Fall is in the AirAfter the long summer, the Town of Bay Harbor Islands is ushering in the fall season with

a variety of events and activities, old and new, for our residents to enjoy - and the season looks to be a busy one!

This month sees the return of both Movie Night and Storytime in the Park, as well as our popular Annual Halloween Parade & Carnival on the 31st. October also brings us the 2nd Annual Community Center Open House at the Morris N. Broad Community Center on the 14th. If you register for a class or program that day your registration fees will be waved.

A new event coming to the Town this month is the first of a series of Bay Harbor Islands Car Shows. It will be held along Kane Concourse on the 21st – something we are all very excited about! Check out the classic cars and exotic models on display, grab a bite to eat and maybe do a litte shopping. It sounds like a perfect way to spend a Sunday, doesn’t it? The details about all these events can be found inside.

October 1 brings the start of our 2018-2019 Fiscal Year and we are pleased to announce that the Council unanimously voted to pass our new budget, which will include a rolled-back millage rate of 3.7199. The Council and Town staff worked diligently over several months to craft this budget and we are proud to keep our millage rate one of the lowest in Miami-Dade County while continuing to provide our residents the very best in services and safety. Speaking of which, I want to congratulate Chief Hemingway, our detectives and the entire BHI Police Department for the arrests made in New York of the suspects in the burglary of a home here in Bay Harbor Islands last month. Their hard work and dedication to our safety is something we should all be grateful for.

The Fall season also brings us elections. Included on this year’s ballot for the November elections is a Bay Harbor Islands Charter Amendment. Page 2 has all the details. If you cannot get to the polls on election day, you can visit an early voting location or vote by mail. Just please exercise your right to vote.

Enjoy the season!

On Tuesday, November 6, 2018, Bay Harbor Islands electors will be able to participate in a special elec-tion, appearing within the Miami Dade County General Election ballot, which will include a ballot question regarding an amendment to the Town’s Charter.

The Charter Amendment will allow for properties located at the tips of the East Island (RM3 District) to go back to the original heights allowed prior to 2002. In 2002, the Town electors passed a Charter Amendment that required that all properties in the Town to have a maximum height of 75 feet, making most of the existing Tract properties (listed below), which exceeded that height, non-conforming. The question being put forth states the following:

Bay Harbor Islands ReferendumApproval of Building and Structure Heights on Certain Tracts

Shall Article V of the Charter of the Town of Bay Harbor Islands be amended to provide for maximum Building and structure heights of 11 stories or 120 feet, whichever is less, on the six Tracts A through F on the northern and southern tips of the East Island, comparable to 1950s height limits on those Tracts, only upon approval by the Town Council after public hearing instead of by referendum? YES NOThe five properties that would be directly affected by this change would be:Tract A - Blair House located at 9100 West Bay Harbor Drive – Built in 1970Tract B - Mediterranean located at 9101 East Bay Harbor Drive – Built 1957Tracts C and D - Island Point located at 10350 West Bay Harbor Drive –Built 1966Tract E - Bay Harbor Club located at 1155 103 Street – Built 1956Tract F - 1135 103 Street former Bay Harbor Continental. – Vacant Lot

For the first time in 19 years, the Bay Harbor Islands millage rate is equal to the roll back rate. The roll back rate is the rate that would generate the same amount of property tax revenue as approved for the prior year (excluding revenue generated by new construction). The charts and summary on these two pages are snapshots of the revenue of expenditures of the town, as well as a history of property values and millage rates.
