Around 200 people gathered in Changegate, Haworth for the unveiling of a plaque in honour of former Worth Valley PCSO Martin Bell who was killed in Afghanistan on 25th January 2011. The stone plaque has been provided free of charge by local craftsmen and was unveiled by Martin’s mum, Elaine Bell, in the company of dignitaries including West Yorkshire Police Chief Constable Sir Norman Bettison, Bradford District and local councillors and The Parachute Regiment. Martin joined West Yorkshire Police in 2006 as a PCSO and was based in the Worth Valley where he became very well known and popular with both residents and colleagues for his humour, dedication and enthusiasm. He later realised a long held desire to join the army and went on to serve with 2 Para in Afghanistan until his sad death. The paratrooper was awarded a posthumous George Medal for his actions in which he lost his own life while trying to save that of a colleague. Sir Norman Bettison, Chief Constable of West Yorkshire Police, said: “As a PCSO Martin worked in the heart of the local community in the Worth Valley so it is appropriate that such a fitting memorial has been created, in Martin's name, at one of the Contact Points we use to provide truly ‘local’ policing. “It is heart warming to see so many individuals, not least the talented craftsman who created this plaque, come together to give their effort and time to remember Martin in this way.” More pictures inside. A PROUD COMMUNITY HONOURS PTE MARTIN BELL G.M.

Around 200 people gathered in Changegate, Haworth for the unveiling of a plaque in honour of former Worth Valley PCSO Martin Bell who was killed in Afghanistan on 25th January 2011. The stone plaque has been provided free of charge by local craftsmen and was unveiled by Martin’s mum, Elaine Bell, in the company of dignitaries including West Yorkshire Police Chief Constable Sir Norman Bettison, Bradford District and local councillors and The Parachute Regiment. Martin joined West Yorkshire Police in 2006 as a PCSO and was based in the Worth Valley where he became very well known and popular with both residents and colleagues for his humour, dedication and enthusiasm. He later realised a long held desire to join the army and went on to serve with 2 Para in Afghanistan until his sad death. The paratrooper was awarded a posthumous George Medal for his actions in which he lost his own life while trying to save that of a colleague. PARISH COUNCIL COLUMN Life has been far from dull in Haworth during the last few weeks. The Parish Church hit the headlines as it fought to raise funds to restore its roof; the organisers of the 1940s Weekend stood down and then the heart of the village was touched at the unveiling of the memorial stone to Pte Martin Bell GM at the Contact Point. The Church succeeded in raising the £64,000 they were chasing and then found out they needed to raise another £54,000; various business people emerged as interested parties in taking over not only the 1940s weekend but the other village events too and Sir Norman Bettison, the Chief Constable of West Yorkshire was one of the chief guests at the Martin Bell Memorial. Will life get back to normal? Not a bit of it! On January 20th the Parish Council lodged its contribution to Bradford Council’s Local Development Framework Core Strategy consultation – it’s called LDF for short – and that’s an important step. Most of us were I suspect shocked when we learned that the proposal that Haworth needed to find land for 600 new homes before 2028 was being included in the consultation document. If you add the 250 being asked of Oakworth and the 150 of Oxenhope that’s 1,000 new homes in less than three miles! It’s no use pretending we don’t have any spare land because it’s a fair bet the property developers are already well on the case. Bridgehouse Mills; Ivy Bank Mills and Ebor Mills are all sites that come readily to mind. Government Policy ensures that we can’t resist housing new build entirely but the Parish Council believes that 600 new homes and the other LDF proposal to retain the village’s character as well as develop its tourist potential are contradictory. The next stage in the process will see the final audit of building land in the area – be it suitable for use or not – included in the final draft of the LDF and that’s when we get to enter the conversation with Bradford about the merits, or otherwise, of respective sites. Already the battle lines are being drawn up. The residents of Old Hall Close in Haworth are making their case to retain the Coop Field, or Jagger’s Field as other people know it, kept as village green space and if you feel strongly about certain other sites then you need to make yourselves heard very soon. Work is also continuing on developing a Neighbourhood Development Plan proposal for the three villages to consider. This facility afforded to us by the Localism Act looks like providing us with a tough journey but it could be worth it to give us as a community more say in the planning procedures. It wouldn’t stop new housing being proposed, or even built, but it could enable us to say what developments look like; where they are placed and what use is made of land. Also there will be the Community-Led Plan, that’s a revised Parish Plan by another name, and this document will be key to the future of the three villages as council spending becomes more and more controlled. So, keep your eyes and ears open. We will need to consult you to discover your opinions on the Plans and shape of our environment. I expect there will be a series of public meetings called and if you don’t come along to air your views then you will have to accept what is decided. This will be everybody’s chance to have their say and to tell the decision-makers what is needed.

