standards Board (LESB) is charged, in part, with the establishment of minimum eligibility standards for employment as a law enforcement or tribal law enforcement officer, and minimum educational and training standards for law enforcement and tribal law enforcement certification. Since June 2, 1992, the LESB has approved the incorporation of basic law enforcement officer training competencies, learning objectives and performance standards from the basic law enforcement officer training academy into a Criminal Justice / Law Enforcement (CJ / LE) Associate Degree Program. There are two tracks to the CJ / LE Associate Degree Program:

Certification Track – Successful completion leads to eligibility for law enforcement officer certification with the LESB.

Non-Certification Track - Associate Degree is granted, however student is not eligible for law

enforcement officer certification at the completion of the program. CJ / LE Associate Degree Certification Track Course Prerequisites To be eligible to participate in a course that includes LESB-approved curriculum, CJ / LE Associate Degree Certification Track Students must meet the following prerequisites, and the training provider must maintain documentation showing that the prerequisites have been met:

• Be at least 17 years of age and enrolled as a Wisconsin Technical College System associate degree student. Proof of age is required (form DJ-LE-322, Birth Certificate Verification form).

• Possess a Wisconsin high school diploma or a diploma issued by an out of state high school, accredited by an appropriate agency of the state, or possess a General Educational Development (GED) Certificate and/or a High School Equivalency Diploma (HSED). Proof of education is required (copy of high school diploma or transcript, GED certificate or HSED diploma).

• Complete the Application for Enrollment in Law Enforcement, Jail or Secure Juvenile Detention Officer Basic Training (form DJ-LE-327).

• Sign the Student Authorization for Release of Information (form DJ-LE-310).

• Sign and acknowledge compliance with the CJ / LE Associate Degree Program Rules, Penalties and Grievance Procedures.

• Sign and acknowledge compliance with the CJ / LE Associate Degree Program Grading Policy.

• Sign and date this Student Declaration form (form DJ-LE-329) declaring your intent to complete the CJ / LE Associate Degree Certification Track Program.

Tactical Course Enrollment Prerequisites To be eligible to enroll in courses containing the following tactical topics: Firearms, Defensive and Arrest Tactics, Emergency Vehicle Operations and Control, and Vehicle Contacts; CJ / LE Associate Degree Certification Track Students must meet the following additional prerequisites, and the training provider must maintain documentation showing that the prerequisites have been met:

• Complete an oral interview screening with a panel of criminal justice executives or with teaching or counseling staff affiliated with the technical college.

• Undergo a criminal history records check, and not be prohibited by federal or state law from possessing a firearm.

• Possess a valid Wisconsin driver’s license or other valid operator’s permit recognized by the Wisconsin Department of Transportation as authorizing operation of a motor vehicle.

• Complete a physical assessment to verify that you can meet the physical standards required of a law enforcement officer (form DJ-LE-322, Physician’s Assessment form).

• Provide proof of United States Citizenship (form DJ-LE-322, Birth Certificate Verification form).

• Be administered the Law Enforcement Code of Ethics as written in Wisconsin Administrative Code Section LES 3.01(1)(d), as an oath.

Academic and Behavioral Expectations Certification Track Students must maintain personal integrity through truthfulness and ethical behavior. Contacts with any law enforcement agency must be reported to faculty and/or the academy director within three (3) days of occurrence. “Certifiability” Requirements To be eligible for law enforcement officer certification (“certifiable status”), Certification Track Students must complete all CJ / LE Associate Degree Courses, including tactical courses, and the final scenario-based evaluation within three (3) years. The clock starts for a Certification Track Student on the first day the student enters into a CJ / LE Associate Degree Course (i.e. Introduction to Criminal Justice). “Certifiable” Status Certification Track Students who successfully complete basic training within the CJ / LE Associate Degree Certification Track Program are “certifiable” for three (3) years following their date of program completion. Students who do not gain Wisconsin law enforcement employment within three (3) years will lose their “certifiable” status.

Associate Degree CCT Rules of Conduct As a possible future member of the MATC College Certification Training (CCT) program, you must be aware of the Rules of Conduct as they pertain to your participation in the classroom portion of the certification training. There will be a separate set of rules related specifically to the Unified Tactical training program (course numbers 170, 171, 172, 173, 174, 175, 176) that all participants selected will be expected to adhere to. As a future student in the CCT, you should expect to be held to a higher standard of conduct than the general student population.

