2012/2013 Season

Goals: • To broaden the understanding to the Division and Region directors of how they can assist and

support avalanche instructors within their regions.

Plan: • To collaborate with the Region Program Administrators and develop a roadmap to build an improved

Mountain Travel & Rescue Far West Division Summer 2012 BOD Report

Mission: To introduce and train NSP members associated group members, and public in the travel and survival in comfort in the outdoor winter mountain environment with quality instructors and relevant up-to-date course content.

Approximately 0.04% of the Division NSP membership took a MTR course this past season. This is less then the historical average. The historic data falls between 0.8% to 1.4.

Challenges: Weather is always a challenge for us. This season there was certainly a shortage of snow for traveling and shelter-building which seemed to reflect in a lack of excitement for some courses in some areas.

Events: At Tri-Advisory attending instructors will receive credit for continuing education Up-Date from National MTR:

1. Manual: a. A new manual is now being published with a release date of October for use this season. b. The Mountaineers Books (publisher of Freedom of the Hills) will be the publisher. c. The books will be available in print hard copy and also in electronic format that will be available on e-readers

like Kindle and iPads. d. The manual is also being sponsored by Petzl. e. New manual will be available on Amazon.com, in the Mountaineers catalog, and other sources to promote

and distribute to a wider audience. f. The rough cost should be $29.95 to patrollers. g. See my Request to the Board to supply very active FWD MTR instructors with the new manual.

2. New Course a. A MTR Enhancement Seminar has been released last winter. It is patterned after the other Enhancement

courses, to concentrate on one MTR topic for 4 to 8 hours. It appears as a drop-down course and can be registers by any MTR instructor for students that have completed an MTR course (F, I, II) to concentrate on a topic within their completed course.

b. Focus on one topic for 4 or 8 hours 3. Cross promotion with the American Alpine Club (AAC) for MTR courses. 4. Agreement with National Forestry Service to recognize NSP for SAR services.

Mother Lode Region:— Currently there are 10 instructors, down from 11 last year, including three in the Alumni region. Three are IT’s. This reflects Mike Kelly back to Tahoe Nordic.

Eastern Sierra Region: — There are 8 instructors, up from 7 last year. Three are IT’s. This reflects Mike Kelly back to Tahoe Nordic. Arizona Region: —There are 2 in the Region. I am covering for the IT. Instructors cont. Northern California Region: -There are no registered MTR instructors in this Region. No change from past years. Southern California Region: -Currently there are 20 registered instructors, same as last year. With 4 IT’s.

Last Season: 1. No courses were offered in the Arizona region. Lack of contusive conditions and personal scheduling problems. 2. Pinecrest conducted the MTR I aimed at local country SAR units. 3. Bear Valley conducted a MTR I with 16 students. 4. Tahoe Nordic did not conduct any MTR courses. 5. So Cal conducted the MTR I for Pinos Nordic candidates and Alpine NSP members for a total of 23 students.

Field session was rescheduled from Mt Pinos to Mammoth Lakes area due to lack of contusive conditions at Mt Pinos.

6. So Cal conducted the MTR II with all students NSP members, 7 Alpiner’s and 1 Nordic. Field session held at the Mammoth Lakes area.

7. Northern Cal cancelled the plans to have a MTR I course. Students from the previous year’s MTRF had expressed interest in the field session. Course was to be conducted by instructors from Pincrest Nordic (Mother Lode).

Plan / Goal for next season: 1. Manual.

a. Plan: Introduce the new manual. 1. Will request funds to purchase manuals for active instructors 2. Goal: Instructors should be familiar with new material

b. MTR I as a senior requirement. c. Plan: National MTR Supervisor stated he would work on after manual is complete. He does have

support from other Divisions. d. Goal: To have MTR I as a senior requirement.

2. To encourage Region administrators to increase awareness of the MTR program to the Hills in their Region. a. Plan: To encourage Hill’s to encourage members to attend MTR class’s, and to encourage

Regional Administrators to let Hill’s know when a course is planned, and where. To encourage and support each Region Administrator to have at least one MTR instructor at each hill in their Region.

b. Goal: This may find students who want to take the class, but have been unaware of where to find a class.

