    Quietly, and without fanfare, volunteers haveeen working to construct the Joe Nuxhall

    Miracle League Fields at Hatton Park. It haseen no easy task, even with skilled labor ll donated from several unions dedicatedo the dream.

    Laborers Local 534, InternationalBrotherhood of Electrical Workers Local 648,nd International Union of Operating

    Engineers Local 18 have all joined together inhe project.

    Even before work could begin, the communityulled together to generate the start-up funds

    or the totally handicapped accessible baseball

    park. The Hatton Foundation assumed theleadership role in fundraising, challenging thecommunity with a $500,000 matching grant.Local businesses have already committed$675,000 growing daily incontributions toward a $2.5 million goal of

    financial, supply or labor needs to not onlybuild the two-field complex, but also tomaintain and operate the fields.

    The complex will include two rubberized andlighted softball fields, stadium style seating, a

    9 x15 LED video board, and a pavilion house a concession stand, restrooms,equipment room and a press box.

    The complex was designed to beenvironmentally friendly, with 75 percent

    the lighting to be state of the art LEDtechnology from LSI Lighting Industries.

    The June 10 dedication ceremonies will mthe 68th anniversary of Joe Nuxhalls firstMajor League appearance.

    The mild winter allowed development of

    Huffman Park to commence in mid-February. Large quantities of earth havealready been moved to allow for constructionof the driveway, parking lot and restroomfacility.

    The house and garage were deconstructed inFebruary by Building Value, a non-profitaffiliated with Easter Seals Work ResourceCenter. Building Value provides hands-ontraining in the construction industry todisadvantage people. In addition, 85 percentof the building materials were destined to be

    sold in the groups resale store or recycled,

    reducing the amount of debris going to

    landfill.

    The park has been designed to provide interactive learning experience, includininterpretative pond, windmill andcommunity gardens. A childrens play a

    Utility rates remain areas lowestF

    or the fourth consecutive yearFairfield has won thedistinction of having the

    owest water rates in the region,ccording to the City of

    Oakwoods latest annual survey ofhe rates charged by communitiesn southwestern Ohio. The surveylso shows that Fairfield has thehird lowest combined water andewer rates in the region.

    The latest findings show thatFairfield is still extremelyompetitive in its rates for waternd sewer services, which saw alight increase over the last year.

    Fairfields rates increased 4.6

    percent, in line with the 3.77-3.88percent increases reported byhose participating in the annualurvey.

    The survey compares the cost of 22,500gallons of water (or 3,000 cubic feet of water)n a three month period, as of March 1. Theost of water alone in Fairfield was $54.71, theowest of 66 communities in the annualurvey. Fairfields rate for water is about halfhe mean cost of $100.54 reported in theurvey.

    Combined water and sewer charges foundFairfield to be the second lowest of 63urveyed communities that supply bothervices. Fairfields combined water and sewerates were $148.10 for the three month period,ust slightly higher than Union and

    Englewood, where a similar water bill wouldhave been $132.70 and 138.84, respectively.Fairfields rate is far below the mean rate of221.31 found in the annual survey.

    n the area of sewer rates alone, Fairfield

    anked 16th of 63 communites with sewerervices. A three-month sewer charge in

    Fairfield is $93.39, significantly below themean charge of $120.39.

    Like most public utility operations, Fairfieldwater and sewer costs are offset by feesharged to those receiving services. Inddition to offering attractive rates foresidents, low water costs can be a significant

    draw for industries and developments needingarge quantities of water.

    Imagine trying to predict where a water

    main or sewer line might fail before aproblem occurs. With 169 miles of water

    lines in the City, such predictions are nearlyimpossible. Thanks to a three-year study,Fairfields Public Utilities Department hasproactively identified areas that should receiveattention before problems occur.

    Addressing needs in advance will enable theCity to budget for more defined, annualupgrades and avoid eventual multiple failuresthat could create a financial burden on thePublic Utilities Department, which operates

    solely off the fees charged to customers. Suchplanning will help keep utility rates as low aspossible.

    Fairfield first began installing water lines in1957. Sewer lines were installed beginning in1967. The study shows that the networks arein good shape. Sewer lines in particular are ingood repair, having been inspected andrelined, where necessary, over the past 15 yearsin a systematic program to reduce rainwaterinfiltration and eliminate sewage backups.

    The study has scored three percent of

    Fairfields water lines with a critical ratingmeaning they are reaching the end of theiuseful life and should be replaced in orderavoid a future failure. As a result, the Citbegun planning to strategically replace ontwo miles of its water lines annually. Sucplanning means the City can budget abou$250,000 to $400,000 a year to update omains and ensure that Fairfield can addrethe needs of residents for another fifty yea

    When a major fire drains acommunitys emergencyresources, a call for mutual aid is

    ften sounded to nearby communities.The concept of mutual aid provides aegional approach to government

    preparedness so entities can rely on otherurisdictions to help meet extraordinary

    demands. Usually, mutual aid applies toire and police needs. It can also apply tother departmental services as well.

    When nearby Moscow was hit with amassive tornado on March 2, 2012, a callwas sounded for help in cleaning up in theverwhelming aftermath. The Fairfield Public

    Works Departmentresponded to the call withcontribution of four workers, each driving a

    dump truck from March 13 to 15. Their taskwas to help move debris from a massiveemporary collection site to a permanentocation in a nearby landfill.