PLEASE READ EACH SECTION AND INITIAL ______1. All students shall be neat in appearance when in class. Your appearance should not be a

distraction to the instructor or fellow students. ______2. Students must attend classes. Attendance is monitored and time will be accounted for.

Unexcused and excessive absence will be grounds for dismissal from the program. (See attendance policy)

______3. Students must be punctual (on-time) for the start of each class. Time missing will be

considered absence. (See attendance policy) ______4. There is zero tolerance for alcohol and/or drug use. If any instructor suspects a student is

under the influence of alcohol or drugs, the student will immediately be removed from class with the possibility of permanent removal from the program.

______5. There is zero tolerance for cheating. Cheating will result in removal from the program and

possibly academic sanctions from the college. ______6. Respect for classmates and instructors is expected. When addressing instructors or school

staff members, you will refer to them as directed in class by each instructor. ______7. The use of tobacco products is prohibited in the building and during all classes.

______8. The use of the classroom computer and laptop or personal computers is prohibited without

consent of the instructor and the recruit training coordinator. ______9. For the duration of the program, all students shall immediately notify the Recruit Training

Coordinator in writing if they have police contact as a target in any criminal or driving matter. This includes all arrests, municipal citations or referral to a state prosecutor or municipal attorney.

Associate Degree CCT Attendance Policy Students in preparatory law enforcement are expected to attend all classes. Unexcused absences are prohibited and will result in the student’s removal from certification training. School directors are authorized to identify “excused” absences. The student must complete all additional assignments. Make-up assignments will be of sufficient quality to provide the student with the essential information of the instructional period missed. Students are responsible for class material missed during absences. Procedure:

1. Unanticipated request for absence/tardiness on the day of class: Students enrolled in POLICE 900 - 908 courses must notify the course instructor as soon as possible using the instructor contact information contained on your course syllabus. Leave a message if no one answers. A follow-up “In the Matter Of” report shall be submitted to the course instructor as soon as practicable. All “In the Matter Of” reports will be forwarded to the recruit coordinator for review and placement in the students recruit file.

2. Anticipated request for absence: Requests for an excused absence must be submitted as soon as practicable and in writing to the recruit training coordinator in a timely manner. The coordinator will determine whether the request will be approved.

3. All absences will be considered unexcused unless the student receives written approval from the academy training coordinator.

MATC has a system that will assist students in resolving problems efficiently and effectively. The key to quick resolution is to follow these simple procedures. Academic Grades Disputes:

Associate Degree CCT Grades/Testing Policy

Students in preparatory training must obtain passing grades of a least 70% in written examinations in all Board-approved preparatory training subjects. Any exceptions will be identified by an instructor such as OMVWI/SFST (course 170) training which carries a minimum passing grade of 80%.

Any recruit curriculum for which there are Board-approved competency checklists, students must demonstrate their achievement of training objectives to the satisfaction of instructors.

Procedure:

1. Students who pass an original test or competency are not allowed a re-test to improve their grade average.

2. Students who fail any original test may be granted a second test by the instructor. 3. A re-test of any student must be accomplished before the next original test, subject or

competency. Any exception must be approved by the recruit coordinator or Associate Dean and documented in writing.

4. The maximum re-test score for any examination shall be 70%. Failure to pass the re-test will result in the student receiving the original test grade.

5. An individual who fails a test shall be given one (1) opportunity to re-test during the semester. Failure of an additional test will result in the student possibly failing the course.

6. Students who fail a college certification track course may repeat the course. 7. Students failing a college certification track course cannot enroll in the tactical

portion of the program until their failed course is successfully completed.

of my participation in any training courses and/or programs including, but not limited to,

the academic records listed on the reverse side of this form, for the purpose of validating

that the Training School and its students meet eligibility and certification standards

established by the State of Wisconsin Law Enforcement Standards Board.

I also authorize the Bureau to disclose any or all of the information described in the

preceding paragraph to any training school certified by the Law Enforcement Standards

Board. Furthermore, in the event that I am employed by or have applied for employment

with one or more law enforcement, jail and/or secure juvenile detention employers, I

authorize the training school and/or the Bureau to disclose any or all of the information

described in the preceding paragraph to such employers. I understand that this

authorization will remain in effect until I rescind it by submitting a letter to the director of
