Motion by Albertsen, seconded by Vil- hauer, to award the Cattail Crossing Golf Course greens replacement bid to the low bidder of Duininck, INC. for the net total bid amount of $377,500.00 which includes add alternate 1 of $15,900, deduct alter- nate 4 of $5,900, deduct alternate 5 of $12,300 and deduct alternate 7 of $1,800 and to authorize the Mayor to sign all ap- plicable documents. Review of the Continued Necessity of Resolution No. 20-15 declaring an Emer- gency concerning the Pandemic Outbreak of the Novel Coronavirus (COVID-19) and providing for responsive measures related to the operations of the City and the pro- tection of public health. No action taken. Mayor Caron stated there was an order awarding the essential air service contract to Key Lime Air and the City had recom- mended SkyWest. Alderman Holien stated the Human Re- sources Director gave their resignation. He requested the City Manager be in- volved in the hiring of the new Director. Public Works Director Heath VonEye stat- ed the construction on 10th Ave began today. Alderman Roby stated this Saturday there will be river clean-up at Loins Park at 9 AM. The Mayor declared the meeting ad- journed until 5:30 PM on May 3, 2021. April 19, 2021

The City Council met in regular session at 5:30 PM in the City Hall, 23 2ND ST NE. Mayor Sarah Caron presiding.

Present upon roll call: Alderperson Al-bertsen, Buhler, Heuer, Holien, Mantey, Redemske, Roby, Vilhauer, and Weyh. Absent: Alderperson Lalim.

Mayor Caron removed approval of bills and payroll and authorization to pay from the consent agenda and moved approval for the Street Division and Park, Rec, & Forestry Department to purchase a total of four new, unused Dump Trucks from Sanitation Products, Inc. in Sioux Falls, SD via a Sourcewell Bid; approval for the Street Division to purchase one new, un-used Kubota M5 Tractor for $52,916.63 from Eastside Implement via a Sourcewell bid; approval and award for the Cattail Crossing Golf Course greens replacement bid to the low bidder of Duininck, INC. for the total bid amount of $377,500.00 and to authorize the Mayor to sign all applicable documents from the consent agenda to the end of the regular agenda. Motion by Vilhauer, seconded by Weyh, to approve the following items on the consent agenda as amended: minutes of the Council meeting held on April 5, 2021; approval of business license to Jor-dan Hurt as a Gasfitter ($50); approval to write-off uncollectible ambulance accounts receivable and remit to collection agency in the amount of $13,544.12; approval of application for abatement/refund property taxes for record # 10970 in the amount of $625.84 and record # 11045 in the amount of $120.10; authorization for the Finance Officer to issue a special check in the amount of $2,059.14 to Worksman Cycles to prepay for the purchase of a Side by Side Trike; authorization for the City to de-clare the Holiday Light display surplus and donate to the Watertown Optimist Club; approval of the Professional Services Agreement for services associated with the Wastewater Treatment Facility Evalu-ation, Project No. 2117, with HDR Inc. of Sioux Falls in the amount of $113,958, utilizing cash reserves as funding and au-thorizing the Mayor to sign all necessary documents; approval of a bid award for the 3rd Avenue Mill and Overlay and Sidewalk Improvement, Project No. 1706-W to Du-ininck, Inc. in the amount of $180,900.00, authorizing the Mayor to sign all applicable documents. Motion Carried.

Mayor Caron called for Public Comment. No public comments.

Motion by Holien, seconded by Buhler, to approve the agenda as amended. Motion Carried.

This being the time scheduled for the public hearing on the special retail malt beverage and wine license to Watertown Area Chamber of Commerce at 1 E Kemp Ave, Lots 18-20 & W 141’ Lots 21-22 & N18’ E24’ Lot 21 Blk 4 Original Plat, for the period of 5:00 PM to 8:00 PM on Thursday, June 3, 2021; the Mayor called for public comment. There were no comments from the public. Motion by Holien, seconded by Redemske, to approve the special li-cense as presented. VOTING IN FAVOR OF: Albertsen, Buhler, Holien, Mantey, Redemske, and Vilhauer. RESCUSED: Heuer, Roby and Weyh. ABSENT: Lalim.

