BackgroundTheFairfieldSchoolDistrictInformationTechnologyDepartmentinconsultationwiththeDistrictTechnologySteeringCommitteehascreatedaplantoinsurecapacity,easeofaccessandsecurityofthecomputingnetworkandenvironmentforthenextthreeyears,inalignmentwiththestatetechnologyplan.Thisdocumentwilldescribetheplan,itsbenefitsandstrategies,andrequiredresourcestomeetthoseplannedobjectives.
TheCommitteesworkputforwardthefollowingbroadobjectivesforthenextthreeyears:
• MoveallinstructionalresourcestobeaccessibleviatheInternetinsupportof24/7/365learning
• Updatethenumberofdevicesavailabletostudentsatalllevels;andequitableaccesstothoseresources
• Improvethequalityandquantityofstorageavailabletoretainstudentworkinasecureenvironment
• InsureallresourcesusedmeettheprotectionandprivacystandardsofCOPPA,CIPAandFERPA
• Continuallyevaluateandupdatewirelessaccesswithintheschoolstomeetdemandofstudents,facultyandstaff
• Continuetomovetoelectronicdocumentcreation,usageandstoragetopreserveresources
CurrentStateoftheNetworkTheschoolnetworkwasdesignedoriginallyasadistributedenvironment;witheachschoolitsownminicomputernetwork.Thiswasreasonableatthetime,asconnectionsbetweenschoolswerenotalwaysreliable,andminimalresourcesrequiredaccesstotheInternetortocentraloffice.Studentsandfacultyfilesandresourceswerelocatedonschoolbasedserverstoinsureaccessduringtheschoolday.Theoriginalnetworkwasbuiltonasmallbusinessmodel.
Astimehaspassed,anewwideareanetworkwasinstalledin2005,increasingcapacityandreliabilitytocentralizedresources.Theuseoftoolssuchasemailhasexploded,andhasbecomeaprimarycommunicationvehicleforthedistrict.
ThestateofConnecticutprovidedInternetaccesstoallschools,whichFairfielduses;whichisreliableandhasadequatecapacity.Manymoreinstructionalandproductivityresourceswereautomated,andareaccessibleviatheInternetorfromthecentraloffice,ratherthanlocallyonschoolserversanddesktopcomputers.
Asthesetrendscontinue,andmorebusinessandeducationalfunctionsarehandledthroughelectronicmeans(e.g.formworkflowsforapprovals;assessments;curriculumcontent)thenecessityofastableandappropriatelysizedcomputernetworkandsystemsarchitecturehasbecomeimperative.Thatsaid,resourcesarelimitedandthedepartmentplanistocontinuewithchangestomaximizeaccesstofiles

andapplicationswhileminimizingthecostofequipment,softwareandsupportstaffrequired.Thedistrictnetworkhasgrowntoanenterprisemid-rangenetworkfromitsoriginalsmallbusinessorigins.
StorageCapacityandServerConsolidationOverthepastthreeyears,thedepartmenthasinstitutedtheuseofvirtualservers.Thisallowsthedistricttouseoneintegratedbladesystem,whichincludesserverfunctionalityandstorageformultipleenvironments.Forexample,the11elementaryschoolservershavebeenconsolidatedontoonepieceofhardware.Thatsamehardwaresupportsmanyotherapplications.
Wehaveplacedbladeserversateachhighschoolaswellascentraloffice.Initially,thisplanallowedforthecreationofreplacement“student”and“faculty”serversinavirtualenvironment,ratherthanhavetheneedfortwoseparatephysicalserversateachsite.
Eachofthesethreebladeserversprovideforgrowthasadditionalstoragecapacitycanbeaddedtothem.Thestoragecanalsobetiered,meaninglowercosttypesofstoragecanbemixedwithhighercoststorageinthesame‘array’.Theserversuseasoftwareproductthatenablestheservertoplacedatathatisnotretrievedbyusersfrequentlytodrivestoragethatperformsataslowerratethanstoragethatsupportshighdemanddata.Thisisimportantasitkeepscostsdownandbecauseit’sintegrated,requireslessengineeringresourcestoimplement.Thefirstwaveof“smartstorage”isrequestedinthe2015-16budgetproposal.