KEIGHLEY PENSIONERS ASSOCIATION Run by Pensioners for Pensioners

Last September a group of pensioners formed an organisation in Keighley. This group, which we have called the Keighley Pensioners Association, has been created in response to the serious downturn in the economy, and the profound effect it is having on a large section of the elderly. Up to the present moment the various KPA meetings that we have held have been preparatory. We have managed to acquire an office; along with a computer and printer. We also have a meeting room at our disposal. More importantly, though, we have been putting together a package of policies and related activities, which we will begin to implement in the New Year. In effect, our activities will take on a twofold character. These are: 1) We will be campaigning against any cuts to pensioners' living standards. 2) We will be assisting people who are in difficulty, but don’t necessarily know who to turn to for help. As far as the campaigning is concerned, we will be doing this in conjunction with the National Pensioners Convention, the Pensioners Parliament, the Yorkshire And Humber Pensioners Convention - along with any other local groups who are concerned about the condition of the elderly. We have already been assured of a series of meetings with other groups on the estates. There, we will be speaking to them about our policies and plans. As far as those who are in difficulty are concerned, we will be arranging one-to-one discussion's with them and advising them what to do. If you want to know more about us, do not hesitate to contact me. In reverse, if you could let me have any information about yourself, or any comments you wish to make, please do. If you want to attend one of our meetings then you will be welcome. You can come as an individual or as a representative of another group. We are more than happy for you to address our meetings or, if you wish, we can come along to any group that you are associated with and explain what we are about. We are very confident in the future of the KPA. We have a wealth of experience behind us and, as the organisation is run by pensioners, who understand the difficulties pensioners are facing, we have every reason to expect a positive response. Our meetings are held on the second Monday of every month at 35 Devonshire Street, Keighley starting at 1pm. New face at Worth Valley There were mixed feelings within the Worth Valley Team earlier this month as one of our most valued officers, PC Cath Gallimore moving on to a new role. All the staff at Bingley and Worth Valley NPT would like to wish her every success in her new role. Whilst we lose Cath, we also gain a new member of staff, PC Richard Oddy. Richard comes highly recommended and well placed to take over from Cath in his role as Worth Valley ward officer. He most recently worked in the Ilkley area so is well versed in rural issues. Having previously been employed as an RSPCA Inspector and in his continuing role of wildlife officer, Richard will make a great replacement for Cath in the additional role of Farmwatch Coordinator. Richard said “I’m very happy to be joining the team and I’m looking forward to meeting residents throughout the Worth Valley area. I’m particularly keen to continue the hard work that PC Gallimore has already put in to the Farmwatch scheme.”

Border crime - joint response - 26th January Officers from West Yorkshire and North Yorkshire were called to Long Gate, Slippery Ford which borders on Sutton-in-Craven this morning, after a resident reported suspicious activity. 3 males and 1 female were found using a hired transit van and were questioned regarding their involvement in theft of stone and metal from the area. Enquiries are ongoing, but officers would like to thank residents for their vigilance, which was key in intercepting these suspects. Arrests for Haworth burglary - 20th January A 32 year old male from Halifax and his girlfriend have now been arrested for the burglary at a Hairdressing salon on Station Road, Haworth 03/01/12. Stolen property was recovered from the offence in the couple’s home address.