3. In the AZ Region a. Plan: Hold a MTR I course next season conducted locally b. Goal: To have additional instructors and an IT in the region. c. Goal: To have an active MTR program

4. An active MTR instructor at Pinecrest is certified for NSAR instruction. a. Plan: Plan to use this resource. b. Goal: MTR program to be of greater value and recognition.

5. Me or a representative visiting at least three Regions during the season a. Plan: Attending a I or II field secession or classroom secession. b. Goal: This is to add consistency in delivery and level of content, as well as to monitor safety

Plan / Goal for TA 2012: 6. To hold attendance for Tri-Advisory to that of 2011.

a. Plan: Re-vamped format was well received

7. This year back in Yosemite Valley. This venue has proven to be a strong drawing aspect for the event. 8. Date: November 2nd, 3rd, 4th. 9. Format will be held at a special group camp site, Yellow Pines, reserved for non-profit groups. 10. Clinics will be conducted by FWD MTR and AVE instructors and Nordic members with special expertise in

the clinic topic. 11. The Park has placed limits on the attendance at the site. 12. Attendance limits were reached for TA 2011. 13. Build a template / outline allowing Quality control as we share the idea across the NSP.

August 4, 2012 SUMMER Division Meeting

FROM: John Kretschmann PROGRAM: NSP/FWD/CalEMA Search & Rescue Liaison LAST SEASON 2011/2012 GOALS: Continuing with recruiting additional Trained Available Alpine Type 1 Winter Certified FWD NSP Patrollers for State of California Search and Rescue operations, as well as expanding the base of trained patrollers who can respond to Type 2 and Type 3 SAR operations. PLAN: Continue with training the FWD SAR Patrol’s readiness to include additional CalEMA registered NSP FWD Type 1 Alpine Winter Certified Patrollers … as well as adding 30 to 40 percent additional FWD SAR Nordic patrollers to levels type 2 and type 3 Winter Alpine readiness responders. ACCOMPLISHMENTS: Expanded CalEMA awareness of the FWD SAR Teams have seen an increase in State SAR Call-Outs and active specialty winter for Search and Rescue operations. Current registrations range from 30 to 40 Level 1 (Type 1) Winter Alpine trained and 10 to 20 Level 2 (Type 2-3) Winter Alpine Trained. 2012/2013 COMING SEASON GOALS: Organization and training of new FWD SAR Patrols, and continued advanced training to certify additional SAR Resources to Levels Type 1 and Type 2 & 3 Winter/Alpine Certification. PLAN: Support and assist the FWD SAR Team Leaders as needed. 2013 FAR WEST DIVISION OET PROGRAM GUIDE 2.3.1 OUTDOOR EMERGENCY TRANSPORTATION Mission: It is the mission of the Far West Division Transportation Program to participate in the continued evolution and development of the National Transportation Education Program and to support the efforts of FWD OET Instructors with the delivery of excellent programs for the basic, advanced, and continuing education of all Far West Division patrollers. Objectives: The Division OET Program Supervisor shall:

• Maintain a working relationship with the National Program Director, other Division Program Supervisors, and the National Education Director.

• Be a program information and administrivia resource for all FWD Instructors.

• Communicate and work closely with Region OET Administrators to support Regional Advanced

Training Events.

• Maintain a database of all OET Courses taught in the Division, and report annually to the Division Board of Directors.

• Maintain a listing of Instructor of Record participation and be a repository for Region Instructor

Activity records.

• Annually complete Far West Division OET instructor renewals & submit to NSP

• Annually review and approve new program Instructor and Instructor Trainer applications, report same to NSP national office, and effectively communicate the complete scope of the Instructor Trainer role to the Region Advisors.

• Visit a minimum of two Regions in the Division annually • Increase the registration of all NSP training events held annually

a. Basic Patroller Course (Patrolling 101) Encourage the registration of all basic candidate training classes in the Far West Division, and communicate the need for IORs to submit the Instructor Activity Record listing all participating instructors involved in the course. Registrations for the PAT course in the Division should approach 40 events on an annual basis.

