TERMS & CONDITIONS OF NIT 1.0.0 SUBMISSION OF TENDER 1.1.0 No oral, telephonic, fax, telegraphic or E-mail tenders will be entertained. 1.1.1 For tenders received in unsealed/stapled/open condition or without superscription, resulting in

opening of tender before due date, the risk and responsibility of losing confidentiality shall rest with the tenderer.

1.1.2 In case tenders are delivered through personal/private courier after opening, it shall be termed

as LATE OFFER and hence likely to be REJECTED. 1.1.3 Techno-Commercial Bid (Unpriced Bid) and Priced Bid will be submitted in two separate

envelopes as in Para 1.2.1 and 1.2.2. Both these envelopes will be put in a third envelope duly super scribed as “NIT No. EBEU 091225L”; Due on: “29 FEBRUARY 2012” at 1300hrs (bid closing date and time)

1.2.1 In the first envelope, tenderer will submit Techno-commercial Bid consisting of

following:- i) Bid Document Fee in the form of crossed Demand Draft in favour of National Fertilizers

Limited payable on State Bank of India, Bavrikhera Branch, NFL Complex, Vijaipur (INDIA), (Branch Code : 8455). D.D. payable at locations other than above will not be accepted.

ii) Earnest Money Deposit as per clause no. 5.0.0 of NIT.

iii) Technical Specifications with detailed technical literature, catalogue and other technical Details, dimensional drawings/ diagrams, list of customers for carrying our similar retrofitting job.

iv) Please indicate technical data in blank column of all the Annexures under the heading

“Technical Details Offered by the party/ vendor” and submit the same along with your PART – I (Unpriced Bid)

v) Vendors must submit all the documents in support of meeting the “Eligibility Criteria” of

NIT as indicated in a separate annexure. The bidders whose offers are not meeting the eligibility criteria shall not be considered.

vi) Dealers authorized by manufacturer for submitting the offer on their behalf must

submit valid authorization certificate from Manufacturer/OEM.

vii) Commercial terms and conditions of supply such as FOR terms, P&F charges, Excise duty, sales tax, service tax, freight, delivery period & payment terms, Erection and Commissioning charges etc along with the unpriced format of price bid as per Annexure–A.

viii)One set of these tender documents, including all the Annexures, duly signed on each

page, towards acceptance of all terms & conditions

v) Deviations from our specifications / technical conditions, (if any)

vi) Confirmation for acceptance of order for part quantities / part items.

vii) Un- priced format of price-bid duly signed as per Annexure - A (indicating applicable rates of taxes and duties, all charges etc on absolute value basis, if any).

viii) Confirmation that the offered Ex – Works rates shall remain firm till complete execution of supplies.

ix) Confirmation that validity of bid is for 120 days from the bid opening date

1.2.2 Second envelope will contain ONLY the ‘Price Bid’ in duplicate on tenderer’s letterhead as per

the “PRICE BID” format Annexure – A. 1.2.3 The rates should be exclusive of transit insurance from your warehouse to our warehouse. The

goods shall be covered under NFL’s Open Marine Policy. 1.2.4 The rates quoted should be written clearly in figures as well as in words, free from any

cuttings, addition, erasing or in different ink etc. Overwriting of the rates shall be avoided and the tenderer must sign the overwriting/cuttings etc., if any.

1.2.5 The quoted rate(s) on FOR NFL Stores Vijaipur / FOR Guna basis will remain firm till the

complete execution of the order. 1.2.6 In case of non-compliance of Commercial Terms & Conditions of NIT, loading criteria as

per Annexure - B shall be applicable. 1.3.0 Tender shall be submitted by 1300 hrs. on: 29 FEBRUARY 2012. No tender after the

specified time and date will be accepted. NFL will not be responsible for any postal delays/ loss.

1.4.0 PART-I (Techno-Commercial Bid) shall be opened at 1430 hrs. on 29 FEBRUARY 2012 in

the presence of tenderer’s or their accredited representatives, who wish to be present.

1.5.0 PART-II (Price Bid) shall be opened subsequently subject to acceptance of Techno-Commercial Bid. Opening date will be intimated to all those tenderer’s, who are found technically & commercially acceptable to NFL.

1.6.0 In case, due to some unforeseen circumstances, the date of receiving/opening of the tender

happens to be a holiday/closed day, the tender will be received and opened on the next working day.

1.7.0 Incomplete tender submitted with qualifying conditions at variance with the Terms &

Conditions of the tender, are liable to be rejected summarily. Therefore, tenderer’s are advised to scrutinize the terms & conditions of this tender thoroughly.

1.8.0 Only one tender is to be submitted by one tenderer.

1.9.0 NFL will have the right to issue addendum to tender documents to clarify, amend, modify,

supplement or delete any of the conditions, clauses or items stated. Addendum so issued will form part of original invitation to tender.

1.10.0 It shall be certified by the tenderer that none of the NFL employee is related to

owners/directors. (In case any relative is working in NFL, furnish details separately). 1.11.0 It shall be certified by the tenderer that none of NFL’s ex-employee is employed with them.

(In case any ex-employee of NFL is employed, furnish details separately).

1.12.0 It shall be certified by the tenderer that none of blood relation of the owners/directors is participating in this tender in the name of other firm.

1.13.0 Any clarification on procedure, tender specifications etc. (both technical and commercial) can

be had from the office of Deputy General Manager (Materials) any time before tender closing date and either personally or by post/fax/e-mail. Postal delays shall not cause postponement of tender processing dates and tenderers, in their own interest, shall take all steps that are necessary for them to participate in tender well in time.

1.14.0 ANY EXCEPTIONS/DEVIATIONS TO THE NIT SHALL BE SPECIFICALLY

STATED IN A SEPARATE ANNEXURE TO QUOTATION TITLED “DEVIATIONS”.

2.0.0 POSTPONEMENT OF TENDER OPENING DATE 2.1.0 NFL reserves the right to postpone the tender opening date and/or time and will intimate all the

tenderers well in time, of such postponement along with notice of revised opening date and time.

3.0.0 ACCEPTANCE/REJECTION OF TENDER 3.1.0 NFL reserves the right to accept or reject, at its sole discretion, any bid/all bids, in whole or in

part and/or accepts other than the lowest bid without assigning any reasons thereof. 4.0.0 VALIDITY OF PRICE BID 4.1.0 Tenders must be valid for acceptance for 120 days from the tender opening date.

5.0.0 EARNEST MONEY DEPOSIT (EMD) 5.1.0 Tenders must be accompanied by Earnest Money Deposit of Rs. 1,00,000/=- (Rupees One

Lakh Only). EMD can be submitted in the form of: (I). By crossed Demand Draft in favour of National Fertilizers Limited payable on State Bank

Of India, Bavrikhera Branch, NFL Complex, Vijaipur (INDIA), (Branch Code : 8455). D.D. payable at locations other than above will not be accepted. Or

(II). By way of Bank Guarantee from a Scheduled Indian Bank (except Gramin/ Cooperative

Banks) as per our prescribed format enclosed. The Bank Guarantee should be valid for a period of Three Months and you will give an undertaking for extension of the Bank Guarantee in case the same is desired by NFL.

Cheques will not be accepted in any case.

5.2.0 Earnest money will be forfeited at the sole discretion of NFL, in case tenderer after intimation

from NFL of the acceptance of his tender, either wholly or in part, refuses to accept the Purchase Order or changes any of the conditions of the tender or changes the rates and/or terms and conditions of the tender within validity period. If the successful tenderer does not deposit the security as stipulated in the Purchase Order, EMD will be forfeited without further reference.

5.3.0 Earnest Money deposited by unsuccessful tenderers will be returned as early as possible after

finalization of the tender. 5.4.0 Earnest Money Deposit will not bear any interest. 6.0.0 GUARANTEE/WARRANTY : All equipment shall be guaranteed in respect of material,

workmanship and performance. Complete VCB along with line PTs should be guaranteed for 18 months from date of dispatch or one year from the date of commissioning whichever is earlier.

6.1.0 In case of failure of the equipment supplied to meet guarantee, NFL reserves the right to reject

the equipment. Also NFL shall have the right to use the rejected equipment until alternative is made by the supplier.

6.2.0 In case if you are submitting your offer through a dealer, the OEM shall ensure and certify that authorized dealer shall provide all the engineering support and expertise and shall withstand performance guarantee to that extent of contractual obligation.

7.0.0 SECURITY DEPOSIT-CUM-PERFORMANCE BANK GUARANTEE (SD-cum-PG): 7.1.0 The successful tenderer, for the faithful performance of the Contract, will furnish Security

Deposit-cum-Performance Guarantee within 30 days of issue of Purchase Order. The SD-cum-PG will be @ 10% of the value of the PO. The same shall be valid for a period covering the Delivery Period + Guarantee/Warranty Period + Three Months’ Claim Period.

7.2.0 If SD-cum-PG is made in the form of Crossed Demand Draft in favour of National Fertilizers

Limited, it should be payable on State Bank of India, Bavrikhera Branch, NFL Complex, Vijaipur (INDIA), (Branch Code : 8455). D.D. payable at locations other than above will not be accepted.

