DESCRIPTION

The Early Learning Program of the West St. Paul-Mendota Heights-Eagan Area Schools offers a variety of programming for families prenatal to kindergarten age living in the district community. Programming includes home visits provided through Healthy Beginnings, parent and child classes offered through Early Childhood Family Education (ECFE) and child-only preschool experiences offered through our Community Preschool. The Early Learning Program also provides Early Childhood Screening for all children ages 3-5 living in the West St. Paul-Mendota Heights-Eagan Area Schools attendance area.

ECFE NEW Online Registration System

ECFE Program Changes for 2013-14The district's ECFE program will undergo a few changes for the 2013-14 school year in an effort to better serve families, maintain the financial health of our program and position ECFE to maintain high quality programming.

This year, Pilot Knob will no longer offer Sibling Care due to needed restructuring based on the current State funding allocation. To accommodate this change, new opportunities with some mixed age options are now provided at Pilot Knob. Mendota Elementary will continue to provide sibling care.

The two-day ECFE Buddies & Pals class will also no longer be offered. Though we understand that this was a favorite class for some, this change was necessary to maintain as many ECFE class options as possible for parents and children. If you were interested in this class this year, we encourage you to consider one of our Makers & Movers (ages 10 months to Pre-K) or mixed age classes. We also offer Community Preschool classes for 3 and 4-year olds at Pilot Knob, Mendota and Moreland Elementary sites.

The School District 197 ECFE program is committed to offering a wide-range of program services that promote parent-child interaction and support families in out community. We are grateful for the continued enthusiasm of parents in and outside our community for ECFE, Preschool and beyond.

TriDistrict Community Education is transitioning to a new, online registration system. This includes our ECFE program registration. Although you will not be able to register for your classes until August 21, by setting this account up now, you will be ready to quickly register for your classes on August 21 or after without first setting up your family account. What do we know about the effectiveness of ECFE?Participant feedback and current research show that ECFE is a major resource to families with young children. It sets the stage for parent involvement and children’s success in K-12 education. It has proven effective with all kinds of families, and many even believe that ECFE creates more caring communities as it brings families from all income levels and backgrounds together around their common concerns as parents. School District 197 is serious about supporting families and children. Let us know how we can serve you better!

How do I register for ECFE?Please see the registration instructions on pages 10-11.

About ECFEECFE is a program that offers parents and their children from birth to pre-kindergarten opportunities to grow and learn together in a supportive, stimulating environment. ECFE also supports families in learning to find time for one another, having fun together, being proud of who they are and knowing they are not alone. You will find fall semester classes and more information about ECFE in this section of the brochure. Information on preschool options is on pages 15.

What are ECFE classes like?Classes are held in the mornings, afternoons and evenings. Most sessions last 1½ to 2 hours. A typical session begins with time for parents and children to enjoy classroom activities together. Then, children play and learn under the supervision of a licensed early childhood teacher, while parents share experiences and ideas with other parents and a licensed parent educator.

ECFE Building Bridges (Parents/Grandparents & Children Ages 3-5)This ECFE program is for non-native English speaking families with children ages 3-5 and provides childcare for younger siblings. Building Bridges features parent discussions, English language learning for parents (daytime only), school readiness activities for children, special events for families, and the sharing of community-resource information. Partners include Dodge Nature Center and Minnesota Reading Corps. Although the program is free, preregistration is required.

Section 1 Family Literacy Monday - Wednesday 12:00 - 1:30 p.m. Mendota Children will have lunch at school prior to class beginning at 11:30 a.m.

Section 2 Español- Without Family Literacy(Evening) Wednesdays 5:00 -6:30 p.m. Moreland (School Age Care provided in the evening)

Parenting Together (Birth-PreK)Co-parenting can sometimes be a challenge, as each parent brings different ideas of what works to raise healthy, successful children. Join us for a class for couples/parenting partners to discuss successful strategies for parenting together. In this class, we will discuss differences in parenting styles, our parenting values, effective discipline strategies and we will explore ways to support one another as you parent together. (Please note that this class is for couples/parenting partners and is structured in a way that encourages both parents to attend all 7 weeks together.)