Far West Division – Program Reports b. Toboggan Refresher

Educate toboggan instructors on the advantages of NSP registration for annual toboggan refreshers and encourage the development of learning opportunities and expansion of training concepts through the Ten Minute Clinic series rather than skill check off exercises. TREF registrations should experience similar or greater numbers than the PAT course registrations.

c. Ski Trainer’s Workshop Recommended for the continued development of Transportation Instructors, the STW is a key component for calibration of trainers and evaluators. It helps NSP trainers recognize observational clues to increase efficiency in the assessment of patrollers’ abilities and limitations in skiing and toboggan handling.

d. Instructor Recertification Clinics May be utilized for a variety of concepts from course development and registration to instructor calibration clinics, each Toboggan Instructor is required to participate in a registered Recertification Clinic every three years. Recert clinics should be offered in all regions at least twice each year.

e. Ski Enhancement / Snowboard Enhancement Seminar Encourage the development of working relationships to leverage the skill set contained within the local PSIA unit to bring Level 3 technical education to the patrollers of the FWD, with progression training for basic to advanced levels.

f. Toboggan Enhancement Seminar One of the few gender-specific NSP offerings, the Toboggan Enhancement Seminar or Women’s TES should be a tension-free exploration of advanced techniques for the toboggan driver. Focus is given to breaking basic habits and exploring limits of control while understanding how both the front and rear of the toboggan function under load in progression based exercises.

g. OK “Old Knees” Toboggan Clinic With an emphasis on ACL awareness, discuss and demonstrate the advantages that proper posture and an upright stance give to the driver of a toboggan under heavy load in difficult terrain. Review key thought tips that relate to core compression and long bone stacking for increased performance during extended evacuations.

h. Advanced Training Events Consisting of both training clinics and evaluations, our Advanced Training Events calendar comprises those training events designed to facilitate the development of the basic patroller to a more advanced status. Held on a Regional basis and utilizing progression training which ends with evaluation on identified terrain that meets specific requirements, Advanced Training clinics can only be taught by those instructors who have attained the rank of Senior Instructor / Evaluator.

Rose contact – Andy Johnson – Patrol Supervisor and new Avalanche Rescue Assistant Judge • Mike Ferrari – Patrol Director, ISSW papers, Chutes, NSAA Explosives Training · Look into brining in Larry Heywood • Emulsions, Avalauncher, Avalanche Pipe Dates for the clinic proposals as a whole will not be advertised until late November to early December. I am also working with Patagonia through the Association of Professional Patrollers on a partnership to get more education out for Snow Immersion Suffocation (SIS). Lastly I will work with Dore Bietz, Assistant Patrol Director at Dodge Ridge, to see if she would like me to consider another Certified Clinic for the Patrol Refresher this coming season at Dodge Ridge. “I will not be making it up to the FWD Board Meeting this weekend. I will be in the Backcountry this afternoon through Wednesday, August 8th. I am still working with crews cutting large and sometimes stack up high, multiple stems, of wind thrown trees in the Ansel Adams Wilderness. There is an estimated over 500 green trees mostly Red fir and Lodgepole pine that have blown down on trails in the Ansel Adams Wilderness.”

Certified Program – National Ski Patrol Members access to the Association of Professional Patrollers Certified Program

Mission/Objective: Through a program of training and testing, provide a venue for outstanding Patrollers to demonstrate a high level of proficiency in all aspects of Patrolling to better serve Ski Industry Management and their guests. At the same time provide an on-going opportunity for Patrollers to seek out new knowledge and skills in Patrolling. “The Next Step after Senior”.

Plan Responsibilities: The Regional Certified Program Administrators have two primary responsibilities:

1. Working with the National Ski Patrol Unit Representatives and Patrol Directors, identify individuals who have the ability and desire to successfully complete the Certified Program and encourage them to enter the program.