7.3.0 The tenderer will also have the option to furnish SD-cum-PG by way of Bank Guarantee from

any of the Scheduled Indian Banks excluding Rural and Co-operative Banks, in the Proforma specified by NFL.

7.4.0 The tenderer will also have the option to furnish SD-cum-PG by way of pledging of FDRs /

Govt. Securities or Call Deposits. 7.5.0 Cheques will not be accepted in any case.

7.6.0 The SD-cum-PG will be retained by NFL during the currency of contract or till settlement of

all the accounts thereof, whichever is later. In case any dispute or difference not settled within the validity of Bank Guarantee, tenderer will arrange to get the bank guarantee extended as asked for. NFL, at its sole discretion can call in the Bank to pay the whole or part of the amount of Bank Guarantee.

7.7.0 The above SD-cum-PG will be deemed to be security for the faithful performance of the

contract and for the purpose of Section 74 of the Indian Contract Act, 1872 and for the extension of that section. In the event of any breach of any terms and conditions of the contract, NFL will have the right to draw from the Bank Guarantee/ SD-cum-PG either the whole or part of value of the same and tenderer will make good the value of Bank Guarantee/ SD-cum-PG to the extent of the amount so drawn within 15 days of receipt of intimation from NFL to this effect.

7.8.0 The amount so drawn will not in any way effect any remedy, to which NFL may otherwise be

entitled or any liability incurred by tenderer under the contract or any law for the time being in force relating thereto or bearing thereupon.

7.9.0 In the event of the forfeiture of whole or part of the SD-cum-PG, the tenderer will deposit

further sum/sums, so as to maintain the full SD-cum-PG amount as per Para 7.1.0 above. 7.10.0 The SD-cum-PG will be refunded after contract has been successfully completed. It will be

lawful for NFL, if any difference or dispute is likely to exist, to defer payment of the SD-cum-PG or any portion thereof which may be due for release until such difference and dispute had been finally settled or adjusted.

7.11.0 The SD-cum-PG amount will not bear any interest. 8.0.0 PAYMENT TERMS: 8.1.0 No advance payment shall be allowed. NFL shall prefer release of payment separately as

under:

(A) For Supply Part: 90% payment within Thirty Days of receipt & acceptance of material at NFL Site/ Store, by ECS/EFT & balance 10 % after successful erection, commissioning & retrofitting of VCB.

(B) For Retrofitting, Erection and Commissioning Part: 100% payment within Thirty Days after the successful Retrofitting Erection and Commissioning of the VCB’s at NFL Site, by ECS/EFT.

For this, the tenderer will give its Account No. in any branch of State Bank of India along with its branch code in the offer and acceptance for release of payment by ECS/EFT from our Bank, SBI, BAVRIKHERA BRANCH (8455), VIJAIPUR 473 111. The inspection of material, after receipt of same at our site shall be final.

8.2.0 Please note that in case you do not have account with any branch of State Bank of India, payment by ECS/EFT would not be possible at present and payment shall be released by conventional means like cheque/DD etc. All bank charges shall be to your account.

9.0.0 DELIVERIES/ LIQUIDATED DAMAGES 9.1.0 You shall quote most competitive delivery period. Delivery shall be deemed to be essence of

the contract. If the material is not shipped as per specified schedule, NFL reserves the right to either:- (i) Purchase the material from alternate source on account of supplier and at his risk and

cost, or (ii) Accept the goods at its sole discretion after imposing the penalty @ ½% (half percent)

of the invoice value of the delayed quantity for every week and part thereof, of the period of delay from delivery schedule, subject to a maximum of 5% of the PO value, or

(iii) Treat the delay as default of Purchase Order and forfeit Security Deposit, terminating the Purchase Order forthwith and taking, other action/s against the supplier, within the provisions of the Purchase Order.

10.0.0 AWARD OF CONTRACT :

Award of contract will be made at the sole and absolute discretion of National Fertilizers Ltd., which shall not be disputed. The terms & conditions as embodied in the purchase order shall be final and shall supersede any other terms & condition that might have been indicated in the tender submitted by the Bidders.

11.0.0 FORCE MAJEURE Neither party will be liable for any claim on account of any loss, damage or compensation,

whatsoever, arising out of any failure to carry out the terms of this contract, where such failure is caused due to war, rebellion, mutiny, civil commotion, fire, riots, earthquake, drought, flood crop failure, or Act of God or due to any restraint or regulation of the State or Central Government or a local authority/authorities, provided a notice of such occurrence is given to the other party in writing within 10 days from the date of occurrence of the force majeure condition, furnishing therewith a documentary evidence supporting the invoking of the force majeure clause. On cessation of the force majeure, the party invoking force majeure will inform the other party of the period for which the force majeure condition continued and will also give documentary evidence thereof this effect.

12.0.0 ARBITRATION:

Except where otherwise provided in the contract all matters, questions, disputes or differences whatsoever, which shall at any time arise between the parties hereto, touching the construction, meaning, operation or effect of the contract, or out of the matters relating to the contract or breach thereof, or the respective rights or liabilities of the parties, whether during or after completion of works or whether before or after termination shall after written notice by either party to the contract be referred to the arbitration of Designated Unit Head/ E.D./Functional Director/Chairman & Managing Director, National Fertilizers Limited or his/her nominee.

The Arbitration & Conciliation Act, 1996 or any statutory modification or re-enactment thereof and the rules made thereunder shall govern the Arbitration proceedings.

The contractor hereby agrees that he shall have no objection if the arbitrator so appointed is an employee of NFL and he had to deal with the matter to which the contract relates and that in the course of his duties as such he has expressed his views on all or any of the matter in dispute or differences.

If the arbitrator to whom matter is referred, vacates his/ her office by any reason whatsoever then the next arbitrator so appointed by the authority referred above may start the proceedings from where his predecessor left or at any such stage he may deem fit.

It is agreed by and between the parties that in case a reference is made to the Arbitrator or the Arbitral Tribunal for the purpose of resolving the disputes/ differences arising out of the contract by and between the parties hereto, the Arbitrator or the Arbitral Tribunal shall not award interest on the awarded amount more than the rate SBI PLR/ Base Rate as applicable to NFL on the date of award of contract.

13.0.0 JURISDICTION All actions at law or suits arising out of or in connection with this contract or the subject matter

thereof will be instituted in Guna court in Guna district in the State of Madhya Pradesh.

14.0.0 CLEAR UNDERSTANDING When a tenderer submits his tender in response to this tender document, he will be deemed to

have understood fully all requirements, terms and conditions. No request will be entertained on a pretext that the tenderer did not have a clear idea on any particular point and/or a clause of the tender.

15.0.0 SECRECY contract shall be regarded as secret and confidential and shall not without the written consent

of NFL be published or disclosed to any third party or made use of by the supplier except for the purpose of implementing the contract.

16.0.0 LAWS GOVERNING PURCHASE ORDER: The laws or Union of India for the time being in force shall govern the purchase order. 17.0.0 In case you are registered as MICRO, SMALL or MEDIUM Enterprise under ‘The Macro,

Small & Medium Enterprise Development Act, 2006 (MSMED Act)’ promulgated by Government of India vide Notification dated 16/06/2006, please indicate the relevant category in your Offer and also enclose a copy of the certificate issued by the concerned authorities.

18.0.0 The prospective tenderers having any common Partners/ Directors/ Managing Partners etc. or

having any other common criteria shall be considered as Sister/ Group/ Associates Company. In such cases, only one of them will be eligible for participating in the tender.

Tenderers has to submit a declaration along with the Technical Bid: (a) That no other Firm/ Sister Concern/ Associate belonging to the same group is participating/

submitting this tender.

(b) That the bidders, their associates, sister concerns etc. have not been black listed by any Institutional Agency/ Government Department/ Public Sector Undertakings in the last two years.

In case of concealment of any fact, if detected later on, such tenderer will be debarred from all

future dealings with NFL. 19.0.0 No condition or deviation should be mentioned by the Tenderer in Price Bid. Offers where

party has mentioned any condition or deviation in Price Bid shall be liable to be ignored without any further reference.

20.0.0 The Tenderer shall quote the price strictly as per the Proforma enclosed for schedule of prices.

Parties should quote one rate for specific quantity quoted by them. Tenders with quotation of different rate for different quantities shall be rejected without any further reference.

21.0.0 One person will be allowed to represent only one company during discussions/ negotiations

with NFL. If same person is representing different companies with authorisation latter from more than one company, such person will be allowed to represent only the first company called for negotiations.

22.0.0 Bidders may ensure that tender documents/ offer has been signed by appropriate/ authorised

representative of the Company. Withdrawal of offer/ non-acceptance of orders placed based on offers submitted by bidders on their letter head will not be allowed on the grounds that offer was not signed by authorised person.

23.0.0 This NIT/ Enquiry is also available on our website www.nationalfertilizers.com. Approved

Vendors/ Suppliers can access the details of this case on our said website and can submit Offer accordingly. Any unsolicited Offer will not be entertained. Vendor User ID and Password have already been intimated to our Registered Vendors/ Suppliers separately. ELIGIBILITY CRITERIA FOR THE BIDDERS ELIGIBILITY- CRITERIA for Retrofitting of NGEF make MOCB [ Type EKU- 5012 and KEU-5025 ] and ASIA make MOCB [ Type HKK -12/1240] by VCB

Bidders are required to furnish following information / Documents along with technical bids, failing which the offers shall not be considered.

