regard of load, frequency control and system stability
Monitoring the medium to long-term adequacy

UCTE-IPS/UPS Study – three major questions to answer
Is a full synchronous interconnection of IPS/UPS with UCTE
feasible?
What are the mandatory measures and requirements on both
sides?
What are the associated costs?
Considering technical, operational, organizational and legal
issues the study will answer the following questions:
Additionally, market aspects and environmental issues are
building the conditional framework
Initial priority: maintaining the present performance of the
systems with respect to system security and reliability

Consideration of non-synchronous link projects
• In October 2005 IPS/UPS has taken an initiative to consider non-
synchronous link projects in the investigation.
• Generally, the proposal is supported by the UCTE-Consortium if
projects can be identified with a certain degree of realisation capability
at time horizons to be analysed.
• Nevertheless, in order to identify a possible extension on the amount
of work, data provision and the time schedule, IPS/UPS companies are
requested to provide a description and specification of relevant
projects.
• Based on this information the parties will consult about the next
further steps and try to find a solution to the benefit of the project.

• First common working activities confirm the dimension of the project
and its ambitious time schedule.
• IPS/UPS data provision and the installation of the Wide Area
Measurement System (WAMS) in the whole IPS/UPS synchronous area
have been recognized as pre-requisites for the preparation and
verification of well-qualified simulation models.
• The consideration of non-synchronous link projects will be analysed
after realistic projects are proposed and specified.
• System simulations will be carried out under the initial priority to
maintain system security and reliability on both sides.
