• Council-District and Packs work together to ensure that all boys of Cub Scout Age are invited to join.

• Multiple contacts points to each family inviting them to join. School Open Houses- Pre-flyers- Boy Talks- Yard Signs-Peer Recruiting.

• All Schools hold a Sign up night recruiting event• Packs hold parent orientation/First Meeting with new

families within 10 days of sign up meeting.• All new Boys earn Bobcat Award within 60 days.

Important Terms to Know

• Fall Cub Scout Recruitment – A council’s complete fall recruiting effort to insure every boy has the opportunity to join Cub Scouts.

• Boy Talks – A 2-3 minute presentation to 1st-5th grade boys in their classroom. It helps get them excited about Cub Scouting and tells them how they can join. It’s held during the school day.

• School Sign-up Night - Scheduled evening at the school cafeteria or library to sign up Cub Scouts and meet parents.


Important Terms to Know• Open House or School Orientations: This is a night for parents to visit the school and meet

the teacher. Many schools will allow youth-serving organizations to attend this event and set up a display or information booth. This is a great opportunity to invite families to attend an upcoming Pack Meeting or Pack Orientation. Have a sign up sheet on hand to collect contact information. Take youth and adult applications, Pack information sheets, etc.


• Pre Flyer – Flyers given to the school one week before the school talk. These flyers will have all the information on them for the Sign-up Night at the school, contact information, etc.

• School Talk Flyer – Flyer that is given to each boy in the classroom during the classroom visit.

• Cub Scout Recruitment Certification Form – Form sent to the Council office by the Professional once a school is scheduled. All Units will be contacted by the Council Rep. on School Night Talk Dates.

Roles and Responsibilities:Council Representative

• Is the District Executive, or will be assigned by the District Executive responsible for the area. • Attend District Kickoff at August Roundtable(s).• Communicate with assigned unit(s)to ensure that they have all materials and manpower they need for

school talks and sign-up meetings at assigned school(s).• Be present at their assigned school(s) sign up night, 30 Minutes prior to scheduled start with all

materials needed.• Take the webinar training.


Roles and Responsibilities:Council Representative cont.

• C0llect all applications and money from assigned units at the school sign-up night.• Pack fees are not to be collected the school sign-up night. All pack fees should be

collected at the first pack meeting or Parent Orientation. The school sign up night is a Council Event, not a Pack Event.

• Meet with District Executive to turn in paperwork and money within 24 hours of school sign-up night.

• Responsible for handing out incentives, but only to boys that sign up at the school sign-up night as they leave the meeting. If a boy does not sign up they do not receive a football.


Roles and Responsibilities:Unit Sign-up Chairs cont.

• Make sure Unit Sign Up Chairs are prepared for the sign-up night at the school. Have the following items and enough copies on hand. • Unit Information Sheet : Where the pack meets, meeting times, dues if any, uniform requirements,

etc. • Pack Calendar • Pack Display• Parent Pack Orientation Dates on your information sheet• Pack checkbook to pay for registration/Boys Life fees• Calculator• Change $$$$


Roles and Responsibilities:Unit Commissioner

• Encourage participation in the Fall Cub Scout Recruitment program as well as having a year round membership plan.

• Advise units to recruit new members through other events; Church Sunday Schools, School Open Houses, community events, etc.

• Suggest Youth to Youth contact in Recruiting.• Help your unit with yearly planning to ensure a strong Scouting Program

=Good Retention• Reinforce how the council supports our units.


School Talks• All School Talks will be done by the Council Representative or trained volunteer.

Either the District Executive responsible for the school or someone assigned by the District Executive.

• Council Representative must arrive at the school 15 to 30 minutes before the scheduled School Talk.

• Make sure to bring visual aids showcasing scouting activities, crafts, scout handbooks, pinewood derby cars, patches, etc. –BOYS RESPOND TO VISUALS!


School Talks• Wear your Scout Uniform! Look professional!• Have fun with the youth during the School Talk. • Make sure EVERY BOY gets a flyer to take home! (Ask the

teacher if any boys are absent)• Presentations should only be 2-3 minutes in length.


School Talks Cont.• Leave an extra flyer with the teacher and ask them to

remind the boys the next morning.• Stop by the front office of the school to tell the principal

thank you and ask them to make another announcement reminding the boys of the upcoming Sign-Up Night. Don’t forget to sign out!


School Talks Cont.• Before you leave the school, place yard signs in heavy traffic

areas around the school announcing the upcoming sign up night. Make sure you ok this with the front office. Put up at least one bi-lingual sign.


School Sign-Up Night• Sign up nights are normally the following evening but some may be 2

nights later or the following week. • Arrive 30 minutes before the scheduled sign up time to set up the room.

Parent will start arriving 15 minutes prior. • Make sure all parents sign in on a sign up sheet and receive a Parent

Packet.• Packs may want to set up an area in a side room, within the parents

sight, to entertain the kids while the parents are in the meeting. Bring extra leaders to help with the activities.

4. Parents complete application forms and turn in to council representative or unit coordinator with the national membership fees and Boy’s Life fees only.

( Pack fees are to be collected at the Parentorientation.)

5. Council Coordinator and Unit Coordinators meet after families have left to make sure all applications are signed by unit representative and pack gets pack copy of the application form.

BSA Youth Application• Make sure application is COMPLETELY filled out. • Ask parents to print neatly, do not use cursive.• Print only one letter or number in each box.• Use uppercase letter and stay within the blue boxes for legibility.


BSA Youth Application Cont.• Boys Life Magazine. Encourage Parents to sign up their

new scouts! Only $1 a month, less then the cost of a Soda. Games, contests, encourages reading, comics, great way to spend some reading time with your child.

If a parent is not signing up at the Sign Up Night, still have them fill out the application in full but do not put any fees on the bottom. These applications will go to the council representatives not to the Packs.

The District Executive responsible for that school will follow up with the parent.

Pack Parent Orientation Meeting

Pack Leadership should hold a Parent’s Orientation meeting within one week to Ten days after the

School Night to actively recruit prospective leaders and inform them of activities and events. It should be

held at the Packs normal meeting location.
