The PFAS levels in the January 2021 co-compost samples are similar to the PFAS levels in the

October 2020 co-compost samples, with PFAS levels in co-compost below the State of Maine’s

screening levels for Soil Beneficial Use. The single reclaimed soil PFAS sampling results are

below MassDEP reportable concentration for soil (RCS)-1 standards. There are no PFAS

regulatory guidelines and health standards for WWTF dewatered sludge at this time. Because

PFAS are or were used to manufacture common household and commercial products, it is not

uncommon to identify PFAS levels in WWTF dewatered sludge. All sampling results are further

discussed below.

Nantucket Natural Compost (Co-Compost): 2020 and 2021 Quarterly Sampling

MassDEP requires that any entity within Massachusetts that applies biosolids or biosolids-

containing products (like co-compost) to land have a MassDEP AOS permit per the provisions of

310 CMR 32.13.(11).

Nantucket Natural Compost (co-compost) comes from organic Municipal Solid Waste

(compostable waste) from the residents and businesses of Nantucket. The co-compost also

includes dewatered sludge, which is an output from WWTFs that serve Nantucket.

The Municipal Solid Waste combined with dewatered sludge is processed through our large

industrial drum and then screened and further processed through the compost facility. The

product is then mixed with leaf/yard waste and windrowed outside for six months to finish.

WON is sampling the Nantucket Natural Compost (co-compost) as required by the AOS permit.

PFAS sampling every three months was recently added to the AOS permit requirements.

Sample collection and laboratory analysis is performed to meet MassDEP general PFAS

sampling and laboratory guidelines. MassDEP and U.S. Environmental Protection Agency do not

currently have PFAS standards for dewatered sludge, biosolids (treated sludge) or co-compost.

Since Massachusetts does not currently have PFAS standards that apply to Nantucket Natural

Compost (co-compost), we compared our results to the State of Maine’s screening levels that

apply to co-compost (Soil Beneficial Use) in 2020 and 2021. The levels of PFAS in Nantucket

Natural Compost (co-compost) during both sampling events were below the Maine screening

limits.

The bar chart below shows the Nantucket Natural Compost (co-compost) PFAS sampling results

compared to the Soil Beneficial Use screening levels from the Maine Solid Waste Management

Rules: Beneficial Use of Solid Wastes (2018). The compounds are perfluorooctanoic acid (PFOA),

perfluorooctanesulfonic acid (PFOS), and perflourobutanesulfonic acid (PFBS).

Nantucket Natural Compost (co-compost) PFAS levels are below Maine Soil Beneficial Use

screening levels in October 2020 and January 2021. We will continue to sample PFAS every

three months to comply with the AOS permit.

Other Sample Media: January 2021 PFAS Assessment Sampling

The Town-wide PFAS Assessment and Planning Approach Report lists sampling for PFAS in

dewatered sludge and reclaimed soil as a key action item to further assess presence of PFAS at

Town facilities. In January 2021, WON collected:

- One sample of reclaimed soil stockpiled from the landfill mining program

- One sample of the dewatered sludge from the WWTF

MassDEP RCS-1 standards are used to assess reclaimed soil PFAS sampling results. There are no

PFAS regulatory guidelines and health standards for WWTF dewatered sludge at this time. The

results of both samples are discussed below.

Reclaimed Soil Stockpiles Sampling Results

Reclaimed soil is the soil that was separated from mined unlined landfill waste when Nantucket

had a landfill “mining” program from early 2000s-2019. This soil has been temporarily

stockpiled at the landfill facility while determining options for reuse. The Town would like to

use reclaimed soil as part of the landfill’s cover system for the lined landfill cells. Sampling the

reclaimed soil is a step towards deciding if the soil can be used for this purpose.

The bar chart below shows the Nantucket reclaimed soil PFAS sampling results compared to the

MassDEP RCS-1 standards. The compounds are PFOA, PFOS, perflourodecanoic acid (PFDA),

perflouroheptanoic acid (PFHpA), perflourohexanesulfonic acid (PFHxS), and perflouronanoic

acid (PFNA).

Nantucket reclaimed soil PFAS levels are below MassDEP RCS-1 soil standards. The Town and its

vendor WON will coordinate with MassDEP to determine next steps regarding additional

sampling and testing.

Wastewater Treatment Facility (WWTF) Dewatered Sludge Sampling Results

Dewatered sludge is an output from the WWTF, also known as residuals. Similar to the landfill

facility, the WWTF does not create or use PFAS-containing chemicals. PFAS levels in dewatered

sludge instead come from Nantucket residents and businesses through:

- Waste collection systems (sewers)

- Private septic systems

- Liquid waste from landfill leachate and private treatment systems

The bar chart below shows the Nantucket WWTF dewatered sludge PFAS sampling results.

