Solution:
This problem of slow development in education
within almost five decades was also accompanied by the lower
net enrolment rate in the Philippines from 91 percent in
1999 to 90 percent in 2006. Other Southeast Asian countries like Malaysia and Thailand had already achieved and had been maintaining almost 100 percent net enrolment rates, leaving the
Philippines behind.

education in the Philippines and provides for compulsory
elementary education and free high school education
