14.3 In view of above, it was decided to -

a) instruct the institution not to make admissions from 2014-2015 academic session and forward explanation within 15 days as to why action should

not be initiated against it for considering the issuance of notice for withdrawal of approval u/s 13 of Pharmacy Act, 1948.

b) issue show cause notice to Principal (Dr.A.S. Solanki) who is as per the inspection report presented himself as Principal of I.K. Patel College of

Pharmaceutical Edu. & Research, Himmatnagar, Gujarat but also working as full time employee of APMC College of Pharmacy, Himmatnagar,

Gujarat, and not relieved from that college so far.

c) invite the attention of the institution to Council’s circular No.14-3/2013-PCI/31559-33488 dt.9.10.2013 instructing the pharmacy institutions to

adhere to joining & relieving of the teaching faculty.

14.4 It was further decided to take action in anticipation of the comments from the EC members on the EC minutes and ratification by the Central Council.

15. Approval of Degree course in Pharmacy conducted at Gokhale Education Society’s Sri Dr. M.S Gosavi Co Pharmaceutical Educat ional & Research,

15.2 It was decided to -

15.3 It was further decided to instruct the institution -

i) that every year it has to apply to PCI in the SIF for the conduct of early inspection for year-wise approval or rejection of approval on the basis of

which the institution can make further admission/no admission. When the students are in the final year B.Pharm an inspection will be conducted

by PCI for consideration approval of B.Pharm course u/s 12 of the Pharmacy Act for the purpose of registration as pharmacist. It is the

responsibility of the institution to apply in the prescribed SIF to PCI within the prescribed dates every year alongwith complete documents.

around one month in MRR College. Now she is not working in the said college.

21.3 In view of above, it was decided to instruct the institution not to make admissions from 2014-2015 academic session and forward explanation within 15

days as to why action should not be initiated against it for considering withdrawal of permission for conduct of course.

22.2 It was noted that -

a) institution is not yet approved u/s 12 of the Pharmacy Act, 1948 for the purpose of registration as a pharmacist and admitted students above 60

b) as per the policy, Council does not consider admission above 60 in respect of B.Pharm course which is not approved u/s 12 of the Pharmacy Act for

the purpose of registration as a pharmacist.

c) faculty is not as per requirement particularly at senior level.

d) SDF is incomplete. Past experience is not mentioned.

e) past experience in respect of Sri Ch.N.S.R.K. Prasad and Sri Peda S.R. Ch. N. P. Verma is indicated from industry. On telephone enquiry during

EC meeting on Mobile number mentioned in SDF, both did not pick up the phone.

22.3 In view of above, it was decided to -

a) forward the SDF of both teaching faculty to Andhra Pradesh Drugs Control Department and HR Manager of the concerned industry for

clarification.

b) seek clarification from inspectors as to why due diligence was not done particularly with regard to teaching staff, their past experience etc.

c) seek explanation from the institution as to why action should not be initiated against it for rejection of application for approval of B.Pharm course

giving 15 days time.

23.4 In view of above, it was decided to -

ii) allow 60 admissions for 2013-2014 academic session subject to submission of affiliation fee per annum to the PCI within the stipulated time period.

58.3 It was further decided to instruct the institution -

i) that every year it has to apply to PCI in the SIF for the conduct of early inspection for year-wise approval or rejection of approval on the basis of

105.1 The latest information on record was placed.

105.2 The following findings of the joint inspection report were noted -

a) Other educational institutions / courses are also being run by the trust / institution in the same leased premises which is a part of commercial

complex.

b) Attendance register of teaching staff is maintained in the Principal’s office. The attendance of non-teaching staff is marked in a register common

for College of Pharmacy and the Catering College which is functioning on the ground floor.

c) The Principal claims that AICTE pay scales are given to the teaching staff. As per the acquaintance Roll, only basic pay is given. As Form-16 has

not been submitted and as the salary is paid in cash, it could not be verified as to whether the AICTE pay scales are actually paid.

d) The staff room, office room, library and girl’s common room are shared with the Catering College run by the same management in the ground floor

of the building.

e) The space provided for the machine room is not adequate.

f) The office staff is shared with the Catering College.

g) The stock register for chemicals, glassware and equipments / machineries are not maintained in the proper format.

h) The library accession register is not maintained properly.

i) 4th laboratory is under construction.

j) Museum is not properly arranged.

k) Library staff is not available.

l) Animal house as not maintained as per CPCSEA.

105.3 It was decided to inform the institution that sharing of facilities of the pharmacy college with other course is not permissible.

105.4 Keeping in view the deficiencies reflected in the inspection report, it was decided to reiterate the Council’s earlier decision of not to make admissions

from 2013-2014 academic session.
