In the days following the Nor’Wester two international NGOs submitted assessment data to the JNA Team which had
been collected using JNA Phase 1 Union formats. The JNA project team have collated this data, other available
information on the event and added some available baseline data to provide this short factsheet. A Joint Needs
Assessment (JNA) was not launched and as such there was no central coordination of data collection, but through
informal agreement partners agreed to use JNA tools and templates for their assessments.
Concern Worldwide and CARE Bangladesh sent assessment teams to the Upazilas of Derai, Dharamapasha and South
Sunamganj, all in Sunamganj District. Both agencies collected data from Dharamapasha. Where there was overlap (in
10 Unions) the data from CARE Bangladesh has been used as the report is more recent and there were fewer data
anomalies.
Information collected in the field expresses concerns that the hot weather will soon give way to heavy rains.
However, other than this all Unions are thought to have an improving situation.

Media reports name Netrakona, Sunamganj, Sylhet and Naogaon Districts as the area affected by the Nor’Wester.
Government information was shared on the impact of the Nor’Wester in Sunamganj District, Dharamapasha, Derai
and South Sunamganj Upazilas and Netrkona District, Netrakona Sadar, Kamlakanda, Mohanganj, Barhatta, Durgapur
and Khaliajhuri Upazilas (GoB)1. The two INGOs who submitted assessment data to the JNA Team covered the three
affected Upazila’s in Sunamganj (Concern WW and CARE Bangladesh). There was no further information received on
the situation in Netrakona from non-government actors.

No information has been made available from Sylhet and Naogaon Districts, as such it is assumed that they are not
as greatly affected, but this needs confirmation from stakeholders in these areas.
RESPONSE TO DATE
As of the 28th April, the GoB had provided 90,000 MT of rice and BDT 120,000 in Netrakona. The Government
provided immediate VGF (Vulnerable Group Feeding) support to 1,000 families along with CGI sheets and BDT 5,000
cash through local administration in the district.
As of 1st May IFRC had supported 200 families by distributing temporary shelter assistance, BRAC provided cash (BDT
5000) to 100 families, and Caritas has also supported 1,000 families in the affected area. The location is not known.

The areas assessed correlate only somewhat with the damage assessment and proportion of the population
affected. Further investigation is needed to understand why these unions are considered in greatest need of
assistance.

FOOD SECURITY AND LIVELIHOODS
The Haor Basin is highly food insecure and is one of the target regions for the Food Security and Nutrition Surveillance Project (FSNSP).
Rural poor Haor household livelihood depend upon fisheries and off-farm labour. Infrastructure is poorly developed with submersible rural roads providing some connectivity during the dry season
and boats the main source of transportation during the flood season. The poor transportation network limits the incentives for increasing production, discourages rural growth, limits access to markets and off-farm employment opportunities and limits access to existing social services particularly health and education (IFAD 2011).
Due to the annual flooding patterns, people only plant one boro crop per year and aim to harvest before the flash flooding season begins in May (Haor Basin JNA 2012).
Women living in the Haors are particularly disadvantaged and vulnerable. Lack of roads affects women more than men, they find it difficult to travel by boat or walk on muddy tracks. This means they have less access to education, health services and employment which in turn contributes to social barriers (IFAD 2011).
