Why Controller PilotData Link Communications?
• Controller Pilot Data Link Communications (CPDLC) will provide data communications for Air Traffic Control (ATC) operations to supplement the existing air-to-ground (A/G) voice communications and support improvements in airspace use and capacity.
• CPDLC will:– Provide for a more dynamic and efficient A/G information
exchange mechanism– Provide an additional means of communication between pilots
and controllers– Reduce congestion on the voice channels which limits ATC
effectiveness thereby reducing delays– Reduce operational errors resulting from misunderstood
instructions and read-back errors

• Objective: To develop a Federal Aviation Administration (FAA)/Industry plan for Aeronautical Data Link (ADL) evolution and implementation path with En Route CPDLC being the first project selected for review.

• The consensus reached uses the following phased approach for developing and implementing ICAO’s standard En Route Aeronautical Telecommunication Network (ATN) compliant data link services:
• Build I (domestic CPDLC)• Four ATN compliant operational services• Use VHF Digital Link Mode 2 (VDL-2) as A/G Sub-
network
• Build IA (enhanced domestic CPDLC)• Increases ATN compliant services • Use VDL-2 as A/G Sub-network