    Those answering the call wereMaintenence workers Randy Levline,

    David Bond, Charlie McHugh and TomHall. They were among scores of crews

    from an estimated 30 other jurisdictionsthat responded to the call for help in the

    wake of the killer storms that destroyed 70percent of the community.

    It was the right thing to do, said Randy,who served as crew foreman. After all, ifFairfield was hit with such a disaster, areacommunities would help us.

    Randy was quick to point out that wfour workers were on site in Moscowaid was a combined effort of the ent

    Public Works Department, with fellworkers accepting additional day-toresponsibilities to ensure all local tas

    were covered.

    What we saw was unbelievable, saRandy. We werent asked to help uabout two weeks after the storm hit,much of the immediate clean-up waalready done, but still overwhelming

    Collectively the four workers contributedhours to collect 21 loads of debris weighin

    178 tons.

    As we waited for the trucks to be loaded,couldnt help but think that these people up and went to work the morning of thetornado, he said. At the end of the daytheir homes and most of their community

    were destroyed. Some couldnt even get bto their home. They lost everything.

    It was the right thing to do.Fairfield responds to tornado clean-u

    Weather patterns in recentyears are spawning far morethan an isolated tornado.

    They are now producing massiveells a mile wide or swarms of

    multiple twisters that devastatentire communities. The trend has

    prompted the National Weatherervice to begin warning of mass

    devastation when a storm showsxtraordinary strength.

    Knowing what to do has never beenmore important as tornados speedcross the landscape. The recent twisters toake across the Tristate were advancing onowns at 70 miles an hour. leaving little timeo react.

    Residents are encouraged to develop an actionplan now by considering the following tips:

    AT HOME: Go to the basement and get under aturdy object, such as a workbench. If there is

    no basement, a small room inthe middle of the house (acloset or bathroom) is best.

    Always stay away from outsidewalls and windows.

    AT WORK OR SCHOOL: Stayaway from large open roomslike auditoriums andgymnasiums, and rooms with

    windows. Lie low with hands

    covering the back of yourhead and neck to minimizepotential injury.

    IN A SHOPPING MALL: Go to a designatedshelter area or to the center of the building ona low level. Stay away from large open roomsand windows. Never seek shelter in cars inthe parking lot.

    ON THE ROAD: Never try to outrun a tornadothat is posing an immediate threat. Park yourvehicle and seek shelter. If a sturdy structure

    is not readily available, find a ditch or lowspot in the ground. Stay away from cars atrees, which may become airborne.

    IN GENERAL: Always be mindful of theunbelievable force of high winds. Even smobjects can become deadly missiles. Stay from windows or exterior walls. Try to loyourself next to a sturdy structure or obje

    which could provide structural support toprotect you from heavy falling debris. Lie

    down, preferably under a sturdy object, anuse your hands to cover your head and neminimize injury.

    THE AFTERMATH: Emergency help usuallyarrives within minutes. Keep family memtogether. If possible, wait for help to begirescue efforts. Stay out of damaged build

    which may collapse without warning. Bemindful of a potential gas leak, even inbuildings without heavy damage. Never match or open flame device to check darkareas; instead, use a flashlight.

    Two new industrial projects wererecently announced, that willcreate new jobs and investmentin Fairfield.

    Rolled Alloys, Inc. is a specialtymetals products manufacturerwith 18 locations across NorthAmerica, Europe, and Asia. Thecompany will construct a new65,000 square foot facility onan 8-acre site on ThunderbirdLane in Fairfield. The site islarge enough to accommodateadditional future expansion onthe remaining acreage.

    Total investment in the projectwill exceed $5.5 million, with 34jobs to be created. Constructionbegan earlier this spring, and

    should be completed by late2012.

    The OGara Group is a securityproducts and services providerbased in Sycamore Township.The company recently leased anexisting building at 310Osborne Drive in Fairfield for itsvehicle armoring division, adivision named ProtectionDevices Inc. PDI has recentlysecured several contracts tosupply armor protected vehiclesfor governmental and privatecustomers, and more contractsare expected in coming years.

    In order to accommodate thisprojected growth, the companyneeded additional space. The

    Fairfield plant will initiallyemploy about 25, with hopegrow to nearly 100 employewithin a couple of years.

    Industrial development has bslow over the past few yearsto the recession and continueeconomic uncertainty. TheRolled Alloys project represethe largest new industrialconstruction development inFairfield in more than 2 yearSimilarly, the OGara projecrepresents one of the largestpotential job creation projecFairfield in several years. Thprojects offer hope that theeconomy is improving and 2will bring more jobs andinvestment to Fairfield.

    The 2012 City of Fairfield Memorial Day Parade will be held on Monday,May 28th. The parade will feature veterans groups, military units, theFairfield High School Marching Band, community groups andorganizations, the Fairfield Police Department, and Fairfield Fire and

    EMS units. The parade will form in the parking lot of Medco located at4865 Winton Road. Line up time is 9:15 am. The parade will leave theparking lot at 10:00 am, turning left onto Hicks Boulevard; right onNilles; left on Bibury; right on Wessel Drive and end at VeteransMemorial Park, 700 Wessel Drive.

    The parade concludes with a brief ceremony to pay tribute to ourveterans, both past and present, at Veterans Memorial Park. Guestspeakers include representatives from AmVets Post #71, VFW Post#1069 and City of Fairfield Mayor Ron DEpifanio.
