The Opportunity
Wakefield Council is inviting
expressions of interest from the
developer, investor and occupier
markets in respect of the
redevelopment and
refurbishment of three high profile
and important buildings in the
City, as well as an adjacent key
development site.
These properties are the former
Crown Court, the former
Wakefield Police Station,
Coroner’s Court and Rishworth
Street Car Park, as identified
approximately on the aerial
photograph on the front of this
brochure.
The Council will consider
proposals for the buildings and
site individually, or from parties
with a comprehensive and/or
coordinated approach to two or
more of the properties.
These key assets within
Wakefield’s Civic Quarter offer a
fantastic opportunity to create
imaginative, mixed-use
regeneration in a thriving urban
environment, within one of the
best connected cities in the
North of England.
Location - Wakefield
Wakefield is located in the heart of
the North of England with direct
access to both the M62 and M1
motorways. The new Wakefield
Westgate Station is served by
intercity services from Leeds (10
minutes), London (1 hour 55 minutes),
Birmingham, Edinburgh and beyond.
Wakefield is a thriving city. More
than 9,000 new homes have been
built over the last five years across
the district, with nearly 2,700 of these
delivered within the city itself.
Yorkshire Sculpture Park and
Hepworth Gallery provide a superb
cultural offer, whilst Queen Elizabeth
Grammar School, Wakefield Girls
High School and the recently
expanded Wakefield College – to
include a new University Centre –
make Wakefield a highly sought after
location for families and students.
Over 20,000 people are employed in
Wakefield in the professional services
sector.
Additionally, a number of
manufacturers and distributors are
based along the motorway corridors.
These include Haribo, Coca Cola,
WM Morrisons, Warburtons, DHL,
Asda, Royal Mail, Next and
Superdrug.
Wakefield is located in the heart of the
North of England with superb road and
rail connections
Also out of town, at junction 32 of
the M62 is Xcape, a large retail
and leisure complex anchored by
a snow dome.
Situation - Civic Quarter
The properties themselves are
located within the commercial
centre of Wakefield, a short
distance to the north east of
Wakefield Westgate Station,
adjacent to the Wakefield One
development and County Hall.
The retail and leisure cores are
situated on Kirkgate and at The
Ridings Shopping Centre, located
around 500m south west of the
Civic Centre; and at Trinity Walk
Shopping Centre, a similar distance
to the west of the subject
properties.
The former Crown Court and
former Police Station are located
on either side of the junction of
Wood Street and Cliff Parade,
opposite County Hall, whilst
Rishworth Street Car Park is located
to the north east of the former
Police Station. The Coroner’s Court
is located on Northgate, to the
east of the other properties.
Descriptions and
Potential Future Uses
Former Crown Court
This imposing building – a key
historic landmark in the city centre
– is Grade II* listed and is currently
in the final phase of essential
conservation works. This has
included the replacement of the
roof and making good internal
water damage.
Internally, the building has been
made good following a period of
dereliction. Many original features
have been retained and
refurbished in the main court rooms
and other areas.
The building provides
approximately 10,613 sq ft (986
sq m) of gross internal space.
We understand the Council will
consider a use, or variety of uses,
that will enable the sensitive
refurbishment works to be
completed, whilst safeguarding
the building’s future.
Former Police Station
Vacant possession is available at
short notice.
The property is effectively
separated into two main
elements, a north and a south
wing. The buildings are arranged
over basement, ground and
two/three upper floors and, in
total, measure approximately
21,393 sq ft (1,987 sq m).
The layouts of the buildings lend
themselves to a conversion
scheme; potentially to residential
or hotel use. Such uses are likely
to be acceptable in planning
policy terms; whilst other
proposed uses will also be
considered on their merit.
Rishworth Street Car Park
The property, measuring
approximately 2.294 acres (0.928
ha), is currently a surface car
park providing approximately 80
spaces.
The Council invites proposals for
the development of the property
that aim to maximise land value
within the current planning policy
framework. It is envisaged that a
scheme of high density houses
and/or apartments is likely to
drive the highest receipt,
however, proposals for other uses
will be considered on their merits.
Coroners Court – 71 Northgate
This Grade II listed ,circa 7,099 sq
ft (659 sq m) building may also be
available for purchase. Vacant
possession can be provided at
short notice. It comprises a three
storey red brick building, built in
1905, originally as a private
dwelling. In addition, there are
approximately 9 car parking
spaces on a tarmacked area to
the rear of the building.
Any serious proposals for the
purchase of this building – to
refurbish or reuse it for
commercial or residential uses –
will be considered, in the round,
as part of the review of all
Expressions of Interest received
from the market.
Preference is likely to be given to
proposals for this property that
clearly connect it with proposals
for the development and
regeneration of the other
properties being promoted as
part of this marketing process.
Expressions of Interest
We are instructed to market the
opportunities, on a joint and
separate basis, seeking Expressions of Interest by 1pm on
Thursday, 12 December, 2019.
Initially, the Council wish to
understand and analyse
interested parties’ headline
proposals for the properties, their
track record of undertaking
similar schemes, their financial
capacity to perform and the
make-up of their professional
team.

It is envisaged that a shortlist of
interested parties will be asked to
submit financial offers for their
proposals for the properties in
early 2020.