1) Party shall submit Financial Returns filed with Income Tax Department for last 3 Years ending

31st march 2011.

2) The tenderer must be a reputed Manufacturer of the item [VCB (Vacuum circuit breaker ) ] or a duly Authorized distributor/dealer of the manufacturer. In case, party is an authorized distributor or dealer of the item [VCB (Vacuum circuit breaker ) ], they should produce a certificate of authorization from the manufacturer.

3) Tenderer shall furnish copies of purchase orders executed by them for retrofitting of NGEF make MOCB [ Type EKU-5012 and EKU-5025 ] and ASIA make MOCB [Type HKK-12/1240] by VCB (Vacuum Circuit Breaker ) and its performance certificates to Fertilizer / Petrochemical / Power industries / PSU / Govt. Departments for last three years. The party should have carried out minimum 2 retrofits during the past three years. Party shall also enclose satisfactory performance or completion certificate the customer.

4) The party must have the Inspection, Testing and repairing facilities and also the Quality

Assurance Plan with them and should submit a certificate to this effect.

5) In case of authorized distributor/ Dealer, party to submit the following documents in addition to above:

a) Valid authorization letter from OEM. b) Counter guarantee from OEM for supply of spares, services and supports of system for a

period of minimum 15 years in India.

c) Party to confirm the support of expert engineers of OEM for erection, commissioning and retrofitting of the MOCB by VCB.

LOADING CRITERIA The bidders must accept the terms and conditions stipulated in the NIT, failing which the bid is likely to be rejected at the sole discretion of NFL. However, NFL may at its sole discretion, accept bids having deviation to NIT terms and Conditions by adopting the following loading Criteria. I. Offers received without EMD:-

EMD amount (absolute value), as required in the NIT shall be loaded on landed cost of total offer value.

II. Non-submission of Security Deposit-cum-Performance Guarantee (SD-cum-PG):-

The loading shall be adopted for shortfall in the bank guarantee agreed by the bidder. For example, NIT calls for bank guarantee for 10%, then loading shall be done as under:-

SCOPE OF WORK AND SPECIFICATION OF REQUIRED VACCUME CIRCUIT BREAKER TO RETROFIT EXISTING NGEF MAKE 11KV, 1250A MOCB OF AMMONIA & C.T. MOTOR FEEDERS. 1.01 Scope :

This specification covers the complete Design, Manufacture, Assembly, Testing at works before dispatch, Inspection & Delivery at site in suitable packed condition for V.C.B. & accessories.

The scope of work shall also include ,supply of V.C.B, with Surge suppressors [Capacitor

Type (RC Circuit)] shall be suitable to mount on back side of the panel of the VCB and complete in all respect, the supervision of Erection / Testing / Commissioning & Retrofitting of existing MOCB 1250Amp. 11KV of NGEF make Type EKU-5012/10 by VCB for successful commercial operation.

Technical data of existing power system & MOCB attached as per Annexure-II and existing

breaker dimensional details are given in Annexure-III. All data of offered V.C.B shall be filled by tenderer in Annexure-IV for technical evaluations.

1.02 The VCB offered shall be of proven design by way of successful commercial operation for

three years. Derating of CB as per site condition at an ambient of 46 Deg C shall be Nil. Temperature Rise over an ambient of 46 Deg C shall be with in limits as per IEC.

1.03 The VCB shall comply with requirement of relevant standards.

1.04 All drawings, schedules & enclosures attached to this specifications shall form part of the specification.

1.05 The VCB offered shall be with latest technology of Vacuum Bottles, complete in all respects & shall match the Physical dimensions of the existing 1250Amps. 11 KV, MOCB of NGEF make Type EKU-5012 / 10 shall be one to one ready replacement. So that it can be provided in place of existing MOCB’s for exact & ready to use replacement. Any material which may not have been specifically mentioned, but which is usually necessary for satisfactory trouble free operation & commissioning of VCB shall be included in the scope of supply.

2.00 Circuit Breakers :

The Vacuum circuit breakers shall be of the 3 phase, single break , Horizontally drawout, horizontal isolation, Vacuum break type truck mounted suitable for LOCAL / REMOTE operation with rupturing capacity & continuous current carrying capacity as given in the annexures. The circuit breaker shall have sustained rupturing capacity on repeated operations due to fault. The circuit breaker shall consist of three separate identical single pole operated through common shaft by the operating mechanism.VCB all six arm should be SLEEVED BY INSULATING RACHEM MAKE HEAT SHRINKABLE MATERIAL OF SUITABLE VOLTAGE RATING and all joints shall be covered by shrouds.

2.01 All breakers of like rating shall be physically & electrically interchangeable.

2.02 The closing coils & other auxiliary devices shall operate satisfactorily at all voltages between 80% to 110% of the rated control voltage. (110V D.C.) 2.03 When the breaker is in closed position, a closing of an initiating control device shall neither result in further operation of the breaker closing mechanism nor endanger the operator. 2.04 An emergency handle shall be supplied for manual operation of the breaker in case of failure of closing power. The close push button provided for this purpose shall be accessible after opening the door.

2.05 Provision shall be made manual closing & slow closing for maintenance & contact adjustment purpose. A suitable operating handle shall be supplied ,one for each VCB, for this purpose. 2.06 Each breaker shall have three positions-SERVICES, TEST & DISCONNECTED with mechanical indications. The design of breaker should be such that without

opening the front access door of VCB, it should be possible to pull out the breaker in disconnected position.

2.07 The breakers shall be provided with motor operated power closing mechanism & shall include trip-free ( electrically & mechanically) & anti pumping features. The closing motor shall be suitably protected against damage due to over- heating .

2.08 Each VCB shall have rack-in/rack-out handle of VCB trolly.

2.09 Each VCB shall have manual and electrically spring charging arrangement along with charging handle.

2.10 Motor operated mechanism shall be complete with universal motor, opening

spring, closing spring & all necessary accessories to make the mechanism complete operating unit. The motor shall be suitable operation with voltage variation from 80% to 110% of rated voltage ( 110 Volt D.C.).Spring charging time shall be indicated in the offer.

As long as power is available to the motor, a continuous sequence of closing & opening shall be possible. After failure of power supply to motor at least one- close-open operation of the circuit breaker shall be possible. Motor shall be solely used for compressing the closing spring.

Closing action of the breaker shall compress the opening spring for tripping. Soon after the closing springs are discharged after closing a breaker closing spring shall automatically be charge for next operation.

2.11 The breakers shall be provided with shunt trip coil. Provision shall be made for mechanically tripping the breaker in case of emergency. The trip coil & other associated auxiliary devices shall operate reliably & satisfactorily at all voltages between 70 to 110% of its rated voltages i.e. 110 volt D.C. Mechanical tripping shall be possible without opening the VCB cover.

2.12 Mechanical ON, OFF, ISOLATED position & spring CHARGED- DISCHARGED indications appropriately marked shall be provided on the front of the breakers. The breaker shall also be provided with a operation counter.

2.13 Mechanical interlocks shall be provided to prevent:

i) A closed C.B. from being isolated from or inserted into the service position. ii) Closing & opening of the C.B. in an intermediate position between service & Test &

between Test & Disconnected position. iii) Any other functions not permitted as per requirement specified. iv) VCB should be locked at isolated (Test position) and at Service position as per NGEF

make existing MOCB.

2.14 Automatic safety shutters with padlocking facilities shall be provided to completely cover the primary disconnects when the breaker is withdrawn.

2.15 Positive earthing of circuit breaker frame shall be maintained when it is in connected position & in all other positions in which the safety shutters are in open position.

2.16 VCB should be mounted on the truck for Motor feeder of 11KV system [For three VCB, three sets of R.C. Type Surge Suppressors (one set consist of 3 Nos.) shall be mounted at back side of the panel and connected with out going cable]. Two operating lever to operate limit switch mounted inside the panel at respective position, one at left side & another at right side for service condition interlocking & indication respectively shall be mounted on the truck . (When looking from operating end of the VCB). One separate operating lever to operate limit switch mounted inside the panel for VCB test position indication shall be mounted on the VCB at right side of the truck (when looking from operating end of the VCB).

2.17 Party shall approve the control wiring diagram for closing, tripping, spring charging etc of new VCB, which shall match with existing MOCB drawings.

3.0 ARC INTERRUPTING DEVICES The arc interrupting devices shall be capable of interrupting satisfactorily current zero to the rated interrupting current when used on predominantly capacitive or inductive circuits. The Vacuum Bottles shall be of Siemens or Jyoti or ABB or Areva or BEL make only.

