Preface While countless hours have been invested in the development of this plan, and while every effort has been made, it is virtually impossible to plan for every specific hypothetical situation that could arise at the fair. Every situation – both in and out of this plan – will be approached within the four corners of the Responsible RestartOhio guidelines and orders for County and Independent Fairs. It should be assumed – even where not mentioned – that every fair event will require masks, social distancing, and surfaces will be sanitized frequently. The health and safety of exhibitors, guests, exhibits, staff and volunteers are the top priority of the Hardin County Fair board, and all attempts will be made to promote that idea as much as possible.
Personal Protective Equipment (PPE) PPE will be provided for all volunteers and Junior Fair Board members. Face coverings will be required during the Hardin County Fair to comply with the mandated mask order. Gloves will also be permitted. Exhibitors will not be penalized for wearing a face covering while exhibiting their project. Those citing medical conditions that prevent them from wearing face coverings must provide documentation from a healthcare provider. They will receive a special wristband indicating that they are exempt from the rule.
Curfew A 10 p.m. curfew will be strictly enforced. If a show runs past 10 p.m., all exhibitors and guests must be off the fairgrounds thirty minutes after the conclusion of the show.

Hand Sanitation Signage Signage co-branded with the Kenton-Hardin Health Department will be placed near all hand washing stations and in all restrooms. This signage offers guidance on proper hand washing. See Wash Your Hands

Public Address Announcements Public Address Announcements will be made every two hours while the fair is open where fair guests will be reminded about the importance of hand washing. See Signage & PA Announcements Access Additional hand washing and sanitizers will be made available in high-traffic and high-touch areas. A team will regularly check and replenish these stations during their sanitization rounds.
Surface Sanitation Antibacterial cleaning agents will be available at all surfaces including scales, offices, gates, pens, trail obstacles, swine hurdles, etc. The product used will be Quest e. See Quest e Safety Data Sheet.
Restroom Cleaning A professional sanitation company will be hired to clean all restroom facilities. The facilities will be sanitized frequently with a cleaning log kept. Restroom doors will be propped open where possible to reduce touchpoints. Additional portable restrooms will be utilized in the barn area with increased sanitization.
Grounds Benches will be limited, but those available will be sanitized frequently. Trashcans will be emptied daily. Drinking fountains will be removed. Traffic control markings will be implemented on roadways.
Signage & PA Announcements Signage Signage related to the pandemic and the health of exhibitors and guests will be co-branded with the Kenton-Hardin Health Department. Signage includes:

PA Announcements At the beginning of each show and every half hour after, the show announcer will make an announcement in the show ring and barns that promotes good handwashing, face coverings and social distancing. The script will read:
Stay safe at the Hardin County Fair. Remember to practice social distancing at all times while on the fairgrounds. Face coverings are required for your safety
and the safety of others. Exhibitors will not be penalized for wearing a face covering in the show ring. Please take note of the one-way traffic flow around the show ring and please remember to sanitize your hands regularly. Standing
on the railing around the show arena is prohibited. The Hardin County Fair Board thanks you in advance for making our fair a safe and fun environment
for our youth.
Volunteers & Team Members Volunteers will be educated on all policies and procedures regarding COVID-19. All volunteers and team members will have their temperature and symptoms recorded daily.
Admission One wristband will be provided per exhibitor, plus an additional four wristbands for their immediate family, guardians or other representative deemed necessary by the exhibitor to be admitted to the grounds. This wristband will be a specific color valid for the specific day of their show and for the livestock sale on Saturday. This will be enforced by the Hardin County Mounted Posse at each gate entry. All gates will open at 6 a.m.
Building Capacity Building capacity will be followed as determined by square footage. The building capacity will be posted in each building.
King & Queen Ceremony In order to hold a junior fair, a junior fair king and queen must be crowned. This event will be held in the grandstand on Tuesday, September 8th at 7 p.m. Each candidate will be given one wristband, plus an additional four wristbands for their immediate family to gain admittance to the grandstands for the event. Each school superintendent or their designee will be invited to attend the ceremony.

