SUBJECT: SUMMARY OF APRIL 25, 1996, MEETING ON GRADED QUALITY ASSURANCE

On April 25, 1996, the NRC staff met briifly with the licensee to discuss theschedular aspects of the licensee's March 28, 1996, submittal on their revisedOperations Quality Assurance Plan (0QAP). Meeting attendees are listed inAttachment 1. A handout provided by the licensee is Attachment 2.

The March 28, 1996, revision to tho 0QAP incorporates the licensee'smethodology for implementation of STP's' Graded Quality Assurance (GQA)Program. The specific purpose of this meeting between the licensee and thestaff was to discuss the future milestones and schedules of the licensee'sprogram so the staff could determine which portions of the program the staffwanted to observe.

The licensee invited the staff to attend the GQA working group (for finalapproval) and/or the expert panel meetings for both the essential coolingwater and reactor makeup water systems (these are the first two systems thelicensee plans to focus on). These meetings are scheduled for May and July of1996, respectively (see Attachment 2). The staff indicated that it wouldconsider the offer and get back to the licensee.

The staff said that during these future interactions it will focus its reviewin areas such as how the GQA process ensures defense in depth, how thedeterministic and probabilistic considerations are combined, how the totalimpact on risk is evaluated, and the guidance / criteria for the expert panel.The staff also said that it wants to see the licensee's corrective actionprogram during one of the site visits, since the licensee's corrective actionprogram provides feedback to the risk-ranking process.