There are no PFAS regulatory guidelines and health standards for dewatered sludge (WWTF

residuals) at this time. The compounds are PFOA, PFOS, and PFBS.

Because PFAS are or were used to manufacture common household and commercial products,

it is not uncommon to identify PFAS levels in WWTF dewatered sludge.

Next Steps

The Town is working with CDM Smith to better understand the presence of PFAS in all of its

facilities and operations. This effort is part of the Town-wide PFAS sampling and management

strategy program under development. The program aims to further protect the island’s

community health, drinking water sources, and natural resources.

In consideration of these recent sample results, we will be developing a targeted sampling

program to further assess PFAS presence island-wide. This information will help in identifying

source control and reduction strategies. The Town will provide program details to the

community as it progresses.

The Town will proactively complete key action items from the Town-wide Preliminary

Assessment and Planning Approach Report, including updates to the Town-wide PFAS Cycle.

Receipt The samples were received on 1/28/2021 10:30 AM; the samples arrived in good condition, and where required, properly preserved and

on ice. The temperature of the cooler at receipt was 4.4º C.

Method 537 (modified)The matrix spike (MS) recovery for Perfluoroundecanoic acid (PFUnA) was outside control limits, preparation batch 320-459912 and analytical batch 320-460911. Non-homogeneity is suspected because the associated laboratory control sample (LCS) recovery was within

acceptance limits.

Narrative

Receipt The samples were received on 1/28/2021 10:30 AM; the samples arrived in good condition, and where required, properly preserved and

on ice. The temperature of the cooler at receipt was 4.4º C.

Method 537 (modified)The matrix spike / matrix spike duplicate (MS/MSD) recoveries for Perfluoropentanesulfonic acid (PFPeS) were outside control limits, preparation batch 320-458457 and analytical batch 320-459298. Sample matrix interference are suspected because the associated

laboratory control sample (LCS) recovery was within acceptance limits.

Several Isotope Dilution Analyte (IDA) recoveries are above the method recommended limit: R0127 (Rinsate) (320-69426-3). Quantitation by isotope dilution generally precludes any adverse effect on data quality due to elevated IDA recoveries.

The following sample yielded less than required volume (250 mL's): R0127 (Rinsate) (320-69426-3). Elevated reporting limits are

provided.

No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

Narrative

Receipt The samples were received on 1/28/2021 10:30 AM; the samples arrived in good condition, and where required, properly preserved and

on ice. The temperature of the cooler at receipt was 4.4º C.

Method 537 (modified)The method blank for preparation batch 320-459644 and analytical batch 320-460135 contained Perfluorooctanesulfonic acid (PFOS) above the reporting limit (RL). Associated samples were not re-extracted and/or re-analyzed because results were greater than 10X the

value found in the method blank.

The "I" qualifier means the transition mass ratio for the indicated analytes were outside of the established ratio limits. The qualitative identification of the analytes have some degree of uncertainty. However, analyst judgment was used to positively identify the analytes.

The matrix spike (MS) recovery for preparation batch 320-459644 and analytical batch 320-460135 was outside control limits for

Perfluorotridecanoic acid (PFTrDA). Sample matrix interference and/or non-homogeneity are suspected because the associated laboratory control sample (LCS) recovery was within acceptance limits.

The matrix spike / matrix spike duplicate (MS/MSD/DUP) precision for preparation batch 320-459644 and analytical batch 320-460135 was outside control limits for Perfluorotridecanoic acid (PFTrDA). Sample matrix interference and/or non-homogeneity are suspected.

The Isotope Dilution Analyte (IDA) recovery is below the method recommended limit for 13C2 PFTeDA: SC0127 (320-69429-1) and SC0127 MS (320-69429-1[MS]). Generally, data quality is not considered affected if the IDA signal-to-noise ratio is greater than 10:1, which is achieved for all IDA in the sample. The sample was re-extracted with concurring results; therefore, the best set of data have been reported.

The IDA recovery is below the method recommended limit for 13C2 PFDoA: SC0127 MS (320-69429-1[MS]). Generally, data quality is not considered affected if the IDA signal-to-noise ratio is greater than 10:1, which is achieved for all IDA in the MS.

Due to the matrix, the initial volume used for the following samples deviated from the standard procedure: SC0127 (320-69429-1), SC0127 MS (320-69429-1[MS]), SC0127 MSD (320-69429-1[MSD]) and SC0127 Dup (320-69429-2). Sample were prepped at 0.5g (versus 5). The reporting limits (RLs) have been adjusted proportionately, preparation batch 320-459644.

The following samples were light yellow in color (after extraction): SC0127 (320-69429-1), SC0127 MS (320-69429-1[MS]), SC0127 MSD

(320-69429-1[MSD]) and SC0127 Dup (320-69429-2), preparation batch 320-459644.

No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.