Media Media will be permitted on the grounds during all operations. They must obtain access from the Marketing & Communication Director.
Government agencies & representatives Representatives from government agencies (including but not limited to the Kenton Hardin Health Department, Hardin County Sheriff’s Office, Hardin County Fire & EMS departments, Hardin County Emergency Management Agency, etc.) will be permitted on the grounds during all operations. Representatives shall show identification at the gate to obtain access to the fairgrounds.
Harness Racing Racing blankets will not be given. No spectators or pari mutuels will be at this year’s race. Ohio Harness Horsemen’s Association passes will be honored. All will be required to work out of their trailers. No barn space will be available. See Protocols for a Safe Return to Racing
Barns & Tents Like usual, barns will be disinfected prior to the start of the fair, the Show Arena will be sanitized frequently, and ventilation will be maximized. Exhibitors will be encouraged to wipe down their exhibition spaces during occupancy. Pens assignments – for those that do not have trailers to work off of - will be made with respect to social distancing. Each fair board barn superintendent and their committees will monitor their barn for cooperation and cleanliness. Fans will be engaged to maximize airflow. Individuals will be required to refrain from loitering and gathering at equipment locations. Each barn will follow a traffic control plan. Each livestock department will hold a meeting prior to the fair to review the specifics of their species’ operations.
Livestock Exhibits Parents will conduct a daily symptom assessment of their exhibitors. All livestock exhibitors will be required to work off of their trailers when possible. Those without that capability will be penned in their respective barn. Pens will be available for those who cannot show out of a trailer. If an exhibitor uses a pen, they are responsible for cleaning those pens out. Pop-up tents are allowed. All livestock shows will have a maximum of ten exhibitors in a class. Spectators will not be permitted to eat in the show arena. The Judge and Show Arena Announcer will have separate microphones that will be disinfected between users. The Show Arena will follow a one-way traffic pattern. Standing along the railing of the show arena will be prohibited. Gloves will be worn to pass out awards to exhibitors. Aside from the swine show, the photo backdrop will be located outside the north door of the Dairy Beef Feeder barn. When waiting in lines to weigh or show, there is only one parent, guardian or other representative allowed to accompany each exhibitor. See Show Arena Traffic Flow

Swine Families will be penned together. One pen will be left empty between non-family exhibitors. No show boxes or other equipment will be permitted in the barn. See Swine Barn Traffic Flow Weigh In Swine may begin moving in on Monday, September 7th. The exhibitor and one family member will be permitted in the barn while moving animals in and while weighing. During weigh in, exhibitors and handlers will be required to wait outside of the barn until they are called to weigh unless actively caring1 for their animal. The pen assignments will be announced ahead of the fair.

Show All classes will be completed on Tuesday, September 8th beginning with Showmanship at 8 a.m. Market barrow classes will follow showmanship. Market gilt classes will conclude the show. There will not be a separate born and raised show. Born and raised will be placed in their market classes and will move up if the placing ahead of them is not born and raised. Dairy Beef See Dairy Beef Feeder Barn Traffic Flow Weigh In Dairy beef animals will move in Friday morning. The scales will be open from 7-10 a.m. for both dairy steers and dairy beef feeders. All animals will be tagged at the scales. Show Dairy beef feeder showmanship will begin at 10:30 a.m. The show will break for lunch at the conclusion of dairy beef feeder showmanship for 30 minutes. After lunch, dairy feeder market classes will begin followed by dairy steer showmanship. Dairy steer market classes will finish the show. Buy-Back Auction A Live buy-back auction will be at 5 p.m. in the show arena. At the conclusion of the auction, animals will be released. Animals must be off the fairgrounds by the fairgrounds’ curfew.
1 Actively caring for an animal is defined as filling a feed pan or other device, filling a water bucket or other device, removing manure from a pen or while the fair veterinarian is administering care to the animal.

