VERIFICATION REFERENCE
• If an orchard states PENDING on the system, PPECB export
certificates for EUN will only be issued with the orchard
inspection reports (PQI reports) – Tampering of which, will
result in the exclusion from EUN programme
CLIENTS ON THE AUDIT
SYSTEM
Dear Valued Client
For all clients on the PPECB export certification audit system, the audit system for the month of
APRIL 2016 for the Durban office will be applied as follows:
FOR CONTAINERS:
PUC’S FROM CBS FREE AREAS:
1 container on the addendum: Line 6, Line 10 and Line 12
2 containers on the addendum: Line 6 and Line 10 from 1st container and Line 12 from 2nd container
3 containers or more on addendum: Line 6 from each container
PUC’S FROM CBS AREAS
For EACH container please provide C/Notes from: Line 6, Line 10 and Line 12
FOR CONVENTIONAL SHIPPING:
TO EUN AND OTHER CBS FREE MARKETS, SPECIAL MARKETS AND DIFFERENTIATED MARKETS:
Minimum of 1 consignment note per 30 pallets on addendum : Line 6 per each set of 30 pallets
TO CBS ACCEPTED MARKETS:
Minimum of 1 consignment note per 50 pallets: Line 6 per each set of 50 pallets.

• Inland addendums may be re-signed in the port in the following cases:
• Change in target region or target country.
• Change or correction to point of entry.
• Change in Exporter or forwarding agent.
• Amendment of weights.
COMMON CONCERNS
PPECB RESPONSIBILITIES
• Ensure that their procedures allow for the issuing of the officialexport certificates within 24 hours.
• The 24 hour will be calculated from the time the final supportingdocuments are submitted.
• Determining fruit age – next day rule applies.
• PPECB will print all templates accordingly on the securitypaper.
• PPECB records will be kept for 3 years.
• Certification will only take place at an officially recognisedcertification office.
EXPORTER/ AGENT RESPONSIBILITIES
• Ensure that all information on the Addendums and Certificates is correct before presenting the templates.
• Present addendums and supporting documentation to the certifying officer at least 24 hours before 5th day.
• Summary of information on the Addendum must correspond 100% with the PPECB stamped consignment note information.
• Ensure supporting documents are
in sequence as per addendum
information sequence.
EXPORTER/ AGENT RESPONSIBILITIES
• Exporters/Agents to verify and sign off the addendumbefore submitting it to PPECB.
• Return the original certificate if cancelled to PPECB, or furnish an affidavit in case of loss.
• Airfreight & Road freight must be submitted and certified before being exported.
• In the case of Replacements, to return the cancelled certificate (with reasons).
NEW PHYTOSANITARY MANDATE OF
THE PPECB
PPECB is mandated by DAFF to conduct the following functions for CITRUS FRUIT TO EU.
• Conduct the latent symptom expression testing on Valencia citrus types
• Orchard Inspections
• Re-inspection of fruit exceeding 6 and 18 days
• Phytosanitary Certification

PPECB will charge R201 per hector inspected which will take 30 minutes
Booking of inspections directly with the PPECB (has started as from 20 March 2017).

ORCHARD INSPECTION APPLICATION Preparation for orchard inspection
Producer must submit an application for orchard inspection (Q230 form) to designated area coordinator’s email.
Production units shall be inspected no earlier than 2 weeks before harvest.
Producer must put in place all reasonable measures to prevent PPECB inspectors from being harmed by dangerous animals during orchard inspections.
Orchard Inspection – Citrus Blackspot (CBS)
PPECB Inspector must be accompanied by the producer/representative.
Producer/representative will be responsible to identify orchards to be inspected, transport the inspector to the different orchards that needs to be inspected on the farm as per prior arrangements with coordinator.
Producers must mark their orchards clearly with boards that indicate the PUC, orchard name and size. Unmarked orchards shall not be inspected.