ScreamFree Parenting (Birth-PreK)

ScreamFree Parenting is not just about lowering your voice. It’s about learning to calm your emotional reactions and learning to focus on your own behavior more than your kids’ behavior . . . for their benefit. Parent discussion will focus on Hal Edward Runkel’s book, Screamfree Parenting where he discusses with humor and practical ideas, how focusing on our own behavior teaches our children important lessons about handling their anger.

Mixed Ages (Birth-PreK)Learn together in our evening mixed age class with one child or more! Enjoy some engaging learning activities with your child(ren) in the classroom under the guidance of an early childhood teacher. You will also gain some ideas for fun activities to try at home. After parent/child time, parents will separate for a discussion time facilitated by a licensed parent educator on various topics such as: development, positive discipline, sibling relationships and more.

Registration & Fee InformationWhat are the age-eligibility requirements?A child must fit within the age range specified for the class on the first day of class. For example, a child enrolling in Busy Bodies (14-24 months) must be no younger than 14 months and no older than 24 months on the first day of class.

Are registrations good for the whole year?Registration is for the current semester classes only (Sept. 9, 2013 - Jan. 16, 2014). Each semester requires a separate registration. If you have questions, call 651-403-8353.

How do I figure the class fee?Review the fee scales on the next page to determine your fee. No one is turned away for inability to pay, and no financial questions are asked. Choose the family income category that best meets your family need.

Are registrations confirmed? If you register online, you will receive an e-mail confirmation. If you register by mail/fax or in person, you will receive written confirmation, or email confirmation if indicated on your registration form, from the Early Learning Program office.

What happens if I cancel a class?Refunds must be requested at least two working days prior to the first class. Refunds are not issued after that time due to commitments made to instructors. Your money will be refunded if the class is cancelled due to insufficient enrollment or if the class is filled before your registration is received.

A processing fee of $8 per class is deducted from any refund made at your request. Refunds are not issued for classes with registration fees of less than $15. No refunds are made when classes are cancelled because of weather.

Four Ways to RegisterFall registration begins on Wednesday, Aug. 21, 2013 at 8 a.m. All registrations will be date and time-stamped and processed in the order they are received until classes are filled. Register early - classes fill quickly! If you have questions, please call 651-403-8353.

to register for, add them to your cart. When you are ready to register, click ‘Check Out.’ When prompted, please login or register as a new user and follow the procedures listed. See page 3 for new user instructions.

2. By MailMail your completed registration form(s) found onpage12withacheck,moneyorderorVISA/MasterCard information to:

Mail-in registrations must be postmarked no earlier than Tuesday, Aug. 20, 2013. Registrations that are postmarked prior to this date will be processed at the end of the day on Aug. 21, 2013.

About our FeesThe sliding fee scale to the right applies to most ECFE classes described on pages 5-9 of this brochure. Please refer to this scale to determine your fee based on your family income, the hours per class session and the number of weeks the class you are registering for meets. Call 651-403-8353 with questions.

Sibling Care (Offered only at Mendota)Sibling care is offered for brothers and sisters who are kindergarten-age and younger. Due to the need to provide safe and appropriate care for all children, please register for sibling care at the time you register for your class. You can do this by filling out the sibling care section of the ECFE class registration form either online or on the registration forms on page 12. Children cannot attend sibling care unless they are preregistered.

Sibling care fee per semester is based on $5 per week. See the sliding fee scale table on the right for the total cost for each class highlighted in gray.

If you are paying by check, please include both the class fee and the sibling-care fee in your total. If you are paying with a credit card, your total will reflect both the class fee and the sibling-care fee. If you have questions, please call 651-403-8353.