Increase in fake £20 notes It has come to our attention that there has been an increase in the use and attempted use of counterfeit currency within the West Yorkshire area especially £20 notes. We are advising businesses and members of the public to be extra vigilant when accepting any banknotes. Haworth Cricket Club Junior Nets at Parkside School Thursdays 1st 8th 15th and 22nd March 6-7pm.

The club has two ECB Level 2 coaches and is working towards 'Clubmark' status.

Registration will also take place for players returning at U15 and U17 age groups. New youngsters also very welcome, especially for new Under 9's side (aged 6-9yrs) - parents/carers will need to stay initially. The Senior Nets started on Thursday 2nd February, 7-8pm at JMS Cricket, Parkwood Street and will be weekly sessions. Haworth CC will be participating in NatWest CricketForce on 31 March. This is the time when clubs make ready for the new season - cleaning, painting, weeding and much more on offer! Anyone (non-members too!) with an hour or more to spare will be made very welcome - refreshments provided! The club is part of the vCricket Volunteer Scheme for 16-25 year olds where every half-hour's help counts towards an award! A few years ago Bradford Council designated

the land at Weavers Hill as Village

Greenspace. This was to prevent any

development on the land to preserve the

character and setting of Haworth. You may recall in 2008 a planning application (to build a hotel and housing for the over 55’s) was withdrawn by the applicant once he realised the land

was protected by Policy OS7 of Bradford Council’s revised Unitary Development Plan which

states: ‘On land defined in the proposal’s maps as village greenspace, development will not be

permitted where it would result in the loss of open space which is important to the character,

visual amenity and local identity of the settlement.’

The revised Unitary Development Plan is soon to be replaced by the Local Development Plan

(LDF). Currently Bradford Council are consulting on their Core Strategy of the LDF and part

of the Evidence Base of the Core Strategy is SHLAA (Strategic Housing Land Availability

Assessment). For further information please go to www.bradford.gov.uk/LDF

The SHLAA for Haworth shows the land at Weavers Hill as potential housing land. If this is

allowed to go through as part of Bradford Council’s Core Strategy, then a significant number

of vehicle trips would be generated which would create an unacceptable intensification of use of Weavers Hill and as such would lead to conditions prejudicial to highway and pedestrian

safety.

Once again Steven Wood and Ian Palmer will be doing a

series of six historical walks in the spring. Friends, old and new, are welcome to join us (strictly at their own risk!).

Good footwear will be needed – preferably walking boots. You

should have warm and waterproof clothing. Carry a packed

lunch and a hot drink. All walks take place on Wednesdays and are free.

The first three of this year’s walks will look at the River

Worth’s main tributary, the North Beck. This will be explored

from Keighley town centre to the Big Dam on Keighley Moor as follows:

Keighley to Laycock via Holme House Wood and Goose Eye. Meet on Worth Way where the road crosses the North Beck

(near the far end of Morrison’s car park) at 10 a.m.

WEDNESDAY MARCH 21st 5 miles

Laycock to Slippery Ford via Goose Eye and Newsholme

Dean. Meet by Laycock Cross – just beyond the school when

approaching from Keighley – at 10 a.m. The 710 Laycock

service from Keighley Bus Station at 9.30 a.m. will get you

there in plenty of time. WEDNESDAY MARCH 28th 6 miles

Slippery Ford to Keighley Moor Reservoir returning by way of

the Maw Stones and the Hitching stone.

Some rough, pathless moorland walking – boots essential. Meet at the small car parking area at Morkin Bridge

(SE002403) at 10 a.m.

The remaining three walks will be looking

at some of the tributaries of the upper Calder. They will be held on April 11th,

18th and 25th.
