The init ial semesters of the Bachelor's programme offer the modules - lntroduction toComputer Science, Programming Course and Theoretical lnformatics - and deliver abroad knowledge base in the f ie lds of computer science. The modules include the studyof advanced algor i thmics and of two programming languages. Bui ld ing on thisfoundation, the module Key System Elements extends students' competencies in thefields of Software Engineering and Databases, while the module Computer Systems andComputer Networks furthers their competencies in the field of lT Infrastructure. Themodule Mathemotics complements th is knowledge of basic pr inciples. The programmeaddit ional ly teaches the interdiscipl inary pr inciples of Medical lnformat ics:Fundamental Principles of Medical lnformatics and Fundamental Principles of HumanMedicine.In the advanced semesters, the programme treats the topic of Informat ionand Administrat ion Systems in Medicine and Publ ic Heal th as wel l as Appt icat ionSystems within the f ie ld of Medical-Technical lnformat ics. The competencies gained inthese two important f ie lds of Medical Informat ics are fur ther extended by the modulesMedical lnformatics and Medical-Technical lnformafics. As a rule, students engage incase-based project work to fur ther deepen their knowledge in these areas. Exercises,pract ical courses, project work and, in part icular, the Bachelor 's thesis, which should,preferent ia l ly , be completed with a company outside the FH Dortmund, enable studentsunder academic guidance to work on problems from the f ie ld of Medical Informat ics onthe basis of scient i f ic methodology. This work requires them to make a cr i t ical select ionof the scient i f ic methods and technica[ a ids learnt in the [ectures, to systemat icat tyapply these in pract ice and to cont inue their development. ln addi t ion, in producing theBachelor 's thesis, students demonstrate that they are capable of working independent lyon a given topic and of apply ing scient i f ic pr inciples. This serves to t ra in and advancefundamental ski l ls and abi l i t ies that wi l l be required as they progress through theircareer. The modules Extra-disciplinary Principles and Extra-disciplinary Module enablestudents to acquire competencies for working in f ie lds requir ing knowledge of businessmanagement and law. They also acquire general sof t ski l ts in these modules.

Higher education (HE) studies in Germany are offered at three types of Higher Education lnst i tut ions (HEl) 'z.

- lJniversitöfen (Universit ies) inctuding various speciat ized inst i tut ions, offer the whote range of academic discipl ines.

In the German tradit ion, universit ies focus in part icular on basic research so that advanced stages of study have mainty

theoretical orientat ion and research-oriented components.

- Fachhochschulen (tJniversit ies ofApptied Sciences) concentrate their study programmes in engineering and other

technicat discipl ines, business-related studies, social work, and design areas. The common mission of apptied research

and development impties a dist inct apptication-oriented focus and professionaI character of studies, which inctude

integrated and supervised work assignments in industry, enterprises or other relevant inst i tut ions.

- Kunst- und Musikhochschulen (Universit ies of Art/Music) offer studies for art ist ic careers in f ine arts, performing arts

and mus ic ; in such f ie lds as d i rec t ing , p roduc t ion , wr i t ing in theat re , f i tm, and o ther med ia ; and in a var ie ty o f des ign

areas , a rch i tec tu re , med ia and communica t ion .

Higher Education Inst i tut ions are either state or state-recognized inst i tut ions. In their operations, inctuding the organization

of studies and the designation and award of degrees, they are both subject to higher education legislat ion.

Studies in alt three types of inst i tüt ions have tradit ionalty been offered in integrated " tong" (one-t ier) programmes leading

to Diplom- or Magister Artium degrees or completed by a Staatsprüfung (State Examination). Within the framework of the

Bologna-Process one-t ier study programmes are successively being replaced by a two-t ier study system. Since 1998'

a scheme of f i rst- and second-level degree programmes (Bachelor and Master) was introduced to be offered paratlel to or

instead of integrated " long" programmes. These programmes are designed to provide enlarged variety and ftexibit i ty to

s tudents in p lann ing and pursu ing educat iona l ob iec t ives , they a lso enhance in te rna t iona l compat ib i l i t y o f s tud ies '

To ensure quati ty and comparabi l i ty of quati f icat ions, the organization of studies and generaI degree requirements have

to conform to principles and regulat ions estabtished by the Standing Conference ofthe Ministers of Education and CulturaI

Affairs of the Lönderin the Federal Republic of Germany (KMK)3. ln 7999, a system of accreditat ion for programmes of study

has become operational under the control ofan Accreditat ion Counci l at national tevet. Atl new programmes have to be

accredited under this scheme; after a successful accreditat ion they receive the quati ty-tabet ofthe Accreditat ion Councita.

8.8 National Sources of Information

The fol lowing programmes appty to al[ three types of inst i tut ions. Bachelor 's and Master 's study courses may be studied

consecutively, at various higher education inst i tut ions, at dif ferent types of higher education inst i tut ions and with phases

of professional work between the f irst and the second quati f icat ion. The organization of the study programmes makes use

of modular components and of the European Credit Transfer and Accumulation System (ECTS) with 30 credits corresponding

to one semester.