4.0 SURGE SUPPRESSURERS

Surge suppressors [three sets of R.C. Type Surge Suppressors (one set consist of 3 Nos.) shall be mounted at back side of the panel and connected with suitable insulated H.T. sleeved ( Raychem make or equivalent ) copper link to connect R.C.type surge suppressor to the outgoing cable terminals. Surge suppressors shall be of Magnavin Magnetics or Raychem or Yesha make only & designed in such a way to protect or to take care of the Insulation of the 24 years old 11 KV cables & 11 KV Motor due to chopping of current during its operations. ‘Yesha’ make (M/s Yesha Electricals Pvt. Ltd, C-2/18, Industrial state, Gorwa Road, Baroda) surge suppressors are already installed at NFL Vijaipur since last 12 years and its performance is very much satisfactory. However for other make of R-C type surge suppressor, all the party may be asked to submit following documents to adjudge its credentials as well as its technical suitability:-

a) Complete technical details, relevant IS and test certificates of offered R-C type surge suppressor.

b) Documentary evidence, like copies of purchase orders & performance certificates of reputed public / private sector for the orders executed during the last three years, in support of the same.

5.0 CIRCUIT BREAKER AUXILIARY SWITCH CONTACTS & PACKING SWITCH CONTACTS. The circuit breaker shall be provided with six numbers of normally open & Eight nos. of normally closed circuit breakers auxiliary switch contacts, with the spare contacts wired to the terminal board. The auxiliary contacts shall be suitable for inductive breaking ( not less than 5 Amps.) at the control voltage specified. Necessary number of racking switch contact shall be included.

6.0 CIRCUIT BREAKER CONTROLING [ INDUCTIVE LOAD MAINLY MOTORS ] The Vacuum circuit breaker shall be suitable for starting & stopping 11KV Inductive Load such as Motors number of times without any intentional time interval.

7.0 TEST CERTIFICATES, DRAWINGS & LITERATURE ETC. FOR VCBs AND SURGE SUPPRESORS.

Quadruplicate copies of the following documents drawings shall be submitted along with the offer:-

a) Complete report on the short circuit tests, certified by a recognized & independent testing authority i.e. CPRI, in support of the ratings of the circuit breakers offered. Routing & Type test as per latest IS standard. Type test report of similar rating VCB shall be supplied along with VCB to adjudge its suitability.

b) Routing test shall be witness by NFL. c) Principal dimensioned outline of each VCB and each Surge Suppressors with

General Arrangement Drawings. d) Bidder has to visit the site to check exact dimensions of the MOCB which is

required to be retrofitted at NFL Vijaipur plant. 8.0 SPARES ( Party should quote unit price separately): 8.01 Tenderers shall quote itemized unit prices for recommended spares &

recommended quantities for stocking for first one year’s operation of the equipment of Indian make & for use during the first two years of the equipment for foreign make.

8.02 The Spares shall include, but not limited to a) Three no’s of 11 KV, 1250A Vacuum Bottles. b) Breaker accessories e.g. closing & tripping coils, spring charging motor, Auxiliary

switch, mechanism springs etc. c) One set [consisting of 3 Nos.] 11KV, R.C.Type Surge Suppressors along with suitable

insulated H.T. sleeved ( Raychem make or equivalent ) copper link to connect R.C.type surge suppressor to the outgoing cable terminals.

9.0 TOOLS & TACKLES 9.01 The tenderer shall furnish a complete & unused set of all special tools & tackles which are

necessary or convenient for erection, testing, commissioning, maintenance & overhauling of the Vaccume Circuit Breaker.

9.02 The tools shall be dispatched in separate container clearly marked with the name of the equipment for which they are intended.

9.03 The tenderer shall submit a list of tools proposed to be furnished under the scope

of supply along with the offer. 10 TECHNICAL PARTICULARS

The existing MOCB which is required to be retrofitted, technical & dimensional particulars are attached herewith [ANNEXURE-II & III] for reference. The tenderer shall furnish with his offer the technical Particulars in the Blank proforma of ANNEXURE-IV (technical particulars which is attached herewith).

11 GUARANTEES 11.01 All equipment shall be guaranteed in respect of material, workmanship & performance.

Complete VCB along with RC Type Surge Suppressors be guaranteed for 18 months from date of dispatch or One year from the date of commissioning.

11.01 In case of failure of the equipment supplied to meet guarantee, the purchaser

reserves the right to reject the equipment. Also purchaser shall have right to use the rejected equipment until alternative arrangement is made.

12 DEVIATIONS

The scope of supply shall be fully spelt out by the tenderer. Any intended omission or deviation must be clearly stated giving reference to this specification.

NOTE: 1.0 Material will have to be supplied within 120 days from the date receipt of LOI / Purchase order,

whichever is earlier. Delivery shall be deemed to be essence of the contract. 2.0 If the material is not supplied as per specified schedule, NFL shall without prejudice in this

behalf be entitled to charge penalty for delay @ 0.5% of the invoice value of the delayed quantity for every week and part thereof, of the period of delay from delivery schedule, subject to a maximum of 5% of the PO value.

3.0 Bidders may visit site before submitting their offers if desired. 4.0 VCB shall be mounted on a Trolley (Truck or Carriage) dimensionally similar to existing

MOCB. Party will furnish indemnity bond & Transit Insurance in case shifting of MOCB shall be required to party works. In such cases transportation cost from NFL to party works and back shall be borne by party.

5.0 Two number operation & maintenance manual with testing procedure manual shall be supplied along with equipment.

6.0 Test certificate of the VCB being supplied shall be submitted along with dispatch documents. 7.0 Minimum chopping current of VCB shall be less than 5 Amps. However Bidder may submit

exact chopping current of VCB. 8.0 All control supply shall be 110V DC 9.0 First pole to clear factor shall be 1.5 10.0 Maximum permissible contact resistance (closed condition) for 1250Amp. Per pole of the VCB

shall be <30 Micro Ohm across bottle, < 70 Micro Ohm at the end of connection bar (For new breakers).

11.0 Rated voltage of the VCB shall be 11 KV. 12.0 Plug –Top (24 pin) arrangement for communication between VCB and panel shall be similar (to

fixed on existing 24 pin socket of the panel) to the existing MOCB. Control wiring of VCB up to the plug pin number shall be similar as per existing MOCB wiring and its ferruling.

13.0 All six live arm shall be insulated with suitable voltage rating RAYCHEM MAKE HEAT SHRINKABLE SLEEVE. These arms shall also be protected with suitable phase barriers. All the joints shall be covered with shrouds.

ITEM S. NO. (2 & 3) OF NIT (ANNEXURE – V) SCOPE OF WORK AND SPECIFICATION OF REQUIRED VACCUME CIRCUIT BREAKER TO RETROFIT EXISTING NGEF MAKE 3.3KV, 1250A MOCB OF AMMONIA & UREA MOTOR FEEDERS. 1.02 Scope :

This specification covers the complete Design, Manufacture, Assembly, Testing at works before dispatch, Inspection & Delivery at site in suitable packed condition for V.C.B. & accessories.

The scope of work shall also include ,supply of V.C.B, with Surge suppressors [Capacitor

Type (RC Circuit)] shall be suitable to mount on back side of the panel of the VCB and complete in all respect, the supervision of Erection / Testing / Commissioning & Retrofitting of existing MOCB 1250Amp. 3.3KV of NGEF make Type EKU-5012/10 by VCB for successful commercial operation.

Technical data of existing power system & MOCB attached as per Annexure-VI and existing

breaker dimensional details are given in Annexure-VII. All data of offered V.C.B shall be filled by tenderer in Annexure -VIII for technical evaluations.

1.06 The VCB offered shall be of proven design by way of successful commercial operation for

three years. Derating of CB as per site condition at an ambient of 46 Deg C shall be Nil. Temperature Rise over an ambient of 46 Deg C shall be with in limits as per IEC.

1.07 The VCB shall comply with requirement of relevant standards.

1.08 All drawings, schedules & enclosures attached to this specifications shall form part of the specification.

1.09 The VCB offered shall be with latest technology of Vacuum Bottles, complete in all respects & shall match the Physical dimensions of the existing 1250Amps,3.3 KV, MOCB of NGEF make Type EKU-5012 / 10 shall be one to one ready replacement. So that it can be provided in place of existing MOCB’s for exact & ready to use replacement. Any material which may not have been specifically mentioned, but which is usually necessary for satisfactory trouble free operation & commissioning of VCB shall be included in the scope of supply.

2.00 Circuit Breakers :

The Vacuum circuit breakers shall be of the 3 phase, single break , Horizontally drawout, horizontal isolation, Vacuum break type truck mounted suitable for LOCAL / REMOTE operation with rupturing capacity & continuous current carrying capacity as given in the Annexures.

The circuit breaker shall have sustained rupturing capacity on repeated operations due to fault. The circuit breaker shall consist of three separate identical single pole operated through common shaft by the operating mechanism.VCB all six arm should be SLEEVED BY

INSULATING RACHEM MAKE HEAT SHRINKABLE MATERIAL OF SUITABLE VOLTAGE RATING and all joints shall be covered by shrouds.

