Early Start Act Q&A

What is the Early Start Act? The Early Start Act was approved by the legislature and recently signed into law by Governor Inslee. This historic legislation invests into expanding high quality early learning for Washington’s children and families, particularly in our most diverse and vulnerable communities. For child care providers, the Early Start Act focuses on supporting high quality early learning services through Early Achievers and ensures that the child care providers, especially those who serve low income families, receive all needed help and resources to sustain high quality programming.

I have not joined Early Achievers yet. what does the Early Start Act require me to do? If you do not serve young children on subsidy, Early Start Act is encouraging you to engage in Early Achievers, but you are not required to do so. If you serve children age 5 or below on subsidy, you are required to join Early Achievers by August 1, 2016. Doing so will enable you to immediately engage in the quality improvement activities and receive the state support, such as:

* higher reimbursement rates for every young child on subsidy you serve* professional development* technical assistance* scholarships* need-based grants* and more

Once you have joined, you are required to complete Early Achievers level 2 activities by August 1, 2017, and reach a level 3 rating by 2020.

Science - The Art of Making Sense of the World

Instructor: Kim Owen

Core Competency: Curriculum and Learning Environment; Level 3-4

Class Description: Attendees will explore the many ways to capture children’s natural curiosity by incorporating science into everyday activities and every learning center in the classroom while meeting the requirement of the ERS tools and the Washington’s Early Learning and Developmental Guidelines. Attendees will have the time to explore examples of materials that can be made out of recycled items, as well as make their own materials to use in their classrooms.

Family Child Care Tax & Record Keeping

Instructor: Martha Anderson

Core Competency: Curriculum and Learning Environment Level 2

Class Description: Family Child Care providers will learn about record-keeping, tax deductions, insurance and professionalism in the family child care business. Providers will be able to examine and evaluate their own methods of business record organization and apply the new tax laws to the business deductions. Question and answer opportunities throughout class is encouraged.

Class Description: This is a presentation on the effects of trauma on Child Development and Behavior, and effective ways of modifying behaviors and building resilience.

Using the Environment Rating Scales (ERS)

Core Competency: Curriculum and Learning Environment; Level 2Class Description: The Environmental Rating Scales are tools that can help us define “high quality” in all areas of care. Come study the tool, watch video clips of sample classrooms as you learn to use the tool, and reflect on how you can be the best at what you do. This class will focus on environments for children birth to 5, in licensed centers and family home child care settings.

As an Early Achiever, you will have access to a 6-part professional training series that will help your facility prepare to be rated.

• There are 3 in-person trainings and 3 online trainings • The trainings are only accessible to Early Achievers participants once you’ve registered and started on

level 2 activities • The training series is required to be taken by one staff at your facility, either the Primary or the

Secondary designee

Early Achievers Cancellation Policy You must call 360-734-8396 x227, at least 48 hours prior to your scheduled class to cancel.

• If you register and do no attend any Early Achiever Level 2 in Person Training 2 times (without cancellation), you will be asked for a $20 deposit for CCANW to hold prior to attending the next training

• If you attend the next training you will not be charged $20 • If you do not attend the next training you will be charged $20 no show fee

On a visit to an EA site this month, the CLASS observer noted that the toddler teacher

seemed well versed in narrating children’s play and adding words to basic communication. The

teacher said that ‘it is almost second nature’ and that she found herself in the store

responding to a clerk who said “7.95 out of 20” with “yes, that was a twenty dollar bill I handed

you…”