Mayor Caron stated there was an order awarding the essential air service contract to Key Lime Air and the City had recom-mended SkyWest.

Alderman Holien stated the Human Re-sources Director gave their resignation. He requested the City Manager be in-volved in the hiring of the new Director.

Public Works Director Heath VonEye stat-ed the construction on 10th Ave began today.

Alderman Roby stated this Saturday there will be river clean-up at Loins Park at 9 AM.

The Mayor declared the meeting ad-journed until 5:30 PM on May 3, 2021.

Mayor Caron stated there was an order awarding the essential air service contract to Key Lime Air and the City had recom-mended SkyWest.

Alderman Holien stated the Human Re-sources Director gave their resignation. He requested the City Manager be in-volved in the hiring of the new Director.

Public Works Director Heath VonEye stat-ed the construction on 10th Ave began today.

Alderman Roby stated this Saturday there will be river clean-up at Loins Park at 9 AM.

The Mayor declared the meeting ad-journed until 5:30 PM on May 3, 2021.

Mayor Caron stated there was an order awarding the essential air service contract to Key Lime Air and the City had recom-mended SkyWest.

Alderman Holien stated the Human Re-sources Director gave their resignation. He requested the City Manager be in-volved in the hiring of the new Director.

Public Works Director Heath VonEye stat-ed the construction on 10th Ave began today.

Alderman Roby stated this Saturday there will be river clean-up at Loins Park at 9 AM.

The Mayor declared the meeting ad-journed until 5:30 PM on May 3, 2021.

Mayor Caron removed approval of bills and payroll and authorization to pay from the consent agenda and moved approval for the Street Division and Park, Rec, & Forestry Department to purchase a total of four new, unused Dump Trucks from Sanitation Products, Inc. in Sioux Falls, SD via a Sourcewell Bid; approval for the Street Division to purchase one new, un-used Kubota M5 Tractor for $52,916.63 from Eastside Implement via a Sourcewell bid; approval and award for the Cattail Crossing Golf Course greens replacement bid to the low bidder of Duininck, INC. for the total bid amount of $377,500.00 and to authorize the Mayor to sign all applicable documents from the consent agenda to the end of the regular agenda. The City Council met in regular session at 5:30 PM in the City Hall, 23 2ND ST NE. Mayor Sarah Caron presiding.

Present upon roll call: Alderperson Al-bertsen, Buhler, Heuer, Holien, Mantey, Redemske, Roby, Vilhauer, and Weyh. Absent: Alderperson Lalim.

Mayor Caron removed approval of bills and payroll and authorization to pay from the consent agenda and moved approval for the Street Division and Park, Rec, & Forestry Department to purchase a total of four new, unused Dump Trucks from Sanitation Products, Inc. in Sioux Falls, SD via a Sourcewell Bid; approval for the Street Division to purchase one new, un-used Kubota M5 Tractor for $52,916.63 from Eastside Implement via a Sourcewell bid; approval and award for the Cattail Crossing Golf Course greens replacement bid to the low bidder of Duininck, INC. for the total bid amount of $377,500.00 and to authorize the Mayor to sign all applicable documents from the consent agenda to the end of the regular agenda. Motion by Holien, seconded by Albertsen, to approve Resolution 21-22, a resolution making recommendations related to the transition to a Council-Manager form of government. Motion by Holien, seconded by Albertsen, to amend page 2 paragraph 4 to Beginning in July of 2022, and then annually thereafter for three years, a com-mittee consisting of the Deputy Mayor and two other members of the City Council appointed by the Deputy Mayor shall con-vene to review and make recommenda-tions to the full City Council regarding the roles of Mayor and City Manager. Motion Carried. Motion by Holien, seconded by Redemske, to amend page 2 paragraph 4 to state beginning in January of 2022, a committee consisting of the Deputy Mayor, and two other members of the City Coun-cil appointed by the Deputy Mayor, shall convene to review and make recommen-dations to the full City Council regarding the roles of Mayor and City Manager. The committee will meet again in July of 2022 and then annually thereafter for three years. Motion Carried.