2.18 All breakers of like rating shall be physically & electrically interchangeable.

2.19 The closing coils & other auxiliary devices shall operate satisfactorily at all voltages between 80% to 110% of the rated control voltage. (110V D.C.) 2.20 When the breaker is in closed position, a closing of an initiating control device shall neither result in further operation of the breaker closing mechanism nor endanger the operator. 2.21 An emergency handle shall be supplied for manual operation of the breaker in case of failure of closing power. The close push button provided for this purpose shall be accessible after opening the door. 2.22 Provision shall be made manual closing & slow closing for maintenance & contact adjustment purpose. A suitable operating handle shall be supplied ,one for each VCB, for this purpose. 2.23 Each breaker shall have three positions-SERVICES, TEST & DISCONNECTED with mechanical indications. The design of breaker should be such that without

opening the front access door of VCB, it should be possible to pull out the breaker in disconnected position.

2.24 The breakers shall be provided with motor operated power closing mechanism & shall include trip-free ( electrically & mechanically) & anti pumping features. The closing motor shall be suitably protected against damage due to over- heating.

2.25 Each VCB shall have rack-in/rack-out handle of VCB trolly.

2.26 Each VCB shall have manual and electrically spring charging arrangement along with charging handle.

2.27 Motor operated mechanism shall be complete with universal motor, opening

spring, closing spring & all necessary accessories to make the mechanism complete operating unit. The motor shall be suitable operation with voltage variation from 80% to 110% of rated voltage ( 110 Volt D.C.).Spring charging time shall be indicated in the offer.

As long as power is available to the motor, a continuous sequence of closing & opening shall be possible. After failure of power supply to motor at least one- close-open operation of the circuit breaker shall be possible. Motor shall be solely used for compressing the closing spring.

Closing action of the breaker shall compress the opening spring for tripping. Soon after the closing springs are discharged after closing a breaker closing spring shall automatically be charge for next operation.

2.28 The breakers shall be provided with shunt trip coil. Provision shall be made for mechanically tripping the breaker in case of emergency. The trip coil & other associated auxiliary devices shall operate reliably & satisfactorily at all voltages between 70 to 110% of its rated voltages i.e. 110 volt D.C. Mechanical tripping shall be possible without opening the VCB cover.

2.29 Mechanical ON, OFF, ISOLATED position & spring CHARGED- DISCHARGED indications appropriately marked shall be provided on the front of the breakers. The breaker shall also be provided with a operation counter.

2.30 Mechanical interlocks shall be provided to prevent: v) A closed C.B. from being isolated from or inserted into the service position. vi) Closing & opening of the C.B. in an intermediate position between service & Test &

between Test & Disconnected position. vii) Any other functions not permitted as per requirement specified. viii) VCB should be locked at isolated (Test position) and at Service position as per NGEF

make existing MOCB.

2.31 Automatic safety shutters with padlocking facilities shall be provided to completely cover the primary disconnects when the breaker is withdrawn.

2.32 Positive earthing of circuit breaker frame shall be maintained when it is in connected position & in all other positions in which the safety shutters are in open position.

2.33 VCB should be mounted on the truck for Motor feeder of 3.3KV system [For four VCB, four sets of R.C. Type Surge Suppressors (one set consist of 3 Nos.) shall be mounted at back side of the panel and connected with out going cable]. Two operating lever to operate limit switch mounted inside the panel at respective position, one at left side & another at right side for service condition interlocking & indication respectively shall be mounted on the truck . (When looking from operating end of the VCB). One separate operating lever to operate limit switch mounted inside the panel for VCB test position indication shall be mounted on the VCB at right side of the truck (when looking from operating end of the VCB).

2.34 Party shall take approval of the control wiring diagram for closing, tripping, spring charging etc of new VCB, which shall match with existing MOCB drawings.

3.0 ARC INTERRUPTING DEVICES

The arc interrupting devices shall be capable of interrupting satisfactorily current zero to the rated interrupting current when used on predominantly capacitive or inductive circuits. The Vacuum Bottles shall be of Siemens or Jyoti or ABB or Areva or BEL make only.

4.0 SURGE SUPPRESSURERS

Surge suppressors [Seven sets of R.C. Type Surge Suppressors (one set consist of 3 Nos.) shall be mounted at back side of the panel and connected with the suitable insulated H.T. sleeved ( Raychem make or equivalent ) copper link to connect R.C.type surge suppressor to the outgoing cable terminals.

Surge suppressors shall be of Magnavin Magnetics or Raychem or Yesha make only and designed in such a way to protect or to take care of the Insulation of the 24 years old 3.3 KV

cables & 3.3 KV Motor due to chopping of current during its operations. ‘Yesha’ make (M/s Yesha Electricals Pvt. Ltd, C-2/18, Industrial state, Gorwa Road, Baroda) surge suppressors are already installed at NFL Vijaipur since last 12 years and its performance is very much satisfactory. However for other make of R-C type surge suppressor, all the party may be asked to submit following documents to adjudge its credentials as well as its technical suitability:-

c) Complete technical details, relevant IS and test certificates of offered R-C type surge suppressor.

d) Documentary evidence, like copies of purchase orders & performance certificates of reputed public / private sector for the orders executed during the last three years, in support of the same.

5.0 CIRCUIT BREAKER AUXILIARY SWITCH CONTACTS & PACKING SWITCH CONTACTS. The circuit breaker shall be provided with six numbers of normally open & six nos. of normally closed circuit breakers auxiliary switch contacts, with the spare contacts wired to the terminal board. The auxiliary contacts shall be suitable for inductive breaking ( not less than 5 Amps.) at the control voltage specified. Necessary number of racking switch contact shall be included.

6.0 CIRCUIT BREAKER CONTROLING [ INDUCTIVE LOAD

MAINLY MOTORS ] The Vacuum circuit breaker shall be suitable for starting & stopping 3.3KV Inductive Load such as Motors number of times without any intentional time interval.

7.0 TEST CERTIFICATES, DRAWINGS & LITERATURE ETC. FOR VCBs AND SURGE SUPPRESORS.

Quadruplicate copies of the following documents drawings shall be submitted along with the offer:-

a) Complete report on the short circuit tests, certified by a recognized & independent testing authority i.e. CPRI, in support of the ratings of the circuit breakers offered. Routing & Type test as per latest IS standard. Type test report of similar rating VCB shall be supplied along with VCB to adjudge its suitability.

b) Routing test shall be witness by NFL.

c) Principal dimensioned outline of each VCB and each Surge Suppressors with General Arrangement Drawings.

d) Bidder has to visit the site to check exact dimensions of the MOCB which is

required to be retrofitted at NFL Vijaipur plant. 8.0 SPARES ( Party should quote unit price separately): 8.01 Tenderers shall quote itemized unit prices for recommended spares &

recommended quantities for stocking for first one year’s operation of the equipment of Indian make & for use during the first two years of the equipment for foreign make.

8.03 The Spares shall include, but not limited to d) Three no’s of 3.3 KV, 1250A Vacuum Bottles. e) Breaker accessories e.g. closing & tripping coils, spring charging motor, Auxiliary

switch, mechanism springs etc. f) One set [consisting of 3 Nos.] 3.3KV, R.C.Type Surge Suppressors along with suitable

insulated H.T. sleeved ( Raychem make or equivalent ) copper link to connect R.C.type surge suppressor to the outgoing cable terminals.

10.0 TOOLS & TACKLES 12.01 The tenderer shall furnish a complete & unused set of all special tools & tackles which are

necessary or convenient for erection, testing, commissioning, maintenance & overhauling of the Vaccume Circuit Breaker.

12.02 The tools shall be dispatched in separate container clearly marked with the name

of the equipment for which they are intended.

12.03 The tenderer shall submit a list of tools proposed to be furnished under the scope of supply along with the offer.

13 TECHNICAL PARTICULARS

The existing MOCB which is required to be retrofitted, technical & dimensional particulars are attached herewith [ANNEXURE-VI & VII] for reference. The tenderer shall furnish with his offer the technical Particulars in the Blank proforma of ANNEXURE-VIII (technical particulars which is attached herewith).

14 GUARANTEES 11.01 All equipment shall be guaranteed in respect of material, workmanship & performance.

Complete VCB along with RC Type Surge Suppressors be guaranteed for 18 months from date of dispatch or One year from the date of commissioning.

14.01 In case of failure of the equipment supplied to meet guarantee, the purchaser

reserves the right to reject the equipment. Also purchaser shall have right to use the rejected equipment until alternative arrangement is made.

15 DEVIATIONS

The scope of supply shall be fully spelt out by the tenderer. Any intended omission or deviation must be clearly stated giving reference to this specification.

NOTE: 14.0 Material will have to be supplied within 120 days from the date receipt of LOI / Purchase order,

whichever is earlier. Delivery shall be deemed to be essence of the contract. 15.0 If the material is not supplied as per specified schedule, NFL shall without prejudice in this

behalf be entitled to charge penalty for delay @ 0.5% of the invoice value of the delayed quantity for every week and part thereof, of the period of delay from delivery schedule, subject to a maximum of 5% of the PO value.

16.0 Bidders may visit site before submitting their offers if desired. 17.0 VCB shall be mounted on a Trolley (Truck or Carriage) dimensionally similar to existing

MOCB. Party will furnish indemnity bond & Transit Insurance in case shifting of MOCB shall be required to party works. In such cases transportation cost from NFL to party works and back shall be borne by party.

