    6. Member States should prepare more complex, large scale projects (Category A) using the LA

    as

    a management tool !or design, implementation, monitoring and e"aluation o! projects, in order to

    ensure !ull commitment by the participating countries, !ull support !rom the sta#eholders, and

    closecoordination and cooperation among the sta#eholders. Smaller, simpler projects (Category $) %ill

    notre&uire the same le"el o! administrati"e %or# and o"ersight, and may be de"eloped using the

    simpler

    procedure described in Section ' o! this document.

    . Member States are ad"ised to use the echnical Cooperation und (C) allocation o! the

    pre"ious C cycles !or national programmes as an indicati"e budgetary planning !igure !or the

    *+6-

    *+ cycle. his pro"ides a realistic budgeting !rame%or#.

    . All potential projects must meet the C central criterion established in The TechnicalCo-operation Strategy: The 2002 Review (/A0A document 1234/54*++*44Mod.),%hereby it

    addresses an area o! real need in %hich there is a national programme enjoying strong

    go"ernmentcommitment and support7. 8artnerships %ith other entities that can contribute to the proposed

    project

    are strongly encouraged and should be sought and established as early as possible.

    5ations, the Dnited 5ations /ndustrial 'e"elopment 2rgani>ation and the Dnited 5ationsCon"ention

    to Combat 'eserti!ication, and !oresees ne% agreements %ith the Dnited 5ations Childrens undand

    the Dnited 5ations 0n"ironment 8rogramme. Member States also play an important role in

    partnership

    building and are expected to be acti"ely in"ol"ed in identi!ying potential project partners.