Theengineeralsomanagesthevolumeofdatabyutilizingtoolssuchasde-duplication.Deduplicationisaprocesswhereintheoperatingsystemoftheserverhasthecapacitytocomparedatafilesheldbyonepersonormultiplepersonsonthesameserver.Itmaintainsthelinkforeachpersontogettothefilesasexpected,butratherthanstoringmultiplecopiesofanexactcopy,itkeepsonlyone.Thisistransparenttotheuser.
De-duplicationnotonlysavesspaceontheserverstorage,butalsosavesbackupdiskspaceandoverheadascriticalproductionserversarebackedupdailytoathirdpartysitefordisasterrecoveryandbusinesscontinuitypurposes.
TriSANDesignThecreationoftheStorageAreaNetworktrianglebetweenthecentraloffice,FWHSandFLHSispartoftheserverconsolidationprocessdescribedabove.Thewideareanetworkwhichconnectsallschoolsusesthesethreesitesasthecore.AllK-8schoolsfunneltooneofthesethree,themajorityatoneofthetwohighschools.ThereisalsoadirectWANconnectionbetweenthehighschoolstoinsureconnectivityshouldcentralofficebeoffline.
TheTriSANdesignistomovecriticalresourcesbetweenthethreesites,sothereisnotonepointoffailure.CurrentlythePdriveandtheUdrivearenolongeronthecentralofficeservers,butlocatedatthehighschools.

Aspartofthisprocesswewillalsoconsolidatevirtualserversbylevel.Thismeansinsteadofhavingandmanaging11virtualelementaryservers,wewouldhavethree-oneateachofthethreecoresites.Thisreducesoverhead(servermanagement,power),whileprovidingredundancyshouldonesitehaveapowerorsystemfailure.
ImplementationofVLANs(FY2015-16)Thedistrictwillbeginimplementationofvirtuallocalareanetworkswhichwillpeeloffbandwidthandassignittodiscreetfunctions-suchaswirelessdevices;voicesystemsandthelike.Essentially,thispracticecreatesseparatebroadcastnetworks,simplifyingIT’sabilitytosegregatetrafficonthenetworkbydevicetypeorpurpose,andthereforeapplyingdifferentqualityofserviceasdesired:Voicetraffic,forexamplewouldgetahigherprioritythanguestWi-Fidevices.VLANsprovideflexibilityandadaptabilityasnetworkrequirementschange.
WirelessNetworkingIn2009thedistrictinstalledwirelessnetworkingatthetwohighschoolsandcentraloffice.TheK-8schoolsiteswereaddedin2012-2013.DuetothedemandforaccesstowirelessaccesstotheInternet,drivenbypersonallyownedsmartphonesaswellaswirelessdistrictownedlaptopsandtabletsthedistrictincreasedthedensityofthewirelessnetworkin2014atFLHSandplanstodothesameatFWHSin2015.Therearealsoplanstoexpandwirelessaccesstotheathleticfieldsatthehighschools.
UseofCloudServicesorSAASThedepartmenthasrecommended,andultimatelymovedincoordinationwithotherdistrictdepartmentsseveralkeyapplicationstoSAASorsoftwareasaservice.Thismovestheneedtohostorprovidetheseapplicationsondistricthardwaretoprivate,securecloudspace.Applicationsmovedfromtraditionalinhouseserverstovendorhostedare:TylerMunisFinancialandHumanResourcessystem;FollettDestinyLibraryCirculation,TextbookandAssetManagerandEducationLogistics’Edulogwhichhandlesbustransportationroutingandplanning.
Asaresultofthesemovesthedistricthassavedsupportresourceswhichcanfocusonotherprojects;operatingexpensesinutilitycostsandbackupsystemsandcapitalcosts(forreplacementservers).