18.0 Two number operation & maintenance manual with testing procedure manual shall be supplied along with equipment.

19.0 Test certificate of the VCB being supplied shall be submitted along with dispatch documents. 20.0 Minimum chopping current of VCB shall be less than 5 Amps. However Bidder may submit

exact chopping current of VCB. 21.0 All control supply shall be 110V DC 22.0 First pole to clear factor shall be 1.5 23.0 Maximum permissible contact resistance (closed condition) for 1250Amp. Per pole of the VCB

shall be <30 Micro Ohm across bottle and < 70 Micro Ohm at the end of connection bar (For new breakers).

24.0 Rated voltage of the VCB shall be 3.6 KV. 25.0 Plug –Top (24 pin) arrangement for communication between VCB and panel shall be similar (to

fixed on existing 24 pin socket of the panel) to the existing MOCB. Control wiring of VCB up to the plug pin number shall be similar as per existing MOCB wiring and its ferruling.

26.0 All six live arm shall be insulated with suitable voltage rating RAYCHEM MAKE HEAT SHRINKABLE SLEEVE. These arms shall also be protected with suitable phase barriers. All the joints shall be covered with shrouds.

ITEM S.NO. (4) OF NIT (ANNEXURE – IX) SCOPE OF WORK AND SPECIFICATION OF REQUIRED VACCUME CIRCUIT BREAKER TO RETROFIT EXISTING NGEF MAKE 3.3KV, 2500A MOCB OF UREA INCOMERS 1.03 Scope :

This specification covers the complete Design, Manufacture, Assembly, Testing at works before dispatch, Inspection & Delivery at site in suitable packed condition for V.C.B. & accessories.

The scope of work shall also include, supply of V.C.B with Line potential transformer

mounted on breaker trolley and complete in all respect, the supervision of Erection / Testing / Commissioning & Retrofitting of existing MOCB 2500Amp. 3.3KV of NGEF make Type EKU-5025/10 by VCB for successful commercial operation.

Technical data of existing power system & MOCB attached as per Annexure-X and existing

breaker dimensional details are given in Annexure-XI. All data of offered V.C.B shall be filled by tenderer in Annexure -XII for technical evaluations.

1.10 The VCB offered shall be of proven design by way of successful commercial operation

for three years. Derating of CB as per site condition at an ambient of 46 Deg C shall be Nil. Temperature Rise over an ambient of 46 Deg C shall be with in limits as per IEC.

1.11 The VCB shall comply with requirement of relevant standards.

1.12 All drawings, schedules & enclosures attached to this specifications shall form part of the specification.

1.13 The VCB offered shall be with latest technology of Vacuum Bottles, complete in all respects & shall match the Physical dimensions of the existing 2500Amps,3.3 KV, MOCB of NGEF make Type EKU-5025 / 10 shall be one to one ready replacement. So that it can be provided in place of existing MOCB’s for exact & ready to use replacement. Any material which may not have been specifically mentioned, but which is usually necessary for satisfactory trouble free operation & commissioning of VCB shall be included in the scope of supply.

2.00 Circuit Breakers :

The Vacuum circuit breakers shall be of the 3 phase, single break , Horizontally drawout, horizontal isolation, Vacuum break type truck mounted suitable for LOCAL / REMOTE operation with rupturing capacity & continuous current carrying capacity as given in the Annexure.

The circuit breaker shall have sustained rupturing capacity on repeated operations due to fault. The circuit breaker shall consist of three separate identical single pole operated through common shaft by the operating mechanism.VCB all six arm should be SLEEVED BY INSULATING RACHEM MAKE HEAT SHRINKABLE MATERIAL OF SUITABLE VOLTAGE RATING and all joints shall be covered by shrouds.

2.35 All breakers of like rating shall be physically & electrically interchangeable.

2.36 The closing coils & other auxiliary devices shall operate satisfactorily at all voltages between 80% to 110% of the rated control voltage. (110V D.C.) 2.37 When the breaker is in closed position, a closing of an initiating control device shall neither result in further operation of the breaker closing mechanism nor endanger the operator. 2.38 An emergency handle shall be supplied for manual operation of the breaker in case of failure of closing power. The close push button provided for this purpose shall be accessible after opening the door. 2.39 Provision shall be made manual closing & slow closing for maintenance & contact adjustment purpose. A suitable operating handle shall be supplied ,one for each VCB, for this purpose. 2.40 Each breaker shall have three positions-SERVICES, TEST & DISCONNECTED with mechanical indications. The design of breaker should be such that without

opening the front access door of VCB, it should be possible to pull out the breaker in disconnected position.

2.41 The breakers shall be provided with motor operated power closing mechanism & shall include trip-free ( electrically & mechanically) & anti pumping features. The closing motor shall be suitably protected against damage due to over- heating.

2.42 Each VCB shall have rack-in/rack-out handle of VCB trolley.

2.43 Each VCB shall have manual and electrically spring charging arrangement along with charging handle.

2.44 Motor operated mechanism shall be complete with universal motor, opening

spring, closing spring & all necessary accessories to make the mechanism complete operating unit. The motor shall be suitable operation with voltage variation from 80% to 110% of rated voltage ( 110 Volt D.C.).Spring charging time shall be indicated in the offer.

As long as power is available to the motor, a continuous sequence of closing & opening shall be possible. After failure of power supply to motor at least one- close-open operation of the circuit breaker shall be possible. Motor shall be solely used for compressing the closing spring.

Closing action of the breaker shall compress the opening spring for tripping. Soon after the closing springs are discharged after closing a breaker closing spring shall automatically be charge for next operation.

2.45 The breakers shall be provided with shunt trip coil. Provision shall be made for mechanically tripping the breaker in case of emergency. The trip coil & other associated auxiliary devices shall operate reliably & satisfactorily at all voltages between 70 to 110% of its rated voltages i.e. 110 volt D.C. Mechanical tripping shall be possible without opening the VCB cover.

2.46 Mechanical ON, OFF, ISOLATED position & spring CHARGED- DISCHARGED indications appropriately marked shall be provided on the front of the breakers. The breaker shall also be provided with a operation counter.

2.47 Mechanical interlocks shall be provided to prevent:

ix) A closed C.B. from being isolated from or inserted into the service position. x) Closing & opening of the C.B. in an intermediate position between service & Test &

between Test & Disconnected position. xi) Any other functions not permitted as per requirement specified. xii) VCB should be locked at isolated (Test position) and at Service position as per NGEF

make existing MOCB. 2.48 Automatic safety shutters with padlocking facilities shall be provided to

completely cover the primary disconnects when the breaker is withdrawn.

2.49 Positive earthing of circuit breaker frame shall be maintained when it is in connected position & in all other positions in which the safety shutters are in open position.

2.50 VCB should be mounted on the breaker trolley for the incomers of 3.3KV panel. Two operating lever to operate limit switch mounted inside the panel at respective position, one at left side & another at right side for service condition interlocking & indication respectively shall be mounted on the truck . (When looking from operating end of the VCB). One separate operating lever to operate limit switch mounted inside the panel for VCB test position indication shall be mounted on the VCB at right side of the truck (when looking from operating end of the VCB).

2.51 Party shall approve the control wiring diagram for closing, tripping, spring charging etc of new VCB, which shall match with existing MOCB drawings.

3.0 ARC INTERRUPTING DEVICES

The arc interrupting devices shall be capable of interrupting satisfactorily current zero to the rated interrupting current when used on predominantly capacitive or inductive circuits. The Vacuum Bottles shall be of Siemens or Jyoti or Areva or BEL or ABB make only.

4.0 POTENTIAL TRANSFORMERS Line Potential Transformer confirming to IS 3156 ( latest updated) will be mounted on each pole of the carriage (Truck) of 2 nos of 2500 A 3.3 KV VCB ( Total 2 Sets of PT, each of 3 nos) along with HT & LT fuse and its Raychem or equivalent make insulated Connecting copper links to connect PT primary terminal with accessories. PT rating is Single phase PT, Frequency-50HZ, Rated Primary Voltage-3.3 KV, HSV-3.6KV, Rated Secondary voltage-110 volts, Winding Connection- Star-Star both side neutral earthed, Rated VA burden- 150 VA, Accuracy class – 1 PT shall be of Areva or L&T or Siemens or Cappa Electrical or Indcoil or Jyoti or AEP or Pragati make only.

All the party may be asked to submit following documents to adjudge its credentials and technical suitability for the P.T.:-

e) Complete technical details, relevant IS and Test Certificates of offered P.T. f) Documentary evidence, like copies of purchase orders & performance certificates of reputed

public / private sector for the orders executed during the last three years, in support of the same. 5.0 CIRCUIT BREAKER AUXILIARY SWITCH CONTACTS & PACKING

SWITCH CONTACTS. The circuit breaker shall be provided with six numbers of normally open & six nos. of normally closed circuit breakers auxiliary switch contacts, with the spare contacts wired to the terminal board. The auxiliary contacts shall be suitable

for inductive breaking ( not less than 5 Amps.) at the control voltage specified. Necessary number of racking switch contact shall be included.

6.0 CIRCUIT BREAKER CONTROLING [ INDUCTIVE LOAD

MAINLY MOTORS ] The Vacuum circuit breaker shall be suitable for starting & stopping 3.3KV Inductive Load such as Motors number of times without any intentional time interval.