Dairy See Dairy Barn Traffic Flow Show The dairy show will be held on Friday, September 11th beginning with showmanship at 2 p.m. The show will be in the small animal show arena. Animals will be allowed to start moving in at 6 a.m. Beef Weigh-In Beef animals will weigh first-come-first-serve from 8 a.m. to 10 a.m. Show The beef show will begin at noon on Thursday, September 10th. The show will begin with showmanship, followed by beef breeding and beef feeders. Market steers will conclude the show. Horses Horses will show on Wednesday, September 9th beginning at 8 a.m. There will be no more than ten animals per class or in the arena at any time. The make-up area will be roped off to enforce the one-handler rule. Awards will be placed on a table where the exhibitor or handler can retrieve them. Draft Horses Draft horses will show in the Junior Fair Horse Show. Poultry Weigh In Animals will be weighed in at 8:30 a.m. Animals will be weighed on a first-come-first-serve basis. Scales will close at 9:30 a.m. Show The Poultry Show will be held on Tuesday September 8th starting at 9 a.m. in the Small Animal Show Arena. Classes (except market classes) will be divided into sub classes prior to the fair and will be shared online with all current updates as well as be available the day of the show. There will not be a Poultry Tent this year. Exhibitors are encouraged to bring their birds to the fair ready to show with only the equipment that is absolutely necessary. The Sheep and Goat barn can be used if needed but will be prioritized to the turkey exhibitors. Exhibitors are encouraged to show from their vehicles and/or trailers and/or bring a popup tent to setup. The show order will be: Div. 803 Class 1 – Call Ducks Class 2 – Ducks, Lightweight breeds Class 3 – Ducks, Heavyweight breeds Class 4 – Geese

Goats See Sheep/Goat Barn Traffic Flow Weigh In Animals will weigh in from 8 a.m. to 9 a.m. Animals will not be tagged and will be identified with scrapie tags. Show Goats will be shown Thursday, September 10th. Rabbits Weigh In Animals will weigh in their pen of three market rabbits at 8:00 a.m. Show The rabbit show will be held on Wednesday, September 9th. The show will begin at 9 a.m. and will follow the schedule published in the Hardin County Fair Book. The show will break at noon for lunch. Showmanship will be held after lunch, followed by any remaining classes. The rabbit show is a carrying case show and will ARBA carrying case show rules will be followed. Weigh In Scales will open at 7 a.m. and will close at 10 a.m. Animals will be identified using scrapie tags. Show The show will begin with the breed show at 11 a.m. on Wednesday, September 9th. Showmanship will be held at noon. The market lamb show will follow showmanship. Born and raised will be shown in conjunction with the market lamb show. Dog The dog show will be held on Friday, September 11th at 1 p.m. Rope or caution tape will be used to block the open sides of the shelter house leaving only and entrance and exit. These openings will be clearly marked with signage to ensure one-way traffic. The judge will be encouraged to wear a mask while asking showmanship questions and for examination of dogs. Junior Fair Board members used as posts will be asked to wear masks. Family members will be encouraged to only come to the spectator viewing area during their exhibitor’s exercises; otherwise, they will be asked to remain in the grassy area away from the show area. Benches will be placed six feet apart around the show area. Parents and immediate family members will get first choice opportunities for seating.
Junior Fair Livestock Sale Arena Office Operations The Arena office will be limited to essential operations and support staff only. Buyers will be billed at a later date. Livestock Sale Operations No animals will be permitted inside the sale ring. Buyers will be required to register for their buyer number online at hardincountyfair.org. Buyers will be encouraged to bring a chair and practice social distancing in the buyer gallery. The sale bill will only be distributed online. Add-ons will be invoiced. Credit cards will be able to be processed in the sale arena. Splits of four buyers or less will be even-splits only. More than four splits must have a list. Numbers will be repeated for sale staff; however, no buyer names will be announced this year. The sale order will be by species, then in alphabetical order by last name. The sale bill will appear on the TV screens using ShoWorks Auction Companion. Champions will sell at noon.
Non-Livestock Exhibits 4-H 4-H Non-livestock exhibitors will submit a photo of themselves with their project to the Hardin County OSU Extension Office. A slideshow of photos will be made available online and will play in the show arena to recognize these exhibitors.

