Sims is a Title 1 School and school hours are from 7:35 am to 2:10 pm.
Built in 1988, Sims sits on 38.9 acres. Sims has a design capacity for 550 students with 63,500 square
feet of instructional space. The current enrollment is 515 students with 45 certified staff
members. Sims serves Pre K – 5th Grade.

Technology
Rockdale County employs separate technology
and media specialists. There is one technology specialist
and one computer parapro. The technology specialist makes
all technology purchases and oversees the two computer labs.
There is one computer lab and one project lab.
There is a television studio for student broadcasts.
Sims Media Center
There is one media specialist and one media clerk. The employ of one full time media specialist satisfies the Georgia DOE policy of one media specialist per 450 FTE in a K-5 grade school.
The media center has 11 computers available for students and faculty.
The media collection has a total of 10,809 items as of February, 2009.

Sims Media Center
The media center houses the school’s main server.
The media center is responsible for broadcast of video to the classrooms from broadcast television, and other video formats. Proper forms must be provided before the video is shown.
The media center houses the school laminator and mobile overhead projectors.
In January 2009, the Accelerated Reader program was added to the media center’s responsibilities.

The media center offers a computer catalog that is accessible from outside the school.
There is a media center website with links to favorite authors, and a Georgia Book Awards reading list.
The media center hosts Family Reading Nights and visiting authors.
Book fairs are held twice each year. Money made from the book fairs is used to buy new materials for the collection.

Hours The Media Center is open to students, parents and staff each school day from 7:10 a.m. until 3:00 p.m.
Sims Media Center Description
The media center is located on the first hallway to the right after entering Sims Elementary. The media center is the first door on the right. There is only a single door opening of 34”. This satisfies the ADA policy requirements for doorway size of 32” for a single doorway. Nothing of real interest invites people inside. The entrance could use some sprucing up.

These exits are convenient to the parking lot and make the facility a good place for activities and events held outside of regular school hours.
There are two outside entrances to the media center. These entrances satisfy ADA requirements of access to parking.

Sims Media Center Description
The media center is a room about 60’ x 70’ feet with windows all across the top of the exterior wall. The approximately 4200 square feet of space exceeds Georgia DOE facilities policy for square footage per student. A FTE of 515 requires only 2850 square feet. At Sims full capacity it still meets the 2950 square foot requirement.

There are two other interior doors that connect the media center to two small rooms. These rooms are connected by a moveable wall. The rooms are currently being used as office space and are no longer used as part of the media center. They are located just inside the main entrance to Sims Elementary. This was valuable media center space and should be part of the media center again.

There is an office for the media specialist inside the media center. This office connects to a small kitchen. It also connects to the media clerk’s office which houses the computer system server, the video playback equipment and video collection.

From the area where the overhead projectors are parked you can see the sitting computer station with eight computers. You also can see to the far end and one of the exterior doors.

The first photo shows a cart blocking the doors to the adjoining offices that were once a part of the media center and used for storage. The second photo is another view of the doors from the opposite side of the computer station.

This is a view of the reference section as you move around the corner from the computer station. Though the room is bright, the décor is dated by country accents.

This is the corner where the reference and biography sections meet. The walls are light tan and the carpet is blue. A few modern, blue, plastic chairs are paired with tables with dark laminate tops and metal legs.

As you continue along the wall, you come to some non-fiction. The shelves are neat with plenty of room. However, the displayed artwork is by students from 1988. Time for an update.

Next is everyone’s favorite cozy reading area with a sofa and loveseat. The students love to sit here. The furniture seats five, and it has seen better days.

This picture shows additional views of the sofa area which also includes a television and dvd player on a stand. It is located near the first exterior entrance. Lots of light comes in through the glass door and the tall windows beside it. At times it could be too much light for television viewing. New blinds would help.

This bookcase holds professional materials on one side and oversized picture books on the other. Both of these should be moved to other spots.
A globe, lamp and CD player sit on top. It serves as a low divider for the sofa reading area and the main library area.

There are wood and laminate tables and chairs for older students. Not the most comfortable seating.
The space is open and has plenty of natural light but there are a lot of hard surfaces.

A moveable magazine rack sits in front of a column as the bookcases continue along the exterior wall. A wall hung rack would free up floor space. The low bookcase houses the easy books.