7.0 TEST CERTIFICATES, DRAWINGS & LITERATURE ETC. FOR VCBs AND PTs.

Quadruplicate copies of the following documents drawings shall be submitted along with the offer:-

a) Complete report on the short circuit tests, certified by a recognized & independent testing authority i.e. CPRI, in support of the ratings of the circuit breakers offered. Routing & Type test as per latest IS standard. Type test report of similar rating VCB shall be supplied along with VCB to adjudge its suitability.

b) Routing test shall be witness by NFL. c) Principal dimensioned outline of each VCB and each PTs with General

Arrangement Drawings. d) Bidder has to visit the site to check exact dimensions of the MOCB which is

required to be retrofitted at NFL Vijaipur plant. 8.0 SPARES ( Party should quote unit price separately): 8.01 Tenderers shall quote itemized unit prices for recommended spares &

recommended quantities for stocking for first one year’s operation of the equipment of Indian make & for use during the first two years of the equipment for foreign make.

8.04 The Spares shall include, but not limited to g) Three no’s of 3.3 KV, 2500A Vacuum Bottles. h) Breaker accessories e.g. closing & tripping coils, spring charging motor, auxiliary

switch, mechanism springs etc. i) One set [consisting of 3 Nos.] 3.3KV, potential transformers.

11.0 TOOLS & TACKLES 15.01 The tenderer shall furnish a complete & unused set of all special tools & tackles which are

necessary or convenient for erection, testing, commissioning, maintenance & overhauling of the Vacuum Circuit Breaker.

15.02 The tools shall be dispatched in separate container clearly marked with the name of the equipment for which they are intended.

15.03 The tenderer shall submit a list of tools proposed to be furnished under the scope of supply along with the offer.

16 TECHNICAL PARTICULARS

The existing MOCB which is required to be retrofitted, technical & dimensional particulars are attached herewith [ANNEXURE-X & XI] for reference. The tenderer shall furnish with his offer the technical Particulars in the Blank proforma of ANNEXURE-XII (technical particulars which is attached herewith).

17 GUARANTEES

11.01 All equipment shall be guaranteed in respect of material, workmanship & performance. Complete VCB along with PTs be guaranteed for 18 months from date of dispatch or One year from the date of commissioning.

17.01 In case of failure of the equipment supplied to meet guarantee, the purchaser

reserves the right to reject the equipment. Also purchaser shall have right to use the rejected equipment until alternative arrangement is made.

18 DEVIATIONS

The scope of supply shall be fully spelt out by the tenderer. Any intended omission or deviation must be clearly stated giving reference to this specification.

NOTE: 27.0 Material will have to be supplied within 120 days from the date receipt of LOI / Purchase

Order, whichever is earlier. Delivery shall be deemed to be essence of the contract. 28.0 If the material is not supplied as per specified schedule, NFL shall without prejudice in this

behalf be entitled to charge penalty for delay @ 0.5% of the invoice value of the delayed quantity for every week and part thereof, of the period of delay from delivery schedule, subject to a maximum of 5% of the PO value.

29.0 Bidders may visit site before submitting their offers if desired. 30.0 VCB shall be mounted on a Trolley (Truck or Carriage) dimensionally similar to existing

MOCB. Party will furnish indemnity bond & Transit Insurance in case shifting of MOCB shall be required to party works. In such cases transportation cost from NFL to party works and back shall be borne by party.

31.0 Two number operation & maintenance manual with testing procedure manual shall be supplied

along with equipment. 32.0 Test certificate of the VCB being supplied shall be submitted along with dispatch documents. 33.0 Minimum chopping current of VCB shall be less than 5 Amps. However Bidder may submit

exact chopping current of VCB. 34.0 All control supply shall be 110V DC 35.0 First pole to clear factor shall be 1.5

36.0 Maximum permissible contact resistance (closed condition) for 1250Amp. Per pole of the VCB

shall be <30 Micro Ohm across bottle, < 50 Micro Ohm at the end of connection bar (For new breakers).

37.0 Rated voltage of the VCB shall be 3.6 KV. 38.0 Plug –Top (24 pin) arrangement for communication between VCB and panel shall be similar to

the existing MOCB. Control wiring of VCB up to the plug pin number shall be similar as per existing MOCB wiring and its ferruling.

39.0 All six live arm shall be insulated with suitable voltage rating RAYCHEM MAKE HEAT SHRINKABLE SLEEVE. These arms shall also be protected with suitable phase barriers. And all joints shall be covered with shrouds.

The procurement shall be done on the basis of two part bidding system and only after the CBs are found to be suitable on technical ground price bids shall be opened. 1.0 Scope:- 1.01 This specification covers the complete Design, Manufacture, Assembly, Testing at works before

dispatch inspection & Delivery at site in suitable packed condition for V.C.B. & Accessories. The scope of work shall also include supply of V.C.B. complete in all respect, the supervision of Erection / Testing / Commissioning & Retrofitting of existing MOCB, 12 KV, 1250 AMP of Asea Make Type HKK 12 /1240 by VCB for successful Commercial operation. The tenderer are however requested to quote separately for the complete Erection, Testing & Commissioning of V.C.B.(Retro fitting of existing MOCB, 12 kV, 1250 A of Asea Make, Type HKK 12/1240 & alternatively their rates for supervision of Erection on daily basis. All data related to VCB Shall be filled in Annexure "XV" 1.14 The VCB offered shall be of proven design by way of successful commercial operation for

three years.

1.15 The VCB shall comply with requirement of relevant standards.

1.16 All drawings, schedules & enclosures attached to this specifications shall form part of the specification

1.05 The VCB offered shall be of latest technology of Vacuum Bottles, complete in all respect &

shall match the physical dimensions of the existing MOCB, 12 KV, 1250A of Asea Make, Type HKK 12/1240, so that it can be provided in place of existing MOCB as one to one replacement. Any material which may not have been specially mentioned but which is usually necessary for satisfactory trouble-free operation & maintenance of VCB shall be included in the scope of supply.

2.0 Circuit Breaker :--

VCB General Ratings and details:

2.1 Derating of CB as per site condition at an ambient of 46 Deg C shall be Nil. 2.2 Temperature Rise over an ambient of 46 Deg C shall be with in limits as per IEC. 2.3 Chopping Current of VCB shall be as low as possible but in any case less than 5 A. 2.4 The VCB shall be operated by spring loaded operating stud to prevent contact bounce. 2.5 Maximum permissible contact Resistance (closed condition) for the VCB shall be 30-40 micro ohms per pole. 2.6 The CB shall be rated 12 kV, 3 Ph, 50 Hz, 1250 Amp (Normal Current Rating) breaking current 26.3 kA for 3 secs or more. Operating Sequence O-0.3 Sec-CO-3 min-CO. 2.7 First Pole to Clear factor shall be in the range of 1.5.

2.8 The circuit breakers shall be of 3- Phase, single Break, Horizontally draw-out, horizontal Isolation, Vacuum break type, as mentioned in specification sheet suitable for LOCAL /- REMOTE operation with rupturing capacity & continuous current carrying capacity as given in 2.6 above. 2.9 The circuit Breaker shall have sustained rupturing capacity on repeated operations due to fault. 2.10 The circuit breaker shall consist of three separate identical single pole operated through common shaft by the operating mechanism. 2.11 Shall be controlling 12 KV Ammonia I, Ammonia II and Urea I Feeders. The circuit breaker shall be suitable for starting & stopping a number of times without any intentional time interval. 2.12 All the breakers supplied as retrofits shall be interchangeable. 2.13 Circuit breakers controlling Ammonia I, Ammonia II, Urea I, feeders and shall have provision to limit over voltages to the value safe for insulation of 25 years old System. 2.14 Maximum over voltages generated by VCB in following conditions, should be in the range of following: a) Switching of motor at no load –average 3 p u. b) Switching of motor during starting condition.—average 3 pu c) Switching of motor under locked rotor condition.--- average 3 pu d) Switching of unloaded transformer and Capacitor Bank.--- average 3pu e) Maximum Switching over voltages with ZnO type surge arrester---average 3 pu f) Generation of switching over voltage in case of push pull condition of motor shall be in the range of 3 pu average. 2.15 The closing coils & other auxiliary devices shall operate satisfactorily at all voltages between 80 % to 120 % of the rated control voltage. 2.16 When the breaker is in closed position a closing of an initiating control device shall neither result in further operation of the breaker closing mechanism nor endanger the operation.- 2.17 An emergency handle shall be supplied for manual operation of the breaker in case of failure of closing power. The close push button provided for this purpose shall be accessible after opening of door. 2.18 Each breaker shall have three positions SERVICE, TEST & DISCONNECTED with mechanical indications. 2.19 The Breaker shall be provided with motor/Coil operated power closing mechanism & shall include trip-free (Electrically & Mechanically) & anti-pumping features. The closing motor/Coil shall be suitably protected against damage due to over-heating. 2.20 Motor operated mechanism shall be complete with universal motor. It shall consist of opening spring, closing spring, & all necessary accessories to make the mechanism complete operating unit. The motor shall be suitable for operation with voltage variation from 80 % to 120 % of rated voltage (115 Volt DC) spring charging time shall be indicated in the offer. As long as power is available to the motor, a continuous sequence of closing & opening shall be possible. After failure of power supply to motor, at least one - close - open operation of the circuit breaker shall be possible. Motor shall be solely used for compressing the closing spring. Closing action of the circuit breaker shall compress the opening spring for tripping.- Soon after the closing springs are discharged after closing a breaker closing spring shall automatically to be charge for next operation. 2.21 The breaker shall be provided with shunt trip coil. Provision shall be made for mechanically tripping the breaker in case of emergency. The trip coil & other associated auxiliary devices shall operate reliably & satisfactorily at all voltages between 80 % to 120 % of rated voltage, i.e. 115 V DC. 2.22 Mechanical 'ON', 'OFF' , ISOLATED position & spring 'CHARGED' , ' DISCHARGED' indications appropriately marked shall be provided on the front of the breakers. The breaker shall also be provided with an operation counter.- 2.23 Mechanical interlocks:- i) To prevent a closed C.B. from being isolated from or inserted into the service position.