UseofGoogleandMS365ThedistrictimplementedtheuseofGoogleandMS365cloudaccountsforstudentsandfacultybeginningin2012.Thedomainsofthesecloudsystemsarefairfieldschools.netforGoogleandffldschools.orgforMS365.Eachstudentandfacultymemberhasanaccount,althoughmanymaybeinactive.Astheyareintroducedandinstructionalpracticeischangedtoincorporatethem.Theyareonemoretoolinateacher’stoolbox.
ThedomainsarecurrentlysecuredandsettolimitstudentstocorrespondenceonlywithothersintheFairfielddistrict.ThishelpstoinsurecompliancewithCOPPAandCIPA.Theremaybecompellingreasontoexpandandcreateaseparateclouddomainspaceforhighschoolstudentswithoutthislimitation.

UpgradeVPNandFirewall(Summer2015)ThecurrentCiscoFirewalldoesnotsupportwebbasedvirtualprivatenetworking,andrequiresaclientinstalltofunction.WehaveattemptedtouseanotherBarracudadeviceforwebfilteringandVPNaccessforstudents,butthenavigationprovedoverlydifficultformostusers.Asthesetwodevicesareendoflife,wehaveproposedanupgradetoanewCiscofirewallwithFirepowerservices.Thisisanextgenerationfirewallwhichisthreatfocusedandincludesprotectionagainsttargetedandmalwareattacks.Schooldistrictsareincreasinglyseeingattacksfromexternalsources.Introducingwebaccessibleapplicationswhereusersareoperatingonnon-districtequipmentincreasestheabilityofmaliciousattack.Theimprovedfirewallsystemwillhelptomitigatethesethreats.
SingleSignOn(SSO)Tofacilitatestudentandfacultynavigationandaccesstoonlineresourceswhetherinternallyorexternallyhostedthedistrictispursuingacquisitionofasinglesignonproduct.Whatthisdoesiscreateaportalscreenwherestudentswouldbepresentedwithallthesoftwareapplicationsthedistrictoffersthroughawebpage.Oncethelogininformationiscompletedforeachapplicationonce,thestudentwouldbeabletoclickandgo.Italsoprovidesbetternavigationtocloudandinternalstoragetotheuserandfacilitatessavingandretrievingfilesonpersonallyownedanddistrictdevices.
WebsiteThedistrictwebmasterhascompletedthere-launchofourwebsiteinJanuary2015.Thenewdesignwillsimplifynavigationforusers,providedepartmentswithsimplifiedresourcesforposting,makethesitesmartphoneandtabletready,andimprovethelayoutforbetterwebdesignandmanagement.
AspartofthisprocesswemovedthehostofthewebsitefromourlocalvendortoRackspace®,an
industryrecognizedbusinesscloudservice.Thisprovidesuswithscalabilityandimprovedsupportasaccesstoourwebresourcesbecomesincreasinglycrucialtothebusinessofthedistrict.
Workwillcontinuewithschoolanddepartmentuserstofacilitatetheiruseofthewebsiteforschoolandclassroompostings.
DisasterRecoveryandBusinessContinuity
Thedepartmenthasimplementedbackupsystemsasfollows:
Theemailsystemcanbe“failedover”toaduplicateMicrosoftExchangeemailsystematNetworkSynergy’sofficesinTrumbull.ThissystemwastestedonDecember3,2014.Duetothecomplexityofredirectingemail,itrequiresanapprovaltoimplement,andanapprovaltodisengageoncetheproductionenvironmentisre-established.
In2015,thedepartmentwillbeimplementinganewemailvaultsystemthatwillputemailintothecloudforretrievalforlegalandregulatorypurposes.