“Clean up the area behind the bank of computers. The plastic bags holding the small sets of books looks messy and cluttered. Putting that area behind closed doors would be better.”
“Change up the décor, it is old.”
“More updated look, more art, comfortable seating areas for students to read, beanbags, etc. Maybe a nice rug, some color!!”“I would paint it, add a ‘smart board,’ equip it with more comfortable chairs and round tables.”
“I would replace the tables with ones that have darker colored surfaces. A brown black would be ideal. I have several reasons for this.”“I would have creative designs on the wall to make it more inviting. Open up the space on the left and put the sofas in that area. It should also include other chairs and quiet reading areas.”“I would paint the walls a soft blue or other relaxing color. Right now they are light tan. I would also like to see some display furniture pieces. Elements that Need to be Changed or Modified
Though the space is open and bright, it is showing its age. The sofa and loveseat are comfortable but are old and only provide seating for five people. The country décor definitely dates the space. There needs to be updated artwork and splashes of color in the decorations. Posters and objects of interest to today’s students need to be added. The walls are an uninviting industrial tan. A more interesting, yet restful blue paint color on the walls would add life to the space.

Elements that Need to be Changed or Modified
In the story/teaching area, the students must sit on the floor. The addition of pillows would make for a more comfortable listening experience. The story teller’s chair is in need of an update. The park bench is another hard surface that needs to be replaced with comfortable seating. Rugs need to be added to provide color and designate reading areas for students. Replacing the current wooden tables and chairs with brighter plastic chairs and tables with darker laminate tops would be more user friendly.

Elements that Need to be Changed or Modified
One of the main changes needed is to reclaim the two small conference rooms that once belonged to the media center and that are now used for offices. There is no dedicated storage area for the media center so this is valuable real estate. Teacher materials that are now in messy looking plastic bags could be moved to the conference rooms and placed in closed cabinets. The laminator and overhead projectors on carts could be stored there along with other professional and classroom materials.

While there is a ceiling mounted projector, there is no smart board for instructional use in the media center. There are 11 computers in the media center. Eight in a computer bank and three at a standing station. There are no wheelchair accessible computers in the media center.

Media Center Policies
Georgia Department of Education Code: IFBD160-4-4-.O1 MEDIA PROGRAMS .(1) REQUIREMENTS.(c) Each school shall have a media center staffed by media personnel in
accordance with Rule 160-5-1- .22 Personnel Required and shall develop processes to implement system media policy and procedures. The following shall be included in school media program implementation .

Sims meets this policy requirement by having a media center that is staffed by a full time certified media specialist.

Georgia Department of Education Code: CGB160-5-1-.22 PERSONNEL REQUIRED.(1) DEFINITIONS.(a) Base-size school - a school that has a minimum unweighted FTE count as follows:Grades K-5 45014. Sims meets this policy requirement by having a media center that is staffed by a full time certified media specialist from 7:10 am to 3:00 pm.
Media Center Policies
Georgia Department of Education FACILITIES SERVICES UNITDecember 8, 2003All square footages stated are net totals. Existing media centers are approvable
with up to a 500 square foot reduction from requirements. If a facility is enlarged, then the media center must meet the above
requirements. School systems are encouraged to incorporate the use and support of
technology in the media center. It is permissible to use space within the media center square footage for computers, printers, internet applications, technology support, electronic distribution, networks, and associated instructional processes and equipment.
Sims meets the FTE based requirements for square footage for a media center. At the current enrollment of 515 the requirements are 2850 square feet and at full capacity the square footage requirement is 2925 square feet. The media center is approximately 4200 square feet.
Media Center Policies
Federal Americans with Disabilities ActSims complies with the ADA guidelines for door width. 4.13 Doors.4.13.5 Clear Width. Doorways shall have a minimum clear opening of 32 in (815 mm)
with the door open 90 degrees, measured between the face of the door and the opposite stop (see Fig. 24(a), (b), (c), and (d)).
4.14 Entrances.4.14.1 Minimum Number. Entrances required to be accessible by 4.1 shall be part of an
accessible route complying with 4.3. Such entrances shall be connected by an accessible route to public transportation stops, to accessible parking and passenger loading zones, and to public streets or sidewalks if available (see 4.3.2(1)).
Sims is in compliance with the ADA guidelines for doors and entrances. The doors are 32’ wide and the exterior doors open onto sidewalks adjacent to the parking lot.
Needed Media Center Policies
All school media centers should be required by the state to have at least one wheelchair accessible computer in the media center per 450 FTE.
Sims does not have any wheelchair accessible computers in the media center. This would be a benefit to students or parents or guardians who are wheelchair bound to have equal computer access.

Needed Media Center Policies
All school media centers with a base FTE of 450 should be required by the state to have double doors at all exterior entrances/exits. Sims media center has single doors at both exterior entrances/exits. In case of a fire or other need to exit swiftly the single doors could impede a safe and swift exit.
