The City of Phoenix strives to advance the economic growth of local businesses through its Small Business Enterprise (SBE) Program.
The City encourages the participation of SBE firms throughout ALL phases of contracts.
Subject to City of Phoenix Code, Chapter 18, Article VI, pertaining to the participation of Small Business Enterprise (SBE) firms.

SBE Program
The City of Phoenix SBE Goals Committee has established an SBE participation goal of 10%for this contract.
The successful submitter is required to meet or exceed the Required SBE Goal for ALL work performed on the construction contract.
The Prime Contractor is required to demonstrate good faith efforts to utilize certified SBE firms to achieve this goal during the life of this contract.

To participate in this opportunity as an SBE, only firms certified by the City of Phoenix in the specified scopes of work shall be considered in calculating SBE participation.
Prime Contractors may NOT self perform work proposed for SBE participation.

Project Description / Scope of Work
Schedule requires work to be completed within 330 calendar days (per Addenda) of start date listed in NTP.
Contractor will provide a detailed overall project schedule with the prior week and a 3-week look ahead schedule at weekly construction meetings.
8-1/2 hour shift per day, with work constrained by traffic regulations specified in the contract.
Staging Area is selected by and maintained by Contractor and approved by City.
Bid based on plans and specifications (bid tab is a guideline). For example, if your construction method requires a larger asphalt
replacement then the quantity is the bid list. Either ask for a clarification before the correspondence deadline or adjust your bid amount accordingly.

Phoenix values its relationships with its vendors.
To become a vendor with the city, you MUST complete the vendor self-registration process.
It takes the city about two business days to approve the registration.
Part of the registration process is determining your taxing jurisdiction, your eligibility for small business programs, and verifying your submittal of a signed W9 form from the IRS.