Educación Familiar de la Niñez Temprana (EFNT) es un programa para padres y sus hijos recién nacidos a pre kínder que ofrece oportunidades para crecer y aprender juntos en un ambiente estimulante y lleno de apoyo. Estos programas también apoyan a familias a aprender a encontrar tiempo para sí mismos, divertirse juntos, y estar orgulloso de quiénes son. ¿Cómo son las clases de estos programas? Las clases son en las mañanas, tardes, y las noches. La mayoría de las clases duran 1 hora y media a 2 horas. Una clase típica comienza con tiempo para padres e hijos para disfrutar de actividades juntos en la clase. Después, los niños juegan y aprenden bajo la supervisión de una maestra licenciada en la niñez temprana, mientras los padres comparten experiencias e ideas con otros padres y una maestra licenciada en cómo ayudar y enseñar a padres.

La clase de “Building Bridges” se lleva a cabo los miércoles en la tarde en la escuela Moreland de 5:00-6:30. Hay transporte para la escuela y cuidado infantil para niños. Deben tener un hijo dentro de la edad de recién nacido a 5 años (antes de entrar a kínder) para inscribirse para esta clase.

La clase de “Building Bridges”- Alfabetización Familiar se lleva a cabo de lunes a miércoles desde las 11:30 de la mañana hasta las 1:30 de la tarde. La Alfabetización Familiar es un programa de EFNT que provee la oportunidad a padres e hijos para aprender juntos. Preschool OptionsWe are proud of our preschool program collaboration with Minnesota Reading Corps to help best prepare children for school success.

Our Preschool Programs Provide a "Bridge to School”School District 197’s preschool programs provide a “bridge to school” through half-day programs. Rich learning experiences in well-equipped classrooms highlight each day, with children thriving in the “real school” environment. Preschoolers use the library and gym, partner with primary-grade book buddies, attend school assemblies and special events, and follow a schedule typical to kindergarten that includes individual, small and large group activities. You can expect to find caring and quality teachers in our preschool classrooms that are fully credentialed with bachelor’s degrees (or higher!) in early learning.

Our curriculum Provides...• Interactive activities and the joy of discovery.

• Program alignment with the district’s K-4 programs.

• Developmentally appropriate instruction that fully prepares your child for Kindergarten.

• The foundation for future school success by encouraging personal, social and physical development; language development; pre-reading and pre-writing skills; mathematical and scientific thinking; and enthusiasm for social studies, music and art.

• Collaboration with the Minnesota Reading Corps that helps to ensure that all children are reading proficiently by grade 3.

ThreeSchoolOffered at Mendota, Moreland and Pilot Knob (September-May)ThreeSchoolers must be three years old as of Sept. 1, 2013 for the 2013-2014 program year. PreKOffered at Mendota, Moreland and Pilot Knob (September-May)Designed for 4 and 5 year olds, PreK provides a variety of experiences which promote social skills and enhance learning. Children learn and grow in a structured preschool environment that fosters school readiness skills that will help them in kindergarten. Preschoolers enjoy the amenities and facilities of the host elementary school, including use of the library and gym.

Early Childhood ScreeningRequired by the State for Kindergarten Entrance: To make an appointment, call 651-403-7635.

Early Childhood Screening Minnesota Requirement for Kindergarten Entrance Early childhood screening provides a free overview of your child’s development. The best possible time to have your child screened is about 3.5 years and before the 4th birthday. During screening a nurse will check: hearing, vision*, immunization records, cognitive and motor skills, speech/language and communication and social/emotional development. You will be provided with information on your child’s development, kindergarten readiness as well as other community resources. Please call our screening office at 651-403-7635 to schedule your child’s appointment.

*While screening helps the district identify children who may benefit from available community resources, vision screening, while helpful, is not a substitute for a comprehensive eye exam.

If you receive District mailings, you will be notified by mail after your child’s third birthday to make an appointment for him/her to be screened. If you do not currently receive District mailings, please see page 2 for information on adding your name to the District’s census. If your child is nearing age four, call 651-403-7635 for an appointment. In order for your child to start kindergarten in any Minnesota public school, you will need to provide the school with your child’s Early Childhood Screening summary and updated immunization records.
