I. INSTRUCTOR INFORMATION Hello Class -- My name is Sandhya Shimoga and I am your instructor for HCA 416, Management & Information Systems.
I am an Assistant Professor in the department of Health Care Administration. I have a Ph.D. in Health Policy & Management from UCLA; a Masters degree in Management & Health Care from University of Maryland and a Masters degree in Physics from Indian Institute of
Technology Madras (IITM), India. I have worked in the healthcare industry for over a decade in both provider and payer sides of the business.
This course is an introduction to the management and information systems in healthcare settings. We will explore systems architecture and data standards; different uses of data in healthcare organizations; health information security and concepts of system life cycle. We will utilize hands-on lab sessions to learn data manipulation for supporting managerial functions. This is a fast-paced class with lots of hands on learning
in class and hence, it is important to do your assigned readings before class. This class is a ‘shared journey’ where we both will commit to do our parts and learn from each other. Do not hesitate to reach out to me or to
your classmates if you need help.

Communication Policy

sent via emails which are linked to your BeachBoard accounts. Please make sure to check your email (that is linked to BeachBoard) and also the class website for announcements and updates.
I will usually respond to your emails within 24-hours on weekdays and within 48 hours on weekends and holidays. If you do not receive a response within this time frame, assume that I did not receive your email and resend it or

Catalog Description Evaluation of concepts, analysis and design of management information systems; management decision models,
and strategies for implementing system changes. Letter grade only (A-F). Pre-requisite/Co-requisite: HCA 300.
Course Structure First meeting is on August 29th. If you miss this class, you will be dropped from class as per university policy.

Computer Requirements
For this class, most of your readings and assignments will be on BeachBoard so you need to make sure that you will have access to a computer and internet to complete your course. Your computer should have some basic software
and hardware in order to use BeachBoard. Minimum Computer Requirements:

Internet Connection: DSL or Cable
Software: PDF Reader, Word, Excel, Access, PowerPoint (available via CSULB for students)
Plugin: Java, Shockwave/Flash Player
Two open access computer labs are available for current CSULB students. Both the Horn Center (located in lower campus) and the Spidell Technology Center (located in Library) are great resources for students needing to use a computer. Visit the Open Access Computing Facilities website for an extensive list of all available software installed in
both computer labs. Most public libraries also have computers with internet access that you can use for free. However, please make sure that these machines satisfy the minimum computer requirement stated above. You will need to use MS Excel and MS Access for your data analysis.

To work on this course, it is assumed you have: • Basic computer skills (word processing, e-mail, file management)
• Introductory skills with Excel • Basic Internet skills (use of browser, searches, uploading/downloading files) • Familiarity with discussion boards

Time
Commitment
Completion of this course including readings, discussions, assignments and projects should take at least 10 hours per
week. It is best if you commit to working about 2 hours per day for 5 days a week so that you are not overwhelmed with all the content all at once. The time spent may vary depending on your familiarity with online platforms such as discussion boards and quizzes.

Drop Policy Students who fail to show up for the first meeting will be dropped from class. Withdrawal
Policy

Using social media or being on personal text messages etc. disrupts class and hence learning for your classmates and yourself. Please note that repeat offenders will lose in-class activity points. V. ASSIGNMENTS & ACTIVITIES In Class Exercises
(ICE)
In class exercises are based on the current week’s lecture(s) and readings and should be done in class. Except for hands-on ICEs, most of these are GROUP exercises and the instructor will randomly assign you to a group during the first week of class. Lab based ICEs are considered practice sessions and are to be done individually but you can consult with neighbors or
teammates. The type of exercise is specified under the ‘Class Schedule’ section.
You have to be in-class to get credit for ICEs. In case of excused absence, please email instructor ahead of time to get the assignment and make sure to turn it in by the end of the class that same day that you are going to be absent. Late assignments will NOT be graded nor will the instructor entertain late requests for turning in these assignments. In case of
an undocumented emergency, instructor will decide on whether to allow submission and the time allowance on a case-by- case basis.

Lab Assignments
There will be 3 lab assignments that include hands-on assignments that are due by the end of the lab session. The software used are MS Excel and MS Access.
LABS ARE NOT PRACTICE SESSIONS. It is very important to complete all the lab related ICEs before labs; otherwise, you will not be efficient in labs nor will you fully benefit from lab activities.
Lab 1: Access database exercises – build queries for calculating statistics
Lab 2: Excel Calculations of Health Statistics and Graphs Lab 3: Comprehensive exercise using Excel and Access together to build a report and interpreting results
Term Paper

Term paper is based on the data on medical care utilization per state per year which are provided by the instructor. Each student will be randomly assigned a state and a year. The completed product should utilize the assigned state data for the assigned year to calculate several healthcare aggregate statistics and compare them to the corresponding national
statistics. The report should provide recommendations based on the role chosen by the student which is to be specified in the beginning of the report. Please note that this paper will undergo a turnitin check for plagiarism and any score of more
than 25% will be further scrutinized for potential plagiarism. If the paper is assessed to be plagiarized, further action will ensue as per university policy including but not limited to awarding zero points for this assignment.
For more information on this assignment, please refer to the project template on Beach Board. Grading for the term project is by the following categories (see template, example and grading rubric for additional information): Data Analysis and Presentation: Data accuracy (30%); Data format (15%); Graphs (15%)
Interpretation: Analysis (15%) Writing: Grammar (15%); Structure (10%)
Any delays (other than documented emergencies) will result in an automatic reduction of 5 percentage points per day.
Exams There will be a mid-term and a final exam. Questions will be based on the textbook readings and lectures, and include
information from guest speaker presentations (if any), class discussions & Before and In-Class Exercises. The mid-term will cover the first half of instruction; the final will cover topics from post-midterm sessions.
All exams are ONLINE and OPEN BOOK and have to be taken online during the assigned time period.
Make up
Assignment Policy
Students absent for in-class activities, mid-term or final exams must provide written third party documentation of the
unavoidable circumstances in order to be eligible to take a make-up exam or turn in a make-up assignment. The reason must fall under excused leave policy of the university. In the case of emergency absences, please discuss your case with the instructor and instructor will decide on the make-up assignments on a case by case basis. Repeated absences or

requests for make-up assignments without documentation of acceptable reasons will not be entertained unless there is a strong reason to make exceptions.
If your make-up assignment is approved, please submit it to the dropbox within the timeline specified by the instructor. No late or make up assignments will be accepted after the last day of instruction.

Letter Grade
Assignments
Students receive a letter grade for this course based on the percentage of total points earned weighted as noted below—
please note that I DO NOT round grades/percentages up and the letter grades are based on the point accumulation as below:
90-100% = A performance at the highest level showing sustained excellence.
80-89% = B performance at high level showing consistent and effective achievement. 70 -79% = C performance at an adequate level meeting basic requirements. 60-69% = D performance is less than adequate meeting minimum course requirements.
Below 60% = F performance in which minimal course requirements have not been met.