2. Provide small group and individual training required to successfully complete the Certified Program Modules.

The Far West Division Certified Program Supervisor is responsible for monitoring the Regional Training Programs. The Supervisor works to coordinate these events to provide more training opportunities for those Patrollers who are able to travel outside their region for training. The Supervisor also works closely with the Association of Professional Patrollers (APP) to ensure that the training is consistent with National Ski Patrol Certified Program content and the APP Testing Criteria. The Supervisor facilitates the participation of Volunteer Patrollers in Association of Professional Patrollers Certified Training Workshops and the APP Mid-Winter and Spring Testing and Training Clinics. The Supervisor verifies the candidate’s successful completion of all the requirements of the Certified Program. The Supervisor submits the paperwork to the National Office for their NSP Certified Number and certificate of completion. Objectives for 2012-2013: • Continue to create opportunities for equality between Volunteer and Paid Patrollers in the area of Certified.

• I believe my job responsibilities with Certified for the both the National Ski Patrol (Far West Division and the Mother Lode Region) and the Association of Professional Patrollers are allowing for this and are gaining energy.

• Schedule at least one Certified Training Clinic for each Region. • I have proposed Certified Clinics at the following ski resorts:

• Silver Mountain, Idaho – Dave Alley, Patrol Director/Risk Manager and new APP Board Member • Sugar Bowl – Jim Zaloga, Patrol Director and Bo Yule, Volunteer Patroller and APP Assistant Judge in

Skiing, Snowboarding and Telemarking • Mt. Shasta – Paul Hosler, Patrol Director, Leif Hansen Patrol Training Officer and Jason Allen Patrol

Far West Division – Program Reports • There were no new Volunteer Patrollers that received Full Certified status in the Far West Division from

last season. • Six new Volunteer Patrollers from Dodge Ridge have been introduced to the Certified Program.

o The delayed ski season, from a limited snowpack, played a role in the above Patroller’s attendance at Northstar and Mt. Bachelor.

o The start up of a National Ski Patrol Program at Kirkwood also affected Dodge Ridge Patrollers in the Certified Program. Dore Bietz who was a great recruiter last season for the Certified Program had bigger responsibilities with Kirkwood.

• Approximately 18 new Certified Candidates are in the Certified Program from the Southern California Region. Thanks Mark Giebel.

• Two cross certifications for APP/National Ski Patrol Certified status have been completed for this last season through the National Office.

• I continue to strongly believe relationships throughout California are working well in support of the Certified Program. A lot of coordination existed last season with people supporting Certified.

• I would like give special thanks to the following individuals for their energy and communications in support of the Certified Program: Keith Tatsukawa with Northstar and the Eastern Sierra Region; Mark Giebel with Bear Mountain Resorts and the Southern California Region and Steve Kuller, National Certified Supervisor.

• It is clear that the Association of Professional Patrollers is continuing to serve in a significant way as the template for the Certified Program nationally. The Study Guide from the APP was introduced to the National Certified Committee. Scott Hoffman, APP President and myself as the Far West Division Certified Supervisor and APP Board Member /Criteria Coordinator continue to participate on conference calls with the National Certified Committee.

• Steve Kuller is the new National Certified Supervisor replacing Ed Gassman who moved up to the National Board. With newly elected National Board Members, Ed Gassman and Bill Hummer there more Certified Patrollers at that level. Mike Laney, Avalanche Program Director for the National Ski Patrol, continues to actively participate in Certified Clinics and helps to give national attention for the Certified Program for the National Ski Patrol.

• IamcontinuingasCertifiedAdvisorfortheMotherLodeRegionoftheNationalSkiPatrol.WithaJimSimonsastheRegionalDirectorfortheMotherLode,IbelievethatIcandevelopevenbettercommunicationforthisregion.IhaveworkedwithJimformanyyearsatSierraSummitMountainResort.IhelpedhimwithtraininginhispursuitofbecomingaCertifiedPatrollerwiththeAPPandtheNationalSkiPatrol.JimhasgivenbacktomeandtheCertifiedprogram,tenfold,byagreeingtoanAssistantJudgepositioninTobogganswiththeAPP.

• IwouldlovetocontinueinmypositionsinsupportoftheCertifiedProgram.IfeelthatthislastwinterseasonagainsawalotofmomentumgainedwithintheNationalSkiPatrolforCertified.TheAPPisveryopentoNationalSkiPatrolCertification.IhaveanotheryeartoservetheAPPorganizationasaBoardMemberandCriteriaCoordinatorbeforeconsideringre‐election.