Co-curricular School-based co-curricular activities like art, family & consumer sciences, and FFA will submit a photo of themselves with their project to their teacher. A slideshow of photos will be made available online and will play in the show arena to recognize these exhibitors.
Food Concessions All merchants and vendors are strongly encouraged to provide sufficient hand sanitizer to ensure good practices for their specific rental space. Modified food vendor rules will be posted online and will be provided at time of arrival. Food vendors will follow the Dine Safe Ohio order and all relevant guidelines.
Plan Communication Webinar The Hardin County Fair and Hardin County 4-H are planning a webinar to go over the general aspects of this plan. Livestock Species Meetings All livestock exhibitors – or a designee from their family - will be required to attend their species meeting where their department’s superintendent will discuss the operation procedures for their specific barn and show. Exhibitors and families will be encouraged to ask questions. They will also pick up their admission wristbands.

Office Operations The fair office will not be opened this year. The only office that will be open will be the Secretary’s Office. During the month of August, the office will keep its off-season public hours of Wednesday and Friday from 9 a.m. to 4 p.m.

2020 COVID-19 Fair Racing Best Practices A. Statewide Mandates for Operation During COVID-19.
The Best Practices are current as-of the State of Ohio’s Orders issued May 29, 2020. This document is a working document and will continue to be updated throughout the summer as State of Ohio and Health Department Orders are modified. Check ohha.com/covid19 for updates.
- Ohio Department of Health Order Dated May 29, 2020 in effect specifies, “public and privategatherings of more than 10 people are prohibited” outside of specific Orders issued by the State ofOhio and the Ohio Department of Health. The State of Ohio has issued industry-specific protocolsfor Fair resumption and Horse Racing to resume under specific guidelines.
- As of the issuance of this Best Practices memo, Harness Racing has operated with local healthdepartment approvals for ten days. Spectator-less Racing has been conducted at the followinglocations during that time; Delaware County Fairgrounds (3 separate days), Warren CountyFairgrounds (1 day), Eldorado Scioto Downs (9 days), and MGM Northfield Park (5 days). That hasresulted in 2,071 horses racing in 273 live races. During the first 10 days of operation under theHorse Racing COVID-19 Protocols (at page 2), harness racing has complied 100% with all protocolsand health orders in place. Spectator-less racing is safe, compliant, and can continue under allcurrent health orders.
- Under the current Orders in place the limit on gatherings hinders offering pari-mutuel wagering.This is also currently the case at the pari-mutuel racetracks. There will be no onsite wagering forracing to reduce the likelihood of congregation and to limit touchpoints on the grounds. If a fairoffers ADW export-based wagering with remote patrons, that is currently permitted under the OSRCprotocol.
- B. Ohio State Racing Commission Statewide. Protocols for a Safe Return to Racing w/o Spectators
- Are in effect, statewide Horsemen are used to complying with the protocol and have been complyingsince May 16, 2020 with excellent compliance. Actual Protocol is attached at page 2, and must befollowed by everyone participating at a standardbred or thoroughbred pari-mutuel racetrack statewide.Along with the Protocol is the same Racing Screening and Acknowledgement Form in use at the pari-mutuel racetracks to provide evidence of compliance with the Health Screening required.
C. Coordinating Protocols and approval with Local Health Board. Protocols for County FairgroundsHarness Racing – No Spectators, sample attached at page 5.
- Fair Boards are responsible for drafting 2020 protocol specific to each county fairground location,with approval given by the Local Board of Health. Recommendation is to provide an amendedprotocol (based upon the full-pari-mutuel racetrack version) to the Local Health Departments forapproval approximately two weeks prior to scheduled racing. The document that follows at page 5is a sample of what has been used at the County Fairs that have already conducted harness racingunder the COVID-19 Protocol.