FinancialandHumanResourceSystems
Aspreviouslynoted,thedistrictmovedtoSoftwareasaServiceandtheTylerMunisfinancialandhumanresourcedatabaseapplicationisnowhostedbyTylerfromMaine.TylerhasseveralremotesitesthatbackupandactasredundantsitesshouldtheyhaveanelongatedfailureinMaine.ThesystemcanbereachedviatheInternetonmobiledevicesthataresetupwiththeappropriateTylerVPNclient.Wehavetwolaptopssetupinthismanner.Additionallywehavesubscribedtotwomobilehotspotstoprovideacellularbasedalternativetothedistrict’stypicalInternetaccessshouldcentralofficenotbeavailableoraccessible.Tyler’sDRprocessfortheprintofchecks,shouldourprintingenvironmentbeunavailable,istoprinttheminMaineanddeliverthemtoourdesignatedlocationbydriverorbyFedEx.
Student,StaffandFacultyfiles
Allstudent,staffandfacultyfilesarebackedupincrementallyduringeachbusinessday.Thesebackupsareretainedattheendofeachfiscal/schoolyearinlateJune.Atthatpoint,theaccumulatedfilesarearchivedtoayear-endmasterfileandanewsnapshotistaken.ThenewsnapshotisthenthefoundationfortheNewYear’sbackup,withincrementalsaddedperiodicallyeachbusinessday.
Thisprocessusesdisktodiskstorage.ThebackupsarelocatedatourthirdpartyvendorsiteinTrumbull,andarealsosavedtoanoutofstatebackupsite.Itisimportanttonotethatrestoringafilefrombackuprequiresknowledgeofwhichserverthefilewasoriginallysavedto,andthefilename.Additionally,olderfilesmaynotopencorrectlyasoperatingsystems,Officesuitetypeschangeovertime,causingolderfilecorruptionanddataloss.
ThemigrationtoGoogleDocsandMS365providesforadditionallocationforstudentwork.Eachoftheseprovidersbacksupandstoresfilesinmultiplelocationstoinsureaccess.
DataAnalysisandReportingThedistrictacquiredlicensesforTableau,whichisadataanalysis/dataminingsoftwarewiththeimplementationofInfiniteCampusin2013.Thesetwoproductshavefacilitatedthedistrict’sabilitytopulldataelementsfromdisparatesourcesforanalysis.AserveracquiredwithhighI/Ocapacity(canhandle“crunching”largeamountsofdata)in2015willhelptosupporttheDistrictImprovementPlan.
AnewlyformedDistrictAssessmentCommitteeisdevelopingquestionsforfutureanalysistoaidcurriculumleadersandschoolsmeettheirgoalsandobjectives.
InfiniteCampusTheimplementationofInfiniteCampusin2013hasprovidedmoreopencommunicationbetweenstudents,parents,facultyandstaff.Theproductcontinuestoevolveandisplannedtolaunchadditionalcurriculumandlessonplanintegrationandmanagementtoolsintotheinstructionalmoduleoftheproductinthesummerof2015.Thefiveyearplanofthesoftwarepublisheristointegratethesystemwithalearningmanagementsystem.

InstructionalIntegration
Asof2015,thedistricthasteacherswhosupportotherteacherswiththeintegrationoftechnologyintocurriculumandinstructionatthesecondaryschools.Atonepoint,tenorsoyearsago,thedistricthadtechnologyintegratorsattheelementaryschools.
Theeffectivenessoftheintegratorsinassistingteachersinadoptingtechnologiesnativetostudents,suchasGoogleClassroomandMicrosoftOneNoteClassroomdemonstratestheneedtoinsurethistypeofinstructionalsupportcontinues.Weproposethatasecondtechnologyintegratorbehiredforthehighschools.Atthemiddleschoollevel,weproposeareviewofthecurrentjobrolesoftheresourceteacherstofacilitatemoretimeforthemtoworkdirectlywithteachers.Elementaryschoolsshouldhaverestorationoftwoofthethreepositionseliminatedtoprovidetechnologyintegrationsupportatthatlevel.
ThecommitteealsorecommendsthecreationandadoptionofanInstructionalleaderforTechnologyposition.Thiswasproposedinthe2012-2015planaswell.Thispositionwouldassistintheevaluationofsoftwareandapps;workwiththecurriculumleadersandliaisonstoinsuretechnologywasintegratedintothecurriculum.