ii) To prevent closing & opening of the C.B. in an intermediate position between service -& test and Between Test & Disconnected position. iii) To Prevent any other functions not permitted as per requirement specified. iv) Proper carriage interlock is required for locking of VCB in place. v) Emergency trip is required as in Asea. vi) Interlock to avoid starting of spring charging motor in case of manual charging vii) Rack in and Out from outside of panel without opening it. The Racking in mechanism shall be designed properly like in Asea and any lackluster arrangement shall not be sufficient. viii) Properly designed On in Service interlock shall be provided as in Asea with proper spring loading so that the limit switch does not break and the lever does not bend. ix) Handle for Holding of VCB shall be provided on VCB trolley for trolley movement from one place to other. x) VCB Trolley shall be provided with Swivel wheels for smooth movement of VCBs. xi) Properly engraved metallic name plate with complete specifications, type, serial no, make, year of manufacture, etc shall be permanently rebated on VCB Trolley. 2.24 Positive earthing of the Circuit breaker frame shall be maintained when it is in connected position & in all other positions in which the safety shutters are in open position. 2.25 Asea Make VCB shall be designed in such a way that these can be Racked in and Out from outside the panel. There shall be no need to open the panel for racking in and out the CB. There shall be sufficient no of auxiliary contacts and the special on in service position limit switch operating interlock shall be provided in VCB mechanism. 2.26- The VCBs shall be provided with contact wear indication and along with VCB the contact wear gauge shall also be supplied. 2.27 The VCB Contacts shall be properly segregated by means of electrical grade 12 kv rated phase barrier shroud or separators or shall be provided 11 KV rated Raychem sleeve to avoid bridging and tracking in between these phases. All the live parts of CB shall be either segregated between phase to phase and phase to ground or shall be provided Raychem sleeve which shall be thermally conducting and shall not affect current carrying capacity of current carrying parts. 2.28 The quality of material used and the work done should be good and proper gauge sheets (3 mm) are to be used for all purposes in the trolley, so that these can remain firm and do not vibrate. All connections limit switches should be of best of the qualities and interlocks should not be for the sake of provision or retrofit. There must be quality, consistent repeatability and reliability of operation. If the VCBs are found lacking in quality in any of even the smallest part of it, it shall be out rightly rejected and the party shall have no claim whatsoever. Excessive vibrations during switching on or off, improper design of interlocks only to ful fill the requirements shall not be accepted 2.29. The retrofitting shall be in true spirit and the party may come and study the interlocks and existing MOCBs and may design retrofit accordingly. No compromise shall be done on safety and existing interlocks and it shall be party’s responsibility to fulfill all the requirements. 2.30. NO COMPROMISE ON QUALITY SHALL BE ACCEPTED. 2.31. NO DEVIATIONS SHALL BE ACCEPTED. 3.0 Arc Interrupting Devices / Vacuum Bottles:-

The Vacuum Bottles shall be of latest technology with proven track record of atleast 10 years for successful operation. It shall incorporate technology in respect of fault rupture capacity, vacuum sealing, vacuum maintenance, contact metal, contact configuration, contact erosion, which shall be best and current chopping shall be limited to as minimum as possible but not more than 5 A. The design shall be such that these can last for very long time 10 to 15 thousand normal operations, 100 to 150 fault operations, and 15 to 20 years of service without loosing any electrical or mechanical characteristics, i.e in perfectly healthy condition and without inspection.

5.0 CIRCUIT BREAKER, AUXILIARY SWITCH CONTACTS & PACKING SWITCH CONTACTS & BUS BAR SIDE CONTACTS: Party shall use existing pattern/design of bus bar side contacts for retrofit. The circuit breaker shall be provided with six numbers of normally open & six nos, of normally closed circuit breakers auxiliary switch contacts, with the spare contacts wired to the terminal board. The auxiliary contacts shall be suitable for inductive breaking (not less than 5 Amps.) at the control voltage specified. Necessary number of rack - in switch contact shall be included. 6.0 CIRCUIT BREAKER CONTROLING [ INDUCTIVE LOAD

MAINLY MOTORS ] The Vacuum circuit breaker shall be suitable for starting & stopping 11KV Inductive Load such as Motors number of times without any intentional time interval.

7.0 TEST CERTIFICATES, DRAWINGS & LITERATURE ETC.- Quadruplicate copies of the following documents drawings shall be submitted along with the tender:-- a) Complete report on the short circuit tests, certified by a recognized & independent testing authority i.e. CRPL, in support of the ratings of the circuit breakers offered. Routine & Type test as per latest standard shall be carried out on VCB and test reports shall be submitted. Routine test shall be witnessed by NFL. b) Principal dimensional outline of each VCB with general arrangement drawings.- 8.0 SPARES:- 8.01 Tenderer shall quote itemized unit prizes for recommended spares & recommended quantities for stocking for first year's operation of the equipment of Indian make & for use during the first two years of the equipment for foreign make. 8.02 The spares shall include, but not limited to- a) One complete pole of the breaker.- b) Breaker accessories e.g. closing & tripping coils, spring charging motor, Auxiliary switch, mechanism spring etc.- 9.0 TOOLS & TACKLES:- 9.01 The tenderer shall furnish a complete & unused set of all special tools & tackles ( Contact wear indicator), High Voltage VCB Testing Kit, which are necessary or convenient for erection, testing, commissioning, maintenance & overhauling of the Vacuum Circuit Breaker. 9.02 The tools shall be dispatched in separate container clearly marked with the name of the equipment for which they are intended. 9.03 The tenderer shall submit a list of tools proposed to be furnished under the scope of supply along with the offer. 10.0 TECHNICAL PARTICULARS:- The existing MOCB which is retrofitted, technical & dimensional particulars are attached herewith for reference. The tenderer shall furnish with his offer the technical particulars in the Blank proforma of Annexure 'XV' (technical particulars which is attached herewith). After techno commercial bidding, if the order is placed to any of the party, party shall have to visit

site as many times as required so as to manufacture exact retrofit. Party shall take prior clearance from NFL before visiting site in order to ensure availability of panel for taking measurements, as the equipments are in continuous use due to NFL being a continuous process Industry. 11.0 GUARANTEES:- 11.01 All equipment shall be guaranteed in respect of material, workmanship & performance. Complete VCB should be guaranteed for 18 months from date of dispatch or one year from the date of commissioning. However the CB is the most important unit in complete switchgear and it must work reliably for years together with minimum maintenance. The successful running of CB during Guarantee period shall not absolve manufacturer of its responsibility with regard to problem in mechanism, vacuum bottle or in any other part of CB for that matter and the party must assure continued moral, expert and service support in trouble shooting and fire fighting as far as the CBs are concerned. This shall be given in writing by the party. 11.02 In case of failure of the equipment supplied to meet guarantee, the purchaser reserves the right to reject the equipment. Also purchaser shall have right to use the rejected equipment until alternative arrangement is made by the supplier. . 12.0 DEVIATIONS:- The scope of supply shall be fully spelt out by the tenderer. Any intended Omission or deviation must be clearly stated giving reference to this specification. 13.0 PACKING AND DISPATCH: The party shall dispatch the material in proper packing which shall be sturdy and rugged and shall be able to protect New VCB for the damage during transport. The damage suffered on account of this shall be solely party’s responsibility. Also the material shall be sent via chartered vehicle from works to the NFL site stores NOTES: 40.0 Material will have to be supplied within 120 days from the date receipt of LOI / Purchase order,

whichever is earlier. Time shall be deemed essence of the contract. 41.0 If the material is not supplied as per specified schedule LD @ 0.5 % of invoice value of delayed

quantity per week or part thereof, for the period of delay subject to maximum up to 5 % of PO value shall be applicable.

42.0 Bidders may visit site before submitting their offers if they desire. 43.0 VCB shall be mounted on a Trolley (Truck or Carriage) dimensionally similar to existing

MOCB.

44.0 Two number operation & maintenance manual with testing procedure manual shall be supplied along with equipment.

45.0 Test certificate of the VCB being supplied shall be submitted along with dispatch documents. 46.0 Chopping current of VCB shall be as low as possible but in any case less than 5 Amps.

However Bidder may submit exact chopping current of VCB.