Bachelor degree study programmes lay the academic foundations, provide methodological ski l ts and lead to qual i f icat ions

related to the professionat f ield. The Bachelor degree is awarded after 3 to 4 years. The Bachelor degree programme includes

a thes is requ i rement . S tudy courses lead ing to the Bache lor degree must be accred i ted accord ing to the Law es tab l i sh ing

a Foundation for the Accreditat ion of Study Programmes in Germany5. First degree programmes (Bachelor) lead to Bachelor

Master is the second degree after another 1 to 2 years. Master study programmes must be dif ferentiated by the profi te

types "more practice-oriented" and "more research-oriented". Higher Education Inst i tut ions define the profi le of each Master

s tudy programme. The Master degree s tudy programme inc ludes a thes is requ i rement . S tudy programmes lead ing to the

Master degree must be accredited according to the Law establ ishing a Foundation for the Accreditat ion of Study Programmes

in Germany6. Second degree programmes (Master) lead to Master of Arts (M.A.), Master of Science (M.Sc.), Master of

Engineering (M.Eng.), Master of Laws (L.L.M), Master of Fine Arts (M.F.A.) or Master of Music (M.Mus.). Master study

programmes, which are designed for continuing education or which do not bui ld on the preceding Bachelor study programmes

in terms of their content, may carry other designations (e.g. MBA).

An integrated study programme is either mono-disciplin ary (Diplom degrees, most programmes completed by a Staatsprüfung)

or comprises a combination of either two malor or one maior and two minor f ields (Mogister Art ium). The f irst stage (1.5

to 2 years) focuses on broad orientat ions and foundations of the f ietd(s) of study. An Intermediate Examination (Diplom-

Vorprüfung for Diplom degrees; Zwischenprüfung or credit requirements for the Magister Artium) is prerequisite to enter

the second s tage o fadvanced s tud ies and spec ia l i za t ions . Degree requ i rements inc lude submiss ion o fa thes is (up to 6

months dura t ion) and comprehens ive f ina I wr i t ten and ora I examinat ions . S imi ta r regu la t ions appty to s tud ies lead ing to

a Staotsprüfung. The tevet of quati f icat ion is equivalent to the Master levet.

the humanit ies, the corresponding degree is usually the Mogister Art ium (M.A.).In the social sciences, the practice

varies as a matter of inst i tut ional tradit ions. Studies preparing for the legat, medical, pharmaceutical and teaching

professions are completed by a Staatsprüfung.The three qualifications (Diplom, Magister Artium and Staotsprüfung)

are academical ly equivalent. They quati fy to apply for admission to doctoral studies. Further prerequisites for admission

may be defined by the Higher Education Inst i tut ion, cf. Sec. 8.5.- Integrated studies at Fachhochschulen (FH) lUniversities ofApptied Sciences (UAS) last 4 years and lead to a Diplom (FH)

degree. Whi te the FHIUAS are non-doc tora te g ran t ing ins t i tu t ions , quat i f ied graduates may app ly fo r admiss ion to

doc tora I s tud ies a t doc tora te-gran t ing ins t i tu t ions , c f . Sec . 8 .5 .- Studies at Kunst- and Musikhochschulen (Universit ies of Art/Music etc.) are more diverse in their organization, depending

on the f ield and individuat obiectives. In addit ion to Diplom/tulagrsferdegrees, the integrated study programme awards

include Cert i f icates and cert i f ied examinations for special ized areas and professional purposes.

Universit ies as wel[ as special ized inst i tut ions of university standing and some Universit ies of Art/Music are doctorate-

granting inst i tut ions. Formal prerequisite for admission to doctoratwork is a quati f ied Master (UAS and U), a Magister

degree, a Diplom, a Staotsprüfung, or a foreign equivatent. Part icularly qual i f ied hotders of a Bachelor or a Diplom (FH)

degree may also be admitted to doctoral studies without acquisit ion of a further degree by means of a procedure to determine

their apti tude. The universit ies respectively the doctorate-granting inst i tut ions regulate entry to a doctorate as well as the

s t ruc ture o f the procedure to de termine ap t i tude. Admiss ion fu r ther requ i res the acceptance o f the D isser ta t ion research

proiect by a professor as a supervisor.

The grading scheme in Germany usually comprises f ive levels (with numerical equivalents; intermediate grades may be

given): "Sehr Gut" (7) = Very Good; 'Gut" (2) = Good; " Befriedigend ' (3) : Satisfa ctory; " Ausreichend " (4) = Sufficient;

"Nicht ausreichend" (5) = Non-Suff icient/Fai l . The minimum passing grade is "Ausreichend" (4). Verbat designations of

grades may vary in some cases and for doctoral degrees. In addit ion inst i tut ions may already use the ECTS grading scheme,

which operates with the levets A (best 1O 7o), B (next 25'/"), C (next 30 7"), D (next 25 oö, and E (next 10 %).

The Generat Higher Education Entrance Qualification (Allgemeine Hochschulreife, Abitur) after 72 to 13 years of schooting allows

for admission to att higher educational studies. Speciatized variants (Fachgebundende Hochschulreife) allow for admission to

particutar disciptines. Access t o Fachhochschulen (UAS) is also possible with a Fachhochschulreife, which can usualty be acquired

after 72 years of schooling. Admission to Universit ies of Art/Music may be based on other or require addit ional evidence de-

monstrat ing individuat apti tude. Higher Education Inst i tut ions may in certain cases apply addit ionat admission procedures.
